Carbon confirms guns missing at Police Headquarters

Carbon said the matter is being investigated

Police Chief, Daniel Carbon, has confirmed that three guns are missing from Police Headquarters in Roseau.

He said at a press conference on Friday that investigations are ongoing into the matter

“I can confirm that this is the case,” he told journalists.

He also said that he is concerned when police officers get themselves involved in criminal activities.

“I am concerned with regards to any alleged criminal activity that any member of the police force find themselves in and investigations into that matter is ongoing,” he stated.

Reports are that three .45 guns are missing but no one is talking.

Sources told DNO that the Criminal Investigation Department (CID) is probing the matter.

This is not the first time firearms have gone missing from Police Headquarters.

A friend of mine who was a high ranking police office on a north Atlantic island came under severe discipline for leaving his service revolver in an insecure place in his home just long enough for it to be tampered with.

He said “Imagine this happening after 40 years unblemished service …”

He also said even if he is not on duty he is expected to take action any time day or night if he sees a crime being committed. This shows the responsibility that is laid upon an officer of the law. They deserve our respect and fullest co-operation.

It is so sad to hear of guns missing in Dominica in a police station under the nose of the Chief! To mislay a paper or a document is inconvenient. To lose evidence is worse. But to have guns go missing is very dangerous.

    Sincerely, Rev. Donald Hill.

No wonder the boys are so busy touting their gun-bust on the port recently. Well, just take three from the stash that you got on the port and replace the missing ones. Case closed. The keys to the registry went missing, now guns missing. What next will go missing from this Labor Government? I know one thing that will never be missing from this government. Dominican Passports. When is the last time that anyone heard that a Dominican Passport went missing? Next never.

Carbon need to stop his nonsense of not issuing firearms license to police officers… if they had their license to go and buy their own legally then they wouldn’t have to steal yours…

Doh worry, one day something will happen to one his men when off duty and being unable to defend themselves will be Carbon\’s fault. This guy is living in the dark ages. You see, its ok for him and his senior officers who does not do policing per se to walk around with their pistols under their shirts but trained, serving junior officers cannot legally own their weapon to protect themselves and family. The nerve of these guys. No wonder criminals getting away with so much.

Mr. Carbon, in this day and age we should never have unarmed men serving in the force. You insist they are police officers 24/7 (on or off duty) and expect them to take action anywhere, anytime the law is being broken but you refuse them permission to own a firearm of their own. Why don\’t you walk around and do the job they do unarmed. You were always armed when you were serving in G/Bay 8). You have Women officers living on their own unarmed. Time will tell Carby, time will tell.

      Always Assertive!…

In these times, they should have guns. There are people importing guns to Dominica and for what?
Police officers should have guns. Who will defend them if a criminal points a gun at them and shoot them. Already there are too many guns in Dominica, many unlicensed.

    • October 17, 2016

I agree that police officers on duty should be armed. To have unarmed officers out there is a bad decision.

But no officer took these guns to use on duty. Something else is happening here.

Let the investigators do their job. 8)

      Sincerely, Rev. Donald Hill.

What else is new , its not the first time things go missing under police watch. Guns have gone missing before in fact a guy was c aught with a high powered gun in his vehicle alleged to be missing from Morne Bruce. There has been the interference of court exhibits including money, and drugs. A large sum of money disappeared in Margot under police watch, an unlicensed fire arm as part of court exhibit found itself iback in the hands of the accused. The States car parked within the compound of the police headquarters not at an out station but at police headquarters vandalized right under police watch. Senior officers leak out confidential documents and statements to unauthorised persons. So I am not surprised that guns and other items continue to go missing at the police station. Its almost standard operating procedure. Won’t be surprised one day to see burglar bars being installed at police stations.

When they steal from the premises of the Police Headquarters which is a crime, they should know it will reflect poorly on the police authorities. It is not fair to them. It should be the last place, if never where this should occur.
Whoever did that should have known better and to know that nationals will not look kindly on the police force and will lose confidence in it for this dishonesty. This person or people who did that have given the police force a bad reputation. It is obviously a non-caring act. Call it shocking and a scandal.
Some new arrangements will have to be put in place for storing those guns including the personnel who will be responsible for their safe storage.
Based on this and since it is not the first time such a theft occurred, seriously consider installing cameras in especially that area, to be monitored by someone in authority who will be appointed for the security of guns stored at the Police Headquarters.

