Dominica is reporting a total of 15 new HIV cases in 2013 bringing the overall number to 410.

Of the 15 cases, ten were males.

Speaking at the start of a two-day stakeholder consultation for Dominica’s National Strategic plan for HIV/AIDS for 2015-2019 on Tuesday, Permanent Secretary of the Ministry of Health, Helen Royer, explained that the only way to curb the spread of the deadly disease is through changes of sexual behaviors.

“Irrespective of how elaborate guidelines are or how well designed is the strategic plan, we should be aware that primary prevention of STD’s and HIV/AIDS begins with the changes of the sexual behaviors that place persons at risk for infection,” she pointed out. “The plan must be owned by all stakeholders and more importantly must be implemented.”

According to Royer in the strategic plan to battle the disease basic principles, such as the preservation of life, must also be addressed.

“The basic principles must be addressed too. These include preservation of human life and well being,” she noted. “Every attempt must be made to preserve the well being of the individuals regardless of his or her health status, sexual persuasion or other personal characteristic. Respect for human dignity; the national response must seek to foster a greater sense of self esteem and self respect among all Dominicans at all times.”

She noted further that there must be a sustained effort and the scope and intensity of the response should be keeping with the dimension of the problem.

She said efforts should be made to ensure that all patients are treated regardless of individual circumstances, ability to pay, citizenship, immigration status, language spoken or specific sex practices.

In the meantime Coordinator of the National Response Program for HIV/AIDS Unit, Julie Frampton, said although Dominica has made strides with its program against the disease, there are issues of concern.

“We still have challenges though,” she remarked pointing to a lack of legislative reform and policy.

“Even if you have it in draft and it is not approved you can’t use it,” Frampton said.

A nurse who worked in the aids ward for 10 years, and saw first hand what’s devastating our Caribbean people , and you’re talking. (Crap) Baby What? You idiot! The man that gave her Aids, that she interned gave the baby was the problem you Grape! ….Simple hygiene can also mean the use of A condom. A person with Aids that have sores in there mouth can give you Aids Fool! Outside of Africa the Caribbean has the highest Aids rates,and we are A small island you think this is A joke? Brushing teeth my /Asset. We need more Aids information in this country, more sex Education in schools.

    HIV/AIDS victims appear healthier than non infected people, policy protects their identity and chastises non infected people about discrimination and stigma but does not seem to do enough to demand responsible behavior on their part. What really does the world expect.

      Intelligent people do not violate the moral laws of God which the Creator has given us for our safety and well being.

      Intelligent people do not have unprotected sex with a partner who has (or might have) AIDS. Of course they would have no need for protection in he first place.

      When I use the word “intelligent” I am NOT talking about one’s I.Q. I am referring to the understanding and wisdom that enables a person to avoid spiritual, moral, and social disasters in life. :lol:

      whether you are told in what village or not ,you can stil get aids .so what sence does it make?none.you can be honest and your husband is not,,some husbands are and the wives are not,blood transfusion is another factor which have contaminated many people all over the world in hospitals,we are all taking a risk because the first man who was diagnosed with aids was a doctor who got contaminated while doing a surgery for a patient…

      It is because of sin that AIDS is now a world wide epidemic.
      Yet people are still trying to find out how to sin without reaping the consequences. The Bible says, “The wages of sin is death.” (Romans 6:23)

      I totally support AIDS research, treatment, and prevention. We should do all we can to help AIDS victims. My church – the Pentecostal Assemblies of Canada – has various outreaches to those with AIDS providing not only spiritual ministry but practical care to AIDS victims.

      But unless people accept the gospel and live by God’s moral
      code the epidemic will continue to spread until a cure or prevention is found. A preventive vaccine will enable people to continue sinning but avoid AIDS. It creates a false sense of security because the same sin also spreads other sexually transmitted diseases.

      The birth control pill is a great tool for family planning but it brought problems. (a) It created a false sense of security because it offered no protection against sexually transmitted diseases as condoms do. (b) There were cases when the pill actually failed because a batch was not strong enough. (c) It was proven that some brands caused cancer over a long period of time . (d) It ushered in the so called “sexual revolution” and a new era of permissiveness.

      Those who create a vaccine against HIV (if they do) should be prepared to face problems just as were faced with the birth control pill. It may be years before it is approved for marketing and probably only after that the real problems will appear.

      The only answer to the AIDS epidemic is abstinence before marriage and chastity after in a Biblical one man – and one woman – monogamous marriage.

      In places where it has been implemented it has worked and is working.

    I was disappointed with the service of the HIV/AIDS unit. They were very unmannerly on the phone and seemed more concerned in knowing who I am than giving me advice on their services. Ms Frampton and staff, please work on this.

        It all depends on the type of information you requested. It is protocol to ask; not unusual prior to providing information and over the telephone. They do not know who you are. Generally the caller would introduce him/herself and be polite about it.

