Charles Savarin is government’s latest nominee for the post of Dominica’s head of state.

Who is Charles Savarin and what is his track record in the public service?

Savarin served as a Senator in the parliament during the Interim Government (1979-1980); during the first term of the Dame Eugenia Charles, Dominica Freedom Party administration (1980-1985); and during the Dominica Labour Party government (2005-2013).

He has held several ministerial appointments during his more than twenty-four years long parliamentary career. These include Minister without Portfolio in the Office of the Prime Minister with special responsibility for Trade, Industry and Tourism (1983- 1985); Minister for Tourism and Enterprise Development (2000-2005); Minister for Foreign Affairs, Trade & Labour and Minister with responsibility for the Public Service (2005-2007); Minister for Public Utilities, Energy & Ports and Minister with responsibility for the Public Service (2007-2009); and Minister for National Security, Immigration, & Labour and Minister with responsibility for the Public Service (2010-2013).

Savarin has also served Dominica at the diplomatic level, first as Minister Counsellor/Dominica High Commission to the United Kingdom (1985-1986).

In 1986, he was appointed Ambassador/Permanent Representative to the European Union, Ambassador to the Kingdom of Belgium, the Grand Duchy of Luxembourg and the Swiss Federation. He was also the Permanent Representative to the United Nations Office in Geneva and principal ambassadorial spokesman for African-Caribbean and Pacific States ACP, on bananas. As principal ACP negotiator he was instrumental in the successful negotiation of the new Banana Import Regime, EU Regulation 404 of 1993, which secured special preferential access conditions for ACP bananas entering the European Single Market.

Upon his return to Dominica Savarin served as General Manager of the National Development Corporation from 1993 until his resignation in 1995 when he was elected Parliamentary Representative for the Roseau Central Constituency. He was re-elected in 2000 serving till 2005. He was also Political Leader of the Dominica Freedom Party (1996-2006).

Savarin served as a teacher at the Dominica Grammar School (1963-1970). He was also one of the most influential leaders of the trade union movement of the modern era during his stint as General Secretary of the Civil Service Association (1966-1983).

Charles Savarin was born in the town of Portsmouth, is married and has five children. He is a devout catholic and attended the St. John’s Primary School, the Dominica Grammar School and Ruskin College, Oxford, England.

He has professional training in industrial relations, development studies and international relations from the United Kingdom and Germany.

    The Truth about this man:

    Thing is right 1979 was a popular movement. Ironically CHARLES SAVARIN was able to UNIFY numerous organizations in Dominica including DLP members who were at the moment part of the government, DFP and most notably WAWU which was one of the biggest trade unions in Dominica and might I add strongly aligned to Patrick John to revolt against his policies.
    Same Charles Savarin was voted to lead the National Reconciliation Committed by varying political factions including William Para Reviere, Eugenia Charles, Athie LIAR, Mike Douglas, among others, who today oppose his appointment to president to lead that organization.

    Interested why is only Savarin taking the heat for 1979….hmmmm

    IS PASTOR RANDY RODNEY PREACHING THE GOSPEL ACCORDING THE DOCTRINE OF EDDISON JAMES

    Is Pastor Rodney as one of the lords anointed getting involved in worldly things, isn’t he afraid that Lennox Linton as his policy is to remove the ointment from his anointment as he had threatened to do to his colleague Evangelist Peter R. Augustine?

    Did Pastor Rodney support the office of the president when Lennox Linton was accusing the President falsely for Corruption?

    When Lennox Linton Called the President a “black Dominican breed and bread Country Bookie from Grand Bay”; did we hear Pastor Rodney?

    When the UWP requested the President to take action in matters he had no Power and then accused him of being bias where was Pastor Rodney?

    When Lennox Linton threatened to remove the ointment from Evangelist Peter Augustine’s anointment, we heard not a word from Pastor Rodney.

    Why should Pastor Rodney now find it convenient to seek to claim that he is defending the office of the president over a non issue? “Pastor Randy Rodney said the prayers are against the fact that a president is being nominated coming straight from the political platform.” Is he preaching the gospel according to the Eddison James doctrine which stated in 1996 that a Minister of government must seek a period of cleansing from leaving Politics before he can go to the bench?

