Police concerned over spike in homicides; solicit public assistance

With 12 homicides reported in Dominica in 2017, Head of the Criminal Investigation Department,  Superintendent of Police Davidson Valerie is expressing concern saying the figure is a little bit higher than usual.

The latest incident involved Andy Carbon, originally from Boetica, whose lifeless body was found face down in a pool of blood on the Bay Front in Roseau early Friday morning.

On Friday morning Valerie expressed concern over the number of homicides so far and described it as something that is creating an alarm in the police force.

“Indeed we are very concerned about it and we have seen in recent time probably four deaths that are creating an alarm to us… So far it should be about 12 for now,” he noted. “Many of them have been solved, nonetheless, but it is a major concern as this year appears to be a little higher than usual.”

At a press conference on Friday afternoon, Valerie again stressed the increase in murder cases on the island and said the Major Crime Unit (MCU) has been diligent in investigating them.

“This year appears to have a spike in that we have no realized some 12 murders. It is already over last year’s number of ten, and the previous year of nine. With these twelve murders, the Major Crime Unit has been effective in investigating the matters, and also bringing to justice those perpetrators who have been involved,” he said.

Valerie proclaimed that out of the twelve murders that have been committed and reported, eight have already been solved.

Police Chief Daniel Carbon said in the matter involving Andy Carbon, the police have one suspect in custody and is facing the likelihood of being charged soon.

“We believe the suspect that we have can help us to make the necessary connections based on the preliminary investigations that we have,” Police Chief Daniel Carbon said.

The Police force is now soliciting the public for assistance in solving the murder cases, especially in terms of information.

“Any intelligence or information that you have, you voluntarily come to the police and provide the Intel or the information that you have…We may have a world of resources but we cannot fight crime alone. There must be a partnership with the public,” Carbon remarked.

    If I am reading this correctly the murder rate in Dominica has increased each year for the past three years.

    It is commendable that most of these murders have been solved. It is disgraceful to imply as some do that the police have been sitting on their butts eating up your tax money instead of hunting down the bad guys.

    I do not expect many to agree with me. But what is most needed is spiritual warfare: a call to prayer, intercession, and the pleading of the blood of Christ over the land. There are pastors in Dominica who know how to organize and conduct such services. If only they would get out of their comfort zones they could bind the strong man. It is time to serve Satan notice that a greater than he has come.

    Make no mistake about it. A diabolical spiritual force has invaded your beautiful nation. Murder is a spirit.

      A church member may commit murder. But a child of God will not. Only those who have been converted to Christ (or born again) are children of God. This happens when we acknowledge we are sinners according to Romans 3:23 and admit we cannot save ourselves as it says in Ephesians 2:8,9. We must believe Christ took our guilt upon Himself and suffered our punishment on the cross according to Isaiah 53:5,6, and receive Him as our personal Savior as it says in St. John 1:12.

    Dominica loosing this generation and its the youth and their parents fault!

    when a person is murdered at least two people will loose their life and future, the vice and the assailant.
    The victim may be dead and gone but the assailant now has a criminal record and can do nothing in his or her life because of that criminal record, if they get out of jail all they can do is commit crime to make a living or live in bush.

    Dominica needs to bring back capital punishment, hanging, hard labour, firing squad if they have to.
    Thats the best deterrent at the juncture, I promise if a public vote was held people would vote for it.
    Make those criminals scared again instead of people fearing criminals!!

      Our governments should seriously consider the pros and cons of executing murderers. It is time to review
      capital punishment.

      The best alternative we have to capital punishment is a life sentence.

      The problems with a life sentence is

      (a) The murder is sometimes pardoned in a few years or able to negotiate a release.

      (b) The murderer sometimes murders again if released.

      (c) The murderer sometimes kills a fellow inmate or guard in prison.

      (d) The one serving a life sentence often teaches his evil ways to others in prison or creates all kinds of trouble while behind bars.

      (e) Without the death penalty the convict is sometimes given something less than a life sentence and is out in a short time. The sentences we see handed out to people convicted of murder here in Canada since a Catholic P.M. abolished capital punishment sometimes border on being silly.

    Lets be honest, before the USA’ wing of imperialism the MEDIA, took over DOMINICA, what was the murder rate? the ANIMAL spirit is very well elevated in the lives of the people, just listen to the language being spoken. With the DRUG trade taking ROOT on the Island, it is going to be very difficult to solicit information from the public, if individuals in top places are part of it, you see, the ones to DIE are the street soldiers, who may know a little too much, very frightening situation. What caliber of human kind would throw hot water on a fellow human being? In Dominica human Abuse starts in the home, so the one administrating the hot water, have a history of abusing others.     The pride and backslapping over a solved crime should be postponed until satisfactory justice has been handed down by the Court. I wonder if there are any statistics on how many solved crimes resulted in the accused either walking free from Court or else being handed a laughably lenient sentence? The job ain’t over until it’s over!

