Blackmoore to assume chairmanship of regional security council

Blackmoore is to take on chairmanship of CONSLE

The Minister for Justice, Immigration and National Security, Honourable Rayburn Blackmoore will assume the chairmanship of the Council for National Security and Law Enforcement (CONSLE).

CONSLE is responsible for the coordination of the multi-dimensional nature of Caribbean security to ensure a safe and stable community and is the primary policy organ in the Caribbean Community (CARICOM) with the responsibility for regional security matters.

The CONSLE was incorporated into the Revised Treaty of Chaguaramas by way of a Protocol which was opened for signature in March 2009. It performs a supervisory role in relation to the security institutions and committees of the community and reports directly to the Conference of Heads of Government.

As advances in technology continue to reshape the way business is being done globally, economic cyber-crime continues to rise. According to an OAS 2014 report, the region of Latin America and the Caribbean has one of the fastest-growing Internet populations in the world, giving rise to a number of significant cyber security challenges.

In a meeting held on the 10th of February, 2017, the Honourable Minister for Justice, Immigration and National Security met with the Executive Director of IMPACS, the Implementation Agency for Crime and Security, Mr. Francis Forbes who was accompanied by the legal advisor of IMPACS, Ms. Giselle Martin.

In attendance were the Hon. Attorney General, Mr. Levi Peter, the Acting Permanent Secretary of the Ministry of Justice, Immigration and National Security, Miss Jo-Anne Commodore and the Chief Parliamentary Counsel, Mrs. Pearl Xavier.

The CARICOM Crime and Security Strategy, the document commissioned by the CARICOM Conference of Heads of Government at its 24th Intercessional meeting in Haiti to guide the Community’s approach to crime and security drafted by IMPACS was discussed along with the Caricom Crime and Security agenda. On the table for completion is the expansion of the Advance Passenger Information system (APIS).

The Advance Passenger Information System is an electronic data interchange system established by U.S. Customs and Border Protection (CBP) and currently utilized by ten member states of CARICOM which seeks to deter and eliminate persons who may wish to enter or traverse the region for the purpose of criminal activity. The aim is to expand the use of the advanced passenger system to all 15 member states.

Among the top priorities of CONSLE is an Agreement for the Return and sharing of recovered assets that will be discussed at the upcoming intersessional meeting of the conference of Heads of Government in February, 2017. The establishment of a cyber security plan and counter terrorism strategy for the region as well as an advanced cargo information system are all projects that the CONSLE will seek to perfect in the near future.

As Chairman of this body, the Hon. Minister for Justice, Immigration and National Security, Mr. Rayburn Blackmoore will play a pivotal role in the establishment of measures for the safety and security of the entire region as well as the modernization and upgrading of existing structures.

    Look in the mirror, in my opinion, if we keep majoring in the minor, we will continue to spin like a top in mud, Analize that! The vision for the whole World has gone to Hell in an empty basket. What im saying? We too often chew on anything and every thing without realizeing Change begins with us when we look in the mirror and see who is looking back at us the necessary Change will come, untill then the same old song will continue to take us down.     Trying to connect some dots. We just had or have the four Caricom security analysts or specialists down here to look into the February 7th to 8th provoked disturbances, and we have not heard anything about how their investigation is going. Now we have Blackmoore being promoted or assigned to this? Boy, we in Dominica had better wake up. If is anybody to do for us, it’s got to be ourselves.

      The only way Dominica can force this regime to its knees if for all of us to REFUSE to co-operate with the regime.

      Here is how this works. All Dominicans must support each other to refuse to serve the regime. Its members should be denied (where this is legally possible) any kind of service, eg.,:-

      Travel, hospitality, medical, etc., supplies – all which are relied to be provided by ordinary Dominicans who they are ripping off.

      To continue to serve the regime when you have an option not to, hoping that someone out there will bail you out,, is a dream. Only Dominicans themselves can destroy this cancer by in any legal way possible to REFUSE TO CO-OPERATE WITH AND TO SERVE THE REGIME.

      This will 100% get rid of Skerrit – for good.

      Remember? This is exactly how the Indians got rid of British rule.

      The code word for this new movement is: JFF (Justice for Dominicans)

    I’m not sure how much money or passports were exchanged underneath the table, but the region is making a grave mistake to elect this fool to any position with a hint of “Security” in it. Family members and victims of crime on the island have no recourse. It would probably take the entire word limit on this site to list all the unsolved crimes on the island, since this regime took office. The “Keys” to the registry which are kept at police headquarters disappeared without a trace. The Director of Public Prosecution’s Office DPP was held up and to date, that crime is still unsolved. It took complaints at home and abroad, before the traffic division even considered road safety for both pedestrians and motorist alike. This man is a failure on all fronts. The region is far less safe now, with Rayburn being appointed to anything security or law enforcement related. Members of the region should dress in “Black” today as a sign of mourning with this guy on the scene.

        Apparently you’re confusing the individual personally, with his job duties. As a human being, I have no issues with Rayburn, however in his job capacity, he is a total and complete failure. Rayburn was a member of the Commonwealth of Dominica Police Force, before he entered into politics. You guys are acting as if he is a former FBI, Scotland Yard or Interpol honcho. This is the same CDPF that cannot find the “Key” to the Registry that mysteriously disappeared while in their possession. So my question to you is this: How many crimes have been solved within the last 12 months and what has Rayburn proposed and done in his capacity as Minister of National Security to instill such confidence in you, besides “Blind Political Loyalty to Labor?” That’s the issue on the island. Political party loyalty trumps reasonable expectation all the time, hence the masses are constantly in the dark.
        Ask crime victims on the island how competent the police are with regards to crime solving?