    After all may be Lennox Linton believes in the Eddison James Doctrine and will spear Pastor Randy the ointment of his anointment. So why should Pastor Rodney under the cloak of spiritual edification make this sweeping statement “While the government can do what the government wants to do, God always overrule whatever man decides to do,” “So I am asking people to petition God.”
    Pastor Randy, I reverently submit that your teachings according the doctrines of Eddison James has nothing to do with the Doctrine of Christ which is “render to “Savarin” the things that are “Savarin” and to God the things of God.

    I am in no position to remove the ointment from your anointment but I would admonish you to seek the face of God and call on the people of the land to repent from their sins and turn from their wicked ways; Rumour mongering, Disrespect for those in authority, Hatred, Bearing false witness, jealousy, envy, corruption in Government and in opposition so that God will forgive them of their sins and heal the land.

    Pastor Randy this is the Gospel of the Bible and that is what I expected to hear from the anointed one not the polemics I heard coming from your pulpit.

    Barrack Obama was considered a far left Liberal Democrat another word for very, very partisan politician. He has to work with both houses of Congress.

    All our previous Presidents had their political preferences; Charles Savarin likewise has and is entitled to his political preference and our future Presidents will have and shall be entitled to their political preferences.

    Like when we are about to participate in the Blessed Sacrament they are not worthy but only say the word and they shall be made whole. Amen.

      Cara just to remind you of what a junior clerk’s salary was before the 47 day strike. Remember that it was the 121% salary increase that has junior officers receiving a reasonable salary today. And Charles Savarin WAS NOT running a one man show in the 60s and 70s. Majority of Dominicans was involved in the struggle. When I listen to some of us vilifying Savarin for what happened back then I just can’t believe it.
      Charles Savarin was the ‘voice of reason’ during that era. So what are we talking about????? Are we fair? He chaired the CNS during the most tumultuous period when Dominica needed a level headed individual to steer the ship. So why today is Charles Savarin being hailed as the worst person in God’s creation? I am just saying this’ LEST WE FORGET’

    As a child and to a lesser extent now, I used to hear the saying: if(when) I die ants will bring news. It was more than often said in patois. There is also another saying which we still use today and that is: x(person’s name) must’ve turning in his or her grave. Hey Pat I won’t sue you but here is a great idea for a calypso. Anyway back to my point. Well I really need to take a look around the cemeteries in Dominica to have a look at some graves. I’d like to visit the graves of people like Mike Douglas, Rom Bannis and most of all Mr E O Leblanc. I would also like to visit the graves former governor and president Cools-Lartigue and most of all Mary Eugenia Charles. It would be no surprise if my visit to those graves showed them to be infested with ants. I believe that these people must not just be turning in their graves but they must be very uneasy and utterly dismayed with all those ants bringing them the news that Charles Angelo Saverin, is a nominee for the office of president of Dominica.

    Really and truly, what is our country coming to? hatred and jealousy are clouding our judgement and we are now engaging in some every terrible practices. I dont know any president in our brief history who was 100% non partisan. Having said that, the constitution gives the Prime Minister the authority to nominate a candidate and the parliament has to vote. 18-3, what do you expect? I think Lenox Linton is out of place to want to dictate to the Prime Minister whom he should nominate as president. You people who are making all your uneducated remarks, you must stop repeating everything you hear other people say and go and find factual information.     Mr Savarin does not qualify to be president of this country. And this not according to me, but according to the government of Dominica: “The personality of the Head of State can be viewed from two main angles, the political arena and the public viewpoint.

    In the former instance the President must be non-partisan with a special endowment to be objective in coming to a resolution on any matter. He should be able to effect consensus between political parties when no one else can. He is a symbol of national unity.”

I was young boy growing up when this very person held this country at ransom for his own personal profit. Then after obtaining his objective he and his mamo placed their people as leaders of CSA to keep the movement in check to prevent any type of protest against them. When his dear mother(mamo) had enough of him, she sent him far away to europe away from the local political landscape.
    He has done more damage to the country with his strike of 40 plus days than anything. But labourites and dominicans seem to forget. You see just as evil has tried to convince us that God is the evil one and he is the good one, so to has this guy and his group of collaborators back then created a evil image of the then government. But this was far from the truth. Later you could hear a lot of his followers say how they sabotaged the Patrick John’s government by certain illegal actions and attacks. Like pulbic servants taking home supplies placed there by the government to serve the public and give it to their friends and when the common man would come to their office for help they would say that there were no supplies to enable them to do there work. So one can imagine what happen after sometime of that same situation over and over again. Dominicans were tricked by their dear Mamo and Savarin. Those involved know that they did sabotage then PJ administration with one objective: get in power to live the life.

