Horseback Ridge Road in Kalinago Territory undergoes rehabilitation

Residents and visitors to the Kalinago Territory will soon have improved access to Horseback Ridge Road.

The rehabilitations works commenced on April 12, 2016 with preparatory grass cutting and engineering assessment, and is expected to be completed by the end of June 2016, with works done on the major damaged sections.

The project is being undertaken through the collaborative efforts of the Ministry of Kalinago Affairs and the Kalinago Council with a budgetary allocation of EC$ 190,000.00.

Within the partnership, the Kalinago Council is charged with facilitating the management of the finance, and the institution is advised to follow precedence set on similar project in the community where the works were performed at minimum expense based on the negotiations with contractors and labourers.

The raw materials for the project are expected to be utilized within the framework of paid wages/ and community service.

The road is a critical infrastructural development in the Kalinago Territory since it which links three hamlets over a high elevation beyond the normal settlements that are located along the major highway. The connected hamlets are Bataca in the north, Salybia in the south and Touna (Concord) to the west of the Kalinago community with sub connections of scenic trails and footpaths to agricultural plots and family residences.

The rehabilitation project has a vast economic and social impact on the Kalinago community, for it will provide access to a development which has served two main purposes from its initial construction. First, it continues to function as a community link road allowing for access of lands occupied by farmers of the Kalinago community. Secondly, based on its geographical location, it will remain as an access road to the most scenic part of the community, which has been part and parcel of the Kalinago tourism product.

The recent deterioration of numerous sections of the road after Tropical Storm Erika and years of degradation has rendered the motorway useless to the community and visitors alike. This situation has limited the access to farms and retarded output as well as affecting the tourism product diligently nurtured over the years. With the relevant works expected to be undertaken, under the Disaster Vulnerability Reduction Project (DVRP), on the main highway, the Horseback Ridge Road will serve as an alternative route to commuters.

A local project coordinator has been engaged to oversee the works undertaken by a local excavator operator and local skilled labour, and functions with the advice of the road engineer from the Local Government Department and also with the support of the Ministry of Kalinago Affairs Project Officer.

The completed rehabilitation works will enable commuters to freely move along the area and have access to agricultural lands and residential areas, all of which will be enhanced by the rejuvenation of the tourist product afforded to the area in a previous time.

clearly there is a conflict of interest between kalinago Council and Carib Affairs, the two institutions are competing one against the other, the council is the Government of the indigenous people while the ministry serves as the political arm of the Government

Cassius they taking you and your people for a real fool. Why does your government look down on the founders of this land. What is the reason that all other projects are not undertaken under the lowest wages and cost and this project needs to be undertaken under this strict guideline. Could you find this out or don’t you have the testicular fortitude to ask this and stand up for the rights of your people?

To my knowledge in 2013 work was done on this road. I think concrete work was done and the original access road was extended with new construction.

Concrete feeder road / access road.

You mean a new concrete access road can deteriorate that much in less than 3 years?

    Please correct that information.

Is this the same horseback ridge road that was constructed in 2013?

Minister of works please step up and answer.

That area is really pretty with lots of scenic view. A must see area of the Kalinago Territory.

I have to wonder though, why is MP Casius Darroux always dressed in red? On very few occasions he is seen without a red shirt. Even church the man going in red shirt. SMH. I guess politics is his raison d’etre. I wonder what he would be doing if Skerrit did not give him a shot at politics.

That’s one of the golden rules of the DLP on its serving idiots. Whenever you will be before the media or at a function, you must dress in the party’s color. Its not negotiable!

One of the most beautiful roads in Dominica from a view point. An old historical way that was used long before the black man came to Dominica. If this was anywhere else in the world it would be a UNESCO world heritage site of historical importance.

But how could you all be talking about Kalinago road and is black people alone I seeing in picture? If the condition of the road I seeing in photo is real and it is indeed in the Kalinago territory, I cannot believe that’s the condition Skerrit allow their road to get in and those people keep voting him. If the photo is real and it is indeed from the Carib territory, I really don’t want to see the condition of roads in the Marigot or Salsbury area, since they have not been voting for this foolishness of Skerrit. The road is so damn bad that I would not put my donkey or horse on it and I sure Reggie will NOT use hi legs there either.

“The rehabilitation project has a vast economic and social impact on the Kalinago community, for it will provide access to a development which has served two main purposes from its initial construction. Since it is a “Horseback ridge road” will we soon see donkeyback ridge added? Will it be financed by Reggie Austrie? Guys becareful all you horse leg and donkey leg don’t start to disappear lol. But on a serious note, take a look at this:

“the Kalinago Council is charged with facilitating the management of the finance, and the institution is advised to follow precedence set on similar project in the community where the works were performed at minimum expense based on the negotiations with contractors and labourers.”

Who is it that advised the Kalinago Council to follow precedence to ensure works are performed at minimum expense…?

I hope this advise did not come from the parlrep or a government official because I would ask them to go take a look at contracts Skerrit signed with George Nanthan and most recently, the Barbados company to see if precedence was followed to get projects at minimum expense based on negotiations with contractors. But is caribs they dealing…
