While Dominica is experiencing an influx of visitors for the World Music Creole Festival and the independence celebration, one Roseau businessman is lamenting the build up of overnight garbage in front his restaurant.
Manager of Italia Restaurant, John Foye, claims that he has an arrangement with the Roseau City Council to pick up the garbage daily but the council is not keeping up its end of the bargain.
“This rubbish you see there I have an arrangement with Roseau City council to pick up that rubbish every single day which I pay EC$150 on a monthly basis,” he told DNO on Saturday. “Normally they would call me in advance and I would use my pickup truck to carry that rubbish to the ‘Labas’ at my own expense and I still continue to pay them that same amount of money.”
According to Foye, the uncollected garbage is bad for business especially at a time when there is an influx of visitors to Dominica. “I don’t want rubbish to stay there,” he said. “The stench will get into the restaurant….we have so many visitors coming to have their meal … the authorities need to do something better.”
He pointed out that there is no reason that the council should not collect rubbish at the designated time.
“Now they have two new trucks … it’s not a question of they have to call me to tell me their trucks are down or whatever, they have two new trucks,” he stated. “So I am asking the question, why that rubbish was not picked up?”
He said he met an officer of the council on Saturday morning and made the complaint but the garbage remained.
Efforts to contact the council on Saturday morning proved futile.
The word allu looking for is mismanagement and lack of accountability!
I am fed up of posting comments on the condition of the streets in Roseau. They have all these nasty stray dogs just messing up the place. If you don’t look at where you are putting your feet, you will be in trouble. People we are talking about Tourism. Let’s dream on.
morning Dominicans. 150 a month is like 5.00 dollars a day.i pay a guy 5.00 $ when ever there is gabbage in my yard with a walking distance ok 1 minute 45 second from my home, also just for the fact that he always keep it clean he get a mastiff and butter to eat. what ever it take to have it clean i will do. just think of it. thats just my one cent on the matter.
Stop paying them….that is nonsense…
all part of the cabal’s next level
correction- fee
mr tony ,shaykit, and gouty is peopke like all you that keeping the country back.is people like all you that maybe littering the dam town, and whan all you finish all you coming with all you b.s talk on d.n.o.150 is the fee,he didnt make the feel so let the man express his concern and shut the hell up.
tony you will know what he has to do with his garbage.all you always there to talk b.s.come with your vehicle to throw it
When I was a child in the 1960 Roseau used to be clean the gutters used to be spotless clean by the members of the RoseauTown Council. Today you have a mayor who does not care about Roseau .After being a mayor for soo long he needs to remove himself an d let someone with pride in their Country do this business. I always thought this man was a mayor only for the st atus and for the love of Roseau. Shame…
Dominicans turn animal lovers – Feed those Rats.
Cant believe how BIAS and stupid people are. You can see the garbage issue and you are soooo labour you are making excuses and defending this?
Common my people. Stop bring so bias
all you people really stupid to talk about is just 150 he paying.that is the fee he did not make the fee,and he pays the fee.so the garbage should be removed.plenty of all you that saying 150 not enough i am sure all u would not want to pay half of that to collect all you garbage.may be is all you that throwing garbage all around the dam town
because its fest people have to accept that???!!!!
come nah my people!!
all those who are privileged to travel to similar festivities know that from time show finish garbage collectors in your foot. nothing about next day cleaning.
Its at times like now, theres a need to step up!
the change from skips to individual collection was done for years now. A system should be place for times like now – fest, christmas shopping day, carnival, cricket…
Am not frm Dominica have frens livin here n here them always talkin. Out home it’s nice to be here but something’s I see in Dominica it’s a shame ppl take control of ur country
The should have people working shifts in all essential services and donot bring the country to a standstill, rubbish should be collected its bad impression for visitors, my country people like too much parting that is why the place will not be better, wait till the PM introduce his brand of dictatorship, only time will tell, enjoy itwhilst it last.
The man is not suppose to pay extra to pick up his gabbage. This is an extra he is paying. City Council knows it is a busy time and should have put something in place for the season.
