Carrette appointed Police Chief

Carrette

Cyril Carrette has been appointed Chief of the Dominica Police Force (DPF) after acting in the position for almost six months.

Cabinet Secretary Felix Gregoire said over the weekend that Carrette is fit for the job since he has a wealth of experience in the DPF. Carrette joined the DPF on 16 September 1972 and since then has held various positions including Chairman of the Police Welfare Association and has headed the departments of criminal investigations, traffic and drugs.

He has also received “excellent” reviews from the Regional Security System (RSS) after he took up the position of training officer and officer in charge of disaster preparedness at the central liaison office of the RSS in Barbados in 1998, Gregoire said.

Hobbs Jno Baptiste will serve as Deputy Chief of Police. He served as acting Police Chief, before being granted vacation leave last year.

Experience goes a long way in these matters. There is a time and a season for everything under the sun. What you fellow Dominican need to do is support Mr. Carrette and stop being so vicious in your verbal attacks. I know that he is well suited for the job and will through his caring nature bring some balance to the job. Remember that we need persons with leadership qualities and he possesses them. Support him.

Congratulations to you my teacher at primary school. You have produced wonderful and bright students .Iam so proud of you .Experience is what we need in a police force .People ,experience comes with knowledge and practice .Having so many years as a poilice officer make you much more qualify than that person who might just sit in a university and cram the book to pass the examination.Chief of police is an administrative position and the skills required are good managerial , good leadership and esprit de corps.Mr Carette you are quite capable.STOP THE POLITICS AH YOU DOMINICANS.

Good leadership? Well sir/Madam Mr. Carette has demonstrated to Dominicans in no uncertain terms that he does not possess leadership skills, thus the outrage and outcry! It is quite obvious that your standards are not that high! You settle for mediocre.

Where is Hobbs Jno Baptiste? Is he still in the police force. If he is still a senior officer he must be stationed in Portsmouth…..Can some one provide that information?

There exist a trend in some caribbean countries ie trinidad to have persons who have the core competience and qualification to head our police force. My question to the authorities is now that crime is so sohphiscated is Mr carrette equipted with the knowledge and tools to fight back on these criminal activities are are coming to oue shores, i guess his twenty plus years of service is all what matters to qualify him. Good Luck to our Dominica

Some people just do not understand how goverment is run.Police chief has to be in the pm’s hip pocket to avoid Coup, effective demonstration against gov.etc.There never will be a police chief who is of an opposition party,it just doesn’t make sense. The prime minister has to have loyalty in those who are sworn to protect him

    • No trouble intended
      March 14, 2011

      Ace,

I respectfully disagree with you. The police is responsible for the protection of the Office of the Prime Minister, regardless of who sits in that office. It is not in the country’s best interest if the police force is politically affiliated. If the police force is politically affiliated, what happens when the government changes? Should the police force be disbanded? That would be a huge problem. Not too long ago, Eugenia Charles was forced to disband the Army (defense force), when they decided to to blindly support Patrick John, despite the wishes of the masses. I am sure you know how that turned out.

Thi is a shock to me. Carrette has the service experience but he does not have common sence and educational sauvyness to be Commissioner.

He was put there because of his political connections and as de calysonian said, ” to get an appointment in this Gov’t, you have to support corruption.’but also 99 days for the thief and one day for the watchman, that day is soonn approaching for the fake DLP that is in office.

  14. No trouble intended
    March 14, 2011

A few months ago, we all wondered why Weekes was put on the back burner as police spokesman, and Carrette was suddenly chatting a whole lot. Now you know why. The bad thing is, in all Carrette’s chatting, he continued to make a fool of himself. He consistently demonstrated the lack of education and the ability to effectively handle the position of Police Commissioner. It is quite unfortunate that the people like Weekes and Hobbs Jno Baptiste who have been afforded the opportunities to academically prepare for this position are simply passed over.

In addition to academics, the police force needs neutrality. That is the only way it will be effective in upholding the laws of the land. Mr. Carrette brings neither to the table. Mr Carrette will not be effective in this role. As a result, the country and its crime statistics will show the results of this appointment.

I can only hope that this does not have a negative impact on the morale of other hard working police officers.

Unlike everyone else, I do not know this man’s political affiliation. However I would like to see the day in DA when someone whom is known to be a member of UWP or DFP is appointed to a position, such as Chief of Police, based on their qualification and experience rather than political affiliations.

I really cannot understand all you Dominicans. When Edison James had call commission of enquiry to get rid of Valerie everybody stay quiet. That wasnt right not true? He call commission of enquiry because Blanchard was approaching retirement and he felt that Valerie did not have loyalty to him. So by the enquiry he effectively got rid of valerie.
So Skeritt knows that Hobbs is an open UWP supporter. What would you do? It is not right for any of them to do. Edison James use to consult about anything? All you Dominicans pretending to have memoire poule!!

So where is the democracy and freedom of choice, if someone in an upper level position in the Police force, who is qualified for the position, cannot be in the position because of his political choice and affiliation? We have a lot to open our eyes and ears to, and understand, but some of us are just blind and deaf. I hope it will not be too late. All I have to say is, this may be one of the many examples where democracy in Dominica is threatened.

for the safety of my country. Corporations (of banking) have been enthroned, an era of
corruption in high places will follow, and the money power of the country will endeavor to
prolong its reign by working upon the prejudices of the people until the wealth is
aggregated in a few hands and the Republic destroyed.”

THESE DAYS IN DOMINICA, QUALIFICATION AND EDUCATION DOESNT MATTER AS REGARDS TO BEING APPOINTED TO TOP POSTS.I UNDERSTOOD THAT MR. HOBBS IS MORE QUALIFIED THEN MR. CARETTE. IF THIS IS TRUE,WHY IS GOVERNMENT SENDING SO MANY DOMINCANS TO UNIVERSITIES THUS TO BE DEPUTY TO PEOPLE WHO DONT EVEN HAVE A SCHOOL LEAVING CERTIFICATE.

    • Righteous!
      March 14, 2011

How many times in the business world that you see someone who is less qualified than another person being passed over for a job/promotion. If that is infact the case, that Hobbs is more qualified per degrees/certificates and Carrette was more suited to lead per experience, and Hobbs is in a supporting role, I do not see the problem.

Does having more degrees/certification automatically makes someone with less certification/degrees and more experience for the said position, less qualified for that position? I do not think so.

If we are aguing that, then all those who are working in their positions for a while better watch out when some of the young men and women studying are ready to come home….Are we going to cry foul then?
