James expresses concern over gun-related arrest in Barbados

Leader of the United Workers Party, Edison James, is calling on National Security Minister, Charles Savarin, to urgently address the nation in relation to a man carrying a gun in his luggage who was arrested on his way to Dominica.

“The news in the regional media of a man carrying a gun with several rounds of ammunition and was intercepted by the Barbados police while on the way to Dominica is of deep concern to our residents and citizens,” James said. “Many people are worried about their safety … unfortunately here has been no word of assurance or otherwise from the authorities, particularly the Minister of National Security Charles Savarin.”

According to reports the man, Malachi Maliki Haile Mugabe, was arrested on Sunday, December 16 when he arrived in Barbados by air from Trinidad. Customs discovered the contraband in a false bottom of Mugabe’s luggage while it was being scanned.

He was handed over to the police and was later charged with committing the following offences: Illegal Possession of a firearm; Illegal Possession with 59 rounds of ammunition; Importation of a firearm without a valid license; and Importation of ammunition without a valid license.

He was remanded in custody and is expected to appear in court on January 14, 2013.

James is pointing out that the nation needs to know what extend local authorities are in touch with their counterparts in Barbados “to obtain relevant information for determining the motive and mission of this man.”

“The silence of the government in this matter cannot help in allaying the fears of residents that they may be under threat by a hitman or assassin and that our security is being compromised,” James argued.  “It is imperative therefore that the nation hears from Mr. Savarin as a matter of urgency, unless of course he really does not care.”

Meanwhile Barbados Police PRO, Inspector David Welch, told privately-owned Q95 that from information gathered Mugabe is a seaman. “I believe he was in transit, maybe, to board a ship, I am not sure, but at this point in time we know that he is a seaman,” he said. “His occupation is a seaman and he was traveling on a Kittian passport.”

Welch said the matter is of concern to all in the region, not only for Dominica. “I believe all should be concerned with the use of violence with firearms, I believe it is something that we as Caribbean countries, in fact the whole region, should look to grapple with…” he said.

Welch also said at the time of the interview with Q95 he was uncertain whether police authorities in Dominica had contacted those in Barbados. “When you first contacted me, I made some calls and right now I am unaware if the contacts have been made but generally that is a process that would go ahead and that we are accustomed to doing,” he said.

Acting Police Chief Daniel Carbon told DNO on Friday morning that he had contacted his counterpart in Barbados and is awaiting a response.

    Do not see any reference to Dominica in that story. Wonder why it was left out while other media sources seem to have the gun man en route to Dominica…which story do we believe?

        Well I thought that if he was heading back home to St. Kitts, then there was no need for the worries and anxiety that have been created on the island over the past two weeks. Do you think Mr. James would be calling for Government’s intervention in the matter if the Gun man was heading to Antigua or St. Kitts? What made this story relevant to Dominicans is that the Gun man was reportedly en route here (to Dominica) and by their reactions, some citizens felt that they might be on his “list”. Hope this explanation was not too complicated.

    1. our authorities did not fly over there to interrogate him

    2. check his documents for tickets for return leg and to where and the date

    3. where he was planning to stay in Dominca

    4. if boarding a boat which one?

      The issue here is who is this man and what mission was he on. The airport officials should before alerting him that they saw the gone, should nicely question him and ask what mission was he on. was he going to see a government officials or was he going on vacation or to meet a member of the DLP or UWP or was he a businessman.     This should be of interest to the Dominican police. However, he got caught in Barbados. It is in the hands of the Bajan police. Their obligation is to interrogate him and to conduct outside investigation into the places where he stayed and other places he visited and his reason for doing so. When they have completed this, they probably will share the pertinent information to the Dominican police authorities. However, it is not crucial that this calls for a national address. It is futile and a waste of time to do so.
    I would think that it would also concern specifically DA’s airport immigration and security officers to thoroughly search everyone who disembarks in Dominica.

    Everyone should be concerned about this situation and the Authorities should find out more about him and his reasons for wanting to come to Dominica.

    There is no place for complacency in this matter. We have a country, people and ultra sensitive tourism industry to protect. Already the latter is being impacted by several sudden deaths in our gorge, sea and river waters. How many in the past year?

    The Authorities should act swiftly in this new matter and everyone should be on alert to strangers going in and out of Dominica!

    Saverin must be more concerned about his ham,wine,sorrel,gingerbeer and fruitcake, then to worry about hitman comming to Dominica. I really dont know why the police in Dominica is worried about getting information from Barbados when all the information could be here in Dominica. At this point in time, what the police need is a picture of Mugabe circulate to all hotels and guest houses,maybe the man visited Dominica sometime this year. They should also circulate his picture at the airports,maybe customs or a bus driver could have seen him before.The emigration office should be able to check all emigrant documents at the airport for the name Malachi. Maliki. Haile. Musabe. If he is really a hit man and a professional at that, he would always case his target before his final onslaught.

