The construction of an Information Technology Center in Dominica is one of the commitments made by the government on India.

The Indian High Commissioner to Dominica, Shri Malay Mishra, said the administrative work on the project is expected to commence in the next 2 to 3 months.

Mishra told a farewell ceremony to end his stint in Dominica, that the facility will be fully functional by the end of 2013.

“As you all know, India is an emerging economy with a focus on IT,” he said. “IT in India has done great wonders to all sectors of development and we export a good deal of software…With this in mind, we thought of bringing something here and we signed an MOU to set up an ICT center and I’m happy to announce that this is now gaining strength…”

He said a site has been allocated and India is prepared to go ahead with administrative process of finalising a company that will bid for setting up the center.

Similar IT centers have been set up in Grenada and other Caribbean islands, he explained.

Mishra also said a capacity building programs being offered by India will continue with the aim of enhancing the skills of Dominican citizens.

“I know lack of employment is a great deal in Dominica. You have skilled young people who don’t find appropriate employment,” he stated.

The provision of pharmaceuticals to the Princess Margaret Hospital, an infrastructure development project to the tune of $1-million and assistance in agriculture are other plans in the pipeline.

    Yesterday, I read a report from the USA saying that there is a shortage of over one million programmers in the country, these are the people who write/develop the software for computer systems. We need to orientate our young people in this vein. You can develop software right here in DA for a US company and make good money doing that. India has been doing this in a big way for years

    Just to add to my previous comments, I recall the works of a few Dominicans in developing the program “100 Great Dominicans” – hope I got the title right. That should be repeated but in a more concerted way with additions having an emphasis on National Pride, National Pride. CIVICS, Let it be the Mantra (mind, consciousness and soul-expression) of the National Youth Council. A new awakening can be vested in them as also with the Youth Division, as indeed it was in the days of now couple Davis & Patsy Letang (then Patsy Gordon) and individuals like now retired Mr. Jules Pascal.

    Just remember:

    The earth keeps on turning,

    But our spirit borne in darkness
    Cannot be crushed on its way to the sunrise.
    THIS LIVING GENERATION ON EARTH
    WILL CARRY THE TORCH FURTHER AND FURTHER.

    SOBER UP DOMINICANS !! In any developmental drive if you want change your educational agenda must match with your ultimate social, economic, industrial and trading goals.

    THIS IS WHAT THE ICT CENTRE OF EXCELLENCE IS ALL ABOUT. Bringing it to fruition will create the platform for educating a new cadre of highly qualified Tech & computer savvy workforce that can compete ANYWHERE. A component of this ICT CENTRE of EXCELLENCE is high-level training (in the General Project Document), students obtaining opportunities – even in India, Technological knowledge transfer.

    The ultimate interface of such a Centre with the business incubation initiatives of the Business Faculty of Dominica State College can stimulate and engender the development of a new entrepreneurial class that can live in Dominica physically while working elsewhere (in Cyberspace -the Internet). Indeed this is important as the development of new mobile and other internet related applications is leading to a new kind of economy in many areas and International organizations like the International Telecommunications Union where I work presently, is looking to develop those areas through training etc.

    I will not comment too much further on this matter since there is a new Director of Telecoms.

    I am mindfull to respect all views at all times
    but I just want to suggest that we all as Dominicans assess all initiatives objectively before commenting FOR or AGAINST an initiative.

    I LOVE NELSON MANDELA – He is ailing now but his philosophy lives on and captured in one word – UBUNTU – BECAUSE YOU ARE, I AM. or “I am what I am because of who we all are

    In other words “A person is a person through other people strikes an affirmation of one’s humanity through recognition of an “other” in his or her uniqueness and difference”. I love that it captures the concepts of extroverted communities, socialisation of prosperity, redemption, deference to hierarchy and humanism.

