Should the authorities step in?

Days after he was arrested by the police for entering a parked car in Roseau, a homeless man is again in trouble with the law.

It is reported that on Friday the man, known as Williams, again entered into a parked vehicle in Roseau and was seen by passers by.

He was prevented from getting out of the vehicle and the police were called.

He was arrested and placed in the back of a police vehicle.

This attracted a crowd with many persons taking pictures with their cell phones while others jeered.

In a story published by DNO just two days ago, about a similar incident involving Williams, many readers suggested that something should be done to address his situation.

“Now that you have all proven that you have passion whether through the actual gathering, or comments here, why don’t you all gather together to find a humane solution to help this man and others like him. Now that takes a village of positive people,” one reader suggested.

Probably it is time the authorities step in to assist this man since obviously he is of unsound mind and could endanger himself and others.

    Does anyone believe that if this man was in a sound mind he would be doing these things. I am upset with the woman who is laughing and taking his picture. You never know how you become in life. There’s a saying the way you were born its not the way you die. I am sure if it was her relative she would not one that for him. Shame on you mam. I think the authorities need to put these people in a home and have the police pick them up everyday on the streets and take them to the home. The place must be secured, properly fenced so that they do not leave the compound and roam the streets.

    it is rather sad to see this lady taking this picture and laughing away, it is shameful i must say. from the looks of it, this man surely does need some serious attention. we as dominicans need to help those that are in our reach to help them any way we can. may God lay it upon our hearts to be more compassionate.we never know what the future hols for us or our relatives.

    This man has a attraction with vehicle. He is also crying out for help from the authority of Dominica which they are just ignoring, he might have a mental health problem.

    The government need to help this man and others who are homeless in Dominica. I know that all countries has homeless people but Dominica should show the outside world that they are small but care for their people.

    The poor man. He was not safe riding at the back of the van. What if he had fallen out, injured himself or died? We could see that he is a docile man. He probably loves to drive on vehicles. No joking!
    Does he not have parents and other members of his family who could help him, also clean him up and get government help for him? Where are they?
    A government investigation should be conducted into their whereabouts and why is he allowed to be in such a condition if he has family? Something is remiss. For God’s sake, he must be housed, fed and clothed.
    If he has no family or that they do not care or are not able to care for him, the government should be notified. He should be made a ward of the government. Come on government officials, you who are responsible for the poor and vulnerable, please help this man and ensure that he receives proper assistance and treatment. God is taking note.

    Riding at the back of vans in Dominica is a cultural thing. We’ve all done it at some point in time. It’s in no way being inhumane. A picture can say anything you want it to say.

    The police give a farmer a ride from his garden at the back of a police van…NO PROBLEM

    The police give a crack-head prisoner a ride at the back of a police van (with his hands bound)…ALL HELL BREAKS LOOSE.

    I see here a sick man who really needs help. How is it that we have become so cold towards the less fortunate? Aren’t we supposed to look out for each other? I don’t believe that this man has always been that way. Someone said that “your environment shapes you.” He probably came from a negative environment and as a result his life is not together. To make fun of someone who is sick tells me that our society has become sick as well. Where is the compassion that we should extend to the sick and needy? That’s what brotherly and sisterly love is all about.

      Dominica has always had this problem in the past. Nevertheless, in this age, Dominica, being more progressive and informed, the situation has grown worst. The government should really do something concrete about this situation.

    I think it is time that the govt steps in and address this growing situation of homelessness in dca, particularly in the Capital city of Roseau. There are just way too many of these folks roaming all over the place, the families of these folks should also play a part in addressing this.

      What families you talking about? These are adults, their family are not forced to assist them. Further more in many cases their families have tried but lost out to the overwhelming control of the narcotic factor.

      It is the responsibility of civilized societies to operate proper social welfare programs, to deal with these deserving cases, instead of running a political circus, aka ‘the red clinic’ which targets able bodied voters for receipt of government largesse.

