Austrie talks tough on East Canefield squatters

Austrie said the gov't evict all squatters from state lands
Austrie said the gov’t evict all squatters from state lands

With only one day left for squatters occupying government lands in East Canefield to be evicted, minister for lands, Reginald Austrie said the authorities will use every possible means to get them out.

“The government is very, very serious and wants to reiterate that if by the second of May, which is Friday, the persons who are illegally occupying government lands do not vacate those lands, the government will use powers in the law to ensure these people vacate government property,” he told state-owned DBS Radio.

He stated that Dominica is run by laws “and not men with guns and bows and arrows.”

“What is happening in Canefield is lawless practice and that has to end, that has to stop,” Austrie noted.

He went on to say that if the practice is allowed to continue, Dominica will become “lawless and ungovernable.”

“The government of the day has to do everything within the confines of the law to bring some order in the system and to do the things properly,” Austrie stated.

He pointed out that any houses built on the land will be demolished.

“The government, through the Director of Surveys who is the custodian to state lands, will move to the magistrate court to get an order to expel those people from the property,” Austrie remarked. “And 2, under the Physical Planning Act, compliant notices will be issued and at the expiration of the prescribed duration of that compliant notice, the Physical Planning Department will move to demolish every single building that is on government’s land without the authority of the state.”

According to Austrie, plans are already in motion to execute the government’s plans.

“We are very, very serious about this and mechanisms are already in motion to ensure under these two pieces of legislation, the State Land Act and the Physical Planning Act, that government will reclaim possession of this land in its entirety,” he said.

It has been reported that in recent times, there has been an influx of squatters in the area.

This has caused concerns among members of the nearby community.

Some of the squatters allege that they were given permission to settle there by government ministers, but this has been denied.

This is the only time yon Ministers of Government talk bout the laws of Dominica. When it benefits you all you guys break down the walls of law. But when is for the poor man you all hold that wall in front of them. Double Standard men. The walls were broken when you all secretly allowed them to take the land. Now that it has become an issue and no longer working in you’ll favor allu trying to use law to fix the problem. DOUBLE STANDARD I SAY.

People politics aside please. We must all be responsible. I am sure there are people who genuinely need housing in the group, but a system must be followed. Other people see an opportunity and are trying to take advantage, hoping they will benefit as a precedent has been set. One wonders how the squatters will fare if there is a serious hurricane which damages their houses. They are in a hilly area, exposed to high winds.
Will they come to the administration/Government of the day and ask them to spend our tax dollars to give them new homes.. like some who squat in ravines and expect money to flow when flooding occurs? The Planning department must be more vigilant.. yes perhaps they cannot check the entire island, but Canefield East is an area close to the capital and some people have been there for 5 years. It seems the recent squatters are more aggressive. The same thing happened with the St. Aroment back road. They allowed the guy to build a house on the edge of a narrow road which was earmarked for development… They were aware he was building and only did something at the last minute. If Planning needs staff, get some from the NEP program. It seems to be a good idea that’s working. The authorities should add these names to the list of people who need housing. h One also wonders how they dispose of human waste, do they have soak aways or some sewage system? Are they connected to the normal sewage system? People, please, let reason prevail.

Let reason prevail, are you saying that the squatters are not paying tax like you do? Really? Some people are so self centered. So….those squatters are Haitians, chinese or spanish and even those pay tax. What are you really saying? Did you read your statement before you posted it? Utter Rubbish! Some of you people act like the squatters are foreigners or animals. Human beings that there. DOMINICANS damit!
Celebrating another man’s cry. FIRE pon you critics and war instigators. Their own at the front but yours behind. You never know where you fall. Be careful. Life we living and the world is a cycle. There is only one almighty and he is the creator. He sees all and hears all.

We must leave all material stuff and berry under that same land y’all being greedy for. This material is a need to some of these squatters but to some of you, it’s “bling bling”. The lord is thy shepard thou shall not want and whatever you do to the least of your brothers shall be done unto you.

While the Govn’t have in mind to assist while putting measures into place and putting law where it should be, you are just plain negative, let reason prevail. What reason that prevailing? CRAP!!!

Austrie and the lobour party have now realized that their miscalculation/conspiracy is likely to cost them too many votes from the residents of Cane Field East, so they are now talking tough. They have calculated that it is better to lose a few votes from the squatters (Red Clinic regulars) than to lose most of the votes in Cane Field East. This is the same Austrie and other government officials who have given poor people the laissez-passer to squat on government lands, telling them that they have a right to own a piece of Dominica, including land in Cotton Hill. Ask Mr. Austrie, he should know what I’m talking about

Ok So Austrie you is a man dat went to PSS right if not you got some higher education somewhere,,,

    So Check dis out,,,

Soh Dem Albinos Claim they Sent Christopher Columbus on a Wild Goose Chase to see if dey could figure out what dems Moors told dem about the Realm they Claim to be earth was round right???