    No to Savarin as president of the Nature Island.

    Savarin was forced out of the teaching service at DGS by the then Labour Party when it was found out that he only had a 3rd grade GCE certificate and somehow manged to slip under the radar. He was sent back to the civil service and then became General Secretary of the CSA. It is believed that he then tried to seek revenge on the Labour Party using the CSA. It is to be noted that the writer of the piece does not mention any academic achievements just where he went to school.

    Is it really DNO, who compiled this? It is far more resonant of the likes of Dr. Aaron, who seems to have a fixation with paper qualifications rather than substance. We need to focus on the “meat”, the “filling” of the candidate. Mr. Savarin has leadership qualities as so amply demonstrated in his ability to galvanise a crowd into action.     Being very familiar his antics, I smell some of the ink from his pen in this article. It is well known that he has written several articles in support of himself or in support of his position on issues under pseudo names. There are certain key phrases such as “Track record of performance”, “most influential leaders of the trade union movement of the modern era during his stint as General Secretary of the Civil Service Association”, “professional training in industrial relations, development studies and international relations from the United Kingdom and Germany” and “devout Catholic”

The young people must find out who are these man, they are still alive and why Dominicans found it fit to bestow those honors on these men. The young people of Dominica must also read the the biography of the real Ayatollath Khomeini of Iran and Al-Capone of Chicago and you will get a feeling why Dominicans were so fearful of these men.

      – able to effect consensus between political parties when no one else can. He is a symbol of national unity.
      – a role model, a person greatly esteemed with exceptional moral rectitude and high ethical standards.
      – a person of intellectual capacity who will know what he does not know and knows where to seek knowledge.
      – easily swayed by public opinion, but has the ability to listen and weigh carefully what is put before him before he acts.
      – insensitive to the causes of the people.
      – or have the capacity to be at ease at all levels of society and at the same time everybody should feel comfortable with him without violating the dignity of the office.
      – a people person who is sensitive to the needs and aspirations of the people.
      – able to reprove people when they are wrong, yet understanding that he must be the person who is merciful.
      – able to understand the philosophies of the various societies, organizations and institutions that do so much to bring relief and show brotherly love.
      – a humanitarian.

The folks now on QFM, had it not been for Charlo and his intervention and the struggles of 1979, tell me would you all be able to talk as you please today? Think about that seriously. Civil servants, ask MR. Letang his salary today, and ask Charlo what was his salary then? Than God for Charles Savarin and the struggles of 1979. It was worth it. Civil servants speak out please.       @concerned, There is very little difference between the polices of Roosvelt Skerrit and the then Patrick John. As a matter of fact, Skerrit is far worse than PJ and that’s why I cannot understand what has gone wrong with Dominica today. Although PJ was not a loved PM like just like Eddison, to me that one mistake for which he was overthrown is no where close to what Skerrit has done, yet he is blessed by those very same folks that crucified PJ and Edo. What became of the “Bird Island? Did Mr. Skerrit profit for the sale of it to Venezuella? What is on the MOU with China? Does anyone know? Who is the true owner of those Portsmouth Villas? Trust me, there are many many more issues we need answers for but know DNO, I would be wasting my time to ask for answers. What is quite sure is this: If it was Patric John or Edison James that had done these things most definitely they would have been kicked out of office long time ago in Bethlehem. But thinking about that, both Edo and PJ are very dark in complexion unlike Skerrit and I guess that’s why Skerrit has been in office for so long with all these blemishes.

      Respectfully, I join in applauding all of Mr. Savarin’s accomplishments. However, please let me know what part of Dominica you’re living in where you sound so confident in speaking about salaries and facing the bank so easily like it is a comfort in Dominica. You must be one of those enjoying the spoils right now to sound so comfortable in a country where so many business places are closing down and laying off workers.
      Secondly, if you’re going to compare salaries of even ten years ago as to now, please consider the cost of living as well. What ten dollars could afford the average Dominican is no longer the same.
      Granted that this man has done good for his country and served it well, I think it unfair to nominate someone that was at the time holding office in the administration to the presidency. That to me does not sound fair and unbiased. That does not seem to be a clear and open choice.
      I know I’m not usually this long winded, but I do have a lot of respect for this man which made writing here not the easiest that I have done.