Let us do what we have to do and bring down Bernard “Robo” Robinson ASAP. Can we get him seconded from the UN on contract for about 3 years? That force is out of control and we need someone that owes no one any favors to take the bull by the horns and run with it. If we can’t get Robo then get the past Commissioner from St. Lucia (Mr. Francois) or pull Yvonne Alexander from retirement on contract and let her fix the *** force. Send Carbon on a longggggggggggg vacation along with his incompetent command staff. Enough is enough!

Employees must perform their duties with no favoritism.
I feel the theft occurred to make the police authorities look incompetent. Whoever stole them is incompetent.
Do not blame Mr. Carbon. An investigation must first be conducted and completed. Who was in charge of the safe-keeping of the guns? Who was responsible for the key? Where was the key held and by whom? Were the guns in a secured vault, under lock and key? Is the door to where the guns were stored damaged? You should note more questions need to be asked and answered.
I can understand nationals are disappointed and are eager to know all of this.
The one who was responsible for the guns and the key is incompetent. If this is proven, that person should be fired.

      • October 17, 2016

Because in a well run police station these people would never get past the front desk.

I know, I know! You are saying it is not a well run police station. They just walked in and picked up the guns and walked out. Wait :!: Didn’t they have to sign and sign out :?: And how did they know where to find the guns :?:

Any receptionist, secretary, clerk, security guard, or cop in the station would challenge a stranger they saw walking around in the station.

As a fellow villager and classmate I think you should resign from this job because it bringing you down besides the corruption you have to defend which is unlike the honest, humble, quite, respectful Daniel Carbon all of us from Vielle -case knew……………….Since some officers have a reputation of making costly mistakes, you think they did not forget where they put those guns and instead of treating it as “criminal activities” you will not be forced to take back your words and refer to it as a genuine error maybe because the officer was tired? Don’t forget you are dealing with a very……. team that will push you to do what it takes to protect them since they on record saying U incompetent

      October 10, 2016

Jonathan, following up from your insightful comment.

In Slovakia, each year there are around 11 bank robberies with much money being stolen. All the robberies occur with no loss of life, or injury to anyone and each year NONE OF THE ROBBERS ARE CAUGHT.

Let’s apply this reasoning to the gun ‘losses’ and anyone with half a brain can work our gun loss deception here.

The policy is the same everywhere. They are told not to put up a fight or refuse; do not risk their lives. Just give them the money. Money is insured. Thieves know that. The police may be looking for them. They could be caught sometime.
One day thieves will pay a dear price and an eternal one. They will be eternally sorry.

Telephone lines/cellulars should be tapped. You would be surprised how quickly they would be caught.
We live in terrible times. Who would expect this would happen in Dominica and other crimes that are occurring?
The government must change some format; principles and regulations in Dominica. sections of the Constitution should be revamped.
Those who are bold and wicked must be sought out and arrested. Nationals must understand that for their protection and safety.

That’s their fault! Their carelessness in policing is starting to affect them internally. you should have cameras in every area in the police headquarters and and all other stations. Apparently something so basic in this day and age is an impossible task for these people.

      October 8, 2016

Unbelievable, there are thieves in that place. It is negligence that guns have again disappeared at the Police Headquarters. One would think, it occurred once and once is enough. Something has to be done about that. Fingerprints should be taken of the area leading to where the guns were stored.

The guns walked out. If the citizens of Dominica don’t hold carbon responsible and demand his resignation then what next. Let me remind you all: two police officers sued one cost government over 100k dollars the other over 400k dollars. We never hear any commitment from the chief on retraining. Tax payers had to pay half a million. Later the same police officers along with others arrested for what the chief described as an obvious homicide. One still in state prison. Police manipulated by politicians to search and harass citizens and use violence on demonstrators. The police takes orders on who when and what to investigate by politicians. There is a reason why the police chief is appointed by the input of PM and opposition leader. Promotion is based on political affiliation not performance. This is not first time weapons go missing. Dominicans need to wake up and see that the chief has no control of his men and need to resign himself start a petition to get him out.

Eh beh weh. As an ex member of the CDPF, I have to admit that I’ve never seen a more scandal ridden force, than the D/an Police Force over the past five years. Last time I talked to a few old friends, they said plans were discussed since in 2000 for the placing of cameras over the amory entrance. Plans were also on the way for a strict system of fiream and tactical ware accountability. None of this has materialized.