According to the Geological Facts the Gulf Stream circulate from Gulf of Mexico up to North America’s Eastern Seaboard across to the British Ilse then down the western European Coast and on to Africa making its way back down to the Caribbean, was Able to Push dem Albinos non-sailing Ships down into a region they thought was India,,,

By Happenstance dem Albinos Stumbled upon some islands and long story short dey Claim dem as Colonies, because dey claim dat no Christian was on dem lands so dey have right to claim dem lands, and juss stay dere,,,

According to Ivan Van Sertima, the Guyanese Scholar in his in-depth Research and factual analysis: “They Came Before Columbus” there is Proof that Africans (Moors) had already Circumnavigated the Globe and was on those Islands long before dem Albinos came,,,

With all the aforementioned facts stated, and seeing that Dominica is merely still an Estate of the British Crown, still governed by its Privy Council and its tribunals, and seeing that the Inhabitants on Dominica allegedly occupying the Cane-field Estate lands are actual Moorish descendants of those original inhabitants on that said land whom came before Columbus, were occupants before them Albinos came,,,

Whom do you think is the Ones with Superior Security Interest??? Them Albinos that Austrie is representing therein Stead, or them Moorish Descendants whom came Before Columbus,,,

Garçon the Government of Dominica as assembled is Fictitious, invisible, intangible and only exists in the contemplation of Law making “The Government of Dominica” merely a creature of Law and nothing more than words on its Constitutional Documentation, therefor those Ones whom allegedly occupy these lands at Cane-field have more lawful Right to be there than anyone representing therein stead for The British Crown, its Arbitrarily established tribunals or the Roman Curia,,,

But All Dat said Marn doh Expect dem DNO people to bring dem facts to Light nuh,,, If Dey Do den redemption is closer than we can imagine,,,

Can the minister of lands clarify (1) is it true that new drilling of land in the Roseau Valley may commence. (2) Its it true that there has been a failure in a previously drilled well. (3) Is it true that due to the failure of a previously drilled well another has to be done to accommodate the reinjection of toxic material taken off during the earlier drilling exercise. (4) is it true that works WERE IN THE PROCESS of drilling a 500 meter well in the Valley of Desolation……. You see that is of concern to all land owners in the Valley. It is a concern to the people and LAND of DA itself. Then again you have certain people saying that these allegations are coming from a political party that sings malicious melodies for bedtime stories and is prepared to take us to Dominica’s past. I have been listening and reading on this current event and boy does it show us up!
It is clear to all and sundry that at one time or another that Gov’t its individual ministers may have given permission for political support/votes. It now appears that they are being pressured by vacillating individuals for want of a better word. Maybe I should just spell it out seeing am no hypo.(opportunists)
Remember, the former DFP’s youth arm leader converted/ installed/injected/ propped-up/turned to Labourism( Reader take ur pick) told us after Mitchel won all seats in Gree he was jealous of Mitch? He wants all 21 in DA.
This is a chess move in that direction.
Now the Minister responsible for certain chicken parts inadvertently tells us f: that Dominica is run by laws “and not men with guns and bows and arrows.” What a strange contrast! He goes on to state:What is happening in Canefield is lawless practice and that has to end, that has to stop,”.
He went on to say that if the practice is allowed to continue, Dominica will become “lawless and ungovernable. This is so
comical but in all serious thought who is uttering it? The first remark demonstrates a great deal of disparity however that is the contemporary thought of those in office.
They have the guns and the populace of squatters have the antiquated bows and arrows.
So both the former young DFP imposed leader of the DLP and his jungle educated minister of certain chicken parts along with Rayban glasses minister and the rest of the click
say one thing to the squatters behind close doors and take a fake stand with the rest of the public’s they low hanging fruit, the sexy ladies, lawyers, docs engineers. farmers etc
These guys speak according to the audience. However there comes a time when they not only intersect but become the whole. Like May 02-2014.

Hey! Medical Pot. You are deep . I thought of the comparism and finally figured it out lol! I hope readers get it this is a well thought out comparism and the message is there but will take time for some to get it. For some it will just fly over their heads. The” Bright lawyers” will explain to the shallow ministers- they are well known & and they know themselves. The 80’s song( Careless whisper.) has a line which reads” Ignorance is kind. We have lots of Carless whisperers on island. Just like in our Tourism slogan Am D/can are you Am a whisperer are you?
Medical pot, you said the intersection would be today. There is still time? I have not seen nor heard PWD equipment or should I say Instruments-to quote former UWP party leader(Lawyer at that-now in exile. ) at Canefield East yet. Do we have to wait 27 more days?
The day is still young. Just as the UWP current leader would say adding my 5cents piece. We are not hearing him either. lol!

