Chinese nationals complain of conditions at Stock Farm Prison

Three Chinese nationals, who are charged with theft of EC$104,705.00 from the National Bank of Dominica, have complained to Magistrate Bernard Pacquette that the conditions at the Stock Farm Prison, where they are held on remand, are “not very good.”

They complained of not getting enough food and sleep at the prison.

The men appeared in court today (July 25, 2016) and asked that the matter be “expedited” in order for them to return to China.

Speaking through a court-appointed interpreter, Yulong Xie said, “sleep is not well in the prison, we need a speedy trial to go back home.”

They complained that they have had no interaction with the Chinese Embassy in Dominica since their incarceration.

But prosecution told the court that the Chinese Embassy was informed of the arrest of the men.

Jianhui Wen told the court that while they have committed a crime, they need the process to trial expedited and complained they are not getting food at the prison.

“Not enough food…my belly not full, lunch is okay but breakfast and dinner are the problem, I need to make contact with my family in China,” he said.

Yong Zhong shared the same sentiments but also complained of the space in his prison cell which he described as “small”.

“We have our human rights also even if we have committed an offense, we get only one hour recreation, I need to see a doctor because I am not well,” he said.

The Magistrate ordered that he see a doctor but told him that “Dominica is not the worst place to be arrested as a foreigner and be placed in jail.”

The men’s lawyer is expected to further assist them in matters of food and other issues.

Wayne Norde is representing them but was absent and Peter Alleyne stood in his place.

      I have followed China’s human rights violations for years. The statements from these Chinese nationals are as stupid as they are hilarious.

      Just a short time back a personal friend of mine – the lead pastor of one of Canada’s largest inner-city Pentecostal Churches – lawfully entered China on invitation to speak at a pastors’ convention. While he was standing in the pulpit with his Bible open before him the police raided the venue, rudely pulled him off the platform and dragged him out, forcing him into a police van.

      He is a senior who suffers from diabetes and has had three major heart attacks. He was literally interrogated for hours and thrown in a prison cell without being charged or seeing a lawyer. They left him there for several days.

        He had no access to his medications essential to keep him alive.

        The guards were vulgar. His meals were skimpy and irregular.

        Miraculously, he was released and was able to return home where he was required by church protocol to give a report of how he was treated.

        This Servant of God is highly esteemed in Canada. Sorry, but it did not help China’s image in this country, nor enhance whatever “tourist industry” they happen to have or hope to have.

        Yet, men from China come to Dominica, are charged with robbing a bank, and complain about conditions in the prison? If they had committed this crime in China it is probable they would be executed. I hope Dominica requests an apology from the Government of China.

    What would be the point of keeping them in prison if they were treated with luxury there? Well they are even lucky to be satisfied with Lunch; $104 000.00 would feed a lot of our children for a long, long time–did they not think about that when they were taking it from the bank?

    It is true that our remand conditions at the State Prison are below standard. Considering one is innocent until proved guilty. Only those accused of a very serious crime and those with no one to stand bail for them are held 23/24 hours, 3 in a cell measuring 8X10, with a toilet and a three tier bunk. It is essentially a cage with bars on three sides. I am not surprised that it is hard to sleep. Rich defendants accused of rape and even murder are released on bail to work and use the internet to influence witnesses. Dominicans held in custody overseas are entitled to a visit from their consular representative. Chinese should be too. There is a terrible queue at the courts let us hope the newly appointed magistrates will help to shift the backlog.

    Many will find no problem with the deplorable conditions at the prison until they or their love ones and close friends end up their. some people believe that they can never end up there, all it takes is one unfortunate incident and then your nightmare begins . Prison should not be a place of cruelty but a place of correction. Dominica needs a new prison well design and modern . No wonder that many who enters through the prison gates are not reform. am appealing to the Govt. , the opposition the Religious and civil society to examine their consciences . We treat our animals with love and yet our fellow human beings just because they have found themselves on the wrong side of the law, and have become misfits does not mean that all they are good for is to be thrown away. I think that amnesty international should scrutinize that disgraceful building .Some livestock farmers builds better shelter than for their animals.

And mark my word, they will not take jail or if they do it will be very little because the Chinese will loose face in Dca and that my friend will not sit well with their government. Don’t be surprised if they are sent back to China under the pretext that they will go to jail on arrival.

    If it was the other way around we would hear this. Three Dominican Nationals are facing the possible death penalty in China for theft at State Bank. They would never see day lights. Well there is no special treatment at the prison. If its good enough for locals then those Chinese better shut thier mouth and take what they get. Come and steal poor people hard earn money and even complaining. I should be the warden.

