Opposition calls for revocation of alleged $32,000 rent payment decision for PM Skerrit; threatens legal action

Leader of the Opposition, Lennox Linton, has written to Prime Minister, Roosevelt Skerrit, demanding immediate revocation of what he says is a Cabinet decision to approve a monthly payment of EC$32,000.00 to rent a residence in Morne Daniel from Mercury Properties Development Ltd for the prime minister.

“It has come to public attention that on or about June 9th, 2020, the Cabinet decided to impose on the people of Dominica the extraordinary burden of a monthly payment of EC$32,000.00 to rent a palatial residence in Morne Daniel for the Prime Minister despite the availability of the Prime Minister’s official residence at Morne Bruce,” Linton writes.

He goes on to state, “The Parliamentary Opposition strongly condemns this morally and legally indefensible abuse of the authority of Cabinet. EC$32,000.00 is more than three times the monthly salary of the Prime Minister and more than the annual income of the vast majority of Dominicans. As Prime Minister for more than 16 years, you are well aware that Cabinet has no lawful authority for wasteful, uneconomical, bad value-for-money spending of public funds. You are also aware that based on established appellate jurisprudence, Cabinet does not have the unfettered right to spend taxpayers’ money in such a capricious manner without public tender or competitive bidding.”

Linton also cites “grave public concern” about the relationship between the CEO of Montreal Management Company, who he says is the sole director of Mercury Properties Development Ltd which owns the Morne Daniel residence, and Prime Minister Skerrit, with regard to over one billion dollars from Dominica’s Citizenship by Investment revenues for the financial year 2018/2019 which he has been calling on Skerrit to account for.

“The lack of transparency and accountability in the utilization of these public revenues raises questions about the source of funding for the Morne Daniel residence and your alleged ownership interest in it,” says the leader of the Opposition. “…Mercury Properties Development Ltd is now going to receive from the people of Dominica EC$768,000.00 on a two-year rent deal arising out of Cabinet’s unlawful exercise of administrative discretion.”

Linton describes the cabinet decision as unconscionable and a clear abuse of public office for the personal benefit of the Head of Cabinet.

“[It] is even more reprehensible coming at a time when government has failed miserably to provide from the cash reserves of the state, adequate relief to the people of Dominica suffering from severe financial difficulties on account of the COVID 19 economic downturn,” he contends.

“We strongly oppose the use of money belonging to the people of Dominica for corrupt, selfish purposes and demand an immediate revocation of the Cabinet decision to rent the Morne Daniel residence from Mercury Properties Development Ltd for EC$32,000.00 monthly,” states the Opposition Leader. “Should Cabinet refuse to reverse this decision that flagrantly contravenes the financial regulations for procurement of public services, we will use all legal means and the rights granted to us by the Constitution of Dominica to have this matter resolved in the public interest.”

Linton has copied the letter to the Financial Secretary and the Accountant General advising them to honour their rule of law obligations on behalf of the people of Dominica and refuse to make any payment from the resources of the state “pursuant to the unlawful June 2020 Cabinet decision to rent the Morne Daniel residence for the Prime Minister.”

    Telemaque, I am doing this, because after reading these comments here, I think that I am the only one who can challenge the things you write here. Your calculations are out of place; there is no such thing as “reality” in what you wrote above

    Are you charging your poor tenants, rent per day? And if you accept payments per day, how do you come up with your yearly $416 000 as you mentioned before? The year has 365\6 days

    Your figure per day makes a yearly payment of $417, 144, now you have added another $1, 144. 00 to your prior yearly calculation; you are making no sense, at all!

    Which accountant, do you know, who is able to calculate rent per day, when there are 4 months with 30 days, 7 months with 31 days, and 1 month with 28 or 29 days?

    Why do you think that the Government gives its employees monthly payment? And most regular employer pay fortnightly–a smart guy you claim to be!

    Hw much then do we propose that would represent a fair arrangement for he head of government? How much significance do we give to the office of Prime minister? What levels and quality of living amenities we believe is reasonable and fair for a Prime Minister? The complaint and avalanche of commentary is woefully short of any such alternative arrangement for the holder of the Office of PM.

    Bear in mind too that when former PM Pierro built his house in Grand bay, the same voices were raised in condemnation. When this current PM built his house in Veille Case, the same individuals and more were up in arms. When the State House was being built, there was more condemnation. Go back in time, when a former MP for Mahaut built his house, supporters of Labor were criticizing the size and costs as well.
    Will we ever reach the stage in our development when we can come together and support the social well being of our leaders – in and out of government?

