Two prominent commentaries\u2014by Paul Alexander and Diana Pascal\u2014attempt to define the narrative. Each offers valuable insight. But both fall short of a broader truth: this is no longer just about compliance failures. It is a moment of geopolitical recalibration\u2014and a test of regional unity and sovereign maturity.<\/span><\/p>\n<p id=\"E200\" class=\"x-scope qowt-word-para-4\"><em><span id=\"E201\" class=\"qowt-font2-TimesNewRoman\">A False Binary: U.S. Pressure vs. Caribbean Policy<\/span><\/em><\/p>\n<p id=\"E202\" class=\"x-scope qowt-word-para-3\"><span id=\"E203\" class=\"qowt-font2-TimesNewRoman\">Paul Alexander argues that the United States has unfairly <\/span><span id=\"E205\" class=\"qowt-font2-TimesNewRoman\">weaponized<\/span><span id=\"E207\" class=\"qowt-font2-TimesNewRoman\"> its visa regime, punishing small states for monetizing their sovereignty through Citizenship by Investment (CBI) programs. He rightly highlights a core inconsistency: the U.S. failure to share visa denial data with CBI units, despite expecting airtight vetting from those very programs. Indeed, greater data-sharing could have prevented many red-flagged applicants from ever acquiring Caribbean passports.<\/span><\/p>\n<p id=\"E208\" class=\"x-scope qowt-word-para-3\"><span id=\"E209\" class=\"qowt-font2-TimesNewRoman\">However, Mr. Alexander overlooks a critical reality. In today\u2019s global security environment, no country\u2014however sovereign\u2014can demand reciprocity without aligning with shared enforcement frameworks. The U.S. has the sovereign right to set its border policies. The Caribbean, if it seeks restored access and diplomatic equilibrium, must address valid concerns on enforcement, <\/span><span id=\"E211\" class=\"qowt-font2-TimesNewRoman\">information<\/span><span id=\"E213\" class=\"qowt-font2-TimesNewRoman\"> integrity, and program credibility.<\/span><\/p>\n<p id=\"E214\" class=\"x-scope qowt-word-para-4\"><em><span id=\"E215\" class=\"qowt-font2-TimesNewRoman\">Caution <\/span><span id=\"E217\" class=\"qowt-font2-TimesNewRoman\">Against<\/span><span id=\"E219\" class=\"qowt-font2-TimesNewRoman\"> Internal <\/span><span id=\"E221\" class=\"qowt-font2-TimesNewRoman\">Scapegoating<\/span><\/em><\/p>\n<p id=\"E223\" class=\"x-scope qowt-word-para-3\"><span id=\"E224\" class=\"qowt-font2-TimesNewRoman\">On the other end of the spectrum, Diana Pascal calls out the Caribbean itself\u2014blaming CBI overreliance, weak institutions, and short-term fiscal planning. She describes CBI as a transactional model in tension with the idea of citizenship as a social contract. Some of her observations resonate. But her critique too easily collapses into a political indictment, not a policy diagnosis.<\/span><\/p>\n<p id=\"E225\" class=\"x-scope qowt-word-para-3\"><span id=\"E226\" class=\"qowt-font2-TimesNewRoman\">Ms. Pascal does not acknowledge that CBI, when responsibly governed, has financed hospitals, post-disaster recovery, climate resilience infrastructure, and education. Nor does she fully grapple with the fact that the December 16 U.S. Proclamation cites specific cooperation failures\u2014not macroeconomic design flaws\u2014as the rationale for the suspension. The issue is enforcement\u2014not <\/span>revenue models.