Updated with link to report: Dominica third best Caribbean country for business – World Bank report

Dominica has been ranked as the third best country in the Caribbean for doing business a report released by the World Bank and the International Finance Corporation has revealed.

The report also revealed that Dominica is the second best place in the Caribbean to start a business. It lists Jamaica as the  top place in the Caribbean to start a business.

The Doing Business 2012 report entitled “Doing Business in a more transparent world” showed St. Lucia was ranked 52nd, followed by Antigua and Barbuda at 57th and Dominica at 65th. This makes the countries the top three countries in the Caribbean for doing business.

According to the report, “Regulations affecting 11 areas of the life of a business are covered: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts, resolving insolvency (formerly closing a business) and employing workers. The employing workers data are not included in this year’s ranking on the ease of doing business.”

    i cant say this is a good thing. the world bank thinks in the best interest of western countries not the caribbean people. this just means how easy it is to take advantage of an island. SMH investment can be good but not by exploiting the people and land. I mean we are in a category with jamaica. has anyone seen jamaica lately???? and just think they have been on the worlds bank list for years. we cannot confuse whats good for the west with what is good for us

    well all i can say is,when they said that dominica is among the poorist countries in caribbean i felt bad,so i accept that as good news,and the mere thought of it makes me feel better,because what i did not understand is, we got so much of what other countries would appreciate,and love to have,like what we have in abundance,the things people pay for at a very high price in these places is free in dominica,so i do not understand why we are the among the poorist,sometime i want to think is to much soussya that keeping the country down.

    The World Bank Report rates the ‘EASE OF DOING BUSINESS’ not simply ‘DOING BUSINESS’. There is a subtle difference, I think?

      If Dominica ranks third for the EASE OF DOING BUSINESS and if we’re not DOING BUSINESS, then this report should sound alarm bells.

    where are the Businesses? The report did not state the because we are ranked #3 makes Dominicans good business men!

    Quite a proprtion of these small business people in Dominica (failed and existing) have no qualifaications in sales/ marketing, Advertising, Accounting and book-keeping, finance, strategic planning and forecasting, costing and ofcourse, CUSTOMER SERVICE! (not even a CXC grade in Principles of Business as a matter of fact.

    They are simply business owners who have no idea how much money they are making or losing!

    So yeah Dominica has the 3rd best environment IN THE CARIBBEAN, but does not automatically make us the 3rd best business people… Thats why you can’t find the businesses… Hard pill to swallow?

    Dominica is the # 1 country in the world, (in my openion) to do business, unless ofcourse you are a Dominican, for Dominicans like myself who have tried to do business, it is the most difficult thing… so if there are 300 countries on the list, Dominica is #1 if you are not Dominican and #300 if you are Dominican… happy reading

      Actually there are 185 countries on this list and I would say that, with the inception of bodies like the Invest Dominica Authority positive strides have been made to improve our position. However, we should not praise ourselves too much, lest we become complacent and strive to be among the top ten performers, which lists countries like Singapore,U.S.A., HongKong and the U.K. amongst others. Size does not come into it. A small nation like Denmark is also one of these top ten and even Little Dominica outperforms much larger- and richer neighbours like Venezuela, which is placed at 177.

    My last comment (lower down on the page) attracted 3 negative votes while I was only interested in knowing the criteria for the list. Interesting!

    Now that the link has been provided and I have had a chance to skim through the document, I know how and why we ranked at that number. The report is geared at ranking the regulatory environment as it relates to starting up a local business (not attracting foreign direct investment). Further, the writers of the document observed the state of other common issues related to starting a firm such as construction permits, contract enforcement, registration of property, getting credit, etc. Most importantly, the list tracks the changes in the [previously mentioned] regulations of those 183 countries.

    The Doing Business list DOES NOT measure how well businesses do over time, or the success/failure rate of domestic start-ups.