If it needs upgrade, that may cost us all a lot less. This deal is a shake-up by a friend who our PM has given exclusive rights to over a billion$ to build housing in Dominica, this is how much more his greedy friend wants and demands and is shaking him up for it.     In Dominica, jobs are scarce; a nutritious meal is beyond the pocket of most residents; too many tarpaulin roofs still populate the landscape; too many public servants have to survive on starvation wages and salaries.

    To survive in this country, one has to be a magician or a miracle worker. Handouts, remittances from abroad, mendicancy are the main means by which many barely make it to see another day. Unfortunately, these sources of survival are rapidly dwindling.

    In spite all of this; in the face of such excruciating pain and suffering; in light of no increase for nurses, teachers and other hard working civil servants for over a decade; the heartless PM and his toothless Pitbulls have gifted the undeserving, severely corrupt prime minister with a palace and $32 000 monthly rent all from poor taxpayers’ money.

    How much longer Dominicans, will you sit idly by and watch your country’s resources go to the 1% of criminals dressed in jackets and ties?

    Skerrit do right! he should build similar size houses for each of his kids – if is dumb we to dumb ! but again the institutions on island are weak so the poor unsuspected people are left to fend for themselves. Just imagine if PJ had attempted to build a modest house for himself those greedy freedom hyenas, that have skerrit up now would have find all kinds of faults with PJ. Skerrit in 20 years from a very humble beginning without no hard work, unlike Suskie, Egbert Charles and others is able to build a modest 400,K house, re build his aunts and other family and friends houses in Vielle case, able to stand as shorty for the labour party house of over 2 million dollars in Roseau, he is able to do so many other things on a legal income of about 10-15 thousand dollars a month, and no one is concerned. Inland revenue, IPO, director of Audit, Bar Association, Church etc etc are all turning a blind eye. So again Skerrit do right !!

    Hence: $8,000.00 X 52 = $416,000.00/year…

      Right here, you would give Lennox a defeat in court, to write $8000.00 a week, calculating the total yearly rent of 52 weeks for $416 000. 00 per year, because you gave the year 13 months–which is not recognized in our Calendar.

      His own calculation, this time, is correct which is “EC$768,000.00 on a two-year rent deal”. Divide that by 2 you have $384, 000 per year, not $416,000.

      So you added another $32, 000. for the year, that would not stand in court, so once again, you are fired! The only people who is willing to accept is your looney (small-minded) followers of the UWP–how pitiful!

    There is adequate State Land at Morne Bruce, where our Chief Minister, Premiers and Prime Ministers used to live before Hurricane David destroyed the original Prime Minister’s house, and where PM Skerrit lived in another house for a while when he was a more humble Prime Minister.

            If man-bite-dog is really a male, I will say that his problem is punctuation in that he should have written: “and put us in a mountain of debt and quite a lot more.” The term quite, here, would mean higher than his noun, which is “mountain”, hence it is an adjective.

            “Quite in that term means “much” more than you can imagine pertaining to the amount of debt that UWP left behind.

            He could also say “much” less, still because of his uncertainty of the amount–but in both phrases “quite” represent the “degree” the amount, of stature or substance.

            Go above and notice all the writing errors that you have before you decide to teach other people, claiming that they are uneducated. If all teachers were like you, the World would be a huge troop of monkeys, because that is who you are.

        Now look at the house and figure how much it cost to build it? I am sure it is quite a sum. The builder would want to make his money back and I doubt that it is a meg $768,000–which is the rent contract for 2 years.
        Whatever the cost to build the house, that money must be replaced before the profit can be accumulated–of course, some people are greedy, but there are strict rules to be met.

        Now, the state is only responsible for $384,000 a year, to house the Prime Minister, isn’t that easier for us, than if we had the burden to provide the cost of building the house from 2 years ago; among all the other issues that we have been facing today? What do you think?

      By squandering a GOLDEN opportunity to contest the last election, UWP told both CARICOM and the OAS they agreed with Levi, and also rejected the Election Reform Report. I hope they learn from this mistake and listen to those who advised them not to compete.

      For there to be a 1 positive and 15 negative views towards this piece, is a clear demonstration of the religious party allegiance, and party loyalty that exists on both side of the political socialization in Dominica. There seems to be no real analysis and discussions that could end the talking, and help grow the consciousness of the youth in Dominica.

