Skerrit and Linton spar on foreign policy, citizenship by investment

Leader of the Dominica Labour Party, prime minister Roosevelt Skerrit and leader of the United Workers Party (UWP), Lennox Linton, have exchange salvos on their respective party’s stance on foreign policy and citizenship by investment.

At a DLP meeting held in Fond Cole on Tuesday night Skerrit had challenged Linton to make known his position in relation to several countries including China, Venezuela, Morocco, and Cuba.

Linton quickly responded, telling privately owned Q95 on Wednesday morning that Skerrit is simply “playing games.”

“He is trying to push the people of Dominica into a position where they feel there is doubt about what our foreign policy is going to be,” he said.

At the Fond Cole meeting Skerrit called on Linton to make known his position on the One China policy, the citizen by investment program, Venezuela, and countries Dominica has friendly relations with.

“Nobody is telling you as a leader the UWP which to choose but you have to choose,” he said. “You are either with Taiwan or you recognizing PRC (Peoples Republic of China) as the one and only China. Tonight, again, I ask Lennox Linton, where do you stand on the issue of China and the One China Policy?”

He said the same goes for other countries such as “Venezuela, Morocco, Cuba, Italy and all other countries from which Dominica has benefited tangibly over the last 14 years, and which have been denounced and repudiated by Lennox Linton.”

“I want to hear whether you shall be consistent or whether there shall be an about turn on the part of the UWP with respect to its foreign policy,” Skerrit said.

He accused Linton of constantly attacking friendly nations and questioned whether they would want to do business with him.

“How do we know that China would want to do business with a man who at every turn has vilified and demonized its citizens and their government?” Skerrit queried.

But Linton said the UWP has already clearly made its position known on China.

“We have said clearly on the record that we have no intentions of switching diplomatic relations,” he said. “But of course we are going to be a new administration, we have a duty to sit down and talk with the Chinese about what’s going on, what’s happening, what’s up, what’s ahead. We cannot sit back and say what was happening under Roosevelt Skerrit with the Chinese is good enough for us. We have to sit down and engage with them. We have to talk to them about the Dominica we see going forward, the Dominica we want to become the best place to live, the best place work and the best place to enjoy life.”

He stated that the UWP’s foreign policy will not be based on what he described as “the obsession with aid” which he said has been pursued by the Skerrit administration.

“We want trade,” Linton pointed out. “We want to build our capacity for productive engagements with the international community. And that involves building our capacity to put goods and services in world markets that will allow us to earn our keep in the international community”

He stated that the UWP’s foriegn policy will be guided by “the highest moral principles and not short term economic considerations.”

“Our policy is one of enlightened responsible global citizenship and I am confirming that it will move away from a 15-year obsession with aid to a very tight focus on trade that will build our productive capacity and world market competitiveness,” he stated.

Linton noted that Dominica will need aid and aid will be received but he argued that “we are concerned about building our capacity to trade.”

“That is how we become indepedenct, that is how we become our own people,” he said. “Not just sitting back relying on hand outs that will come from here and there and boasting about it.”

Skerrit also wanted to know whether Linton would curtail the Citizenship by Investment Program (CBI) which he said has been demonized and vilified.

“You have denounced the CBI, even though your campaign is being financed by Henley and Partners. I want Lennox Linton to say to this country whether he will abolish the Citizenship By Investment Program,” Skerrit said.

Pointing to the failed Layou River Hotel project, Linton noted that there is on “the record an example of a CBI Program which emerged in the 1990’s that did not serve us well, that did not accomplish the objective for which it was set up.”

“So what do we do? Do we just sit back and allow citizenshp by investment to put money in the pockets of overseas people while Dominicans wait for the delivery of the promises made to them under these programs?,” he asked.

He said the CBI should be serving the needs of the people of Dominica “and not putting millions of dollar in the pocket of overseas operatives and their friends in government who don’t seems to care whether or not any Dominican benefit from that.”

He argued that there are many citizens under the program but very few investments.

“The contributions of these economic citizens are limited to the fee they pay for for their passport,” Linton stated. “Where are the investments? Where is the economic activity that they have driven in Dominica?”