    Interestingly, it is captured in our National Anthem – “ALL FOR EACH AND EACH FOR ALL”

    Our striving to success must be together, not divided. The once St. Andrew’s High School hard such a motto: “All Striving, ALL ACHIEVING”

    When I think of UBUNTU philosophy I think of Nelson Mandela, Archbishop Desmond Tutu, the late Bishop Abel Muzurewa; also impersonified in Mahatma Ghandi, Dr. Martin Luther King, Our Hero E.O. Leblanc, E.C. Loblack, cultural icons amany, among many other illustrious Dominicans.

    Let us have a series on radio and Television on these icons and especially OUR DOMINICAN HEROS to re-engender unity. Let the series run for as long as it is required for us as a people to fuse together again as ONE.

    Let us think on these things whenever we want to address matters of National interest, National pride and OUR development. LET US ALSO PRAY FOR NELSON MANDELA AND HIS FAMILY!! LET US LOVE DOMINICA AND PRAY FOR DOMINICA

    The ICT Centre of Excellence is a noble cause – GO FOR IT !!

    Stop being negative about IT centers.It is a welcome gesture.I have been working in an IT center since 2005.I got promotion as Senior Advanced Technician in 2008.
    This is what pays the bills for me.

    India has made progress in the development of IT, we should embrace this opportunity and build alliances with our Indian counterparts where they could support us with infrastructure but also the necessary expertise, teachers and the like to complement the centre. We should
    see how we can build linkages with the Indian software developers who could assist the IT centre in many ways.

    What does the IT Center do? What is the purpose? Is it part of a wider human resource development plan in Dominica? Where is the plan that this center is part of?

    What is needed is some call centers set up and ready for business like the government of Jamaica does.

    Some parts of India is dirt poor. People are so poor, they are eating rats and casava. What is it people see in Dominica? well, we,ve been bought and sold over many times. Why don’t these Countries clean-up their own back yards before handing out crumbs to us? Soon they’ll be coming to Dominica in droves walking in their sleepers/pushings.

        “IPO” you know very little about India and its poverty. India people are vastly seperated by class. Some parts are completely isolated. Let the India Govenment look after its poor first, before showing face in Dominica. I’m all for humans right which is larking in India. If we tell Countries to clean up their domestic mess first before embracing them; then the world would be a better place. If you knew that my children were not being taken care of, would you trust me with yours? We should not readily accept “help” from everyone because we think we are in need. We must first consider who these people are, and how they treat their own. Dominica is like a SCAVENGERING ISLAND. Taking anything from the salvage yards.

        “John,” if I stole a Thousand Dollars and offer you Five Hundred from it, would you accept it? you probably would. Making you equal to me. The Money India is supposedly giving/lending to Dominca belongs to the TAX PAYERS of India. Some of these folks don’t even have clean drinking water. Why don’t their Government help them first before helping another Country? the answer is very simple. They have always kept a segment of their population in extreme poverty. Now, why would i accept help from such a people? I’d have to be cold or ignorant of their history.

      If you don’t know by now I’ll spell it out for you IT = Information Technology. It could be a research centre but also a call centre. As long as it provides much-needed employment for Dominicans I’m not too concerned.

    That’s very good since the India embassador does bring his own people to work in the offices and does not employ locals in the post. This is what they usually do every where they go. People of Dominica please do not accept there excuses for brinig their own to do the jobs because they they are very good in doing so and will leave you all without employment, do not accept that.

        These posts these are written by too many illiterate people whose only reason for living is to blame government,or to interpret everything by it’s least common denominator. While you are insulting the Indians you do not even realize medication that may save your life come from india which is a global player rivaling china, and the US in pharmaceuticals, and computer technology. Their workers are in demand by some of the largest tech company in the US. The young Dominicans with such high tech training could be in demand also,what parent would not want that. So I beg these people who have lived wasted lives to please do no make it bad for the young kids.

      Why are people waiting for government to create jobs? isn’t the private sector the ones to create jobs? The government gives you the infrstructure so you are able to move your goods to market so use it and create your own job.
