Urgent need for united force to combat climate change says Gloria Joseph

Permanent Secretary in the Ministry of Planning, Economic Development and Investment, Gloria Joseph, has emphasized the “urgent” need for the Private/Public sector and government to merge as a “united force” in combating the issues relating to climate change.

Joseph was speaking at a National Consultation on the Eastern Caribbean Currency Union (ECCU) Growth Action Plan held on Thursday September 14th 2017 at the Fort Young Hotel.

“We believe in God and we believe in us. The challenges we face as a result of climate change – huge debt overhangs, and global economic challenges – are more real than ever before. The need for us to come together as a united force not only to talk about the challenges we face but to chart a better course together is more urgent than ever,” she said.

Joseph stated that the government is “very much aware” that Dominica is not in the safe zone against the “ills that plague the region and the world,” and that Dominica faces limitations of vulnerability and susceptibility to “natural hazards, ecological and economic fragility,” however, the country still take pride in its level of resilience.

“We are equally aware that despite our size, our natural features and setbacks we are a resilient people. The ethos for sustainable growth rests heavily on our ability to forge valuable and mutually beneficial partnerships which will encompass the public sector, the private sector, civil society, non-governmental organisations, faith-based organisations and academia,” Joseph added.

She commended the timeliness of the dialogue as it follows in the shadow of the recently approved “largest fiscal budget” for Dominica, which signifies the future possibilities for effective projects addressing the issue of climate change.

“The Dialogue could not have come to us at a more opportune time than now. The reason being multi-fold but more prominently, it comes just months following the approval of what is considered to be the largest fiscal budget approved by parliament for Dominica,” she said.

Joseph expressed her willingness on behalf of the government to stand in solidarity with islands affected by Hurricane Irma and wishes success in future ventures into recovery and reconstruction.

The P.S. remarked that this forum commences the “limitless opportunities” to think, imagine, collaborate and dialogue all in efforts to strategize with their partners how they may “forge ahead in our thrust to guarantee a sustainable future for us and for future generations.”

    So she is both Permanent Sec and chief Personnel Officer ? Is this right? Are there not other public servants who are qualified and experienced for one of the two jobs she has. You requesting an honorarium for an individual that works for months holding on in two jobs until.a replacement can be had and she refuses. How heartless can we be ?

    They speak of climate change and building resilience and all that BS yet still there isn’t any serious allocation to address issues of climate change and resilience Under the budget the disaster office is allocated half a million dollars, sceondly protocols related to climate change and resilience building are either not ratified by this government or if so the requisite legal framework has not been passed by parliament to give any true meaning to these protocols. We can start with fisheries, the environment, agriculture, forestry, disaster management, education etc and the list can go on and on. So those nicely dressed and sounding public officers exhaling BS from their mouths know to well it is just another talk shop. The evidence is right, example State Palace, Grammar school, State college, National stadium all recently built with no climate smart technology included. The new hospital, and Housing settlements seem to follow the same BS. Pawol ah bush! Bunch of fakes they are!

    Laughable. Start by working in Solid Waste Department. They lack of efficiency is a major contributor to Dominica’s Carbon Foot Print where climate change is concerned. We are a country of consumption, not necessarily production. We do not recycle, or manage our waste properly. We think our rivers will clean our water for us automatically. Yet our seas becoming polluted.

Within the government system and structure there are people who know what to do in Dominica and they have been ignored.     It always amazed me when I read, comments made by our people, they speak as if they are an authority (scientific) authority on just about everything affecting the universe. Nevertheless, we have no clue of what to do to eliminate poverty and hardship in the country.

    We are unable to provide jobs, we cannot even maintain the dilapidated police percents (stations) yet we can stop climate change! Some people talking about goengineering, and have no understanding of what they are talking about.

    Geoengineering is the artificial modification of Earths climate systems through two primary ideologies, Solar Radiation Management (SRM) and Carbon Dioxide Removal (CDR)\

    CARBON DIOXIDE REMOVAL (CDR)

    Carbon Dioxide Removal (CDR) and seqeustration. This is artificial trees, ocean fertilization etc.

    SOLAR RADIATION MANAGEMENT (SRM)

    Solar Radiation Management (SRM), controlling sunlight before it reaches the planet.

    Gloria Joseph, and company can do all of that you know!

    Climate change or geoengineering – same difference. We contribute significantly to the deterioration of our environment No directive was given nor examples to demonstrate how we will lmitigate the impending global disaster. In our locality, the nature isle of the universe , we should start with the greening of Roseau by planting trees to reduce the ambient temperature of this concrete oven. Without suggestions made and remedial actions taken, the alarm sounds of Ms Joseph will be recalled as shrill and hollow like a “tale told by an idiotl…. All sound and fury, signifying nothing”

    She also read a speech from Minister McIntyre which noted that electricity in this country is twice the price of electricity in other islands . This is a significant factor in our “unfriendly environment” for doing business. Whilst the Government uses this as a rationale for investing in geothermal power I would also encourage everyone to consider SOLAR POWER on their roof. Climate Change is not a joke. there but for the Grace of God go we.

