Dominican journalist detained and questioned in England

In a move that Dominica News Online has learned is not unusual for travelers from the region, Dominican journalist, Carlisle Jno Baptiste, was detained and questioned on Friday at Gatwick International Airport.

Jno Baptiste said he was told that he was traveling from a high-risk country and his passport was briefly taken.

Dominica News Online understands that travelers, including journalists, from the other Caribbean islands have suffered similar stops in England and what happened to Jno Baptiste was not exceptional and was probably not the result of a UK immigration policy which specifically targets Dominica.

The matter has generated some discussion with many calling a local radio station expressing concerns over Dominican passports being sold under the island’s citizenship by investment program.

The episode involving Jno Baptiste took between 10 to 15 minutes in a public area of the airport and he said it was very embarrassing.

“I was told I was coming from a high-risk country,” he stated.

The incident took place on Friday Jno Baptiste was in transit on his way to attend a media tour of the European Union’s headquarters in Brussels. His participation in the exercise was facilitated by Dominica News Online.

The tour was designed to give journalists insights into the different operational aspects of the European Union, so that they can fully appreciate the work of the organization.

It is also geared towards providing them with the knowledge that could be vital with regards to the visibility of EU co-operation throughout the Caribbean region.

He had just arrived in Gatwick from Antigua when he was stopped by an immigration officer and a supervisor was called.

A form which gave the reasons for the detention was also written.

“The supervisor came to talk to me and ask where I was going,” Jno Baptiste stated.

He said he told the supervisor he was in transit to Brussels.

He remarked that the supervisor, who was very cordial, asked whether his luggage could be searched and he agreed.

He said a general search of his luggage was done including his computer and camera bag.

He noted that the search was done in public view.

“It was not done in any room,” Jno Baptiste said. “It was very embarrassing.”

He was asked whether he used illegal drugs but Jno Baptiste said his response was no.

He stated he told the supervisor that he is a retired FIFA referee and the two even began talking football.

The supervisor sounded apologetic for their action.

“He said I was coming from a high-risk country, so don’t feel too bad,” Jno Baptiste said.

His passport was eventually stamped and given back to him and he was allowed to go on his way.

DNO has contacted the Dominica High Commission in England in an effort to have the matter clarified.

    aVery poor JOURNALISM by Carlisle. Did he ask which country they were referring to? Dominica or Antigua? Usually customs look at the country u flew in from NOT where you connected from. Did he ask why the country was HIGH RISK? Some people are always so quick to assume things and jump on the negative. Dominica as a Nation can never move forward because we are so quick to run our mouths with foul words rather than positive.

    Everytime I travelled to England I get very cordial treatment from the border officials. One time a custom officer took my Dominican passport and said to me “we hardly see this passport here!
    The irony all travels to England either via Antigua or Barbados my luggages were never opened except in my country Dominica!

    If you do not know what is meant by high risks, I doubt you attended SMA in 1988! Let me tell you; from here on you had better be careful many Dominicans do not find their names on a no fly list! The fact that there are enemies to the United States, Britain and elsewhere traveling on Dominica diplomatic, and other passports, wanted even by their own rogue government, that presents a problem to our nations people.

    When you have Middle Eastern, and Russians crooks; and international criminals who are Dominica citizens, our people must be considered high risk.

    It does not take much! I have a granddaughter who is on the international no fly list, she’s been there since from the age of six years old; for no other reason than she has a Muslim name, anytime she travel she is stopped by Immigration.

One day I was entering the United States, from Toronto Canada, when a black immigration guy put me through the changes.     And by the way, Immigration can stop anybody at anytime. They do not need a reason. I have been stopped and searched in the open. There is no need to be embarrassed. They are doing their job.

    But, I will say this: this is the same guy who said that the FBI stopped him in PR and asked if he was Julian Giruad….like the FBI didn’t know who Julian Giraud was…..like they didn’t have a picture and all the stats to make their arrest……smh..

    I traveled to Canada on my Canadian passport and was question in a public place because the Canadian Immigration has had issues with drug trafficking and I was coming from the Caribbean. They never asked me if I was coming from Dominica and the flight came from Barbados. They searched my bags and had questions about drugs, then let me go after nearly half an hour.. Carlisle.. you not special cause you came from Dominica nor does it have anything to do with your passport. Countries are protecting themselves from trafficking and terrorist so don’t be alarmed if they pants you next time.

