Darroux says it’s a priority of his ministry to revise the National ICT Policy Framework

Minister of Information, Science, Telecommunications any Technology, Kelver Darroux, has stated that his Ministry is in the process of revising the National ICT Policy framework.

He said so on Friday at the handing over ceremony of an ICT package from the Ministry of Health and Environment.

Darroux said that the Ministry has made it “a priority” to review the policy’s outline and emphasized the need to incorporate more advanced technology in the ministries, in order to increase efficiency.

“The Ministry of Information, Science, Telecommunications, and Technology is in the process of reviewing government’s National ICT Policy framework; and this is very important because we understand that of the various government ministries— agriculture, health, tourism—ICT has a very integral role to play,” he explained.

“And, therefore, we must incorporate greater technologies within the various ministries for greater efficiency. And that is a priority now for the Ministry of Information, Science, Telecommunications, and Technology to ensure that we review the National Policy on ICT, and at the end of the day, all the respective government ministries can benefit tremendously.”

Meantime, Darroux boasted of Dominica as a “leader in the telecommunications industry.”

“According to the growth and protection strategy, telecommunication infrastructure in Dominica is broadly competitive with that of the other islands of the Caribbean,” he noted.

He referenced the fact that Dominica is the first country in the world to operate a fully digital national telephone system. He said trends in other countries have also contributed to the island’s telecommunications advancement.

“…it was the first of the islands to grant a license to a telecommunications provider other than the traditional supplier—even in the advance of agreed regional decision-making on the matter. The trends and patterns witnessed in the other countries have also mapped Dominica’s telecommunications landscape,” the Minister remarked.

    Mr. Minister, the first thing you need to do is to remove the “Square pegs in Round Holes”.

    You need to collaborate with the private sector to do proper planning. I understand that there was an National eGoverment Steering Committee a few years ago authorized by Cabinet to do such reviews and planning that would advise Cabinet. What happened to that? Dominica’s digitization of phone lines was not a result of any government planning but the independent investments of the private sector.

    If you truly want to see progress, stop talking and constructively engage SMEs, NGOs and other governments.