I keep wondering what the heck is wrong with Da people. The fact is the man has an arrangement with the City council. Regardless of the fee, the council has to keep their side of the contract. Besides, at this time extra effort should be made to keep the city clean. Shame on the council and shame on the authorities who profess that they are in charge. Dominicans please be real.
Hey people, its part of our Tourism. We can’t do anything right. We doh have de brain for dat. Everything becomes a complicated mess for no reason, and we just cannot manage with our pea brains. If we cannot get the right information as to what documents we need to renew a passport on the passport form, after 34 years of independence, you think is daily collection of garbage we can manage? We shall continue our history of square pins in round holes. Have a nice smelly independence!
This is what happens when we keep voting for the same people over and over again.
They take us for granted after a while
Its not on the Government alone to do those things, we all have a role to keep our surroundings clean.
I thought Skerro was personally responsible for rubbish bins in Roseau? Call Skerro. Also, rubbish is already collected twice a week in Town, so Mr. is paying for the remaining days. Low cost, though the price was agreed to, so the work should be done, fete or no fete.
D mayor of Roseau..his worship hmm..tired and lapiday..we need a fresh responsible mayor…some Dominicans self jus doh know d meaning of garbage disposal when we finish we tlkin bout leptospirosis….I am Dominica r u…
When I see comnents knocking Mr Foye just talking about a problem that is plaguing the city of Roseau not just his business it is frightening. When are we going to see tand in unism for what is right and expected from people who are paid to do their jobs.
The man says that sometimed he has had ti take the garbage to the Labas but fools choose to neglect that. When you pay your taxes garbage collection shoukd nit be a special previledge. If there is anything Mr Fote should be commended for vokunteering $150 a month for garbage collection.
The creole/ independence season demands increased or more efficient garbage managenent by the city council. Fortunately or unfortunately thst is the begining of the cruise ship season and there is no reason Dominicans should accept the garbage situstion in Roseau. Forget about the lies abou fuel conservation the Carnival Cruise line did mention or complain about garbage in Roseau.
How do we expect performance from the city councils, central government when we don’t hold the people responsible.
We wonder why people in position of authority can perform so miserably yet thy carry themselves with such arrogance
And hubris
It is a serious matter. The first view is a lasting one. They will say, “Look at all that garbage at the front of the restaurant!” Who would not make that observation? They will not make excuses for him.
The last thing patrons to the restaurant want to see before they eat is a collection of garbage. This could upset them to the extent they may not even want to enter the restaurant. They will not view the owner as reputable including his restaurant.
He did right to inform DNO about it. It is also an embarrassment to him. If they are paid to do a job they are obligated to perform it and satisfactorily. Where is their sense of responsibility?
I think this was bad timing. Today was not the day to put out all of this garbage. Even garbage people are entitled to a break.
Why are so many people commenting that this individual, “should be ashamed of himself” for the $150 he pays every month? The Roseau City Council are the ones who are charged with the responsibility of collecting garbage, hence, they are the ones who set the price of such; not John Foye.
Mr Foye I suggest that you dispose of your garbage yourself. You do not need to wait on city council to do it for you. After all it’s your restaurant. If environmental health inspectors coome to you, will you blame city council? Contact solid waste for entry to landfill and do it yourself.
They talking it, and now they have to show it. It’s all out on the streets.
Sad that cleanliness means nothing to so many. Embarassing those of us who care about cleanliness.
Garbage should never be put out, until the day of pickup. He should be given a ticket for loitering.
The morning after the ball drops on New Year’s Eve in NY, the place looks like a hurricane pass. By midday it is spic and span.
Cities get increased revenue from influx of visitors. Use that money hire some unemployed. 50 men at $50 for a couple hours work would make Roseau look quite decent next day. How much is that? Do the math.
Come on people! We don’t have expressways and skyscrapers but we can be clean.
Dacor?
I was in Roseau this morning and the amount of uncollected garbage that was all around the place made me hang my head in shame. The amount of foreigners we have in Dominica at this time. SMH.
Do we have a functioning government in this country? Basic stuff as garbage collection?