WHy don’t you take a picture of yourself, mount it on a wall and try to set some healthy exercise goals for yourself?     is william really homeless? isn’t he from Virgin lane where his mom is alive and well? Someone correct me if i’m wrong but I could swear that this is the case. If so authorities need to speak with his mom and come to some solution as to whether or not he should be institutionalized or better cared for. It is long that William is like a nuisence on the street, because in my young days and CHS I could remember that anytime a window or door was left open unintentionally, this very same William would get i there sleep and take a dump right there on the floor.

      That is why I know that some people choose that style of existence, regardless of if anyone is able to help them–they do not accept that help.

      I know because I live in Canada! Toronto, which is one of the richest cities in the world, should not have homeless people begging for money, but there is a huge number of them here–espcially in the core of the City of Toronto.

      Why? Because that is the way those people to choose to live–some of them who wait at the entrance of those expensive shopping malls, all day begging for money, at the end of the day they go home in a Limousine–that is a truth, according to research that was done about those people.

      Government or Leaders of the community or country has no power against the minds of certain persons–the people who walk about demonstrating the sqarlor of existence in their community are an example of such persons.

      As I said before, William’s habbits has overcome him in his mind–he will not even think of going back to his mother for help–neither does she have the wisdom that would provoke her mind, and to try to reach out to her son. But in the first place she probably cannot afford to maintian a grown man either.

      Nonetheless that does not justify the attitude and conducts of those people, towards his condition–this kind of attitude and conduct should not be accepted by authority.

    sometimes i wonder why people are so inhumane.earlier this week in ny a homeless man push an elderly man in front of an oncomming train.the poor man feel head first and almost immediately start a struggle to get off the track because the train was approaching .can you imagine that while this poor man trying helplessly to get off some jackasses instead of trying to help him out they stay there and record the whole damn thing even when the train crush the old man .god this was gruesome..(somebody should keep this picture so they could show it to that young lady when she is mature or when she grow up)

    I am ever disappointed to see people of the native state acting so ignorant.

    Homelessness is not something we should be ashamed of,However the same people with there mobiles taking pictures to display on YouTube could one day find themselves in that persons shoes.

    He did not choose to be in this situation nor he had any intentions to doing so either-something went wrong. it happen to me 10 years ago and I picked my self up by the help of a good Samaritan now I am fortunate to be a mega rich.

    The biggest problem with Dominicans are the ignorance they endure most.They are to quick to observe and ridicule yet they possess nothing to be proud of.

    We could all help each other by offering an extra hand at times.Some of us treat our animals better than Humans.”Can I ask,”what’s the difference?.

    I am finding it in my heart to donate some monies to this very unfortunate person and in return I would be grateful if someone could let me know who is he and how can he be reached.

    I witnessed this many in police custody and a bus driver hitting him. I was disturbed by this because he could not defend himself because the police held him by his shirt. The police should have arrested the bus driver for battery. instead ignored what was going on. This man is sick and needs help and a place to stay where he can be cared for.

This man must have had a family as I read from someone that his brother is in the same condition overseas.

      And one more thing! Those people in the photography, who are treating this man as if he is something from the zoo, which they have never seen, I am wondering if they ever thought that the reason he breaks into those cars, was because, apart from being hungry, his body was most likely, very cold at this time of the year—for he is practically naked.

      How touching it would have been, to see someone offering him a warm shirt and a pair of pants–even the clothing was used—as he is sitting behind that police vehicle.

      Yes, we are claiming to be God fearing people, but where is the attitude, and conduct that goes with that claim–that practice is better known as Love. We do not even know when we are loving people, because it is not us, but Holy Spirit who does His work through us. But how could He ever use people like those in the photo here; for He does not know them, anymore that they know Him. But our witnesses should know we are Christians by our Love of God in and through us.

      However, the time is coming when we will stand before Jesus; and even if He will not judge us, Christians for sins, because we believe in Him, and accepted the cleansing that He did in us, by His own blood—which is the essence of Truth and Perfection, Jesus will judge us for our work of faith—for faith without works is dead.