Linton is on the record saying the program will be revamped by the UWP.

    Dear Mr. Skerrit:
    Some issues are better left alone. The foreign policy and Citizenship by Investment issues are two that you should have certainly avoided as it certainly will serve to embarrass you. I honestly believe that you are very lucky that these issues were not addressed as part of a public national debate. What Mr. Linton stated in this article is so much more sensible than what you said, The fact is that you threw out questions that you hoped would discredit Mr. Linton but it backfired and made you look very bad.
    Mr. Skerrit, taking pride in being a good beggar is hardly commendable. Furthermore, the Citizenship by Investment program under your Administration should be an issue that you avoid at all costs as it brings to light information that may well cost you your position as Prime Minister, AND could potentially place you and others behind bars.
    Mr. Skerrit, I’m sorry to inform you that this lack of strategical thinking is evidence that you are quickly unraveling before the public. You should have seen and known that these issues are not strong-points for the DLP and that it would be detrimental to you at this point of the campaign, Your questions gave Mr. Linton an opportunity to outsmart and embarrass you, AND that he did!!! Here it is, trade over begging and benefits from passport sales to all Dominicans over benefits to foreign entities and a select few.
    Your Leadership is everything mantra has just seriously backfired…BIG TIME!!!! Sorry Sir!!!

The outside world does not owe us nor should they own us. Where is our sense of pride and willingness to work? We have all the natural resources to feed ourselves and many others but what do we do? We line up at KFC to spend what little we have consuming that which will end up cutting our lives short…!!

    The labout followers do not seems to understand how deplomatic relationships works. LABOURITES contries do not have ties with leaders, the have ties with other countries. The USA is extremely critical about China and will blast China everytime they get the chance but USA have a very good relationship with china so what is skeritt talking about. I am not sure if i am not hearing right but i have never heard Lennox say anything that would jeopadize our relationship with other countries. The man said something about venezuela helping corrupt Governement in the Caribbean and labour ran with that. He was speaking the truth and was warning Venezuela so they can investigate what these eaders are doing with their moeny. I can bet the Venezuelian leaders and happy that Lennox is opening their eyes and letting them know the of the crooked leaders in the Caribbean they are dealing with. Now i am hearing of a Dominican leader who has 72 million Dollars in an offshore account. I am not calling names since it’s not carnival but if someone know if there is any truth to it, please shout out the name and confirm the truth.

    Skerrit, it’s you who has failed to show the people of Dominica the MOU you signed with China. If we knew what is written in it, maybe we would be ok with the relationship with China or other states for this matter. Not one single leader in the free world would enter in such agreements and keep it secret from its citizen. Mr. Linton is in the same position. How can you ask him to make a statement on it without him knowing what you have agreed with these countries. I just hope for your sake that you have not sold Dominica down the drain. I have a funny feeling though that that is exactly what you have done, otherwise you would have made public your deals.

    This the speech that Roosevelt Skeritt is going to Give on the 9th December. Saw this Movie and this guy reminds me of Skeritt and this is how RS speech will look like:

    For the last couple of months, Lennox Linton has suggested that being Prime Minister of this country was, to a certain extent, about character. And although I’ve not been willing to engage in his attacks on me, I have been here fifteen years, and I can tell you without hesitation: Being Prime Minister of this country is entirely about character.
    For the record, yes, I support the Chinese One Nation, but the more important question is “Why aren’t you, Lennox?” Now this is an organization whose sole purpose is to Aid this country, so it naturally begs the question, why would a party’s most powerful spokesman and a candidate for Prime Minister, choose to reject upholding the constitution? Now if you can answer that question, folks, then you’re smarter than I am, because I didn’t understand it until Monell Start to Cry.
    Dominica isn’t easy. Dominica is advanced citizenship. You’ve gotta want it bad, ’cause it’s gonna put up a fight. It’s gonna say, “You want free speech? Let’s see you acknowledge a man whose words make your blood boil, who’s standing center stage and advocating at the top of his lungs that which you would spend a lifetime opposing at the top of yours.” You want to claim this land as the land of the free? Then the symbol of your country cannot just be a parrot. The symbol also has to be one of its citizens exercising his right to say you throw a child or you ugly. Now show me that, defend that, celebrate that in your classrooms.