    Everyone has a right to their opinion , but i must say why do we always think that when a member of the opposition respond or comment on a matter we always think that it is all about politics or publicity ? are we trying to say the government is a perfect one so there is no need for opposition ? There is a reason why there are opposition parties in every democratic country . Now Mr James is an educated man , former prime minister, a man with great experience, have traveled the world , interacted with people on all levels , so i don’t think he does not know what he is talking about .I think this is a very serious matter that should not tossed aside , so many people have been murdered in Dominica and these murders are yet to be solved , so i think this incident should be another wake up call for the police and all of us citizens , i am ok that Mr James is talking out on it . I thought the article said he left Trinidad for Dominica via barbados and was caught in Barbados… Therefore he was on his way to Dominica and the poor fellow from Dominica with the Bajan wifey could have been a statistic, so why shouldn’t he ask questions… he has a right to ask questions and demand answers from the minister of national security… infact every sober minded Dominican has that right to know… it is his job as the leader of the opposition to show leadership at all times :wink:

    I think Mr. James is well in his right to make such comments. This is national security issue, and a clear message should send to those who think they can enter into Dominica with illegal gun. I would further imply that the police department should send an investigator to Barbados to integrate the this person.

A man coming to Dominica with a loaded gun hidden away, in possession of a purchased passport should be of concern to all citizens. Nothing more, nothing less.look at how many gun related crimes it have here and I not seeing James jump up asking for explanation for each one but he wants an explanation for a man en route to DA with a gun. so in a nutshell explanation for gunman who hasn’t arrived but no explanation for local gunmen who actually wreaking havoc?     As if talk of the end of the world is not enough to scare us all, Mr. James is once again using this unfortunate incident to be bellicose in his repeated condemnation of those in authority whom he loves to hate.

    What a calamity! To think that I was actually impressed with this mind once upon a time!

    My observations about the man and his latest outrage and hyperbole is oozing in the following quote. And is typical of the sort of recklessness that explains Mr. James’ public persona since losing the election in 2000:

    “The silence of the government in this matter cannot help in allaying the fears of residents that they may be under threat by a hit man or assassin and that our security is being compromised,” James argued. “It is imperative therefore that the nation hears from Mr. Saverin as a matter of urgency, unless of course he really does not care.”

    Silence of the government? So a responsible administration and its officer in charge of state security ought not liaise with his counterpart, do the necessary due diligence and complete investigation before speaking to the nation? I suspect that’s what the Minister for state security is doing before speaking on the matter.

    And it is the right and prudent course of action to be pursuing. Not the kind of knee-jerk reaction that comes so easily to Mr. James and that he is so naturally found of. Mr. James ably characterizes the kokoy maxim, “Mouth open and torry jump out.”

    I cannot help but applaud the diligence and sound investigative technique by our Barbadian friends, for catching this law-breaker before things got out of control. Yet so far as we know, that’s all the man did: break Barbados’ gun laws, even if he was bound for Dominica (one wonders if that was his final destination, or if he might have been in transit after arriving at Mellville Hall).

    But for him to go from violating Barbados’ gun laws to would-be assassin in Dominica, as per Mr. James, is a stretch, a gigantic leap. But that would not trouble Mr. James. Seeking attention of any kind, even if it means being loose with the facts, and following up with bombastic statements, helps him score a few political points, you see.

    Mr. James foments urgency where none exists. Unless he knows something the rest of us are dying to find out, he should chill, relax, distress.

    He speaks of a gripping, all-encompassing fear of a nation under siege. I mean I know the ethos of those Doomsday cults are riding high today, and probably will be for a few days more as believers peddle a cataclysmic end to our world as we know it.

    However, a few things Mr. James must keep in mind: he does not speak for the nation; he must quit trying to rile up our citizens without reason; and he would do well by us all if he stopped peddling fear of Armmagedon every chance he gets.

    Edison, I am not about to play politics with this one; and so I must ask you why do you expect Charles Savarin, would know precisely why the man was traveling to Dominica with a conceal weapon and ammunition in his luggage?

    I mean every Dominican by knows the reason he was traveling to Dominica, with that said: I suggest Saverin has nothing to explain, unless you know that the police in Barbados has interrogated the arrested, and obtained information from him which poses a security risk to our country which they have passed on to the Dominica National Security Minister, and he has withheld the information from you and the rest of government.

    And wouldn’t you rather he did not disclosed such information until the accomplices in Dominica are caught?

