Gov’t tackles unemployment

Unemployed Dominicans will soon be able to breathe a sigh of relief as the Government says it is embarking on various initiatives geared at creating employment on the island.

Speaking at a press conference on Tuesday morning Minister for Employment, Trade and Diaspora Affairs, Dr Collin McIntyre vowed that the government will be creating means of employment for Dominicans.

“We placed as much as $8 million in the last budget which is being implemented right now to take care of this employment initiative. We want to do it in three different forms, looking first at the continuation of the Small Business Support Unit, the Apprenticeship program which started last year,” he said.

McIntyre noted that currently the government is trying to retool young people and unemployed people for the job market.

“In the Laudat area we first looked at the stone cutting module, and we were able to employ five young men. We are now looking at that module for the Mahaut area.  We also want to train young men and women in tile laying, barbering, landscaping, cleaning up of the roads,” he stated.

The minister stated that the government will also be implementing a mentor-ship program which will target unemployed college and university graduates.

“We will look at the various government institutions, government agencies, the private sector institutions as well as where we can place them and we will be paying them to be at work,” he stated.

McIntyre pointed out further that at present unemployed people can register with the Dominica Employment and Small Business Support Agency for the Employment Creation and Mentor-ship Program. The program will officially be launched on December 2, he said.

“We have sourced the money, we will put it there to run the program. The program will look at all the institutions around Roseau that require assistance and we will look at placements. This depends largely on the applicants we have a number of graduates so that placement will be made based on the reception of the applications,” he noted.

McIntyre added that meetings have been held with the private and public sector who are indicating its interest in the program. He said that the government will then pay the salaries of the people placed in the institutions and will pay the trainers.

    Hon.McIntyre a better way to help ceate long term jobs in the private sector is to offer tax credits to those companies for each job they create.This is better than government paying the firm and the unemployed person from government coffers.
    The way your idea is presented sounds like s short term measure.Better yet hold discussions with private firms as to other better ways to create jobs in their work places sector by sector to best make use of the 8 million plus dollars allocated for employment creation.

    I wondered where Skerrit is himse3lf but I see the Media Handbook for the Commonwealth Heads of State Meeting in Sri-Lanka lists him a s participant (15-17 Nov.)Was anyone told this? Maybe he does not think it important, but even Obama let’s people know where he is going. But what really puzzles me is what he is doing abroad all that time before that meeting which does not start till this friday.

    Sir/Madam of D.N.O. I would greatly appreciate it if you could direct bloggers on this site to the forum that took place at The Fort Young Hotel a few weeks ago? Specifically to the outlined programs of job creation,the foresight and diligence of the presenters.

    It is baffling that people come on here and state”show us the 5000 jobs”,”they think they can fool us by say they’ll create 5000 jobs in 2yrs”.
    It does not matter if you like the people behind that forum or not,they brought it!with articulation, precision and zeal.They laid out what they believe can happen in a two (2) year time frame with hard work and dedication. So now we falting them for being insightful?

    I really don’t care about D.L.P or U.W.P or whatever P for that matter,I detest cronyism.

    Dominicans we need to stop taking and voting party lines else we will destroy our country.Vote only performance then we can truly say “WE HAVE BECOME POLITICALLY MATURED AS A CO UNTRY”. Right now we are babies.

      I am 100% in agreement. I do not want any party to think or believe that my vote is theirs till I die. I am not a party member and never will.

      If you want my vote, just present to me your strategy and plan. Do not promise what you can not deliver. If you say you can generate 500 jobs, show me how thats possible…is it through business expansion, new business or/and government investment. I also want to be convince as to how all DOMINICANS at home and abroad can benefit, be inspired and encouraged to achieved to develope DA.

    I can’t believe this guy reported what he was told. The dlp apparently lack job-creating ideas but I do not think they are that dumb. Come up with new ideas! Give more help small manufacturing business such as the castle bruce farmer who is creating a new manufacturing company for pure coconut oil- subdidise those industries until they can survive on their own. Lower manufacturing cost. Help farmers more. Build new feeder roads, and improve on what is as already there. If the geothermal energy initiative is a success ensure that cost of ed electricty is lowered and not be overtaken with greed seeking exorbitant profits.

    Just reading from am New York wed 11/13/13.Only 57% working-age people in NY are employed. I am still puzzled as to how Lennox and uwp can possibly convince it’s naive supporters that Dominica can do better than NY. Uwp supporter open your eyes. The fact are there to check. Do not be blind followers or we all will regret it later. Unless some of us are just looking out for ourselves and to hell with Dominica. In that case just don’t try to convince people that you are so patriotic and have the best interest of Dominica at heart. And enough of that transparency, good governance bs.     I grew up in a time where people with Dr. in front of theirs names were well respected , Dr McIntyre was one of them , i look up and respected this guy especially when i starting taking my DOG whom i love so much to him and he treated us with great care . now i am so ashamed of him for all this corruption and lies he is telling and involved in . DR mac please don,t do that to yourself for money and fame , let Tony and skerrit to that to themselves , go back to being you please . I have not seen or heard from you as a minister in a long suddenly you are coming and telling lies , please stop.

    i have attempted this business on several occassions and everytime you get there no response,try at a later date.i will attempt again today let me see what they are going to say again.i was there last week and nothing.let me see what they going to say.i see alot of uwp persons getting assistance and they doh even care about the government and those laborites not even been considered.can you imagine that mr. minister.well well well.i will be there on wednesday and after i will let dominica know whats happening..mr stephenson is a good man

    Please someone wake us up! The unemployed youth are holding their breath as government is now about to embark on various initiatives geared at creating employment on the island- this coming from the minister presiding over the highest unemployment rate ever in Dominica, the lowest trading activity ever and increasingly desperate affairs.

