Opposition Leader, Lennox Linton, believes there should be a criminal investigation into the failed Layou River Hotel Project and the Layou River Economic Citizenship program.
Speaking on Q95’s the Hot Seat on Thursday, Linton said the matter has never been settled right.
“It is always said what is not settled right is not settled,” he stated. “So unless it is settled right, it is not settled, it remains there to be dealt with and we never settled Layou right. We need a criminal investigation into the Layou River Economic Citizenship Program.”
He added, “a criminal investigation that will allow us the people of Dominica now to know who must we demand, who we must issue demand letters for the payment of the millions of dollars that we lost there…”
Linton noted that the people of Dominica need to decide “that there must be some poeple who have to pay back their millions from their passport money …”
He said a meeting will be held at Layou on Thursday afternoon.
“We will be going at four o’clock to the actual site at the five-star hotel that never was,” Linton noted. “We will be there from four o’clock to six, looking at the place, taking pictures, talking about what happened. I will be on hand to answer questions that people may have and we will make it a nice interactive session where we remember what happened and we understand the injustice that we are talking about.”
At 7:00 pm a public meeting will be held at the entrance to Layou, Linton noted.
“We will be focusing on the way forward, focusing on opportunities lost and the opportunities we can still gain if we do things right if we do things properly,” he said.
It is reported that over $100-million were lost in the failed Layou River Hotel project.
It was thrust back into the public domain recently when the Privy Council ruled in favor of chartered accountant, Kieron Pinard-Byrne, in a defamation case against then journalist, Linton concerning the project.

I totally agree with the call for an investigation into the what went down at layout during the days of the UWP, when the money for construction was released. Mr. Linton seemingly has learnt that this is the right way to go.
There will be a need for forensic auditors and accountants. Mr. Linton must understand that he lacks the wherewithal to question the work of any professional. His “bold face; no face” façade is no qualification to want to speak to issues of auditing in any authoritative. You should have started there Mr. Linton.

This is how you do it folks:
You find a desperate island nation. You make a deal with ‘The Government of the Day’ (GOD) to sell passports in return for citizenship. You agree that there will be an escrow account into which the money will be put.
You then establish a company to build a resort. You also set up a lot of other little companies to build the resort (landscaping, EIA, interior decorating etc.). With the agreement of the GOD you take money out of the escrow account from time to time. This is to pay all of the little companies for their supposed work. You only build a quarter of the resort.
The money that you have amassed in all of your little companies is your profit. You make some excuse for shutting down operations. You pocket the three quarters of the money amassed in all of the little companies that you set up. You leave the island. Everything was done legally with the three GODs from 1990 to 2000. You broke no law. Easy so!
Does the UWP really and truly want a Criminal Investigation on that project. Who are they kidding; The UWP really want a Criminal Investigation on the UWP. They know they cannot be left out from that investigation. I want the UWP to tell us all about the part they played in that project from the time they came into office up to the time they left the government.
I want to see how well or how badly they handled the project as a government. I heard someone said these years seemed to have disappeared from our history. So can the UWP tell us, how did the UWP deal with the Layou River Project from 1995 to 2000 as the first part of the investigation since they are the ones wanting the investigation at this time.
We will let them go first. Give you first choice, just to be fair. Tell us all you did or did not do. What you met, what you improved or what you made worse or what you changed or what you left as was. Should make interesting read.

Its just sad to see that Lennox has no lawyers friends who can help him find some facts to this issue to build a case. Smart politicians usually get their close lawyer friends who oppose an administration to solve issues like that while they themselves try to make friends with the other Pal Reps and senators from the other party to get things done on a bipartisan level. My guess is that Lennox has no advisor, no friends he can turn to for help, or the Dominica’s lawyers who oppose this administration find no substance to this lost venture. Lennox need to realize that you got sued by a foreigner for defamation of character and not a Dominican. If that’s the way Lennox intend to run a country, all by himself without friends, he need to re-evaluate the way he handle issues. This will just continue to strengthen the Labor party supporters.

