One month after Curtley Joseph's plight was highlighted, his conditions have not changed<\/figcaption><\/figure>\n

The powerful emotions evoked by images of Curtley Joseph forces one to conclude that he has endured tremendous abuse and suffered an appalling existence. The outpouring of outrage and concern reaffirms the fact that we are a good and decent people who do not support the inhumane treatment of our fellow men.<\/p>\n

That a full month after this terrible situation which consumes one of the most vulnerable among us has been brought to the attention of the public and to our elected representatives, his unfortunate circumstance still persists, is nothing less than shameful.<\/p>\n

For all the shock and outrage expressed, this situation is really an indictment on a society which does not care enough to demand an immediate change in Curtley\u2019s circumstances. Some of us continue to look the other way, going about our daily affairs in our self-indulgent ignorance, incapable of standing for what is right and demanding that our tax dollars be prioritized to such situations.<\/p>\n

It is an indictment on the administrators of the Social agencies of Health and Welfare which seem to lack the nous to resolving problems of this nature. That this shame is perpetuated with full knowledge of our political representatives is inexcusable. One of their primary functions of elected representatives must be to protect the most vulnerable, yet in this case it appears that they lack the will power to even represent the least fortunate amongst us.<\/p>\n

From a purely layman\u2019s perspective it would seem to me that an amount of $25,000 per year could easily provide housing, food and some elevated level of comfort for Curtley and his caretaker for one year. It riles my stomach that our government is yet to find such resources to alleviate such a dire situation, at least for the next year or so whilst more long term measures are put in place to resolve this situation.<\/p>\n

Mr. Ian Douglas we need you as the Parliamentary Representative to raise your voice in the cause for Curtley\u2019s relief. Lead the public appeal, call your compatriot and Prime Minister Skerrit and demand an immediate resolution.\u00a0 We need you to empathize with Curtley to the extent that you make it a personal crusade to ensure that expedient action is taken towards resolving this situation.\u00a0 Funding should not be an issue in this case as I am certain that the compassionate people of Dominica will not object to supplementary estimates in this regard.<\/p>\n

For this reason, explanations and accounts of a Permanent Secretary at a loss to maneuver within the ministry enough funds to bring immediate relief by renting a dwelling space for Curtley and his caretaker even on a temporary basis until a more permanent solution can be realized are nauseating.<\/p>\n

That pressure is being applied on the Grange Home for the Aged to house Curtley, when it is obvious to the powers that be that they do not have the capacity to handle his case is tragic in itself. It is clear that housing Curtley at the Grange under current circumstances would pose a serious burden to the cash strapped institution and prove disruptive to the other persons housed there.\u00a0 Whereas the suggestion to house Curtley at the Grange is being touted as a temporary solution we are all very aware of how easy it is for such solutions managed by a painfully lethargic bureaucracy that is our government quickly turns permanent.<\/p>\n

Some might say that other far less needy friends of the inner circle have had their requests for assistance reach the highest echelons of power within this government and been resolved with attendant swiftness.<\/p>\n

At first glance it would seem that the immediate family is at fault for having the young man in these conditions. That one month after utter embarrassment to our country that we have allowed one of our own to continue to suffer like this is even more shameful.\u00a0 For the remediation of the matter to be tied up in bureaucratic wrangling and failure of the Welfare Division and the relevant Minister to act expeditiously to remedy this situation is an unconscionable act and a reflects continued failure.<\/p>\n

That personnel from the medical and social services have been aware of Curtley\u2019s circumstances and have themselves sought to improve his situation is testament to the fact that his family has not kept it secret but that they were overwhelmed with providing him the needed care. Curtley\u2019s betrayal rests squarely on a society which no longer operates on the principle that it takes a village to raise a child.<\/p>\n

That Curtley has lived for 26 years without any improvement in his situation due to the lack of facilities is even worse and speaks of a society failing to provide physical and emotional care for the least fortunate among us and a failure on the part of our planners and those who have been chosen to govern to do so diligently in a society where we are no longer our brother\u2019s keeper and where designated institutions do not provide adequate support to combat the social ills which plague us.
\nFor those of us who continue to look the other way, there is comfort in our selective amnesia and in the cover of ignorance. We find comfort in pointing the finger at them who tried as there is no evidence to our knowing and never trying. It will only remain a figment of our imagination the struggle that Curtley\u2019s family and others like them are faced with daily.<\/p>\n

We must ask ourselves the questions;\u00a0 \u201cWho are we to judge when we as a community, a government and a society have failed not only Curtley, but his entire family? Are we going to allow Curtley, even though he has survived years in \u2018the shed in the yard\u2019 to spend another Christmas in this condition?\u00a0 Can the conscience of our nation bear this?<\/p>\n

I await your answers.<\/p>\n