    What does this statement mean, “We placed as much as $8 million in the last budget which is being implemented right now to take care of this employment initiative.” Didn’t government spend 27mMillion on a State Palace to create jobs for Chinese? Budgeting or even spending million dollars does not automatically translate into employment creation. Even the easy door distributed more than that on behalf of the Chief himself in one year, without creating a single job.
    Whereas the UWP is speaking of 500 new job, Collin says he has introduced an innovative stone cutting module in Laudat that provided part-time employment for 5 young person.

    Whereas the UWP is speaking about Rethinking, Renewing and Rebuilding our economy, McIntyre is sadly talking about retooling young people for the job market in tile laying, barbering, landscaping and cleaning up of the roads.

    Unfortunately, Collin has lost it. What he stated was exactly what the PM said in his 2012/2013 budget address 2 years ago and to date, they are still advising us to take it easy- the jobs are coming. But we are not fooled. It is promise season. We know elections are coming soon.

    adding jobs to a govt system that is already too large per capita is creating a bubble that will eventually burst and cause more issues.

    creating a false sense of economic growth. its just another method of giving away $8m dollars.

    we need sustainable jobs. we need growth. not fake jobs/ fake growth.

    private sector needs growth. keep that $8 in the treasury and easy up the import duties. stimulate the private sector.

    govt can’t hire everyone. trying that is stupid and trouble in the making.

    zoo much chicken dominicans eating, lets rear n sell our own chicken. jobs and reduce import bill. win win. charge some of our new graduates to become entrepreneurs. support their ideas.

        Ha,ha. I heard the Hon. Minister make reference to wood working so I guess a certain VIP in that business will soon be employing young assistants at the tax payers’ expense under the guise of apprenticeships.
        What if he asks them to wash his vehicle or cut his grass as well? I’m afraid that scheme may be abused to boost profits of companies rather than teach our young people a proper trade.

      Break down what you mean by COLOSSAL for his understanding. He has no idea that response to the UWP’s extremely successful jobs and growth forum is pathetic, pitiable, miserable and as you say a totally massive, enormous and hugely embarrassing dismal failure.     a strong private sector will foster development of the economy and place less burden on the government to employ everyone because no government really can any way. so it makes sense then to do any thing within your power as a government to protect and defend your private sector. as far as see it that is not really being done in Dominica. matter of fact instead we hear calls for boycotting of business places. mr minister didn’t you realize that there were YOUNG people working at brisee’s mart? didn’t you realize that there were YOUNG farmers all around domonica who use to sell fresh produce to brisee’s mart? didn’t you realise that these actions are killers of the private sector?

    didn’t you realize when your government did almost nothing to ensure that Dominican young people work our loan money from the Chinese that you guys were killing the private sector? be real sir we know that even if you all put 8 million it is still going to be a failure cause just like how party supporters got all the money from agriculture investment unit and cannot pay it back for other farmers to be able to access the fund too. and then you also get some of your operatives who tell young people to go to their parl rep so you mean that if I don’t support labour party I cannot get access to funding? mr minister you all need to be honest with people and come good

Where was Collin when the aerial Tramp closed in Laudat to make way for the geothermal project? Where was Collin when hundreds became unemployed at Clear Harbour? And where was Collin when our Constitution was being violated after his good friend and sister was discarded. Where is Collin- his constituents are asking. Where is Collin when the people of Morne Prosper want the road project to be completed from Savanne to the village. Where is Collin? OH- wait he is having his first press conference after more than 9 years in Parliament as a senator and minister.

    The Concise Oxford Dictionary defines an apprentice as, “a person who is learning a trade by being employed in it for an agreed period at low wages”. Traditionally, the agreed period was years rather than weeks.

    Fifty-five years ago, I served a six-year indentured apprenticeship in mechanical engineering. Every week-day I had to be up at 5.30am to get to work for 7.30am. After finishing work at 5.00pm, I attended night school three evenings a week and didn’t get home until 10.00pm. For the first three years my wage was less than my bus fares. After serving my apprenticeship, I had to spend many years as a “journey-man” before I was considered fully qualified.

    In terms of qualifications, it may disappoint Dr Peters to know that, although I am recognized as a highly skilled mechanical engineer, I do not have a degree. Likewise, the master craftsmen that taught me, did not have degrees.

    I mention all this because a 4 to 8 week training program is not an apprenticeship and that period alone cannot produce a skilled worker. Without a commitment fully-train artisans, we will finish up with a semi-skilled, rather than a skilled workforce.