      Dbarrow you actually think the conditions up there are good for anyone ? Because nobody taking on the neg poule when he has been complaining for years doesnt mean it is good enough for them. In 2016 prisoners still have to be relieving themselves in a pail, rodents walking in and out of your cells, dirty foam on dirty floor to sleep on. The jail and prison conditions are appalling to say the least. The Ministry of Health and the Environmental Health Unit need to see conditions and make a national report on the real situation. Ive heard when the bigger heads visit they never see what is behind the curtain, they are only shown certain areas to keep up good appearances. The jail cell at the police station i heard is also unfit for human occupation. The health authorities need to do their jobs.

      Are you suggesting that China is LESS developed than Dominica?

      Well Ms/ Mr Dominican Passports, think again! China is MUCH more developed than Dominica. Tak a trip there one day and you will see. As such you should EXPECT most things in DA to be worse than in China. Dominica simply does not have the money at this time to concentrate of improving certain areas. There are other areas that must take priority, like dealing with the effects of tropical storm erika.

What is the purpose of prison? is it to demoralize a human being and turn him against the system and administration through ill treatment that when he or if he comes out he is so broken, so untrusting of society and authority and downtrodden that it becomes impossible to conform normally and be a productive member of society?       It is a fete accompli they know their fate they are going home so not a bad fate at all. We are well aware the legal attachment to the cabal the Caribbean court of appeal. Look at all the political decisions taken thus far more so look at Lintons cases( even if a no fan of the opposition leader) but fair is fair the judges meet with politicians and cases are set over a scotch.
      China has given them monies to resettle their citizens etc memorandum of understanding. which the population is yet to see the CONTENTS.

    What a ploy so that they could be deported. They have the nerve to talk of prison conditions. If they had committed a crime in China, would the prison situation be better? I doubt it and far from that.
    They obviously embarrassed their Chinese government. Therefore, the Chinese Ambassador may not want to as much as see them. I believe he may not want to interfere in Dominica’s judicial system and may be awaiting the outcome of this case.
    Small as their size they want a huge plate of food? Just give them a huge breakfast, a huge lunch and dinner, if that is what they want. Oh! And give them some water to drink.

    They are bold. They committed fraud and they talk of wanting the case expedited quickly so that they could go home? How will they repay the bank?
    They expect to walk out of prison and return to China Scot-Free? Those who commit such crimes are sentenced to prison. What if they are imprisoned? Probably the Chinese government will intervene then and a settlement will be reached.
    Allow the case to take its course. No rush! Do not give them any preferential treatment. It may cause uproar among nationals. Remember the Dominican prisoners at Stock Farm. They too will expect leniency. It would be only fair to them.

    Human rights what about the human rights of the people whose monies you all stole.     These are two men from China – Chinese nationals – complaining about human rights in Dominica!

    They are in jail charged with stealing EC $104,705.00 from the National Bank of Dominica.

    I dread to think what condition I would be in if I committed a crime like this in China!
    The fact that China has done politically loaded favors for Dominica, and given you “handouts” does NOT give them the right to come to your beautiful island and literally rob a bank. They have been charged and they must face due process. They may not know what this is but they sure know what human rights are.

    Obviously, they are trying to be sent back to China and escape a trial in Dominica. Keep them there long enough and I expect you will have more to charge them with. It looks like this is what they are trying to avoid.

      Nah, the fact is Dominica sucks big time, if our prisons are worse than China then it’s time this country be closed down. Our population is under 70k!!! What the heck is going on? People still pooping in buckets? WDF?!

        China has the second largest economy in the world, meaning that their jails are expected to have better conditions than the one in Dominica. Sorry but I have no pity for them. When they left their big country and came to our poor little country to steal our limited resources they should have also thought about the living conditions at our “5 star” remand facility.

      Now tell me if they work for food .
      Surely there is some form of work they could get involved in to contribute for being fed in prison .
      Bring them the hospital laundry and let them iron it , give them gongo peas to peal for de infirmary
      bring police shoes for them to polish and shine ,keep them occupied .
      they shouldn’t be getting everything for nothing .
      Prison is supposed to reform , let it reform them .

      I would make it so bad for them all the other straight or crooked would self deporte and surrender passports on the their way out. They would not even ask for a refund. as Skerrit ,agents etc done blow their monies already or some in Swiss banks even in Panama.