What a way to promote a country or city during a time of festivities and an influx of numerous visitors! On one hand we are spending a lot of money to promote the island and on the other hand everything is spoiled with the failure to contact some basic tasks. What a shame! Why can’t we get things right? Get rid of this inapt government and city council. Also, what about the organisers of the festival? Shouldn’t it be high on their agenda to ensure that the streets are cleaned every night during the duration of the festivities? We try and do thing but we never ever do them right. Everything on the island is done with a level of mediocrity.
Mr,John Foye knows during a time like now,it is a difficult moment for the Roseau City Council to picked up all of Roseau’s garbage. $150.00 monthly for picking up Italia’s garbage is a joke and Mr,John Foye, should just use his pickup truck to pickup his garbage and when Roseau returns to its normalcy he should propose the Roseau City Council $500.00 for the picking up of his garbage
I agree. Mr. Foye should be emptying his own garbage. A mere $150 monthly is NOT ENOUGH for picking up garbage DAILY. MR. FOYE, SHAME ON YOU FOR PAYING $150 MONTHLY FOR DAILY GARBAGE PICK UP. That is LESS than $5 a DAY.
APPLAUSE garbage people, Mr. Foye makes MORE than $150 an hour, on a good day, he is able to pay MORE for DAILY garbage pick up.
You are out-of-place, inconsiderate and rude to make such a statement. One person is paying that amount. He also uses his own vehicle. You should know the cost of gas as well.
I think he is paying more than enough. Others probably pay a similar amount. Consider if more people paid that amount how much the Council would make. Should Roseau City Council get rich off them and for a job not well done? In this case not done at all?
Anyway, if they call Roseau a “City”, they should live up to this name and honor their obligation and clear the garbage as agreed upon especially at a time as this. It is like a contract and a paid one at that.
They should give you the job.
how do you mean “return to normalcy”? -THIS IS NORMAL – hypocrite
What are the local taxes paid for if not that garbage is picked up. Particularly at a time like the creole festival when you have influx of visitors to the island, it is of utmost importance that the place looks at its best. Roseau is filthy and an eyesore
you have to be all kinds of stupid…
That is thing to put on DNO? As a business owner, I would take the initiative to ensure that the surroundings to my property is kept clean and free of garbage. That way customers would patronize my business. I would take up the matter with the relevant authorities afterwards.
The business owner is dam rigth . He said he has a paid contract with Roseau city council to collect the Rubbish daily. why are they not living up to the agreed paid terms. Hw is very rigth also to highlight it here fro the situation to be dealt with.
The mayor of the city and the enviornmental health department needs to response.. These gabbage attracks rats, already we are plag by leptospyrosis. Aslo the gabage attrachs flies which will get into contaact with the food prepared by the restaurant.
I wonder if the businesses in Roseau pay commerical taxes? if so, they should not pay to remove gabage.
A internation festival in on in the city, people from all over the world come to be part of that festival, what a shame to have th such appearrace in the city.
Wonder if my country will move on.. it is 2013
Having read your comments with so many spelling errors nonetheless, let me ask you this: As a businessman, being aware of all the negatives that come with having garbage outside your establishment (as highlighted by you….rats, lepto, etc) just for argument sake, regardless whether you have a contract with the city council or not, having realized that the garbage was not collected, do you think that the best thing to do is to leave the garbage outside your premises? Bearing in mind that you run a food establishment and that with the influx of visitors especially this weekend, that you anticipate an increase in people patronizing your business. Mr. Foye could have taken the initiative to dispose of his garbage and then take up the issue with city council afterwards, demanding answers to why is he paying for a service that is not being rendered.
Too often we sit on our laurels and wait for the relevant authorities to do things for us, instead of doing them ourselves.
learn english please
I think he, the owner, thought advertising the garbage next to his place of business was good business practice. I can only imagine how INSIDE looks. I hope the City is doing semi-annual inspections, to say the least.
If the dishwasher do not show up to work, would he leave the dirty dishes in the kitchen too. Sometimes we have to take the initiative.
He is well within his right to do so and expose them for not honoring their commitment.
