The post-war, rules-based international order\u2014the system that once made small-state sovereignty workable\u2014is not being reformed. It is fracturing. As Canadian Prime Minister <\/span><span id=\"E292\" class=\"qowt-font2-TimesNewRoman\">Mark Carney<\/span><span id=\"E293\" class=\"qowt-font2-TimesNewRoman\"> warned with rare candor at Davos, <\/span><span id=\"E294\" class=\"qowt-font2-TimesNewRoman\">\u201cWe are in the midst of a rupture, not a transition.\u201d<\/span><span id=\"E295\" class=\"qowt-font2-TimesNewRoman\"> In such a rupture, the strong do what they can, and the weak suffer what they must\u2014unless they adapt.<\/span><\/p>\n<p id=\"E296\" class=\"x-scope qowt-word-para-2\"><span id=\"E297\" class=\"qowt-font2-TimesNewRoman\">The question before <\/span><span id=\"E298\" class=\"qowt-font2-TimesNewRoman\">the OECS &amp; <\/span><span id=\"E299\" class=\"qowt-font2-TimesNewRoman\">CARICOM is therefore no longer whether external pressure will intensify. It already has. The question is whether the Caribbean will continue to rely on diplomatic habits built for a world that no longer exists, or whether it will deliberately construct the intellectual, cultural, and institutional power required to operate in the world that is emerging.<\/span><\/p>\n<p id=\"E300\" class=\"x-scope qowt-word-para-2\"><span id=\"E301\" class=\"qowt-font2-TimesNewRoman\">This diagnosis is no longer speculative, nor is it confined to critics on the margins. It is now echoed by Caribbean leaders, senior officials, scholars, cultural figures, and even by the region\u2019s trading partners themselves. Taken together, these voices reveal a single, unavoidable conclusion: <\/span><span id=\"E302\" class=\"qowt-font2-TimesNewRoman\">the Caribbean\u2019s vulnerability is structural\u2014but so too is its latent power<\/span><span id=\"E303\" class=\"qowt-font2-TimesNewRoman\">. The task ahead is to convert that latent power into agency.<\/span><\/p>\n<p id=\"E304\" class=\"x-scope qowt-word-para-3\"><em><span id=\"E305\" class=\"qowt-font2-TimesNewRoman\">The End of Comfort: When Rules No Longer Protect<\/span><\/em><\/p>\n<p id=\"E306\" class=\"x-scope qowt-word-para-2\"><span id=\"E307\" class=\"qowt-font2-TimesNewRoman\">For decades, Caribbean diplomacy rested\u2014reasonably\u2014on the assumption that multilateral rules, alliances, and normative frameworks would constrain raw power. That assumption is now exhausted. The erosion of multilateralism, the weaponization of trade and finance, and the securitization of migration have changed the operating environment irreversibly.<\/span><\/p>\n<p id=\"E308\" class=\"x-scope qowt-word-para-2\"><span id=\"E309\" class=\"qowt-font2-TimesNewRoman\">Professor <\/span><span id=\"E310\" class=\"qowt-font2-TimesNewRoman\">C. Justin Robinson<\/span><span id=\"E311\" class=\"qowt-font2-TimesNewRoman\"> has articulated this reality with stark clarity: the international system that once buffered small states is no longer reliable. Appeals to rules that no longer bind the powerful offer comfort, not protection. His conclusion is not despair, but realism: <\/span><span id=\"E312\" class=\"qowt-font2-TimesNewRoman\">no one is coming to save us<\/span><span id=\"E313\" class=\"qowt-font2-TimesNewRoman\">.<\/span><\/p>\n<p id=\"E314\" class=\"x-scope qowt-word-para-2\"><span id=\"E315\" class=\"qowt-font2-TimesNewRoman\">That message has been reinforced from within CARICOM itself. His framing of deeper integration\u2014through food security, industrial policy, free movement, and intra-regional trade\u2014is not <\/span><span id=\"E318\" class=\"qowt-font2-TimesNewRoman\">aspirational rhetoric. It is a strategic necessity. Integration, in his words, has become the region\u2019s primary <\/span><span id=\"E320\" class=\"qowt-font2-TimesNewRoman\">shock-absorption mechanism<\/span><span id=\"E321\" class=\"qowt-font2-TimesNewRoman\">.<\/span><\/p>\n<div id=\"contentsContainer\" class=\"style-scope qowt-page\">\n<div id=\"contents\" class=\"style-scope qowt-page\">\n<p id=\"E322\" class=\"x-scope qowt-word-para-2\"><span id=\"E323\" class=\"qowt-font2-TimesNewRoman\">Yet internal integration alone is not enough. A region that integrates internally but remains absent where external assumptions are shaped will still find itself reacting downstream.