Member of Parliament for the Roseau South Constituency, Joshua Francis, has dismissed talks of disunity in the United Workers Party after members walked out of parliament while the National Budget debate was being wrapped up earlier this week.
Francis did not join his colleagues as they walked out of parliament and he has come under pressure from some quarters.
Among the critics is talk show host, Angelo Allen, who believed that Francis had damaged himself.
“He damaged himself, not because he had any bad intentions to hurt anybody. However I believe what he has now put on the record, though inadvertently, is that he is not a total team player,” Allen noted. “That he does not have this fraternal over standing that when you are part of a team, you are an embodiment of that team and so when the team moves…you must move.”
But Francis is shooting down the claim.
“The bottom line is that I am not damaged, I will not be damaged,” Francis said on privately owned Q95. “The team continues to be a team. I am a team player. I will continue to do what I have to do in the interest of Dominicans and the UWP.”
Francis sought to explain what happened.
“What happened was not an issue of compromise or not,” he stated. “The situation arose and I stayed with parliament … during the course of parliamentary proceedings anybody can walk in and walk out. We had not taken any decision as a party to walk out, there was no communication that we were going to do it. It is not reasonable to conclude by implication, by virtue of the fact that every member walked out, I should walk out.”
He noted that things are done by reason and logic and not because you feel like doing it.
“Ultimately Joshua Francis felt what he thinks is the right thing to do and not at any point in time it never occurred to me that I was doing something against the party’s interest,” he stated.
He also dismissed talks of a power struggle in the UWP camp.
“It is nothing more than talk. It is nothing more than an untruth,” he stated.
According to the UWP, members walked out when Prime Minister, Roosevelt Skerrit, stood up in parliament before 12 government ministers and some members the UWP, had made their contribution to the budget debate, essentially signaling it was coming to an end.
“Remember Mr. Skerrit did not stay in the parliament during my presentation,” Opposition Leader, Lennox Linton said. “You know, three minutes into the presentation he left, he was absent for the entire afternoon session. He came back to parliament when Justina Charles was speaking. Right after Justina Charles finished, he stood up to wind up the debate.”
He pointed out that since the UWP could not contribute anything to the debate, they packed up and left.
He said it would have been nice if Francis had joined the rest of his colleagues.
“It would have been nice if he had come out with the rest of the team, but there was no instruction from the leader to the team as a whole to leave the parliament,” he said, adding that in their interactions as a group Francis has taken the longest time to make up his mind on “serious issues” unlike him who is a spontaneous person.
“So in the circumstances that’s how I understood him,” Linton said. “Not that he wants to stay necessarily but he wants to see what is going on. And like I said, it would have been better, it would have given the perception and the comfort level of a team united but the fact that he stayed showed disunity but I can understand why he stayed.”
Jeers of “run, run” could be heard from the government side as the opposition made their way out.

What I would like to see is good discourse-agreeing to disagree without walking out of Parliament. If Skerrit wants to walk out of Parliament then it is his fault, but let’s not do the same. We are here to show we are different from the DLP. Let’s stay in Parliament and discuss the issues and if Skerrit wants to stay away from the issues the people will see that. But let us as UWP stay in Parliament and show we are different.
Once again Skerritt has displayed his sense of arrogance; disdain and scant disregard for anyone who disagrees with his STUPIDITY. When is he going to get it that the House of Assembly is where the PEOPLES business is being discussed. What a big difference between the two- Lennox and Francis, Leadership counts. Francis you have demonstrated the qualities of a true Leader; not the one( Lennox) who feels he can send all the punches and do not expect to be punched. Lennox must take a page from your book.
Joshua you say in one breath that there is no disunity in UWP and yet you go on to explain and give the evidence of major disunity in UWP, and that is coming from an Attorney at Law. I think that the strategy used by team Dominica is a sophisticated move that is above the pay grade of the ‘average joe’ and that is why it is perceived as disunity. As sheep the members on the other side of the aisle (DLP) would probably act in unison with their shepherd.