$150.00 per Month? have a heart man! No wonder they did not pick up your garbage. Look a laugh! I wish I could have mine picked up for that low price. I could see $150/week for garbage pick up – But for a month? AWAH NOR
I do not understand the THUMBS DOWN for agreeing with such a “spit in the face” as $150 A MONTH for garbage pick up.
That is a “SPIT IN THE FACE”.
Hey you! It is not $15.00. It is $150.00. Put on your thinking cap. You should think that he is not the only one who probably pays this amount. Everyone should pay a certain percentage. He may be paying more than he should and utilizing his vehicle at that. Should he pay for all the garbage picked up in Roseau?
He should not even have to pay a dime. What you talking about. Pay to keep the city Clean?
This is addition to his business rates!
before making such a comment, get to know the tax system of the island first. Then you would be sorry that you wrote your comment.
Garbage collection should be part of a mandatory tax that every business should pay once they operate in the city. Regardless of whether of not the produce trash. This thing of individual contracts not making sense, so if he fails to pay one month all his garbage remains on the street? At the end of the day all that is said is that Dominica nasty and not that the business man nasty.
I wonder if he offered 150.00 or if the City Council charged 150.00.
Your point is invalid as the council was happy with the negotiated contract. That is the figure they accepted for the term of the contract, so I don’t see your point. No one held a gun to the council’s head.
I was asking my self if now one is seeing.there is somuch garbage in Roseau this people needs to do something about that very soon tomuch talking in this place
It’s creole fest my man
That means we have a lot more people to impress ??What kind of impression is this,A city that cares not a jot.Filthy all the time.
CREOLE FEST or NOT, the streets should be CLEAN. Especially around a place where people EAT.
Does that mean that we have to accept a filthy, smelling city? Charming! If we can not organize this event properly with all the necessary support services we are not ready to have it.
Hello and good afternoon my people. Well the trash in Roseau should be picked up once a day from Monday to Friday by Government sanitation employees. Now Mr Foye you shouldn’t have to pay a monthly fee to the Government to pick up your trash rather you should hire a private trash removal company to pick up your trash because you are a commercial business establishment. The Government sanitation department is there to collect household trash and trash from the receptacles that the Government put on the street corners but not to collect trash from your business.
Now if we don’t have private rubbish removal companies in Dominica then we should look into starting this type of company in Dominica. Now if we have such companies then they can pick up commercial establishment trash seven days a a week but only at night time.
APPLAUSE!
Hi Tony, I love your greeting. It puts a smile on my face; a laughter too because you never fail with your amicable and respectable greeting.
Hope you and your wife make it to St. Thomas next year for the Carnival and have an enjoyable time, safe and sound.
Under certain circumstances there are always exceptions which is why he pays this amount of money and probably too much. He does not mind paying that amount on condition they fulfill their side of their agreement.
Hello and good evening my people. Well I see I received four thumbs down so if you disagree with me then please attached your post to mine. In that way I can answer your comment and please don’t hide behind the thumbs down.
This is revolting and encourage the breeding of flies and rodents. This in unsightly. Even during the festive weekend the council should continue to do regularly pickups and clearing the garbage around the city. KEEP ROSEAU CLEAN!!
KEEP DOMINICA CLEAN. For whatever reason this man’s garbage was not picked up, he should have made other arrangements to get rid of it himself. This do not look like one day’s garbage. If it is, he probably put it out too late.
shame on the council.when they finish they desperate for money from people.the man paying his fees pick up the dam garbage.vistors have to see all that mess.shame
@nikia, shame on Mr. Foye not the council. What fees, $5 A DAY? He should pick up his own damn garbage. You do not clean up for “visitors” you should be ALWAYS CLEAN.
it’s a shame to see this in Roseau after boasting of visitors in the island. Then all you getting vex when they return and start writing how nasty it was. This is the evidence which cause them to talk like that. So keep the place nuh, all you know if its one thing all you have to do is clean up when visitors coming. Our parents even taught us that.
NO, you do NOT “clean up when visitors coming.” You should always be CLEAN. My parents did not teach me to “clean up when visitors are coming”, my parents taught me to be “always clean”. I teach my children to be CLEAN AT ALL TIMES.