      At that time Jesus will speak the message at Matthew 25–part of the message says “I was naked and you did not give me a shirt to wear”. People like those in the picture will ask Jesus when did they see Him naked and did not give Him a shirt to wear, that is the time Jesus will refer to that helpless man in the picture–saying to the goats on His left side, “whatsoever you do to the least of My brothers–that you do unto Me”.

      Well how are those people in the picture doing act of Love to that man? In no way at all! They are laughing and gratifying their ego through his condition of helplessness—they do not know that this man is the brother whom Jesus spoke about at Matthew 25.

      In the case of this man, no one sees him as their brother in Jesus Christ, because he is not dressed in a white suit, with hat and shoes to match, but those kinds are the high and mighty whom Jesus is not after at all.

      Jesus is after the weak and those who are broken in the Spirit. As I had said in my first post, which DNO did not print: that man has a place in the arm Jesus–but woe is unto those in that photo who chose to use his condition as amusement for their carnal minds.

    Every were have homeless people and drug addicts whether is by evil doing, bad influence, no father figure, etc… but it have.

    This is truly sad. Paro or not the guy deserve to be treated better than putting him in the back of a pickup truck so that people could do whatever they are doing as shwn in the photo.
    I often ak myself why our people are so disrespectful. The police who have taken an oath to protect is treating the man like they did is unacceptable. The man should have been arrested and taken away; not treated like live stock and placed in the back of struck with some metal frames.
    Now this is where we expect people like Liz4jesus and Truth and Justice to show their Christian values. I expect the worldly saints in Canada to renounce such inhumane behavior by the authorities.

        Thank you for speaking on my behalf.

        DNO warned this individaul a few weeks ago when she decided she would come after me–with whatever force–and claiming that they could not stop her. Well she quieted for a short while and she has started again.

        Frankly I do not even understand why DNO are printing out those kinds of messages. That person in questions almost never has anything to say about the message in question–but she continues mischievously spewing the misary of her mind on the grounds of my comment–even when I don’t even comment. And not only that, she claims that I should leave her in the hands of God.

        Well God is Spirit and it is by the Power of Holy Spirit that He does His work through His chosen people–He does not want me to remain silent, for who is going to use to defend my intergrity–if not me, myself?

      were u there? I am not sayig he should be treated like an animal but in Williams condition would u put him inside the van with the cops? William hasnt had a bath in how long, stink so freaking much, had poopooooooo on him and blood from dat mess on his feet what i am concerned about is why arnt the athourities letting him back on the streets? he is famous for entering peoples cars for several years now, just Tuesday he was caught by the cops well Esquire in someone’s car on Independent street so two days later he is arrested again for the same thing, i really would like to see what happens next, this is really ashame on the athorities part. pls do something to protect other citizens and get Williams some help.Prison is not for williams therefor we need a special facility to help these people.

        Where have you been? This “Frenz” individual has been going against you and me, with her attitude of harassment, for almost the whole month on DNO. It seem as if Lucifer has completely overwhelmed her mind. She has no fear of the Holiness of God, who can strike her when she is least expecting Him to do so.

        It is probably that you do not search DNO every day, otherwise you would not have missed those harassing messages from her–and you would not have a choice, but to respond to protect your credibility. I am so glad to read that you managed to come out for yourself here –look at her remark pertaining to you way above, here.

        I am now believing it is a female—in the first place men are not like that—and my instincts are forcing me to believe that I know who that individual is. If my instincts are correct she is not in Dominica, and has not lived in Dominica for a while. She resides in the USA. And neither is she a popular commentator on DNO, when she uses her real name.

        I have that instinct because that individual was on an email forum which I still receive and send messages to—no two people can have the same language and mentality—which is on DNO and used to be on that forum.

        She also used to speak to me on that forum–Just the way she speaks to us here–but then I was able to fix her up–that is why she stopped.

        Her political views are exactly the same both there and here—that is one of the reasons she is against me—even if she knows I want nothing to do with politics.

        That individual is also very sick in her mind; she uses other identities–such as Tut-Tut and others—except that she cannot change her form of language and mentality; and I cannot help but notice it, each time she writes.

        Even here, she used two Anonymous identities, to speak to me—one of them is even against herself, but she failed miserably in that comment.