    This really is not new at all. I visited St Lucia years ago coming from Dominica and was searched. I was told that too many Dominicans were coming to St Lucia carrying illegal stuff. I know that I was clean so I had nothing to fear. But it is intimidating and embarrassing.

    The PM should contact the PM of England to clarify this. It appears that everyone with a Dominican passport will be interrogated at the airport in England.
    This is how immigration authorities determined that Dominica is a high risk country.

      Do me a favour man and be real for once. Antigua was only his transfer point. Is his passport they took and searched and questioned him as a Dominican citizen, not an Antiguan one. Tony can so easily bamboozle people. If Tony’s argument is correct than nobody going to England from Dominica can be stopped because they are not coming direct from there. That is a nonsense statement. In fact Dominica more suspect than Antigua. Till two years ago you could go visa- free to the EU already with an Antiguan passport but needed a visa if you had a Dominican one. As Francine Baron if you don’t believe me.

    While immigration authorities have the right to search any visitor entering their country, however, if the reason for conducting a secondary inspection on Mr Jno Baptiste was because they considered Dominica a high risk country, because of the tarnished CBI program, this is a serious matter.

    I am a British citizen born in London and was stopped by immigration for more than an hour when I was coming back up there to live in 1990. I had a Dominican passport which stated my country of birth.
    This is nothing new and don’t try to sensationalise an everyday event. Most likely the IO confused the man’s country of origin with the Dominican Republic!
    DA is not on any Immigration high risk list. I have met very very few people who know about Dominica and I would be a rich man if you gave me dollar for every time I have had to big up my country – And yeah oh yes I still call Dominica home when anyone asks me where am I from!!

    I was once pulled out of line and undergone interrogation because the “Officer” felt I appeared suspicious. I fitted that profile at the time because I was having my monthly visit which came while travelling from Dominica to Puerto Rico and I was experiencing some serious cramps. Obviously that story has been heard before until a lady officer proved I was indeed telling the truth. 9/11 has exposed us to some serious mishandling at the airports.

      Name “all the factories and industries” we had! Don’t mention bananas! We know the story behind that one! Two other manufacturers of note I could point to are L Rose and DCP. But these were private enterprises and you can’t force people to keep operational if they don’t want to!
      Times change economies shrink and grow.

        PS. What happened to the Machourie rum distillery, the only real cane based rum that was left. I don’t see that on the shelves in the shops anymore.

    Mr. Jno. Baptist sounds confused. Any one entering a country or is in transit in that country must pass through immigration. You just have to stop at the immigration desk that is the only way you can enter the country. Why does Mr. Jno. Baptist believe that he should get special treatment. Was the high risk reference to Dominica or some other Country jno. Baptist had visited and the information was in his passport?

    I wonder what is newsworthy of a traveler’s luggage being searched in public. Or immigration asking you a few questions? I guess he must be a first time traveler and must have been told, his luggage will not be searched or immigration will just stamp his passport without asking any questions of him.       You uneducated fool. There are two checks you must pass, immigration and customs. Carlisle obviously had passed the first one because he was searched by customs. In London they are not backward like here and scan your passport electronically against their database. I bet Dominica flags up red on their system.

    • Man Bite Dog, don’t you know that the Home Office when they decide to monitor movement of people they do it through the Immigration & Natralization office. Immigration officers are instructed to deal with such matters.

      Guy I had to deal with the British Home office in 1976 while resolving an issue in West Germany when I lived there, at that time Dominica was still a State in Association with Britain. You like to talk as if you are smart and know everything, when you do not know anything!

      Man, stop biting your Dog and go do your homework. The issue here is Not Carlisle because daily the UK Border Force all over the UK question a number of people including Caribbean nationals and about 5% of that number a month are denied entry for a number of reasons, one of them being issue with passport of a country circulating all over the place. The fact that they attended to Carlisle quickly and on his way meant the issue was not him, but they are monitoring CBI passports and they are glued to what is happening in the Caribbean Dominica and ANTIGUA IN PARTICLR. So Everytime that Clown Tony opens his mouth he is exposing his corrupt government and therefore Dominica suffers, all of us suffer, pay the price. Canada is firm and has already put in place visas for us Dominicans to enter, soon the UK may be do same. Too many ugly , nefarious faces got our passport running about. I hope that you do recall Ambrose George was questioned in San Juan on way to NY & he returned home

Let’s not forget the last time we got blacklisted and had to start getting visas to go to Canada it was because of allll the crooks UWP sold Dominican passports to.