      The list also places significance on the ease of access to information regarding the regulations it measures. Based on the criteria mentioned, I think Dominica does pretty well amongst our Caribbean peers.

    Good news for Dominica, but only if we were seeing the benefits of that report when we look at the common man in Dominica.

    1. How do we come third best for doing business and attracts the least investments in the region??
    2. Why aren’t we conducting investor symposiums, where we see international businesses offering investment proposals??
    3. Why are our businesses closing down because the citizenry don’t have disposable income to patronize these businesses??
    4. Why we still cant attract a major(3,4,5) star hotel investments?
    5. Why is unemployment so high, if we so good for doing business?

    I don’t mean to be critical,but where are the Businesses to substantiate that claim?.Show me your local data which reflex this claim..under what basis can you make such a statement?.
    “Doing business in a more transparent world”..Really and truly?..Is the Govt. of Dominica transparent with the People of Dominica?…

    Where did they get that from, China?,whom did they interview, some Chinese in Dominica?….
    Show me your local data which reflex this claim….what is the basis for making such a statement?.

    And look who is ahead of us…Antigua?..St.Lucia?….Oh yes,I forgot,They both have International Airports…And substantial investments….

    Or were they referring to the sale of Dominica’s PASSPORT to Foreign syndicates?. But wait,while we are on the Passport topic…Which ordinary, or better yet, let us use the word “legit” instead;..which legit person or persons that’s going to pay $75,000.00 u.s for a Dominica Passport?,unless they have a problem,or problems?….Is there a gold rush in Dominica?….And who is really profiting from all this?…Is it the People of Dominica?.

    If this is so true, we should not have all these unemployment problems, the foreign investors should be knocking on the PM’s door and lining up to see him instead of this wednesday red clinic, the reality of this report does not manifeast itself in dominica today

    In as much as this sounds good I do have reservations. The real question is how much business do we get or attract compared to St Lucia , Jamaica or St Kitts.
    I also wonder whether or not every business proposals make it to the data analysis. There were instances where certain business men walked away from potential operations in Dominica only because certain government people wanted the business men to deposit money in personal bank accounts in the Cayman islands. ( that’s a fact DNO ) I doubt that these activities make up part of the analysis.
    Apart from the cloudiness surrounding this world bank declaration I’m not sure how that information is suppose to change our status quo. If the environment is right for business investment why are we not having investors flocking into the island.

The big joke is we are ranked 3rd best for doing business but at least 25% of the population is living below the poverty line. Plus, those that can afford to eat barely doing it. Plus unemployment is at its highest level in decades. Plus even if we are 3rd best NO businesses are coming. Those asking for Matt and Lenox should ask why businesses are not coming even if we are 3rd. Thats the BIG picture.

    why are we rated as the poorest…in the caribbean and then be the best to do business…

    Dominica has taken a few steps to impove in recent times, and the WP seems to acknowldege this.

    What about Bsrbados, which is usually a top performer in the Carbbean? Does not the report mention Barbados?

      Thje sdame criteria that is used fpr the cther countries. That asisde though, whilst we should be happy that Dominica is getting that kind of recognition, I am very disappointed in the attitude of soem people. Why should Dominica get negative reports all the time. I have my questiosn about the report, but does that mean that I have to go public condeming the report simply to demonstrate how anti Skerrit I am? Why should every thing in Dominica be doom and gloom? Whay can’t we get a good report from an institution that is recogized the world over? Why everything in Domionica has to be viewed politically – partisan?

        Not elsewhere.. everywhere…. 3 is a high number out of all those islands. The statistics doesn’t seem to make sense given the current number of people on island. We are still empty. People still leave. People come home and want to go back. Everywhere else cannot be so bad.

        @ intrigued you are absolutely right! We definitely have to stop on expecting others to employ us. Most importantly the naysayers need to release themselves off the spirit of negativism. Dominica is a blessed country with natural resources and pertinent human capital to make the business worth venturing.