        May 2, 2014

Interesting take Medical Pot. I gather from your fine interpretation & analogy, there’s much contradiction. You are saying where sit is not where they stand. I concur.
Triple standards of our Gov’t ,Opposition and society by extension. Like you stated opportunists-parasites with human faces posing as human beings. In Gov’t and civil servants not forgetting the lairs/lawyers as you so rightly pointed out.
Lets see what the opposition has in store for the next 27 days seeing thus far. The deadline is uneventful thus far. PWD” instrument” to quote the one time opposition leader, now in exile) equipment and the special forces the same one which impeded the arrest of a lawyer in Dec 2010.

      • Mouche Miel
        May 2, 2014

correction: seeing thus far nothing has taken place today. Are the squatters intimidated confused by their triple standards or awaiting help from the once called The solid team-no gaseous? That is how the Medicine man self acclaimed then leader 1995-2000. called his team.
He is waiting to be installed as President like the Allaytolla when his party wins and the Allaytolla ‘s term is over. They might even force him out. Canefield East Squatters are like the Ukrainians now. Soon wee are expecting progov’t ‘supporters & opportunists to storm Cnefield East Squatters shacks.

The regular visitors to DON will or should remember an article written by a property owner in the canefield East. That article was posted last year and writter was expressing concern regarding the “cite’ Soleile” that was developing in the canefield east. The squatting began before that. The pr pole in the area were concerned before that as well.
Now that many of these squatters have invested their time and money while politicians allow them to do so I am very curious at the government action. I do hope that there will be a stance for the squatters. The government cannot kick them after allowing them to stay. I do hope that a lawyer or some lawyers stand with the squatters.
I am also curious to see how the government is going to deal with the people who according to Skerrit were there before the last couple of weeks.. let us see if all squatters are squatters in this situation.

    • Anonymous
      May 1, 2014

well if my memory serves me well! the government has always been breaking down the house of squatters. in 1990-95 under the DFP houses were broken down around the country by housing division in yampiece, tarish pit and so on> under workers in Yampiece i recall houses being broken on the developmen below the new state college. some were fortunate and were allowed to stay others were not i even remember the man who was breaking down the houses broke down his own children mother’s house in yampiece she squatted and built if you think i lie ask yampiece residents tarish residents below the hospital and fly city people like marie bwele. So if Skerrit want development that is organised and coordinated to increase the value of the surrounding developments i say SQUATTERS GET OUT! PARRY, I would remind Regie that is was his Government who allowed the squatters of Chance to remain on the land at $1.00 a square foot, therefore, the squatters of East Canefield, should be given the same opportunity. I would further advise the squatters to take a stand, no land no vote.

The Law as I know it, any Law, those who do not have a valid address or a stable one for that matter are not allowed to vote. Same as not being able to receive government assistance. The latter may be different in Dominica.

” lands do not vacate those land, the government will use powers in the law to ensure these people vacate government property,” (Austrie).

    “use powers in the law.”

Only in Dominica we find ignorant politicians who does not know how to utilize the English language to express themselves talking rubbish like this man. It is not because I wish to make a big deal out of spilt milk; nevertheless, people like him are the ones who like to talk about degree, as if it is a must have in order to even be able to think cognitively.

The definition of “power” is the ability to act, or produce an effect, such as the capacity for being acted upon, or undergoing an effect; again such as legal, or official authority. When a law is written, it gives the authorities, and citizens alike the right to function within the law.

In order that the law can be implemented and understood effectively, there must be written in the law something known as the “ramification,” ramifications of the law that explains how the law should be utilized. It explains the rights of individuals, and also the consequences when the law is violated, and that is what this man might be trying to talk about when he rambles about ” powers in the law.”

I am not into law but I believe pertaining to law it also implies to split up into branches, or constituent parts, in this case the law will have a section dealing with squatters, another section may have a claw dealing with over grown grass, and trees, or stagnant water: that is the ramification of any written law.You Dominica politicians need to research you topic before you commence talking nonsense, giving people like I the kid who have nothing to do most of the time the opertunity to talk about you, and expose your inaccuracies, and incompetence!

    Hahahahahahahahahahahahahahahahahahahahahahah!

You are fighting a loosing battle, for united they stand, divided you will fall: the squatters contend that a government minister gave them permission to occupy the land, that means they have the authority to be there, now you are anticipating, and contemplating brute force to remove then; something is radically wrong, and is an indication that the government is not operating in unison; the government is not functioning in a collective manner or order; you are in disarray.

stop writing nonsense!!!!! the country have laws and they have to be followed by all. I need land also can I simply go and occupy govt. land and call it mine? the answer is “NO” you know that. So why should they be allowed?. The pal rep may not be using the english language in the correct context but we all understand what he meant. I know it is difficult but please try to be fair in your statements/expressions.