I am not sure ‘Respect’ that is true in this instance. When you have the Speaker and so called PM in the House then you cease to have Parliamentary debate. The House s where the people’s business is conducted then becomes ‘Clown Ville’. Mr. Francis made a mistake and he will learn and recover from this experience.
A breath of fresh air in dominican politics. Walking out is more e damaging to uwp image than Francis staying i would have rather they stood up to the man in fact stand up to the point of being thrown out cause we already know the tables are against them. On that note some of the government Parliamentarians need to take a page from his book and realize that they need to think independently and not just agree with everything their leader says or does do what best in the interest of the nation and your constituents. In closing my recommendation to mr francis is to look into the development of a new party that embodies your values and beliefs. I did not want to get into this; I even wanted to take a shot at my own village boy Angelo; but after reading the article a second time, I am convinced that Francis is motivated by some personal agenda.
I am suspicious that he is a traitor; I suspect he is another Timothy in the making: we saw what that Barnis woman did to the UWP when the coalition was formed, she jumped ship and went with the coalition helping to form a government, simply because the late Rosie Douglas offered her a few dollars, and a trip to England!
When we heard of the Shine Company removing good from the custom without paying duty; the Labor party blamed it all on Timothy. In the final analyst, Skerrit drafted Timothy into his government naming him Minister of Health. The people were bribe to vote for him after that.
I am predicting that Francis is about to cross the floor, he is about to become a minister in Skerrit’s Government. For all we know he might already be a minister without portfolio!
It is the first time in the history of parliament that the government boycotted its own budget presentation. Foolish DLP supporters are laughing saying that Skerrit caught the Opposition with their pants down when He closed the Budget Debate on Monday, preventing most of the Opposition members to make their contributions on the Budget Debate. What the DLP supporters have failed to see was that when Skerrit closed the debate he also prevented 14 government ministers from contributing to the budget debate. Miriam Blanchard was so disappointed that during the debate for the overdraft approval she embarrassed herself by breaking the rules to read her budget presentation during the overdraft debate. She had to be reprimanded by the Deputy Speaker. Apparently it’s clear that even Skerrit’s own ministers were caught with their pants and pantaloons down. Skerrit spite his ministers just to prevent the Opposition from further exposing the weaknesses of the budget in parliament.

I hope that you know “popularity” can be misunderstood; just because a person is said to be popular that doesn’t mean he is a good person; he is just well known because of his attitude and conducts–whateve it is–do not forget that.
There is much time for Francis to be leader, so are Baptiste`s, Fontaine, Monelle, Charles etc . They are young, please do not be desperate, h but you will survive so enjoy the journey, it will be rough. Be ssen to Perform in parliament and in public and the people of Dominica will grow with you and watch and listen to you.
They must learn from Lennox Linton and Mamo and Edison James, please guys be patient, you are young and early in the game, no rush, no push over, the people are watching you as you develop your skills in patience, leadership, debates, etc. Build your foundation.
The only person in Parliament NOW qualified, experience, done this , done that over the years is Hon Lennox Linton. He has been patient, he is now mature, great qualities and knowledge of governance, good governance and recall he also presented his own case in one of the highest Courts in the world, The Privy Counsel in London, England.

The winding up of the debate was deliberate. I thought Skeritt was going to ask for an adjournment. Instead, Skeritt stood up approximately eight second after Mrs. Charles sat down. You could see the astonishment on the face of Kelva Darroux when Skerrit stood up. Now, the labor supporters want to support Skeritt for not allowing twelve Ministers of Government from making their presentations. You know what was funny, the next day during the debate on the over draft, a young lady who spoke on behalf on the Government was suppose to speak on the over draft, choose instead to speak on the budget for one hour. Dice sang it right when he sang, “they fraid, they fraid, de leader of de opposition.” If Skeritt was not afraid, why did his Parliamentarians denied Hon. Linton and Hon. Fontaine an additional five minutes to conclude their presentations during the debate on the over draft, however, Skeritt was allowed extra time to conclude his presentation.
He pointed out that since the UWP could not contribute anything to the debate, they packed up and left. JUST WHAT IT IS THEY JUST CANT CONTRIBUTE BUT RATHER PUT TROUBLE.

It would be more beneficial if each member stood as an Independent. As such, they would be able to speak and vote as their conscience dictates.
