While Dominica is experiencing an influx of visitors for the World Music Creole Festival and the independence celebration, one Roseau businessman is lamenting the build up of overnight garbage in front his restaurant.

Manager of Italia Restaurant, John Foye, claims that he has an arrangement with the Roseau City Council to pick up the garbage daily but the council is not keeping up its end of the bargain.

“This rubbish you see there I have an arrangement with Roseau City council to pick up that rubbish every single day which I pay EC$150 on a monthly basis,” he told DNO on Saturday. “Normally they would call me in advance and I would use my pickup truck to carry that rubbish to the ‘Labas’ at my own expense and I still continue to pay them that same amount of money.”

According to Foye, the uncollected garbage is bad for business especially at a time when there is an influx of visitors to Dominica. “I don’t want rubbish to stay there,” he said. “The stench will get into the restaurant….we have so many visitors coming to have their meal … the authorities need to do something better.”

He pointed out that there is no reason that the council should not collect rubbish at the designated time.

“Now they have two new trucks … it’s not a question of they have to call me to tell me their trucks are down or whatever, they have two new trucks,” he stated. “So I am asking the question, why that rubbish was not picked up?”

He said he met an officer of the council on Saturday morning and made the complaint but the garbage remained.

Efforts to contact the council on Saturday morning proved futile.

    I am fed up of posting comments on the condition of the streets in Roseau. They have all these nasty stray dogs just messing up the place. If you don’t look at where you are putting your feet, you will be in trouble. People we are talking about Tourism. Let’s dream on.

    morning Dominicans. 150 a month is like 5.00 dollars a day.i pay a guy 5.00 $ when ever there is gabbage in my yard with a walking distance ok 1 minute 45 second from my home,also just for the fact that he always keep it clean he get a mastiff and butter to eat. what ever it take to have it clean i will do. just think of it. thats just my one cent on the matter.

    When I was a child in the 1960 Roseau used to be clean the gutters used to be spotless clean by the members of the RoseauTown Council. Today you have a mayor who does not care about Roseau .After being a mayor for soo long he needs to remove himself an d let someone with pride in their Country do this business. I always thought this man was a mayor only for the st atus and for the love of Roseau. Shame…

    Its at times like now, theres a need to step up!
    the change from skips to individual collection was done for years now. A system should be place for times like now – fest, christmas shopping day, carnival, cricket…

    I keep wondering what the heck is wrong with Da people. The fact is the man has an arrangement with the City council. Regardless of the fee, the council has to keep their side of the contract.     Hey people, its part of our Tourism. We can’t do anything right. We doh have de brain for dat. Everything becomes a complicated mess for no reason, and we just cannot manage with our pea brains. If we cannot get the right information as to what documents we need to renew a passport on the passport form, after 34 years of independence, you think is daily collection of garbage we can manage?     I thought Skerro was personally responsible for rubbish bins in Roseau? Call Skerro. Also, rubbish is already collected twice a week in Town, so Mr. is paying for the remaining days. Low cost, though the price was agreed to, so the work should be done, fete or no fete.

    When I see comnents knocking Mr Foye just talking about a problem that is plaguing the city of Roseau not just his business it is frightening. When are we going to see tand in unism for what is right and expected from people who are paid to do their jobs.
    The man says that sometimed he has had ti take the garbage to the Labas but fools choose to neglect that. When you pay your taxes garbage collection shoukd nit be a special previledge. If there is anything Mr Fote should be commended for vokunteering $150 a month for garbage collection.
    The creole/ independence season demands increased or more efficient garbage managenent by the city council. Fortunately or unfortunately thst is the begining of the cruise ship season and there is no reason Dominicans should accept the garbage situstion in Roseau. Forget about the lies abou fuel conservation the Carnival Cruise line did mention or complain about garbage in Roseau.
    How do we expect performance from the city councils, central government when we don’t hold the people responsible.
    We wonder why people in position of authority can perform so miserably yet thy carry themselves with such arrogance

    It is a serious matter. The first view is a lasting one. They will say, “Look at all that garbage at the front of the restaurant!” Who would not make that observation? They will not make excuses for him.
    The last thing patrons to the restaurant want to see before they eat is a collection of garbage. This could upset them to the extent they may not even want to enter the restaurant. They will not view the owner as reputable including his restaurant.
    He did right to inform DNO about it. It is also an embarrassment to him. If they are paid to do a job they are obligated to perform it and satisfactorily. Where is their sense of responsibility?

    Why are so many people commenting that this individual, “should be ashamed of himself” for the $150 he pays every month? The Roseau City Council are the ones who are charged with the responsibility of collecting garbage, hence, they are the ones who set the price of such; not John Foye.

    Mr Foye I suggest that you dispose of your garbage yourself. You do not need to wait on city council to do it for you. After all it’s your restaurant. If environmental health inspectors coome to you, will you blame city council? Contact solid waste for entry to landfill and do it yourself.

    The morning after the ball drops on New Year’s Eve in NY, the place looks like a hurricane pass. By midday it is spic and span.

    Cities get increased revenue from influx of visitors. Use that money hire some unemployed. 50 men at $50 for a couple hours work would make Roseau look quite decent next day. How much is that? Do the math.

    Come on people! We don’t have expressways and skyscrapers but we can be clean.