Clayton, isit right for the officials of an NGO to personally benefit form the the assets (land) of that NGO. Is it fair Clayton? Lennox did not cause the mess with the Layou River Hotel. He took interest in the management of failed project. That is his right as a Dominican. However, the court records prove that the Hon gentleman did not do a proper investigation into the matter. He was not qualified, nor did he he engaged the services of a qualified professional. He seemingly was overwhelmed by the partisan arguments against the project and his utter disdan for KPB. And so in his zeal to appear as the famed investigator who brought to to light the mismanagement of the project, he defamed a the gentleman. When he went to court, he could not prove to the satisfaction of the court that what he said of the man was true. That is a different story all together. That is the issue here. That being said ,there are questions which still remain unanswered about the project.

That issue has been a legitimate one and a cause for concern for at least two decades, as are many others, new and not so new. My view though, is that instead of talking when it is convenient for us to do so we should act in areas within our sphere of influence to start the process of societal change. For example wrong things may have started on a smaller scale in a relatively small NGO where you had direct influence. What did you do? Come out on the radio in a very lame defence of it instead of addressing it decisively. Wrong is wrong sir, we shouldn’t pick our wrongs! I remember Mr. Byrne calling the Layou River Hotel “Lazarus” after he thought he had resurrected the hotel from Grace Tung. I guess Lazarus never really resurected. Only time will tell the end of this saga.
Really and truly we the people need answers – Millions of dollars went to an account and there is no account for it but a few concrete walls and bush. If we are serious in this country and not too one sided, we would demand answers.
That last battle Lino lost is hurting him very bad. It has done great damage to his ego and maybe even his self confidence. But he will not leave it as just one of his other failures; he will try to salvage anything he can from it. That’s because this was one of the main ‘arguments’ that placed him into the minds and hearts of a significant number of Dominicans back in his media days. Remember this is all Lino has(talk). You are on point! People with the character and mentality of Lennox Linton cannot deal well with defeat and failure, because of their ego–the desire to be sitting on that special throne; to be the Great Sir, Master, and Lord,–people like Lennox will fight for those title of prestige, so vigorously, that they do not even realize that their fight will take them down to their final demise.
But that is where Linton is heading to, if he won’t say no to that selfish and destructive desire of his–worse again that he has a few people who continue to encourage him–they too, do not know that they are helping him to go down to the Abyss.

It does not matter which party or ministers of which party are resonsible. It is quite possible that over the years several individuals of any party colour are to be held accountable. But we need to do this, in order for something similar not to happen again. Dominica can not afford to waste any money. So every clear thinking citizen should have an interest in this being thoroughly investigated and the responsible people brought to justice, no matter of which party colour they are. One thing however puzzles me, if the previous UWP government was involved in this, as some Labourites claim, why hasn’t Skerrit jumped on this yet? You all think about that and come to your own conclusion.

Nana, do you know that this project was one of the reasons Dominicans voted out the UWP?? Well it was them who changed everything, they RE-ENGINEERED the program and had millions of dollars being wasted and not going to the project, tha’s how Jungle Bay was financed as well, a lot of the monies intended for the project was diverted to other areas, plus the construction fraud that occured only killed it, all that was under the UWP!!!! The DLP paid a now High Court Judge to investigate the matter, even our most prominent Senior Counsel was involved in the investigation, all blamed the bad handling of the UWP government… Lennox also has these reports and one from the late Jenner Armour, so i don’t know what is his motive!!!
All Lennox must do is PAY his Debt before Feb. 22, 2016 and await the final bill from the privy counsel, it was he who chose that court over the CCJ!!!!
The Layou River hotel fiasco happened between 1995 and 2000. During that period the UWP was in office, so any questions relating to the mismanagement of this project should be answered by the UWP. The UWP must tell us what happened to the $100 million and why the project failed as it happened on their watch.

I somehow read into some of the comments here that some people think that this administration is totally responsible for the failed Layou project. Just as the opposition party thought that the IPO commission was for the DLP Ministers alone, they are now discovering that the commission’s hat spreads over a host of public officers, Board Chairpersons, Opposition Parliamentarians etc. Even the spouses of some officials are drawn into the net.
I am not sure who is being called upon to carry out a criminal investigation because that project goes all the way back to the Freedom Party administration, takes in the UWP government and then moves to the DLP. In practical terms then, who is to initiate it, from what date should the investigation start and who is to foot the bill?
Somehow, I think it might be a better idea for the Prime Minister in waiting, given all his utterances and relentless efforts at taking over gov’t he should soon be in charge and able to do it himself!