<\/p>\n<\/div>\n<\/div>\n<div id=\"contentsContainer\" class=\"style-scope qowt-page\">\n<div id=\"contents\" class=\"style-scope qowt-page\">\n<p id=\"E227\" class=\"x-scope qowt-word-para-4\"><em><span id=\"E228\" class=\"qowt-font2-TimesNewRoman\">The Missing Frame: <\/span><span id=\"E230\" class=\"qowt-font2-TimesNewRoman\">CARICOM Fragmentation and the Venezuela-Cuba Axis<\/span><span id=\"E231\" class=\"qowt-font2-TimesNewRoman\"> &#8211; <\/span><span id=\"E233\" class=\"qowt-font2-TimesNewRoman\">Multipolar<\/span><span id=\"E235\" class=\"qowt-font2-TimesNewRoman\"> Geopolitics<\/span><\/em><\/p>\n<p id=\"E236\" class=\"x-scope qowt-word-para-3\"><span id=\"E237\" class=\"qowt-font2-TimesNewRoman\">Both Alexander and Pascal miss the larger context: this is not simply about flawed due diligence or moral hazard. It is about containment, leverage, and hemispheric realignment.<\/span><\/p>\n<p id=\"E238\" class=\"x-scope qowt-word-para-3\"><span id=\"E239\" class=\"qowt-font2-TimesNewRoman\">Consider the December 23 statement by Trinidad and Tobago\u2019s Prime Minister <\/span><span id=\"E241\" class=\"qowt-font2-TimesNewRoman\">Kamla<\/span><span id=\"E243\" class=\"qowt-font2-TimesNewRoman\"> <\/span><span id=\"E245\" class=\"qowt-font2-TimesNewRoman\">Persad-Bissessar<\/span><span id=\"E247\" class=\"qowt-font2-TimesNewRoman\">, who disavowed CARICOM\u2019s political and security policies <\/span><span id=\"E248\" class=\"qowt-font2-TimesNewRoman\">&#8211; <\/span><span id=\"E249\" class=\"qowt-font2-TimesNewRoman\">calling the regional bloc \u201can unreliable partner\u201d <\/span><span id=\"E250\" class=\"qowt-font2-TimesNewRoman\">and declared that Trinidad would chart its own path. The timing is not coincidental. Her remarks align neatly with the Trump Administration\u2019s revived \u201cgunboat diplomacy\u201d posture\u2014focused on isolating Venezuela and, by extension, destabilizing Cuba, its key regional ally.<\/span><\/p>\n<p id=\"E251\" class=\"x-scope qowt-word-para-3\"><span id=\"E252\" class=\"qowt-font2-TimesNewRoman\">The Caribbean has become collateral terrain in this broader standoff. Eastern Caribbean states perceived as insufficiently aligned with U.S. interests\u2014or as offering mobility to nationals from sanctioned or adversarial states\u2014have found themselves in the path of escalating pressure.<\/span><\/p>\n<p id=\"E253\" class=\"x-scope qowt-word-para-3\"><span id=\"E254\" class=\"qowt-font2-TimesNewRoman\">This is no accident. The policy footprint of U.S. Secretary of State Marco Antonio Rubio\u2014a Cuban-American hardliner who now also serves as National Security Advisor\u2014is unmistakable. For years, Rubio has cast Caribbean <\/span><span id=\"E255\" class=\"qowt-font2-TimesNewRoman\">nations as a Cuba support system thus the Caribbean <\/span><span id=\"E256\" class=\"qowt-font2-TimesNewRoman\">CBI programs as a national security loophole. Now, he has the tools to act.<\/span><\/p>\n<p id=\"E257\" class=\"x-scope qowt-word-para-4\"><em><span id=\"E258\" class=\"qowt-font2-TimesNewRoman\">Europe Joins the Chorus<\/span><\/em><\/p>\n<p id=\"E259\" class=\"x-scope qowt-word-para-3\"><span id=\"E260\" class=\"qowt-font2-TimesNewRoman\">The challenge is no longer Atlantic-centric. The European Union is also moving toward a stricter posture. A recent European Commission report reaffirmed that even the existence of a CBI program\u2014regardless of misuse\u2014may constitute grounds for suspending <\/span><span id=\"E262\" class=\"qowt-font2-TimesNewRoman\">Schengen<\/span><span id=\"E264\" class=\"qowt-font2-TimesNewRoman\"> visa-free access. While the Caribbean has long touted its visa-free travel privileges as a selling point of CBI, those privileges now hang in the balance on both sides of the Atlantic.