    The difficulty is finding the master craftsmen able to take the apprentice on from there. These days, practical skill is considered secondary to academic qualifications. As a result, master craftsmen and the traditional long-term apprenticeships that produced them, are sadly a thing of the past.

Where are the innovative ideas for starting small businesses, see wat the PSS was able to do with their Spa products, government need to create the enabling environment for sure, like making doing business less complicated, research and development, gvn to small business the required working capital from the small business unit and not make people think they are begging…some of us just need the assistance not the attitude or run around for a year and more (i can attest to that). the Haitians and Santo Dominicans come here and find jobs, open businesses, but we as a people we wait on government to give us a job or for hand out! still the slave mentality…when are we as a people going to break the chains of slavery, politics, religion and start working together to build our nation…last time i checked it was not the PM, DLP, UWP or LL own to build it is ours!

    Hedge and road? What happened to errrrmmm building a meat rearing plant and a factory for processing agriculture products etc. That would surely employ more than five young men. Why are we still looking at manual labour only? What happened to all the people that have been sent overseas to study? Why doesn’t the govt of Dominica start a state owned bank, (by the way I do not know if there is one already) get qualified young and experienced people to manage it? Invest in medicine or better yet, giving the newly educated doctors/surgeons priority over well established doctors at the hospital. Most well established doctors should now be able to practice privately, that would also allow medical offices to open around the island. Sort of like general practitioner surgeries. New ideas, new medicine and new ways to do surgery, A breathe of fresh air. And for goodness sake, make dca more accessible by air and sea. So I guess we would need an air dominica too plus our own Dominican liners.That would also employ more than five young men. And all of the above would certainly give experience in better fields and better careers. Last but not least, agriculture is top priority. Please please please make dominica self sufficient and cut exports to near zero. Thanks much

      the stock farm over londondary is very underutilized,there is a lot of room for improvement and it could also serve as a training facility where the “less academically” inclined or anyone can gain skills and get a first hand experience of how those skills can be used to earn a living and help the country,year round rainfall and yet we cant produce enough meat to feed ourselves.

The Dear Leader first hinted at 500 new jobs then in a later pronouncement downgraded the number to 400. Now the Community Development Minister and other ministers are getting on board the Consolidation Bandwagon and it seems every time they open their mouths a purse falls out. Methinks they would be more convincing if they would all take a voluntary vow of poverty.

    For any government in Dominica to seriously tackle un-employment in Dominica – there are key areas that must be addresses.
    1. High cost at the port – Bringing in anything of value is put a dent in the finances of any potential business man. The manner of conducting and setting up a business in Dominica is very primitive – way tooooooo many red tapes. Ever so often a waiver or reduction of port fees should be given. (this can be int he form a marketing campaign)

    2. VAT – if the port fees are waived then that will should not affect the VAT. Persons will not mind paying.

    3. The abuse of lawyers – must be address – too many lawyers are getting away with STEALING innocent people money.

    4. The red tapes on Concession must be revised. presently there are concession available but to access it is a nightmare.

    5. International airport or more direct flight to DA – not only liat

    The unemployed turn to crimes and other illicit behaviour because of lack of jobs. People crying……… Banks are repossessing properties, farmers are hiking. Feeder roads are not rehabilitated. Tons and tons of produce rotting on the farms because of difficult access to farms and lack of market creation.

    You want to tackle unemployment? Help businesses grown and they will hire more people. Reevaluate VAT and your import fees etc. Businesses are closing down or laying off people every day because it cost too much to run a business here. The apprenticeship program is a continuation and expansion of programs started last year and the mentorship/internship program was included in the budget address in July and budgeted for from that time.

      One of the biggest complaints and reasons why tourism is not thriving in this beautiful and full of potential Island is the state of its streets and services.

      Do you know how many people are now wealthy through cleaning and many people in other countries who started out as mere cleaners now run their own cleaning companies employing their own staff by rising above ignorance and settling for a regular wage and opportunity.

      Judging from most of these comments it seems that attitudes need seriously changing in D’ca and the youth need to wake up to the fact that progress only comes from graft and not from fantasising over hollywood movies or so called reality programs.

    Best McIntyre jus shut his mouth there.. Cuz he kno dam well that one of the biggest manufacturer came to them (PM and himself) , wrote tons of letters for assistance and none was given. Instead the business had to let off all the workers and close its doors. You’re surely not helpin to create jobs if you refused to help a manufacturer who could hire more than 20 workers to add to the existing 35..

      if you look at the job skills they are offering it pays peanuts and then they can bring back some of this same money and say they sourced new funds to do this that and the other

      is either that or they realized that election coming so they putting a foot forward to say we are aware of the plight of young people so here is what we are going to do.
      Stupes, how about making it easier for entrepreneurs to start a local business? If you dnt go through the DYBT program, cwapo smoke ur pipe.

      Nonsense!!!! Wasn’t the small busuness and employment unit set up long before the oppsition start talking their unrealistic nonsense about creating 5000 jobs in 2 years ( mark you without giving even a slight indication of how they are going to do this)!!! Stop being partisan and foolish at the same time. A bird in the hand is always worth more than two in the bush my friend.