        I imagine that she is searching for the support of the audience but to no avail. I know it is the same “Frenz” all along—but I am keeping my secret code to myself—for as long as I have to do so.

        DNO gave her a warning a few weeks ago; she calmed down for a while; but she is right on it again—I am sure that next time she calms down it is going to be forever.

      The police has an obligation to perform, to the people of Dominica and in the applicable area of those incidents. Under no circumstances should they ever scorn their responsibilities. It is no difference with the police throughout the world experience. They, too, have to transport all sorts of criminals, clean and unclean to the police station and to a holding cell.
      Does the DA police not have a van? Even not, if need be, criminals should be transported at the back of their vehicle. They should keep an ‘air freshener’ in their vehicle for that purpose.
      If he is taken to a holding cell or prison, the authorities should ensure that he be immediately cleaned up, given a shower with soap and a new change of clothes. They must be treated humanely.
      Day by day as I read some comments on this Website and some ignorant ones of people like you who appear not to be enlightened and have no compassion whatsoever, I wished that I resided in DA and were an authority in DA. Some of you do a lot of talking and writing but appear not to utilize your common sense so as to (also) assist the less unfortunate.
      You want matters in DA to be better? Then get with it and write the relevant authorities; keep at it but do so respectfully and peacefully. In numbers, overall, something could be done, if you too do your part. Criticism and pointing a finger at others will not accomplish anything. :twisted: :twisted:

      I do believe that they jeer at him through ignorance while not being aware that it could happen to them and those whom they know. They need to learn, “There but for the grace of God go I” and “Everyone gets a turn at the wheel sometime as the tables turn and all too frequently, be it in a different manner, when they least expect it.” If they knew that, they would feel sorry for him, a fellow Dominican and thank God they are not in such a position including to pray to God to help them avoid such circumstances. Ignorance is a hell of thing. I would never encourage anyone to act in such a manner.
      I thank my parents nurturing that I am not such a person that, no matter what to laugh at such people. If I ever dared do that (not that I would), they would give me a good scolding and remind me that it could happen to me or something similar, sometime as I age.
      Some of them may have been taught but they may have forgotten this vital learning and advice. It is not nice to laugh at people in less fortunate situations than we are. In fact, it is ungodly. It is a sin. God is not pleased with their gesture. Since the majority of Dominicans, young or old are Christians and practicing ones at that, those who did must pray to God and ask for his forgiveness and never to do this again for they have highly offended him.

    Good afternoon my people. This behavior by the Officers involved in the arrest and subsequent transportation of this prisoner is unprofessional because that is not how a prisoner or any human being should be transported the precinct.
    The Police Commission should suspend the Officer because if this prisoner is injured while being transported then this will leave the Police and Government open to a civil lawsuit. Now this man have mental issues that requires immediate medical attention and he was arrested two days ago for a similar crime. Was he release on bail for the prior incident. This is not the way to treat our citizens regardless of their situation. This isn’t anything to laugh about because the world is watching us and we never know where we can end up.

    This can happen to any one, and we should not make a show of it, but take action of this situation. Never say never, there have been millionaires who have gotten to the bottom and became homeless.

      The picture of him is really pathetic. He should not be laughed at. My heart hurts for him and others like him. None of us would like to be in such a position or to know that a relative or friend is in such a situation.
      Sometime ago I recall reading on DNO that there is a home for the homeless at the old Grotto. The government may need to build another home. Now that Dominica is more progressive than previously and the Internet is educating on also such matters, those in authority should be proficient in doing more for those in need as this man. I recognize that it is not an easy matter but we cannot say that they cannot be helped. As the saying, “Nothing beats a failure but a trial.” If only everyone who is aware of the plight of the poor would lobby the government or the MP including social service to help them.

      Do not be shocked or surprised. Every country has such people. They, too, have been debased by others and maltreated, no exception by members of the police force in their country. These people need to be helped.
      People are human beings and are to be treated with dignity and respect, no matter what their status. Most of all God demands it of us.
      In Canada, if it is known and proven that the police ill-treat them, they could be given a desk job, demoted, suspended dismissed or be imprisoned and have to pay a fine. It depends on the extent of their misdemeanor.