<\/span><\/p>\n<p id=\"E265\" class=\"x-scope qowt-word-para-3\"><span id=\"E266\" class=\"qowt-font2-TimesNewRoman\">The EU&#8217;s revised Visa Suspension Mechanism no longer focuses solely on \u201cgenuine link\u201d concerns; it now considers CBI itself a structural risk, particularly where rejection rates are low and due diligence protocols remain opaque. If the U.S. suspension was the first domino, the EU could be next.<\/span><\/p>\n<p id=\"E267\" class=\"x-scope qowt-word-para-4\"><em><span id=\"E268\" class=\"qowt-font2-TimesNewRoman\">Strategic Recalibration, Not Capitulation<\/span><\/em><\/p>\n<p id=\"E269\" class=\"x-scope qowt-word-para-3\"><span id=\"E270\" class=\"qowt-font2-TimesNewRoman\">Let us be clear: this is not just about program names, rebranding, or lengthening residency requirements. This is about whether small states can defend sovereign policy choices while adapting to shifting global norms around mobility, identity, and enforcement.<\/span><span id=\"E271\" class=\"qowt-font2-TimesNewRoman\"> <\/span><span id=\"E272\" class=\"qowt-font2-TimesNewRoman\">It is <\/span><span id=\"E273\" class=\"qowt-font2-TimesNewRoman\">also <\/span><span id=\"E274\" class=\"qowt-font2-TimesNewRoman\">about <\/span><span id=\"E275\" class=\"qowt-font2-TimesNewRoman\">containment, alignment, and leverage<\/span><span id=\"E276\" class=\"qowt-font2-TimesNewRoman\">. The Caribbean is being asked, implicitly, to <\/span><span id=\"E277\" class=\"qowt-font2-TimesNewRoman\">choose sides<\/span><span id=\"E278\" class=\"qowt-font2-TimesNewRoman\">.<\/span><\/p>\n<\/div>\n<\/div>\n<div id=\"pageBorders\" class=\"style-scope qowt-page\" contenteditable=\"false\"><\/div>\n<div id=\"contentsContainer\" class=\"style-scope qowt-page\">\n<div id=\"contents\" class=\"style-scope qowt-page\">\n<div id=\"E169\">\n<p id=\"E173\" class=\"qowt-stl-Header\"><span id=\"E281\" class=\"qowt-font2-TimesNewRoman\">Some, like Dominica, have moved swiftly\u2014enacting reforms that address name changes, enhanced due diligence, and stricter enforcement as of October 14, 2025. Others, like St. Vincent under its new government, are striking a conciliatory yet confident tone that favors regional solidarity over isolation. <\/span><span id=\"E283\" class=\"qowt-font2-TimesNewRoman\">And still others have remained uncomfortably silent\u2014caught between economic vulnerability and geopolitical pressure.<\/span><span id=\"E284\" class=\"qowt-font2-TimesNewRoman\"> <\/span><span id=\"E285\" class=\"qowt-font2-TimesNewRoman\">Still others, like Trinidad, appear to be abandoning regionalism altogether in favo<\/span><span id=\"E286\" class=\"qowt-font2-TimesNewRoman\">r of transactional bilateralism &#8211;<\/span><span id=\"E287\" class=\"qowt-font2-TimesNewRoman\"> distanced themselves from the regional bloc altogether, aligning with U.S. preferences.<\/span><\/p>\n<\/div>\n<p id=\"E288\" class=\"x-scope qowt-word-para-3\"><span id=\"E289\" class=\"qowt-font2-TimesNewRoman\">What is urgently needed now is not recrimination or retreat\u2014but coordination.