    I do not believe he knows anything more about it than you know!

    Indeed he may hold the position of minister of national security; a position which in my opinion is useless, and serves no useful purpose excepts to keep him employed.

    We should all be happy that they are highly equip at Barbados International Airport to scan luggage on departures; thus discovering what the criminal had hidden, because had it not been for their scanning system he would have entered Dominica with his gun, and roam Dominica killing people leaving dead body’s behind and then flee the country undetected.

    Your concern should be wether or not we have the same equipment at home to utilize yelling the same result, thus no criminal can use Dominica as their departure base to go to kill people in another country.

    Certainly cousin you know if you succeed in building our international Airport, we might have the same type of equipment by now, then again, since we have night flight landing and taking off all night and all day these days from Melville Airport, ( I doh know,) perhaps we may even be better equip than Barbados International oui!

    In any event we all are suspicious that someone in Dominica contracted the criminal to come to Dominica and do some damage, he was going to kill somebody in Dominica, now it could be over illegal drug dealings, it could be someone who have a legal matter pending, and the want to kill the complaint, or kill a witness so that the matter cannot be heard.

    I suspect Saverin don’t know.

      Of Course no one expects Malachi Maliki Haile Mugabe to simply spill the beans to the police but the relevant authorities must obtain relevant information to be able to put the pieces of the puzzle together in determining origin, motive and intent of mission.

      He may or may not divulge the dirty secrets — depending on the nature, extent and the skill with which the interrogations are conducted. However, the questions must be asked of him.

      This is the reason a call is being made to the Minister of National Security. WE need to know the basic facts and be assured that we are safe, without divulging sensitive information about the ongoing investigations.

      We need to know whether and to what extent our local police and government officials are on top of the situation in consultation with the Kittians and Barbadian authorities. This definitely requires a though investigation.

      It is not necessarily a criticism of the government but it is a fact that the silence of the government in this matter, which is not helping in allaying the fears of Dominicans.         The authorities in Trinidad should also be brought into this, because there is no way he could have boarded, in Trinidad, or at least his luggage could not have gone through the X-ray system in Trinidad and the gun passed undetected.

        I am of the opinion that he was assisted by someone in Trinidad who took his luggage directly unto the aircraft, and loaded it aboard, this could mean that a porter or someone with that sort of privilege assisted him.

        As I said before someone from St. Kitts who wishes to travel to Dominica, does not have to travel all the way to Trinidad, to get on a connecting flight via Barbados, to Dominica.

        The stinging part of it all is that I believe that the luggage in which the gun and ammunition was hidden could be manufactured in Trinidad you see; we must not ignore this fact.

        We do not know that they manufacture luggage in St. Kitts, however in Trinidad they do, and so if the type of luggage he needed to transport his weapon are not sold in St. Kitts, and is obtainable in Trinidad, that would have been his reason to make the journeyed to Trinidad.

        And let us not forget there are some highly sophisticated criminals in Trinidad.

        At this very moment I have a brother-in-law, a guy I was married to his sister serving a life sentence in jail in Trinidad, all because some Trinidad crooks along with two other Antiguan’s loaded a quantity of cocaine onto his ship, in Port-Of-Spain; with a street value they claim at the time to be over sixty million U.S. dollars.

        Teddy had no idea the drugs was on his ship, until the coast guard intercepted the ship landing him in jail.

        He was supposed to get out this year in a prisoner exchange program between Antigua and Trinidad, however it took a former Dominica judge, and fired politician by the Trinidad Prime Minister to screw-up thus One prisoner was sent from Antigua back to Trinidad.

        However, Teddy is still in that Trinidad Jail: thanks to our Dominica former illustrious judge, and now fired politician.

      I also agree. If he were caught in Dominica there would be no national address. It would not be necessary. It is a matter for the police. If he proved to be a direct threat to Dominica and nationals, then, a national address would be in order.

    Oh Mr. James, give the Dominican psyche a break. This is not the GON Emmanuel fire where within minutes your spokesmen had already declared they knew the objects and intent of the fire. That crime happened in Barbados – another jurisdiction where Dominican partisan politics is not an issue. Was the man heading to Dominica as a final stop or he was going to be in transit i Dominica? Who has that information. Stop politicizing the matter.

    Yes, we have to be concerned about our national security. But to suggest that the Minister of National Security must make a public statement on a manner you want (do it now) or else he is not interested in Dominica’s national security, who you think you are speaking to.

