Keeping the city clean is a huge challenge for the Roseau City Council, Mayor Cecil Joseph is conceding.<\/p>\n

And he has identified as a \u201cmajor, major problem\u201d what he described as \u201cthe growing stench\u201d\u00a0 assailing sensitive nostrils in parts of the capital.<\/p>\n

He says adequate attention was not paid to the city\u2019s drainage system when the bay front promenade was constructed, resulting in waste water no longer being able to flow freely to the sea.<\/p>\n

\u201cThe culvert built on the bayfront is higher by over four feet than that of the current drains\u2019\u201d Mayor Joseph said, explaining that the solution was beyond his council and the matter needed to be addressed by Central government.<\/p>\n

He is recommending that restaurant owners can also play a role in getting rid of the stench by building \u201cgrease traps\u201d to help collect garbage that could otherwise end up in the drains and add to the stench problem.<\/p>\n

\u201cThe City Council and the mayor get the blame for not looking at the environment of the city and that is so untrue,\u201d Joseph, who says the current term is his last, told Dominica News Online.<\/p>\n

He said the Roseau City Council has been seeking the cooperation of the Public Works Department and water company DOWASCO to try to address the problem.<\/p>\n

The mayor lists among recent council achievements, \u201cworking with Solid Waste (management) about the Adopt-a-Block (programme)\u201d an initiative that provides bins (green skips) in strategic areas of the city to try to improve Roseau\u2019s sanitary conditions.<\/p>\n

Joseph says a council suggestion for government to construct a promenade in the area of the soon-to-be-opened new bridge next to the Roseau Market has been taken up by the authorities who are working on that project.<\/p>\n

He lists too, the council\u2019s scholarship programme which is being supported by a number of institutions and countries including China and Venezuela, who each provide EC$2000.00 annually for the programme.<\/p>\n

The council on Wednesday also recognized another sponsor, Dominican Franklyn Georges of Waltham Forest in London UK.<\/p>\n

He presented Mayor Joseph with a cheque for EC$840 to sponsor a scholarship, with a similar amount expected to be made available to the council annually for the next five years.<\/p>\n

According to Mayor Joseph, the Council at the moment provides a full scholarship for one student who is attending a St Lucia college.<\/p>\n

Four others are also attending the same college on partial scholarships.<\/p>\n
