Do Dominicans have a love\/hate relationship with the Chinese?\u00a0 Opposition politicians on the island have blasted the government of Dominica for not making public the Memorandum of Understanding that the government signed onto when Prime Minister Roosevelt Skerrit took the then controversial step of entering into relations with Beijing and severing diplomatic ties with Taiwan.<\/p>\n

Since then China has funded, through loans and grants, major projects in Dominica to the tune of millions of dollars including the Windsor Park Stadium and the ongoing West Coast Road Project, as well as the modern state of the art Dominica State College currently under construction.<\/p>\n

But there are cries of Chinese businesses taking over in the capital city Roseau, with unconfirmed tallies putting the figure at close to 40, and some local businessmen crying foul, suggesting that the proliferation of these \u201cforeign\u201d businesses is putting some local firms out of commission.<\/p>\n

The suggestion is that these Chinese businesses are operating under very concessionary terms and putting locals at a disadvantage.\u00a0 And they sell some of the very wares that local companies are peddling, at lower prices and therefore impacting, \u00a0in a profound way, \u00a0Dominican businesses.<\/p>\n

It\u2019s against this backdrop that Dominica News Online sought some answers from the Morne Daniel-based Chinese Embassy.<\/p>\n

We wanted a face-to-face audio interview with the Chinese Ambassador,\u00a0 but we were offered instead an email interview, if we would first submit our questions.<\/p>\n

And we were told that the questions would be answered not by the ambassador, but by the embassy\u2019s Press Officer, Yu Zisen.<\/p>\n

An additional stipulation was that the answers to the questions posed should be carried as is without any editing.<\/p>\n

The following is the result of that undertaking.\u00a0 Here are the questions posed by DNO, and the answers supplied by the Chinese Embassy:<\/p>\n

Q: China is assisting Dominica substantially in its development, yet some<\/strong>
\nDominicans are very critical of the Chinese and don’t seem to appreciate the help that China is giving – what would you say to these people?<\/strong><\/p>\n

A: China\u2019s assistance to Dominica are welcomed and appreciated by the majority of Dominican people. Those criticisms in essence are not targeting China\u2019s assistance itself. As we all know, the relationship between two countries is based on the affection of their peoples. The diplomatic relationship between China and Dominica just started 8 years ago. We believe, with more Dialogues and exchanges\uff0cunderstanding and mutual trust will be further promoted among the peoples of two countries.<\/p>\n

Q: Why do you think they are suspicious of China’s motives – why is China helping Dominica and other developing countries – can you explain?<\/strong><\/p>\n

A: Few of local people have doubt over China and its people\uff0cmaybe it\u2019s because they don\u2019t know China\u2019s history and development ideology. In history, China is the only power that has never invaded or colonized other countries. In Chinese culture, the philosophy of harmony has always been valued, which is also reflected in the daily performance of the Chinese people.
\nOver the years, while focusing on its own development, China has been providing assistance to the best of its ability to other developing countries with economic difficulties, and fulfilling its due international obligations. China has been doing so for decades before the establishment of diplomatic relations with Dominica. That is because China maintains that, China cannot develop itself in isolation from the rest of the world. The prosperity and development of developing countries is in the interest of China.<\/p>\n

Q: How would China describe the kind of assistance it is providing to Dominica, both loans and grants?<\/strong><\/p>\n

A\uff1aAs for economic assistance, most of the programs are carried out by grants.<\/p>\n

Q: How meaningful a role would you say China is playing in the development of Dominica?<\/strong><\/p>\n

A: China is committed to enhance friendship with Dominica and is willing to help its friend within its capability. But Dominica\u2019s bright future still relies on its own efforts. We believe, Dominican people have the ability and wisdom to achieve more success in social and economic development.<\/p>\n

Q: How would you describe the relationship between Dominica and China<\/strong>?<\/p>\n

A: Since the establishment of diplomatic relations in 2004, the China-Dominica relationship has entered into a new era. In the past 8 years, thanks to concerted efforts of both sides, our two countries have had productive dialogue, exchanges and cooperation and made new progress in the political, economic and trade, cultural, educational, public health and other fields. China-Dominica relations have always demonstrated as sound and dynamic.<\/p>\n

Q: We know China is assisting Dominica financially – how is Dominica helping China?<\/strong>
\nA: China\u2019s assistance to Dominica is without imposing any political conditions. Dominica Government and its people uphold China\u2019s course of peaceful unification by choice, including its position on Taiwan issue, which will be cherished and appreciated by China forever. China also gets help and support from Dominica to safeguard common interest of developing countries in the international arena, which benefits both countries.<\/p>\n

Q: There is some concern being expressed in the business community here, about growing numbers of Chinese businesses in the capital Roseau – how do you respond to suggestions that these Chinese businesses are putting some local firms out of business?<\/strong><\/p>\n

A\uff1aThe presence of Chinese business significantly enriches the diversity of products at local market, and stimulates the vitality of market by bringing in competition. The majority of local people benefit a lot from this.
\nBusiness of private sector is totally different from government assistance program. Chinese Government and Embassies have no right to decide or intervene in normal business operation of overseas Chinese. The Embassy has been requiring local Chinese to abide by Dominican laws and regulations. Meanwhile I have to clarify that, China do not recognize dual or multiple citizenship. Many so-called Chinese in Dominica has abandoned Chinese citizenship and acquired Dominican citizenship, which shall be totally subject to the jurisdiction of Dominican laws.<\/p>\n

Q: But should they allowed to compete with local businesses, or asked to provide services that may not necessarily be available locally?<\/strong><\/p>\n

A: The trading and investment system in Dominica is free, open, equitable and nondiscriminatory. We noticed that there have been many businesses operated by non-Dominican in Dominica for decades. What service the businessmen provide is chosen by the businessmen themselves.<\/p>\n

Q: The Morne Daniel Road, the current repairs being undertaken stop at the residence of the Chinese ambassador, and some people residing in the upper part of Morne Daniel are very disappointed and want something done about the situation – what is your reaction to this<\/strong>?<\/p>\n

A: As a member of Morne Daniel Community, Chinese Embassy has been attaching importance to community development. The Embassy appreciates DNO\u2019s report about the Embassy\u2019s donation of $20,000 to the special fund designed to pave the road in Upper Morne Daniel.<\/p>\n

The undertaking Resurfacing work of the Morne Daniel Road is on a market basis. The Embassy also paid for this. After the work\uff0call the residents in Morne Daniel will benefit from it. For example, as I know, Marpin 2k4, is negotiating with CR-17 (the Chinese company building the West Coast road) on fixing the road leading to its studio in Morne Daniel on market price.<\/p>\n

The Embassy sympathizes (with) those who live in Upper Morne Daniel, and hope the issue can be solved appropriately. As you know, the issue of paving of the road of Upper Morne Daniel is too sophisticated and is beyond the capability and function of any single resident.<\/p>\n

EDITOR\u2019S NOTE: Dominica supports Beijing\u2019s One China policy, which emphasizes that independent nation Taiwan is nothing but a province of mainland China.\u00a0 That support is apparently an integral part of the relationship between Beijing and Roseau.<\/strong><\/p>\n