      I thought and stated that he is a nuisance. The only nuisance he is, he keeps on trying to open vehicle doors. If he finds them opened, he will enter in, search them for money and lie in them. He seems to be obsessed by them. He does not go into people’s homes. He needs help. He should be taken to a psychiatrist for counseling. Hopefully he will be helped. Indirectly, he is a man crying out for help and none have yet recognized that.

    Um that question (title) should not even be titled, who else should step in but the authorities? Dominica government need to develop some form of initiative and hire some people to deal with persons in need as this man instead of people crowding and “laughing while taking pics” like this lady is doing in the background, it clearly shows that these people have no form of an average level of good conscience. Two, it shows that they have NOTHING to do with their spare time. Go read a book and wait for the news to publish the information rather than crowding up a spot for nonsense.

    We have heard so much talk by the Skerrit Labor Government as regards helping the senior citizens,what they are not telling us is that,you must be wearing a red shirt in other to get help. Evanda Joseph is President of an Association specifically for helping senior citizens,have you ever heard him made a statement about the G.O.N.Emanuel bombing affair, but he was very vocal about Mrs Robinson’s death.     This is so sad and shameful. Yes William has committed a crime (a minor one) by breaking into someone’s vehicle. BUT the worse crime was committed by those taking pictures and laughing (). I hope the cheering crowd never has to witness a loved one in such circumstances.

    This picture is in poor taste. It is obvious that this guy needs help. Why are they making a big show of this sick man. He needs help. Why are Dominicans thinking this is funny? Why is this man chained like an animal for entering a vehicle? What was stolen? Who got killed? Why is he being treated so badly? I’m ashamed of these people making a spectacle of this sick man. He needs help, not be treated like an animal. So many worse crimes are being committed and they are going unpunished? The punishment doesn’t fit the crime. Come on Dominicans, have a heart! I thought we did!!

    I agree with you. I am a Dominican living abroad and I am don’t like seeing this. Not only is this man in the back of a van like an animal, there are people around laughing and pointing? How is that humane or right? Dominica needs trained professionals to deal with mentally ill people and make things right. Even the police should be trained and learn to have some heart by treating the people they arrest with some respect, even when they have done wrong.

    This is the life of some people living with disabilities. He most likely has some mental health issues which he is not treating.

    Dominica does not seem to be equiped for dealing with persons with disabilities, including mental health. Even though he is homeless and living in poverty, he should at least be receiving some medical attention. Th epolice should have taken him to the hospital mental ward where he should have been given a bath, treated for that “saw” if he did have it yesterday.

    but it is irresponsible of them to just arrest ahim and release him without getting him some help.

    this type of assistance seems to be lacking in our communities. However, i’m not surprised because from reading many comments on DNO, Dominicans do not seem to be very sympathetic to the plight of those living in abject poverty

      Strong comment, support you 99%, however the 1% is that he is purchasing crack cocaine on the river bank everyday so mental rehab may not help him. The authorieties need to put a stop to the person selling those pple drugs. Especially on the river bank side…They smoke their drugs right there infront of eveyone and the authorities are not doing anythng about it…shame..shame……

    It’s unfortunate and very disturbing that our country is in this state but sadly there are no institutions that are capable to deal with people like these. They are sent to jail with little or no treatment and return to the streets the same and when they are sent to the mental ward they return to the street because of the low level of security there and the quality of treatment that is issued. Like the new boys facility, we need a serious mental facility dedicated to treating and if not rehabilitating but helping these people.

      Besides the mini buses, that’s how prisoners are transported in Dominica not with the back open though but there are no fancy police cars and most times it’s whatever is available at the time due to the lack of resources.

    It is heart breaking that people are treating this man like a circus side show. Is that what we have become in Dominica?? We no longer care about each other or those who are less fortunate? This is in poor taste and those laughing and taking pictures of this man when he is at the lowest point in his life should be ashamed of themselves. Remember people life is a cycle and anyone could end up in this mans situation if dealt the hand he has been dealt. Instead pray for him and for God to protect you and yours from ever being in that situation.