    I was in Roseau this morning and the amount of uncollected garbage that was all around the place made me hang my head in shame. The amount of foreigners we have in Dominica at this time. SMH.

    Do we have a functioning government in this country? Basic stuff as garbage collection?

      What a way to promote a country or city during a time of festivities and an influx of numerous visitors! On one hand we are spending a lot of money to promote the island and on the other hand everything is spoiled with the failure to contact some basic tasks. What a shame! Why can’t we get things right? Get rid of this inapt government and city council. Also, what about the organisers of the festival? Shouldn’t it be high on their agenda to ensure that the streets are cleaned every night during the duration of the festivities? We try and do thing but we never ever do them right. Everything on the island is done with a level of mediocrity.

      I think he is paying more than enough. Others probably pay a similar amount. Consider if more people paid that amount how much the Council would make. Should Roseau City Council get rich off them and for a job not well done? In this case not done at all?
      Anyway, if they call Roseau a “City”, they should live up to this name and honor their obligation and clear the garbage as agreed upon especially at a time as this. It is like a contract and a paid one at that.

    That is thing to put on DNO? As a business owner, I would take the initiative to ensure that the surroundings to my property is kept clean and free of garbage. That way customers would patronize my business. I would take up the matter with the relevant authorities afterwards.

      The business owner is dam rigth . He said he has a paid contract with Roseau city council to collect the Rubbish daily. why are they not living up to the agreed paid terms. Hw is very rigth also to highlight it here fro the situation to be dealt with.

      The mayor of the city and the enviornmental health department needs to response.. These gabbage attracks rats, already we are plag by leptospyrosis. Aslo the gabage attrachs flies which will get into contaact with the food prepared by the restaurant.

      I wonder if the businesses in Roseau pay commerical taxes? if so, they should not pay to remove gabage.

      A internation festival in on in the city, people from all over the world come to be part of that festival, what a shame to have th such appearrace in the city.

        Having read your comments with so many spelling errors nonetheless, let me ask you this: As a businessman, being aware of all the negatives that come with having garbage outside your establishment (as highlighted by you….rats, lepto, etc) just for argument sake, regardless whether you have a contract with the city council or not, having realized that the garbage was not collected, do you think that the best thing to do is to leave the garbage outside your premises? Bearing in mind that you run a food establishment and that with the influx of visitors especially this weekend, that you anticipate an increase in people patronizing your business. Mr. Foye could have taken the initiative to dispose of his garbage and then take up the issue with city council afterwards, demanding answers to why is he paying for a service that is not being rendered.

        Too often we sit on our laurels and wait for the relevant authorities to do things for us, instead of doing them ourselves.

      I think he, the owner, thought advertising the garbage next to his place of business was good business practice. I can only imagine how INSIDE looks. I hope the City is doing semi-annual inspections, to say the least.

      If the dishwasher do not show up to work, would he leave the dirty dishes in the kitchen too. Sometimes we have to take the initiative.

      Garbage collection should be part of a mandatory tax that every business should pay once they operate in the city. Regardless of whether of not the produce trash. This thing of individual contracts not making sense, so if he fails to pay one month all his garbage remains on the street? At the end of the day all that is said is that Dominica nasty and not that the business man nasty.

      Your point is invalid as the council was happy with the negotiated contract. That is the figure they accepted for the term of the contract, so I don’t see your point. No one held a gun to the council’s head.

    Hello and good afternoon my people. Well the trash in Roseau should be picked up once a day from Monday to Friday by Government sanitation employees. Now Mr Foye you shouldn’t have to pay a monthly fee to the Government to pick up your trash rather you should hire a private trash removal company to pick up your trash because you are a commercial business establishment. The Government sanitation department is there to collect household trash and trash from the receptacles that the Government put on the street corners but not to collect trash from your business.
    Now if we don’t have private rubbish removal companies in Dominica then we should look into starting this type of company in Dominica. Now if we have such companies then they can pick up commercial establishment trash seven days a a week but only at night time.

    That is so bad, I have contributed to this establishment , and it is a very nice place the food is good and the people are friendly, I am not political , but there are so many people in dominica once they get a government job they think they are on top of the world, they wont do there job, they look down at you when you come to the people government office exetra,.
    When ever i come home to D.A. and have to deal with any government agency it is a nigth mare, things should not be that way, it is like nobody give a D. DOMINICANS WHO WORK FOR THE GOVERMENT SHOULD TREAT PEOPLE THE WAY THEY WOULD LIKE TO BE TREATED. and lets move forward as a people.

    It’s not only at that location, ….. is one of those culprits, I mean to be leaving rubbish pile up in the middle of the city is a shame. I will make it a point of duty to post a picture of the site or an article on them, I don’t want to see inside those people homes. The workers too need to report this poor working conditions. And they that have money and vehicles to go and throw their own trash u know.

    Now, the council takes people money and don’t pick up rubbish on time.

    The government needs to hire more people to keep the city clean. And people need to be more accountable and go to “Labas” pay $2.00 and go and drop off their garbage.

    If i had money I would open a business and under mind the government 150.00 i would do it for less.

    The restaurant owner should put the rubbish at the back of the until the rubbish is due to for collection, Rather than putting at the front of the restaurant which is an eye sore and shows a bad representation of his restaurant.