      I said the same thing. The man like sensationalism so he come up with that story. I travelled to the US and was stopped at every stop, PR, Miami an that is both way. My luggage was searched “in a room” and I was asked the same questions over and over. I finally asked the immigration officer “why am I being searched and questioned like that, this has never happened to me before. ” He replied “it is random”. No big deal, it did not make news. I have travelled to the US 3 or 4 times since and it has never happened since.

    There is no official report from the United Kingdom or any other territory or country classifying the Commonwealth of Dominica as a high-risk country. This smells fishy.

    UK immigration officers are very well trained to spot persons who look suspicious or act suspiciously.
    Jno Baptiste could very well have fit that description! It is difficult for me to believe Carlisle when he says that the immigration officer told him that he was detained because he was coming from a”high risk” country so he should not feel bad!
    BTW, DNO’s image as an independent and trustworthy news medium has not been enhanced by admitting that Jno Baptiste was on his way to Brussels to represent DNO at an EU event

      Ras, you are so wrong and DNO is correct. As Carlise outlined , the fact he was allowed in and not detained for long, the officers went through a normal procedural action. Dominica is a risk, be aware when travelling they are looking for funny looking people with Dominica’s passport, just like what’s happening in Canada

    Carlisle you make this sound like it is as a result of the issuance of passports under the CBI program. You are so wrong because if you were following the news closely you would have recognized that there was a recent terrorist attack in London which is a sheep gate for stepping up securities at all ports of entry in England. Besides, the supervisor explaining the execution of his duties to you is a formality and not an apology. These are routine checks that are done throughout all international countries whether you want people to think that you were singled out or not, you are not the only one and will not be the only one since its routine.

    Great. Nothing unusual or new. Glad DNO retracted the original story which sounded like we know where that story was going, passport/CBI. Which by the way is not going away any time soon, if opposition has any brains. Random search in these terrorists-charged days is no unusual. It happens every day in the US when leaving they stear random travelers to a line where they interrogate, check passport and bag in front of everyone. Nothing new, his number must have just come up. Doe try to score political points on that one. We have to sell CBI to generate income, it surely helps. The same due deligence the other party would do is being done, yet it’s possible for a few to fall through the cracks. And No, I am not off topic. 8)

    Carlisle I’m sorry but many such searches are carried out, all initially in public areas. That is no embarrassment man. Besides, I doubt anyone recognize you at Gatwick. Don’t our customs inspect people’s luggage in public ? More serious is that we are termed a high risk-area. Soon the authorities in the UK and Europe may impose visa restrictions on Dominica passport holders, like they already do for Jamaicans. If that happens the income from our CBI programme may dry up. Relax Carlisle and enjoy your trip while you still can.

    ??????????????????. First of all this is cannot be true. I traveled on that very day via Dominican to Antigua to Gatwick Airport.

    I used me Dominican passport to travel. I was ask the nature for my travel to the Uinited Kindom I produced my documents and was given 6 months visa to stayed in the United Kindom.

    This is so not making sense and putting the United Kingdon name into the whole part of 60 Minutes drama.

    But I am giving Dominicans and the world the commitment to get to the bottom of this.

    HE BETTER BE VERY CAREFUL. Because England isn’t Dominica where people just saying what they want about the country. Because WORDS HAVE POWER.

    Now what is interested is OUT OF SO MANY DOMINICANS TRAVELING TO THE UK ON A OF ALL PERSON Y IS HE THE TOOK IN FOR QUESTIONG?
    Also the British Immigration would NEVER EVER TELL HIM THEY DETAINED HIM BECAUSE HE IS COMING FROM A HIGH RISK COUNTRY.

    Really. As a journalist, who has been to Brussels on numerous occasions, and who has also studied in Britain, I have always been stopped by Immigration at Gatwick because yes “I am coming from a high-risk country” even when I show them my St. Lucian passport and their records confirmed that I attended University here doing post graduate work. That is a standard Immigration statement…I was even searched on one or two occasions.. Perhaps when he is leaving Brussels and he goes through the various searches, including the ones where they will rub his hands and run it through a machine to find out if he touched any explosive before arriving at the airport, he will also say, he is returning to a high risk country. Yes i went through that at least on four occasions when leaving Brussels..Get with the programme that’s the procedure nowadays..,

    The important question is, what and who are the actors who have done things to put Dominica on the High Risk list of nations , in the same list as North Korea and Sudan?
    The is what all the people who are singing, ” Leave my P.M alone” should be contemplating. So Dominicans you have some soul searching to do, to stay on that list or get the actors out . If not we will be boxed in our little land.