      The wife of a police officer once told me how disappointing it was when her husband and other officers
      risk their lives to arrest violent criminals only to have a judge slap their wrist and let them go. She said another officer and his wife had sat in their front room just a few evenings before and discussed this. They wondered at times if it was worth the effort. Then she said *I know we are not to think this way.*

    Why would people stop commiting crime when they know they can get away with it and that the law and police are just as crooked as they are?? Please tell me why!!! Plus the skills of the the authority is as low as the sun set and the amount of bush in Dominica is perfect for a murderer begger or thief to reside without being found. Dominica go down before it’ll go up….very sad times for what was a very calm low crime country.

    Chief Carbon,I was raised in the Roseau area from the time I attended Dominica Grammar School, through my work life until I migrated from the country and one reason for the low crime rate in Roseau was police patrols in Roseau and surrounding areas.Roseau has not grown much because there isn’t much area for it to grow,and the economy has been declining under Skerritt.Right now with more men and women in the police force, you have through nepotism and bad judgement allowed crime to increase because of the lack of, or reduced effective foot patrols in the Roseau area.Carbon you must have heard that if it ain’t broken then don’t fix it,get back to police foot patrols and there will be a reduction in criminal activity, also it will lead to better police and people relationship

    We are in june and we already have 12 murders. If we continue on this track, God forbid, we will reach 24 this year. Dominica’s population is (say) 72,000 although it could be less.

    So what is Dominica’s murder rate and how does it compare with the rest of the Caribbean and the world. Murder rate is measured per 100 thousand, Dominica’s murder rate, on the above assumptions, would be 33.33 per 100 thousand (100,000/72000 x 24). That is prety bad!!

    In the Caribbean (click on link below) we would have the fifth highest murder rate behind USVI (52.64), Jamaica (43.21), Belize (34.40) and St. Kitts & Nevis (33.55).

    Worldwide, we would break into the top 10 most murderous nations behind (in addition to the above-mentioned Caribbean countries) El Salvador, Honduras, Venezuela, Lesotho and South Africa.

Does the police force,(a failed institution) have a DLP candidate?I am referring to a highly moronic mouth—piece who constantly calls talk shows defending any corrupt,and criminal action undertaken by the corrupt DLP.Was Skerrit brought in for questioning after telling the world that he knew who set the fire at the Communication Tower at Melvillehall? The police force has also failed Dominica,because it serves a man,and not the country.

      I am certain this is a downright lie. Cease your imaginings and judgmental. I am certain he is doing his utmost. As I stated, the world is getting worst, no exception, as we note Dominica.
      When I was a child and later attained adulthood in Dominica, I recall two murders, ten years apart. These murders had to do with lovers. Obviously, it shocked us all. Yet, we did not have reason for concern. Consider what is occurring today and the type of murders. Nationals have reason to be concerned.

    Allow me to commend the detectives for solving the 8 homicides. I hope the perpetrators will be brought to swift justice.

    And I hope as well, that there will be no lenient punishment, because it seems as if the easy bailing of murder-accused individuals and their short time spent on remand, and the mishandling and losing of evidence makes people more prone to partaking in such atrocious and senseless acts!

      Nothing was “solved” only way police know is because it was done pratically in plain view. I.E the situation in castle comfort some months ago. A man was killed in newtown weeks ago, the person who did it was questioned and set free, cant tie him to it, cant take finger prints off the stone, nothing, i’ll hold my “commendations” back for now.

    This inexplicable spate of murders seems to be a phenomenon plaguing our once peaceful and tranquil Caribbean islands. To arrest this undesirable course, government, law enforcement and civilians must work hand in glove. Note, crime expands according to our willingness to put up with it. It is also very important for the government to lead by example as crime is contagious. If the government becomes a law-breaker, it breeds contempt for the law. Stop trying to pass laws in parliament to circumvent bribery and corruption.

    I agree. A lot of times members of the public see or hear things that they can report anonymously to Crimestoppers. They don’t have to go to the police directly. We need to do more to help as citizens. The victims are people’s children, they are our brothers and sisters.

    Supt. Valerie has reason to be concerned. If we continue at the present rate for the rest of the year we will end up with a homicide rate of 35.7. This is not as bad as Jamaica, which recorded a rate of 40.9 for 2015 but worse than New York, which is surprisingly less violent than Dominica with a low rate of 4.2 for last year. The murder capital of the U.S.A. would appear to be Baltimore (49.8 in 2016). However, we should not be our usual complacent self by seeking comfort in the fact that someone else is worse than we are. We must aim for a zero rate.

      These countries you mentioned have been way ahead of Dominica in crimes from years gone by. I would not compare them to Dominica and vice versa. It is foolhardy for anyone to compare them to Dominica and vice versa. I would not use them as an example of comparison.