<\/span><\/p>\n<p id=\"E328\" class=\"x-scope qowt-word-para-3\"><em><span id=\"E329\" class=\"qowt-font2-TimesNewRoman\">The Credibility Gap: Why Compliance No Longer Suffices<\/span><\/em><\/p>\n<p id=\"E330\" class=\"x-scope qowt-word-para-2\"><span id=\"E331\" class=\"qowt-font2-TimesNewRoman\">Recent public defenses of Caribbean Citizenship by Investment (CBI) reforms illuminate a dangerous misunderstanding of how power now operates. Senior counsel <\/span><span id=\"E332\" class=\"qowt-font2-TimesNewRoman\">Anthony Astaphan<\/span><span id=\"E333\" class=\"qowt-font2-TimesNewRoman\"> is correct on a narrow factual point: governments did engage international partners and did enact substantial legislative reforms. They are <\/span><span id=\"E352\" class=\"qowt-font2-TimesNewRoman\">leverage signals<\/span><span id=\"E353\" class=\"qowt-font2-TimesNewRoman\">\u2014messages that reforms must now be demonstrably enforced, verified, and sustained over time before trust is recalibrated. The Caribbean has been speaking the language of diplomacy to institutions now operating in the language of perpetual risk. Until that gap is acknowledged honestly, misunderstanding will persist.<\/span><\/p>\n<p id=\"E354\" class=\"x-scope qowt-word-para-3\"><em><span id=\"E355\" class=\"qowt-font2-TimesNewRoman\">The Diaspora Fallacy: From Brain Drain to Brain Power<\/span><\/em><\/p>\n<p id=\"E356\" class=\"x-scope qowt-word-para-2\"><span id=\"E357\" class=\"qowt-font2-TimesNewRoman\">If credibility is one pillar of agency, human capital is the other. Here, the Caribbean has long misdiagnosed its own condition.<\/span><\/p>\n<p id=\"E358\" class=\"x-scope qowt-word-para-2\"><span id=\"E359\" class=\"qowt-font2-TimesNewRoman\">Hon. <\/span><span id=\"E360\" class=\"qowt-font2-TimesNewRoman\">Mark Brantley<\/span><span id=\"E361\" class=\"qowt-font2-TimesNewRoman\"> has argued that tightening external migration regimes may paradoxically offer the Caribbean a chance to reverse decades of catastrophic brain drain. Treating them with guilt instead of strategy has squandered leverage. The future lies in choice architecture: enabling return for those who wish to come home, creating circular and project-based engagement, and building regional platforms that allow talent to circulate within the Caribbean rather than default outward.<\/span><\/p>\n<p id=\"E375\" class=\"x-scope qowt-word-para-2\"><span id=\"E376\" class=\"qowt-font2-TimesNewRoman\">In this sense, migration policy shocks are not merely threats. They are forcing functions\u2014exposing the fragility of an economic model built on exporting ambition and importing consumption.<\/span><\/p>\n<p id=\"E377\" class=\"x-scope qowt-word-para-3\"><em><span id=\"E378\" class=\"qowt-font2-TimesNewRoman\">Culture Is Not Ornament\u2014It Is Power<\/span><\/em><\/p>\n<p id=\"E379\" class=\"x-scope qowt-word-para-2\"><span id=\"E380\" class=\"qowt-font2-TimesNewRoman\">Here Henderson\u2019s critique deepens. The Caribbean\u2019s failure has not only been economic or diplomatic. It has been cultural in the strategic sense. Language, music, shared narratives, and regional media were treated as identity markers rather than instruments of scale and cohesion.<\/span><\/p>\n<p id=\"E381\" class=\"x-scope qowt-word-para-2\"><span id=\"E382\" class=\"qowt-font2-TimesNewRoman\">A region that does not believe in itself cannot persuade others to take it seriously.<\/span><\/p>\n<p id=\"E383\" class=\"x-scope qowt-word-para-2\"><span id=\"E384\" class=\"qowt-font2-TimesNewRoman\">Culture is not decoration. It is <\/span><span id=\"E385\" class=\"qowt-font2-TimesNewRoman\">infrastructure<\/span><span id=\"E386\" class=\"qowt-font2-TimesNewRoman\">. It builds internal confidence, external recognition, and narrative legitimacy. Without it, integration remains technocratic and fragile. With it, soft power becomes durable.<\/span><\/p>\n<p id=\"E387\" class=\"x-scope qowt-word-para-3\"><em><span id=\"E388\" class=\"qowt-font2-TimesNewRoman\">The Asymmetric Answer: Building Power Where It Is Formed<\/span><\/em><\/p>\n<p id=\"E389\" class=\"x-scope qowt-word-para-2\"><span id=\"E390\" class=\"qowt-font2-TimesNewRoman\">Power today is rarely exercised through dramatic declarations.