<\/span><\/p>\n<p id=\"E290\" class=\"x-scope qowt-word-para-4\"><em><span id=\"E291\" class=\"qowt-font2-TimesNewRoman\">The Way Forward: Sovereign Transparency and Regional Unity<\/span><\/em><\/p>\n<p id=\"E292\" class=\"x-scope qowt-word-para-3\"><span id=\"E293\" class=\"qowt-font2-TimesNewRoman\">Rather than succumb to external pressure or internal division, Caribbean states must demonstrate that citizenship is neither for sale nor beyond scrutiny. A few strategic priorities emerge:<\/span><\/p>\n<p id=\"E294\" class=\"qowt-li-0_0 qowt-list x-scope qowt-word-para-3\" role=\"listitem\"><span id=\"E295\" class=\"qowt-font2-TimesNewRoman\">Reaffirming regional unity<\/span><span id=\"E296\" class=\"qowt-font2-TimesNewRoman\">, rather than retreating into bilateral alignments or nationalist isolation; <\/span><span id=\"E298\" class=\"qowt-font2-TimesNewRoman\">Formalize visa-related data-sharing protocols<\/span><span id=\"E299\" class=\"qowt-font2-TimesNewRoman\"> with U.S. and EU authorities to preempt future concerns through proactive transparency<\/span><span id=\"E300\" class=\"qowt-font2-TimesNewRoman\">\u2014<\/span><span id=\"E301\" class=\"qowt-font2-TimesNewRoman\">d<\/span><span id=\"E302\" class=\"qowt-font2-TimesNewRoman\">emanding U.S. <\/span><span id=\"E303\" class=\"qowt-font2-TimesNewRoman\">&amp; EU <\/span><span id=\"E304\" class=\"qowt-font2-TimesNewRoman\">data-sharing<\/span><span id=\"E305\" class=\"qowt-font2-TimesNewRoman\"> protocols for visa denials and derogatory findings, under mutual legal assistance frameworks<\/span><span id=\"E306\" class=\"qowt-font2-TimesNewRoman\">; <\/span><span id=\"E308\" class=\"qowt-font2-TimesNewRoman\">Accelerate the launch of the Eastern Caribbean CBI Regulatory Authority (EC CIRA)<\/span><span id=\"E309\" class=\"qowt-font2-TimesNewRoman\">\u2014a regional mechanism to depoliticize program oversight and restore international trust<\/span><span id=\"E310\" class=\"qowt-font2-TimesNewRoman\">\u2014<\/span><span id=\"E311\" class=\"qowt-font2-TimesNewRoman\">s<\/span><span id=\"E312\" class=\"qowt-font2-TimesNewRoman\">tanding up a fully independent regional CBI regulatory authority<\/span><span id=\"E313\" class=\"qowt-font2-TimesNewRoman\">\u2014to insulate decision-making from short-term fiscal pressures; <\/span><span id=\"E315\" class=\"qowt-font2-TimesNewRoman\">Reaffirm regionalism<\/span><span id=\"E316\" class=\"qowt-font2-TimesNewRoman\">, even amid disagreement, recognizing that a fragmented CARICOM weakens all member states in the eyes of Washington and Brussels alike.<\/span><\/p>\n<p id=\"E317\" class=\"qowt-li-0_0 qowt-list qowt-stl-ListParagraph x-scope qowt-word-para-3\" role=\"listitem\"><span id=\"E318\" class=\"qowt-font2-TimesNewRoman\">Engage U.S. and EU counterparts respectfully<\/span><span id=\"E319\" class=\"qowt-font2-TimesNewRoman\">, not from a place of guilt<\/span><span id=\"E320\" class=\"qowt-font2-TimesNewRoman\"> or defiance<\/span><span id=\"E321\" class=\"qowt-font2-TimesNewRoman\">, but grounded in shared interests around mobi<\/span><span id=\"E322\" class=\"qowt-font2-TimesNewRoman\">lity, development, and security<\/span><span id=\"E323\" class=\"qowt-font2-TimesNewRoman\">\u2014<\/span><span id=\"E324\" class=\"qowt-font2-TimesNewRoman\">in secure, credible, and sovereign systems of mobility<\/span><span id=\"E325\" class=\"qowt-font2-TimesNewRoman\">.<\/span><\/p>\n<p id=\"E326\" class=\"qowt-li-0_0 qowt-list x-scope qowt-word-para-3\" role=\"listitem\"><span id=\"E327\" class=\"qowt-font2-TimesNewRoman\">Elevate domestic civic education<\/span><span id=\"E328\" class=\"qowt-font2-TimesNewRoman\">, so citizens understand that CBI is not a political football\u2014it is a developmental lever with global implications.