    My nurse friend had warned me about, Dominican men five years now, she also mentioned trinis,jamaican and vincentians men are the ones to stay away from, reasons being bad hygiene and poor health care in some islands.

      In as much as you were brain washed by a stupid nurse friend ,you have become more stupid than that nurse friend…sexual behaviour don’t have any thing to do with hygiene,,,,you can stay a whole year without brushing your teeth nor taking a bath you will never get aids…every where in the world no matter how rich the country is there are still health problems,not later than today in england the doctors thought that a baby was free from the aids virus after her mother who was contaminated by her boy friend who is from england …well bad luck for that baby the docotors could no prevent her from have the virus although the mother was treated medically during her pregnancy…stop talking foolishly and think correctly for yourself;instead of saying foolish things …you can be hospitalized without aids and get contaminated in hospitals in america,england ,france ,germany and more rich countries,,use your brain wisely..

    I hope everyone knows there is no cure for HIV AIDS. If given proper medication, it could be stabilized but not cured.
    This is a scourge that has befallen the world and has spread to Dominica due to intrinsic lifestyles.
    There is a price to pay for that. It is contagious. By the time they know they have contracted it, they could contaminate a few more people.
    Those who are aware that they have it, should be honest with themselves and with others and refrain from such activity. Their doctor should advise them and warn them about the spread of this disease.
    Those who practice this type of lifestyle may pose as heterosexual people and contaminate their partners. This is how it is spread and so quickly.
    Whoever thought that Dominica and the other West Indian islands would have this dreadful disease? Only God can cure them. It will take a godly and sacrificial effort on their part, as turning to God in worship and prayer and abstaining from their lifestyle., for them to be healed.
    HIV Aids is a health hazard. It is here to stay. It is the worst scourge of this century and the past. It will increase until the end of time. Fortunate for those who do not have it and may never get it. It is nothing to rejoice over.

      If you think the gallows is too severe you have probably never seen a person die of AIDS.

      If a man knows he is positive and infects another person by having unprotected sex is it less criminal – less deserving of the death penalty – than a man who shoots another person with a gun?

      If so why the difference?

      A homosexual airline steward who knew he had tested positive for HIV continued to have unprotected sex until infected over 200 other men across America!

      More than any other single group of people it is male homosexuals who have been known to do this. Is it political correctness that is keeping governments from handing down the legislation to deal with it? It is the fear of being accused of “hate” or “homophobia”?

      The penalty for this crime is something our governments should review. It is difficult to understand how a nation could justify execution for those who kill in other ways and not for this.

        Looking for a cure is a worthy cause. But when it becomes your priority it is a distraction. People who are “cured” will only go out and become re-infected unless their hearts are changed. History teaches us this. Here in Canada since abortion became legal we have women who have had three,
        and four abortions.

        Focus on prevention. It is all about changing people’s sexual behavior. Teach and systematically promote the practice of abstinence before marriage and chastity after marriage. There will be nothing to left to cure.

        Stop fornicating. Stop buggering (which is a form of fornication the same as bestiality is). It will save millions of $$$ that are spent on research and other things. No more need for testing. It will eliminate the need for hostels (dying houses for AIDs victims). No more mess for society to clean up at the tax payers expense.

        The majority of citizens are fed up with the inconvenience caused by a spoiled minority who cannot control themselves and insist on a lifestyle that places others at a disadvantage.
        The normal rank and file want an end to the whining of a small percentage of people who are screaming for “rights” everybody else finds they can live without that are bringing society into chaos.

    its BS statistic…situation is the following:
    1. majority of the sexually active population do not have money to test or simply do not care
    2. people who got tested did only basic test and never managed to do comprehensive STD tests because a) its expensive b) for majority of STD its impossible to take tests in Dominica
    3. Dominicans youth are promiscuous and in general Dominicans do not understand concept of chasteness…

      Fornication is a translation of a New Testament Greek word which literally means illicit sex. To understand what qualifies as illicit sex we only have to look at the Bible to see what sex acts are forbidden. Fornication includes premarital sex, extra marital sex (adultery), homosexuality, and bestiality.

      Anybody stupid enough to ignore the Word of God and disobey Him in such an important matter is stupid enough to take chances and not use protection. Those who live the Scriptures do not need such protection.

      Of course those who ignore God’s commandments will get into dangerous acts. It is their nature. Thank God, they can change this. This is a decision – a matter of the will. Let them confess their sins and commit themselves to live God’s by God’s moral code. Leave the low life behind and start obeying the teachings of the New Testament. This is called repentance.

      They cannot do this by their own strength. They need the presence and power of the indwelling Christ. It begins by believing that He died for their sins and rose again according to 1 Corinthians 15:1-4 to completely pay the penalty for their sins and then receiving into their heart (by prayer) to make it personal. Please see St. John 1:12, Revelation 3:20, 1 John 5:11,12, and Ephesians 2:8,9.