      We must remember that outside Roseau and Goodwill etc, these are poor and deprived villages, isolated in many ways with the absence now of meaningful agriculture products to sell and bring in income. It is good to say lets go solar, but who is gonna sponsor it, or are we expecting these poor abused people living in poverty to do so, while our money is being prostituted. There is no bigger plan to change and develop Dominica for the best. Please, all of you advocating this change as if it happens just like, your focus has to be on Inept Skerrit to go, he must go and stop advising people to invest in stuff they are unable to pay for. These people have been elevated to poverty in the past 17 years and some of we as professionals sit there and shout “we love our Pm, all u jealous..” and families and people are turned into beggars for votes while those in high authority enjoy the life of luxury and holidays.

    Sweet sounding nonsensical words indeed: My personal opinion, so in order to quash my opinions, and prove me wrong, kindly explain to all reading your comments, what is Dominica contributing; what sort of pollutants are we discharging in the atmosphere which you Gloria believe causes climate change?

    In the first place Dominica has no manufacturing industries; we are not an industrialized nation; there is nothing I can think of bellowing gasses, Co 2 and other chemicals into the atmosphere, except perhaps the electricity generating power plant, on the island, and the fumes discharged from the exhaust of motor vehicles.

    You all are simply playing out you role in the show, when the curtain is pulled the talk dissipate with no actions.

    The PS is 100% right!! We in the Caribbean who are the most to lose from inaction, must act urgently now to reduce the greenhouse gases that living humans emit from inhabiting the planet. It follows therefore that the less of us there are about, the better. The planet is at 7.5 billion in population which we need to get down to 500M which is the optimum number recommended by Bill Gates and other globalists. We can kickstart this process by asking our governments to encourage the elderly to embrace an early, but dignified end to their lives; permit abortions up to the 6 month of pregnancy; refuse healthcare for the terminally, or seriously ill; make euthanasia readily available to the disabled (both physically and mentally), stop international intervention in foreign civil wars and poverty programs and importantly, increase the price of food and all consumables. This may not be sufficient as more dramatic measures may be called for, but it it presents a good start.

You telling me that an abused family is able to d anything being abused daily by their abusive parents. What would you do? Children are vulnerable and dependent on tier parents and unable to fight back.     This is the most bull…. I have ever heard! You can’t stop climate change! But, the good book says you can stop sinning with God’s Grace…..that includes lying to the people of Dominica about the real economic state of the Nation…. Pls just tell the people that we are headed for a serious economic crisis…. Even the promised climate change Paris accord funds won’t save us now……… Wake up people!

    As I said in response to the PM’s statement on the same subject, the problem is not so much climate change as our abuse of the land.

    A couple of generations ago, we had not significantly modified the landscape for our own convenience and thus neglected nature’s own safeguards. Flawed road construction is a prime example: concrete and tarmacadam are impervious and without adequate drainage water is channelled where it was never channelled before. Rivers need to broaden in their lower reaches rather than to be constrained. No amount of concrete training walls will divert a river in full flood.

    Climate has always changed and always will change, but we can take precautionary measures by giving more consideration as to how we treat the land.

    Our problem is that we do not heed warning signs. At this moment a multi-million dollar utility facility, essential for our well-being, is being built within a stone’s throw of a major and active fault line!

      Dominica is an island of heavy rainfall. The Meteorological Service records go back to the 1980’s and the same data time-frame applies to most islands in the region. I doubt if these records show, on yearly average, any significant change in rainfall, but I am willing to be proved wrong!

      Elma Napier (1892-1973), in her book “Black and White Sands”, mentions excessive rainfall. I quote: “…my own record has been 12 inches in one day, in which six fell between breakfast and lunch…”

      However, as the PM states, we have experienced an increase in flooding and this brings us right back to the factor of land use.

      Dominica is not alone in this quandary. The serious flooding that the British Virgin Islands experienced before Hurricane Irma was directly related to flawed land use. And the writing had been on the wall for decades.

      Consider this, they say that CO2 increases is the sole factor that presents ‘global warming’. Guess who/what produces CO2 – US HUMANS!! Therefore, the only way ‘global warming’ can be controlled is the dramatic decrease of life on earth.

      Join the dots, read the bible and understand your enemy. One more thing, to understand the true scale of the deception, tonight go outside and look at the moon and ask yourself two things:-

      1) Why is its aspect static when the earth is spinning around at 1000 miles an hour?
      2) If there is the sun behind the moon lighting it up, why is moonlight never hot?

      Thirdly, call a mate in Australia and ask them if they are upside down – they should be, after all, we do live on a globe earth don’t we?