<\/span><\/p>\n<p id=\"E329\" class=\"x-scope qowt-word-para-3\"><span id=\"E331\" class=\"qowt-font2-TimesNewRoman\">This is not the time for internal fracturing or blame<\/span><span id=\"E333\" class=\"qowt-font2-TimesNewRoman\"> games. It is the time for <\/span><span id=\"E334\" class=\"qowt-font2-TimesNewRoman\">professional regulatory convergence<\/span><span id=\"E335\" class=\"qowt-font2-TimesNewRoman\">, paired with <\/span><span id=\"E336\" class=\"qowt-font2-TimesNewRoman\">respectful sovereignty-based dialogue<\/span><span id=\"E337\" class=\"qowt-font2-TimesNewRoman\"> with our international partners. We must treat citizenship not as a political football or economic lifeline, but as a <\/span><span id=\"E338\" class=\"qowt-font2-TimesNewRoman\">sacred trust<\/span><span id=\"E339\" class=\"qowt-font2-TimesNewRoman\">, with responsibilities owed both to those who receive it\u2014and to the global community we are part of.<\/span><\/p>\n<\/div>\n<\/div>\n<div id=\"pageBorders\" class=\"style-scope qowt-page\" contenteditable=\"false\"><\/div>\n<div id=\"contentsContainer\" class=\"style-scope qowt-page\">\n<div id=\"contents\" class=\"style-scope qowt-page\">\n<div id=\"E169\">\n<p id=\"E173\" class=\"qowt-stl-Header\"><em>Conclusion: Beyond the Blame Game<\/em><\/p>\n<\/div>\n<p id=\"E342\" class=\"x-scope qowt-word-para-3\"><span id=\"E343\" class=\"qowt-font2-TimesNewRoman\">Paul Alexander is right to demand tha<\/span><span id=\"E344\" class=\"qowt-font2-TimesNewRoman\">t the U.S. share responsibility and <\/span><span id=\"E345\" class=\"qowt-font2-TimesNewRoman\">do more to collaborate rather than punish. <\/span><span id=\"E346\" class=\"qowt-font2-TimesNewRoman\"> Diana Pascal is right to<\/span><span id=\"E347\" class=\"qowt-font2-TimesNewRoman\"> call for stronger institutions<\/span><span id=\"E348\" class=\"qowt-font2-TimesNewRoman\">\u2014<\/span><span id=\"E349\" class=\"qowt-font2-TimesNewRoman\">we must strengthen our institutions and economic models. <\/span><span id=\"E350\" class=\"qowt-font2-TimesNewRoman\"> But both fall short <\/span><span id=\"E351\" class=\"qowt-font2-TimesNewRoman\">and <\/span><span id=\"E352\" class=\"qowt-font2-TimesNewRoman\">must also recognize that we are at an inflection point<\/span><span id=\"E353\" class=\"qowt-font2-TimesNewRoman\">\u2014<\/span><span id=\"E354\" class=\"qowt-font2-TimesNewRoman\">acknowledge<\/span><span id=\"E355\" class=\"qowt-font2-TimesNewRoman\"> the <\/span><span id=\"E357\" class=\"qowt-font2-TimesNewRoman\">multipolar<\/span><span id=\"E359\" class=\"qowt-font2-TimesNewRoman\">, multi-actor nature of the challenge. This is a geopolitical stress test\u2014not just a policy misstep.<\/span><\/p>\n<p id=\"E360\" class=\"x-scope qowt-word-para-3\"><span id=\"E361\" class=\"qowt-font2-TimesNewRoman\">The question is not whether CBI programs should exist. The question is whether we will reform, regulate, and regionalize them in ways that protect sovereignty whil<\/span><span id=\"E363\" class=\"qowt-font2-TimesNewRoman\">e earning international respect<\/span><span id=\"E364\" class=\"qowt-font2-TimesNewRoman\">\u2014<\/span><span id=\"E365\" class=\"qowt-font2-TimesNewRoman\">rebuild its legitimacy<\/span><span id=\"E366\" class=\"qowt-font2-TimesNewRoman\">, regionally and internationally.<\/span><\/p>\n<p id=\"E367\" class=\"x-scope qowt-word-para-3\"><span id=\"E368\" class=\"qowt-font2-TimesNewRoman\">That task will require more than opinion pieces. It will require <\/span><span id=\"E369\" class=\"qowt-font2-TimesNewRoman\">leadership, coordination, and diplomacy grounded in mutual respect<\/span><span id=\"E370\" class=\"qowt-font2-TimesNewRoman\">. <\/span><\/p>\n<p id=\"E371\" class=\"x-scope qowt-word-para-3\"><span id=\"E372\" class=\"qowt-font2-TimesNewRoman\">The world is watching.