Did you stop to think maybe Mr. Foye exposed the garbage on PURPOSE? Do you think this is the FIRST TIME this man has garbage next to his establishment? I think this is a PLOY.
John you should put the trash in a pick up truck and dump it on the mayor of roseau”s door”s step, and that will solve any future problem.
SHAME ON YOU for such a suggestion.
Ha, ha, ha. You can’t because a prominent lawyer parks his vehicle there already.
Funny you should say that. That’s exactly what I was thinking. LOL
That is so bad, I have contributed to this establishment , and it is a very nice place the food is good and the people are friendly, I am not political , but there are so many people in dominica once they get a government job they think they are on top of the world, they wont do there job, they look down at you when you come to the people government office exetra,.
When ever i come home to D.A. and have to deal with any government agency it is a nigth mare, things should not be that way, it is like nobody give a D. DOMINICANS WHO WORK FOR THE GOVERMENT SHOULD TREAT PEOPLE THE WAY THEY WOULD LIKE TO BE TREATED. and lets move forward as a people.
U not paying enough for disposal go the garbage. That price is pathetic. U should be ashamed.
No wonder the rubbish still. U should be paying commercial rate.
Really NOT ENOUGH.
Truth,
the fact is, he should not even have to pay any money for desposal of his garbage! He is just being kind! All garbage is already paid for via the environment Tax that must be paid even before he had trash / garbage to despose off!
Get to know the facts first before you write comments.
Maybe the Mayor, Cecil Joseph, is more interested as regards putting things in place in order to replace Timothy in the Goodwill Constituency.
May the good Lord help the people of Roseau North. If Cecil ever succeeds in representing that constituency and he runs it in the same shambolic way he runs the city.
It’s not only at that location, ….. is one of those culprits, I mean to be leaving rubbish pile up in the middle of the city is a shame. I will make it a point of duty to post a picture of the site or an article on them, I don’t want to see inside those people homes. The workers too need to report this poor working conditions. And they that have money and vehicles to go and throw their own trash u know.
Now, the council takes people money and don’t pick up rubbish on time.
The government needs to hire more people to keep the city clean. And people need to be more accountable and go to “Labas” pay $2.00 and go and drop off their garbage.
If i had money I would open a business and under mind the government 150.00 i would do it for less.
I would hire your company at that rate. However, we do not know why the garbage was not picked up.
Collectively for the contributors, it could be done for less money.
And so the more things change the more they remain the same. Dominica ain’t ready yet.
Dominica is not ready for what?
Hold on something wrong here 150 a month and every day haul am sure gas alone takes up that money for the month some thing not rite here.Dno must have heard wrong maybe 150 a pick up,but any way it should have been picked even if its festive time.
I think that is a mis-print too. Hey, maybe they heard of the complaints about the taxi rates and decided to boycott the garbage pick up.
If you had your business you would pay 150.00 daily to pick up rubbish, then I wonder what would you be paying your workers. Stop and think before running allyu mouth.
Interesting!!!
The restaurant owner should put the rubbish at the back of the until the rubbish is due to for collection, Rather than putting at the front of the restaurant which is an eye sore and shows a bad representation of his restaurant.
If he has a proper storage space to do so where it will not be seen by the patrons and not be in their way.
Its due for collection. Hence its at front.
Then would you be there when the truck is passing to put it out for him at 5:00 in the morning? Secondly, putting it at the back might be in front of someone’s house. It is easy to say, but how practical are your suggestions!!!
so when it is at the back, it is not there? Flies and rodents won’t get at it, and spread disease?
who threw away that perfectly good ovaltine box?
Should pick it up before someone else does.
Ok. I had to go back and look for the box. Lol
You think the president cares when he takes his patrol on toxic grounds.
They ae really lapsing big time, all over the place. I can attest to that. Tired talk.
STOP TALKING, ACT.
Gas not going up for you man
fete they fetting.
Too intoxicated to get up? When some people are having a good time, work and commitments are secondary.
grudge you grudging