Polo, let me show you nonsense:

        Looks: (stop writing nonsense!!!!!).

That in bracket is nonsense; that proves you are an uneducated fool, check out the rest of how you write, and as someone told another person they need to think about arresting their stupidity; I suggest you do the same. You all like to talk about law, lots of people including politicians break the law in Dominica.

If a politician gave permission to the squatters to occupy the land, he/she broke the law when he/she advised them to do so; and if he advised them on his own without the knowledge of the entire cabinet, is an indication that the government is not functioning collectively, nor in unison.

Every individual politician in the county seems to be operating within his or her own rules, they make decisions on their own and not collectively, an idiot like you with no name will always have an upside down vision, and view of what is going on around you!

Pick the mote out of your blind eye before you tackle me you little dunce.

“Francisco you are now an english teacher. Wow. what will a real english teacher say about your writing?”

Well, let me tell you what an English would say about your writing.

The English teacher would tell you the “e” in English is always capitalized, and never written in a lower case “a.” Secondly after a full stop; (a period), the commencement of a sentence must be commenced with an capital letter.

Note: this is your writing (Wow. what will). How can you run off your mouth to me when you are worst off than I am grammatically?

My submissions are submitted with plenty of errors, which includes fragmented sentences, and a few left out words, I am very much aware of that, and the reason is I am in a habit of not reading back when I write; I do not edit, but don’t you ever try to compare yourself with me educationally because you are far from been in the same class as I am.

Yes, we are in the same school, however, in a different class altogether! I am capable of teaching you more than just English, any day of the week; and by the way, I will continue to expose the crap and the short fall of any Dominica politician when they blunder, only to embarrass them, and let the world see the kind of people we elect in Dominica to represent us, and neither you nor them or anyone can do anything about me!

Let it be know that no politician in Dominica can retaliate against me, nor victimize me in anyway; you can’t either.

You can’t handle the truth, sir. Your arrogance makes you a laughing stock. I do not want you to dignify my comments. You are too full of crap to matter. When you act like a bully, I will expose your monkey’s a.

What the —- is “a claw” in the law?
“You are fighting a [loosing] battle….” What’s that crap? (Doc Love, take note……article re: Casius Darroux).

If you are critical of people’s competence and intelligence, you better watch your trail. I am tired of boastful “educated” guys using “loose” for “lose” repeatedly and bashing others for lack of command of Her Majesty’s language. Forgive them, oh Lord, for they know not, that they know not.

I refuse to dignify that you see because if I do it might send you diving of a cliff, however, the term claw indicates a “process” okay, so do not blame be because you are shallow.

And let me destroy that so called UWP also, when someone writes “Wow” the do not put a implement a period, or full stop. Note: Wow is an expression, therefore the exclamation (!) is the most appropriate to be utilized as such: Wow!

Austrie states that Dominica is ran by laws “and not men with guns and bows and arrows.” And “What is happening in Canefield is lawless practice and that has to end, that has to stop.”
I say, if the government itself would act within the law at any given time, maybe the citizens would be encouraged to do so too.
So, Austrie, practise what you preach first and I am sure Dominica will be a much more law abiding society.

Also is the the only person in dominica that is currently being squatted on .

Big talk, I don’t expect any action. We heard of the same big talk in Chance Portsmouth. I understood, it is alleged, it is rumored, call it by any language you want, a close family member of a Minister of Government resides in Canefield East as a squatter, therefore, it will be interesting to see who stays and who goes.

    • Simply the Truth
      May 2, 2014

But they have family. Why can they not reside with their family? Some of them may never have tried to obtain employment. Living free on the land, they will never have the urge to seek employment but will be living off the avails of taxpayers, what the goverment can give them. These people must learn to be independent and do something for themselves and not depend on the goverment and public land.
Who is turning D/ca into a land of poverty? It is not the government. It is those who will not seek employment and not assist their country and help to build it up. They owe something to their country.

    • Simply the Truth

When you obey the law and have respect for authorities you will not be hurting morally and otherwise. Some of you are imagining things. Are you sure you do not need to see a psychiatrist?
As for morally it has something to do with godliness. When last you went to Church, prayed to God and performed an act of love to a fellow person or for your country?
Our Lord said, “Apart from Me you can do nothing.”

    Austrie,
Thats’ is not a solution to a complex problem. This shows that your govt lacks depth and understanding of complex issues-now that the lands are occupied by people, families, children, with obviously no viable alternative, are you going to come tomorrow and demolish their housing without any viable alternative? What if they take up residency in the center of Roseau or in the botanical garden or in the stadium? Are you going to demolish as well?. YOU have to sit with the people and discuss a a possible solution. You must identify a suitable location or means by which they can move otherwise your responsibility as a minister will be be seriously questioned. Only in Dominica can a minister talk trash like that-