    With all due respect this sounds more like an obituary than a resume for a job application. We all know the positions held by Mr. Charles over the years. They are a matter of public record and nobody questions them because that is not the issue at stake. It is his suitability for the post of President that is being questioned, his personality and character, which are not addressed by this list. For that is all it is, a list and not an appraisal, akin to the summary of the chapters of a book, saying little about its three-dimensional contents. I wish Mr. Savarin well but could never endorse him as a candidate for the Presidency.

    I saw nothing in the article about
    1. He was co-host of the Animal Show, a party political programme in which Dominicans were/are referred to as animals.
    2.He was against Dave Bruney being a member of the IPO,as he thought that Bruney was a supporter of the UWP.
    3.He felt that and gave support to the statement that UWPites should be droned like members of Al Qaeda.
    4.That he called for a total boycott of a legitimate supermarket on island, because the owner was vocal as to proper use of funds obtained from abroad.
    I FOR SURE THINK THAT HE IS UNFIT FOR THE POSITION, and concerned Dominicans need to show it to arrogant and insultive Skerrit.Our constitution should be obeyed to the letter.

    This article should be entitled: who is the real Charles Saverin! Imagine Charles Severin is now on the high way to presidency! Its a token of appreciation from the PM and his most under achieved government, to someone who has been in every ministry in Dominica with a low performance rate!
    Dominica does in fact deserve better than that. Dominica deserves a more stately and neutral person to be the people’s president! Dominica can do with a humble and down to earth president! A president who has a good back ground in matters of law and the interpretation of such laws! Dominica needs a grass roots president not one who does not mingle with the poor and under privileged! Dominica could do with a president who doesnot link up with the gwan gen! One who walks the streets not only in the 70’s.
    Truth be told Dominica is going lower and lower and lower in every possible way! Not even the blind and death folks would expect Mr Saverin to be president!     if someone came for a job that i advertized and gave me a resume like Mr Savrin i would not employ him because the resume shows lack of focus,it is like a ping pong game ,too many different jobs,as an employer i would think that if i hire this person ,after a year or so he will get bored and what to do something different,whats that saying about a jack of all trades,,,,,,,,,

      How smart are you? You are the uneducated fool. You would not make an intelligent and successful boss. You would not view his experience and achievements. Your company would lose out on a capable and effective employee.
      I could understand your silly statement if the applicant is a young person. In this age you better (should) get accustomed to employees being employed with different employers and in different positions. They have acquired varied knowledge, experience and skills.     DNO, unfortunately this article is lacking as years of service in the public service is not a criterion for selection as president. It is an asset though, except for the long years of service as a minister of gov’t which classifies him as partisan, rather than non-partisan as the post requires. I also note that you left out his recent position as a host on the Labour Party’s talk show. What would have been a more useful exercise in terms of educating the public would have been for you to visit http://presidentoffice.gov.dm/index.php?option=com_content&view=article&id=3:the-personality-of-the-president&catid=15&Itemid=2 and tell us how this man matches up. We need to contribute to the debate as to whether or not Charles Savarin is suitable for the post, by coming up with what the post demands and then examining whether or not he meets those requirements.

    Their must be something seriously wrong with the PM and his supporters we are not looking at Charles Savarin accomplishments we are looking at the individual person he is and his overwhelming disrespect for the people, the Constitution and the rule of law, DLP is that so difficult to understand
    He is also displaying how much he is willing to discard our Constitution just to have a dictator in power but he should remember their is a God who sees and knows all things so when he believes he can get away with it he should know that’s not so.
    We suggest to Charles Savarin to step aside and let the rule of Law and the Constitution prevail because you know what you are about to do is wrong for the people and the Island.

      We know whose side you are on, that you the critics do not want what is good for Dominica, your country which you claim to love. By your writing, as imbedded in your heart, I can see through you even though I do not know you.

      It is noticeable as it is stated DNO is home to and for UWP supporters. Too bad for you. I have a home to live in and for. The primary one is love, truth, justice and peace including faith, hope and charity.
      Praise be to the Lord of glory who gives me the strength and determination to stand up for what is right. With him, “I shall not fear the dark of night nor the arrow that flies by day!”