    The government of Dominica provides a residence for its Prime Minister as mandated by law. Traditionally this has been located at Morne Bruce with easy access to central Roseau, the seat of government and providing excellent security. If the Prime Minister is not satisfied with these arrangements he can express his feelings and alternative accommodation may be found for him but only with the approval of his employer, the State of Dominica, which provides this perk during his tenure. It is a benefit in kind and should the costs of providing it exceed the provision made for it, the incumbent should pay the difference out of his private means.

    This is value for money. The Prime Minister has been holed up in cramped quarters unsuited for a head of government ever since Hurricane Maria destroyed the already wanting official residence of the Prime Minister at Morne Bruce. In fact government should move as soon as this tenancy is up to acquire this property for the Prime Minister as it is suitable for his occupation as such. Alternatively, the State may want to consider building such a fitting property at Morne Bruce for the office holder. I understand that the PM has at times even had to beg lodging by his in laws.
    The Leader of the Opposition is being small minded and petty by this. If he were called upon to vote for $3M XCD I wonder if he would support the measure. Come on now Mr Linton, grow up.

        Channel 1, Donald Trump was a 4 billion dollar man before he became President of the USA, through his Real Estate Enterprise, I am sure that this Enterprise is still in function. So there is no big deal in him donating his income to so something good, he doesn’t need that. money–even if it is a yearly $400.000.00.

        And not only that, who is paying the services at the White House where he lives? But don’t answer that question. I already know the answer.

            I don’t think it is the latter, because what you wrote above confirms my own input, you simply add to it.

            I don’t speak things that I do not understand spiritually or mentally. If what I said is not true, don’t blame me, you are always talking about education, I read before I write, or I speak after I have received my insight from God’s Holy Spirit.

    Lennox, you are absolutely right. This luxury for one single person has to stop. If he wants to rent the property – fine but pay for it out your own pocket. That of course raises the question how a PM who earns $10,000 a month can afford a mansion for $32,000 per month. Isn’t it alleged that the property is actually owned by Skerrit and he has his friend Hayden As front man claiming it’s his property and collecting the rent on Skerrits behalf. Where ever you meet Skerrit, there is a scam nearby. That man has single handedly dried out our beloved country. He has to be stopped!!!

    Our PM is fleecing the Treasury and doing so with impunity.

    PM say thing are hard and the country do not have money so…..
    1. No Stimulus check for folks affected by Covid-19
    2. No increase for Police, Govt workers and Nurses.
    3. No money for bus drivers due to Covid.
    4. No money to pay student fees at some Universities.
    5. No money, so we cannot reduce VAT from 15% to 10% to benefit the people.
    4. But yes $32,000 monthly is available to pay his rent to Montreal Management owner who on the face of things owns the property and was given the contract by the PM to build all GOVT houses in DA.

    It is plain to see the Dominica GOVT revenues( passport sales included) is not for the PEOPLE but for Skerrit and his INTL friends.

    Under Skerrit’s stewardship, democratic norms have been badly eroded. Every dealings of this government that should be public knowledge is buried under layers and layers of darkness and secrecy. A government that operates above board welcomes transparency. Any government that is shrouded in thick darkness is because it has something illicit or corrupt to hide.

    Dominica is rife with corruption. It has permeated all levels of government and the country in general. Every important organ affiliated with the public service is heavily influenced by Skerrit’s corrupt tentacles. ( police, courts, parliament, electoral office, AG’s office, Permanent Secretaries, village councils, etc.).

    We, the people, should not leave this particular issue to Mr. Linton alone. Only our collective opposition to these deeply entrenched corrupt practices will bring about positive changes to bad governance in Dominica.

    There is absolutely no justification for this excessive spend for the position of Prime Minister at this time in Dominica, when our Per Capita income must be LESS than $1,000.00 per month. It is living way beyond our means as a nation. The nation cannot afford this largesse now. The cabinet members and all others involved in this decision should know better and carry out their duties better.

    The whole matter is shocking because many people were eager to support Mr. Skerrit as a politician when, in his early days in public office, he had sacrificed and donated a full month’s salary. The gesture was remarkable and indicative of someone who could be given the opportunity to handle all the resources of the nation. He showed integrity, compassion, ethics, and understanding of the tough economy back then.

    All Mr Skerrit had to do was to renovate and modernize the building assigned as the Prime Minister’s quarters in Morne Bruce for himself and those who succeed him as PM.