    On Thursday December 20th, outside a public bathroom in Citronier, a very rabid, clinically and politically blind supporter of your party was sobbing biterly in regret over the incident suggesting that PM Skerrit is lucky the gun man was captured as the man was actually on his way to Dominica to get him the Pm. The man knew where the PM is sleeping – not Morne Bruce, as he says since the PM is now running scared, but somewhere close to him by a friend . He knew the house and its occupants. That situation is what the Minister of National Security should be concerned about. for an ordinary man, a hater of Skerrit to knwo the movements of the Pm in such a way so as to even know where he is sleeping.

    Sadly, too I heard on the said private radio station on Friday, certain inferences by known regular callers suggesting that the gun man was hired by interests close to the PM to get rid of the “investigative journalist”. As absurb as I thought that statement to be, that too must be of concern to the Minister and officials of National Security management. It is ironic that two rabid supporters of the UWP have knowledge as they claim about the intent of the gun man if he had arrived in in Dominica. That is what should be occupying our minds. Remember when you were on stage and in charge, when in one fell swoop, you decapitated the heirarchy of the National Security apparutus. You were driven then as you are now by partisan politics, Stop it. Mr. James happy holidays Sir.

    Mr. James…The Minister of National Security should not address the nation at this time on this particular matter unless the entire picture is painted. I am pretty sure that the authorities are working hand in hand to get the bottom of this matter. It should start with the passport agency in St. Kitts where we can find more info of the background of the individual. The Bajan authority should be trying to find out what was his purpose of travel to Dominica…and the Dominican Authorities should be finding out and questioning all his known associates on island.

    Yes maybe he can say that we are looking into the matter and gathering and sharing information from our Caribbean counterparts and urge our citizens to be more vigilant and establish neighbourhood watch groups and report any drugs/guns activities that they witness to the proper authorities. Maybe he could do that, but you Mr. James can do the same….Stop trying to may a political scene of every situation that is affecting our communities and work together to build a better, safer nation.

    The Minister or a representative from his department will address the public again when more information becomes available…If this is a potential criminal/terroristic plot in place, the Bajan PRO may not be aware of the measures which are taking place at the higher level…Let the investigation lead where it may..

    Based on the reports, I do not believe that this man was just traveling to Dominica to visit. Hopefully the St. Kitts, Barbados, Trinidad and Dominican CID/Counter-Terrorism groups can work together to get to the bottom of this one.

    Whatever his mission was, it’s foiled. Thanks to a sharp and alert security system @ the Barbados airport. I believe the barbados police will gather enough info from M.M.H. Mugabe to put a theory in place ’bout his mission. This is very serious, and requires full investigation into, who he’s scheduled to meet? And what was the address of resident upon arrival in D/ca? We must be vigilant during the hollidays; pay attention to details and never let our guards down. Too many is getting away with high crimes, unable to get charges read, much more for a conviction.
    Remember, they know people who know people in high places. It’s a matter of time, and time is nearer than they think.

    Dominica.He had a Kittian passport.Maybe we should
    continue to investigate the matter here or along
    with the Police Dept in Barbados to find out more.There is much to be known if the Dominican Govt works with the Barbados Govt I getting the impression that Mr James is insinuating the Govt of Dominica has to do with that.I hope I am wrong

      If he has an African accent, this would be grounds for suspicion.
      Recalling when James was Dominica’s PM, some Chinese people traveled to Toronto, Canada with Dominican passports. They could not speak English or were not proficient in English. I read it in a Toronto newspaper.
      This raised a red flag for immigration officers at the airport. To this day I do not know how the Canadian immigration handled this situation. What eventually ensued was that Dominicans must now apply for a Visa prior to visiting Canada. You can figure this out.

      Nonsense you talking. If you just passing through, there are legal ways to transport a fire-arm if it absolutely necessary. Hiding a gun and 59 live rounds in a false bottom suitcase is highly suspicious. I would suggest to the authorities that they link up with Interpol to trace where a spent bullet of that same caliber was found in any murdered victim. Because 59 bullets and not 60 is suspect in my opinion.

      Yes we do have a right to know. He was en route to where? Melville Hall is no big transit airport, where and who was he going to in Dominica.

      You people are sick, for some reason I think Dominicans have a feeling of invincibility. It is happening all over the world and I pray it never does, but yes it can happen to us, especially taking into consideration our security at the airport and our whole police and security situation in Dominica. We are not equipped to deal with any sophisticated crime or criminal and those we can deal with like the GON Emmanuel situation, we have blatantly refused to address.

      Therefore if I was a mass murderer, taking into consideration the state of affairs of the entire law enforcement situation in Dominica, this would be an easy target on my list..

      We need to do something about all this criminals that continue to go free and all the loop holes and politics that continues to frustrate the course of justice in this country.

      Thank God for Eddison James, we have to be grateful that we still have persons like this around who can stand and demand questions in a period of heightened crisis in Dominica.