    This is very shameful! The authorities who are responsible ( police) are detestable to have William in such a state at the back of the vehicle as if he is some benign freak. It matters not what he is on or what he has done! And to the ‘overweight’ lady taking a picture and laughing, shame on you too!!

    Dominica Has really gone to the ‘dogs’. From the release of murderers to the inhumane treatment of those addicted to controlled substances!

      I know William from Bath Road / Green City but regardless of what he is now he is a human being. Where are the people who want to make a difference??

      Make a difference by having institutions on the island that can help rehabilitate those addicted to drugs. Have a secure facility with rigid security and a thorough detoxification system.

      Let us invest in our most important resource ( people of DA) as opposed to worthless pieces of architecture such as state houses. Wake up before its too late.

    What a damn shame as a “Christian” country that this incident as reported above should have occurred. I have no problem with the police stepping in and doing their jobs but I take grave issue with the onlookers jeering at him and finding it correct to take his photo as if he is some hardened criminal or something. He clearly needs HELP!There is a saying in life which goes like this “what goes around comes around”. People be careful and mindful of how we treat others especially the less fortunate and those that may seem indifferent because I tell you in LIFE you just NEVER know.

Obviously, the man needs help..he looks sad and sorrowful and if we know him everyone would agree he has a mental illness and yes DNO, the authorities need to step in and make proper arrangements for people with mental illnesses. We need to educate our society for mental illness knows no class,or no genre of the society..so I pity the woman who stands by laughing and happily snapping on her phone…hope she has no friends or family members who turns out like him…let’s be compassionate it does not mean we condone the acts of breaking into vehicles etc and putting him in Stockfarm is not going to help him..he needs care, understanding and urgent help…

    This is how they treat people in Dominica…with no DIGNITY. Even if you do a crime, you have the right to be treated like a human…not an animal. Sometimes you are even innocent but the Dominica Police have no regards for human rights. That’s why I love Canada. Everyone has to be treated with dignity..It’s the law.

    i dont know what is going on but on wednesday. less that an hr after the police ‘arrested’ him, he was i was personally watching him on bayfront, walking and attempting to open each parked vehicle he saw. a police woman even came out of the court house and ran after him. that situation shld really be dealt with because i doubt he can help himself. and who knows, some innocent person may catch him in their vehicle and cld end up killing him. because the amount of blows i know he’s already gotten, any simple knock out cld be the end for him. and then that person cld so simply ruin his life.

    secondly this is just un-hygienic. this guy is digging thru garbage, he’s getting beat up and dropping saliva and blood all over, and then opening pple’s vehicles and touching their stuff. i dont know nah but something seriously needs to be done bout these pple.

    I see a broader problem here: The inability of our institutions to care for the marginalized and to protect us.

    The public seems thirsty for our justice system to work. It is clear that this guy is now a nuisance. he is known to be behaving this way. He may be ill, i do not know. However, it appears that the public’s fascination with and reaction to him is symptomatic of a society that is fed up with a justice system that cannot deal with persons who contravene the law, whether they are ill or otherwise. Therefore, the people want blood, literally.

    SO, you ask, DNO, should the authorities step in? Well, i hope that my preceding paragraph answers your question.

    How can the « authorities» step in? Legislation and accountability. Where it is proven that persons like this chap have fallen through the cracks because of human negligence, let us use the law to hold them responsible.

    How can the people step in? I am not convinced that the political leaders, on all sides, have gotten the message that we are fed up of the deficiencies in our justice system that make life unpleasant for us. I don’t think they do. So, the people can put justice reforms on the public agenda. Make our leaders hear that we NEED our justice to work for us now, not as it did in 1950. Of course, if the political leaders refuse to listen, well, let them face the ultimate price.

    The recurring image of vagrants scaring the daylight of other citizens is symptomatic of the decay of many of our structures. Capital among them is the judicial structure.

        The justice system of which i speak is built on law and accepts the supremacy of facts over speculation, rumours, and phantasmagoria.