    Are there not people that claim to be born again in the cabinet? If so how do they sign on this thing? Are there not pastors, priests and preachers in Dominica? If so why are they not condemning this broad day robbery and oppression of the poor? Have they not seen this passage and many more that condemns such thing: “Rob not the poor, because he is poor: neither oppress the afflicted in the gate 23For the LORD will plead their cause, and spoil the soul of those that spoiled them- proverbs 22:22-23. No one has done more for humanity than God. Yet he says in Luke 9:58 “The foxes have holes, and the birds of the air nests; but the Son of Man has nowhere He might lay the head.” Skerrit carefully thought and planned to make us poor so we could depend on him for house. He systematicly got rid of our farms, Ross University and everything we did to earn a living. Then he paid hungry citizens large sums of money to run for him so they could repay him with a mansion? God have on us

    At least 70% of Dominicans earn less than a hundred dollars a day and yet cabinet renting a house for more than a thousand dollars a day for the prime minister?
    Less than 50% of Dominicans earn less than $32, 000.00 a year, yet cabinet renting a house for Skerrit for $32,000.00 a month? Allah magwaysa!       The reality is Roosevelt rent is: $1,142. 86 per day; I know people who can throw that kind of money out the window every day of the week for as long as they live; nevertheless they own their house.

      The majority of working people in Dominica do not earn that amount of money in four weeks never mind in one!

      That is the sort of thing Dominicans brought on themselves, some rather eat dirt hoping, yearning for a few pence to buy food; sitting back in misery while they ensure Roosevelt lives off their blood like a king!

      I’ve seen a white criminal murdered a black man by kneeling on his neck!

      The the corrupted dictator Roosevelt Skerrit has his knees on the neck of Dominicans, slaughtering and kill them slowly, yet they take the cruel punishment, while he and his family laugh at the idiots night and day while he drinks their blood as a the vampire he is!

PM you were raised in a simple house and as soon as you became PM you built a mansion at Vielle case and all of a sudden you not happy with you Vielle case mansion? So PM if you are not happy with all what you have, what then will make you happy? What will give you peace PM? You are not happy and satisfied with anything you have pm?     I take the following angle to this national saga:
    Let us agree with the statement for a while that the State has an obligation to provide housing for the Prime Minister. Why would the Cabinet take a decision to RENT a property instead of BUILDING one??
    That decision, from where I stand, is indeed a BAD one since it would require that the State is CONTINUALLY going to be paying rent for as long as there is a Prime minister.
    The best decision would always have been, from a cost benefit standpoint, to BUILD the residence. Further, the cost to RENT the premises for the initial period of two years, according to honourable Austrie, could EASILY construct a building, with the attendant characteristics required for the PM!!
    Matter solved!! So I can’t “overstand” why Cabinet took the decision to RENT instead of BUILD🤗🤗🤗
    I would, based on the above, NEVER give the Cabinet the opportunity to manage my finances, cause they would run me broke!!

      If that is true the only thing I would like to know is, who are the cabinet ministers that signed conspired against Dominica and, who if any that did not sign up on that? I already know Blackmore and Reggie, based on their program on Kairi are not in favor of it but they still agreed because they haven’t got cricket balls. Ian has already told us that he sold his heart and soul to Skerrit so we know he signed it. Rosslyn we know is greedy and will do anything for money, so she signed it. Catherine Daniel is a strong supporter of Evil, so I know she signed it. One of them I heard is a pastor’s wife but the fact that she aligned herself with Skerrit tells me that her God is her belly and will do anything for money and the same is true about anyone who calls themselves followers of Christ because there is NO way a follower of Christ would align with Skerrit. This thing is evil, devilish, greed and trust me Skerrit will not sleep comfortably on his bed and neither those that signed it.

        Right and wrong are concepts we use to convice others of our perspectives on issues. People think that PM Skerritt is “fleecing” the country. Other see the rental of this property as corruption. The people need not exaggerate to make a simple point, “We do not approve”. In a land where the minimum wage is $4.05 per hour, spending $32K on accomodation for the Prime Minister at this time is irresponsible and unconscionable. It is not fleecing as it is not for his personal gain (I hope) and corruption has not been proven.

        Secondly, our Caribbean culture has not yet allowed us to think of spending lavishly as a society. Even if this were an official PM’s residence, the cost of $29 million coming from the treasury would cause some concern. The drawback is the Skerritt administration has not grown the Dominica economy to the point where it is balancing the nation developmental and aesthetic’s needs. A government agreeing to this kind of spending has lost sight of the national…