    Then you can stand up and sing about the land of the free.
    I’ve known Lennox Linton for years. And I’ve been operating under the assumption that the reason Lennox and Matt devotes so much time and energy to shouting at the rain was that they simply didn’t get it. Well, I was wrong. The problem isn’t that thet doesn’t get it. Lennox problem is that they can’t sell it!
    We have serious problems to solve, and we need serious people to solve them. And whatever your particular problem is, I promise you Lennox Linton is not the least bit interested in solving it. He is interested in two things, and two things only: making you afraid of it, and telling you who’s to blame for it. That, ladies and gentlemen, is how you win elections. You gather a group of middle age, middle class, middle income voters who remember with longing an easier time, and you talk to them about family, and Dominican values and character, and you wave an old photo of the Prime Minister girlfriend and you scream about patriotism. You tell them she’s to blame for their sorry life because she have an SUV and a Child name Dmitri. And you go on television and you say Labour Ka Twavay is 666.

    A country with no explicit foreign policy is doomed to fail. Bilateral and multilateral agreements signed emanates from a country’s foreign policy and what it stands for. These must be amplified and brought to the open.

    Lennox, please stop hiding behind the curtain of so called eloquence. Empty barrels make the most noise. and that’s what you are. It’s written in the Holy Bible that “one cannot serve God and the devil at the same time… You’re babbling Chinese sentiment while you’re under the blanket with Taiwan.
    Lennox, please tell us whether you’re a nationalist or patriot, because your views expressed re foreigners are very nationalistic & this is dirt dangerous. This is a very nasty tendency and trend of thought re foreign policy.

    Skerritt please give Dominicans a public account of the sakes of passports n the amount of money made. Who were the persons charged with the responsibility of selling the passports? What was the salary of those selling passports? Please name the country of passport hders, n their record in their country of birth? Are they alll holders of a clean police record?

    If I was a supporter of the UWP, I would howl and jump and cry for a debate between the leaders of the two major parties here. I know my leader has superlative eloquence and would be able to destroy PM Skerrit with his vocabulary, manner of speech and sheer and sheer excellent speaking abilities. All now Skerro has lost his voice. Mr. Linton has just only now begun to speak.

    But is that all we want from a potential Prime Minister? An ability to debate and present your point of view. Is that all? Are we serious? Don’t we realize that even the biggest crooks and scoundrels of this world have the ability to speak and persuade even when they are swindling people of their hard earned money? Don’t we realize that a rapist is most often equipped with a power of speech to persuade the gullible and none suspecting individual? Don’t we realize that most brilliant people across the world are poor communicators? They know their stuff but cannot really communicate what they know? Isn’t it true that many people the world over make up for certain deficiencies in their life with adopted character traits. e.g. A short and small man usually is a bragad, a boast, even when he has no qualifications or authority to speak on a subject matter? See how these people usually marry someone who is huge and tall. That is true.

    I say all this to say that yes, Mr. Linton can speak well. He is never short on words. he has eloquence the PM does not have and will not have in the near future. Conversely, the PM has charisma and charm such which continue to elude Mr. Linton. The PM also has experience in dealing with matters of state from complex negotiations with foreign countries to seating down and reacting to the poor and vulnerable among us. Until he was given the leadership position in the UWP, Mr. Linton lived a life of near solitude, not wanting to mix with the masses. In fact he admitted to walking in Roseau and not greeting people because he simply does not know them even if they would have recognized him on television. That is a telling admission coming form a man who claim to have championed the people’s through radioand television programs.

    So a debate is not all. Whilst I would like to have seen a debate, we have proven that as a people we are too politically polarized to be objective. Not even the church – across denomination is neutral these days. To prove my point. See how the church has remained deafeningly silent over a statement that a UWP operative made concerning the bishop of Roseau. For fear of annoying anybody, the church has allowed the statement about the “Bishop as a blood sucker” to stand without a challenge.

    Let us see if DNO will print my comment. I did not say that Mr. Linton is a crook or a theft.

      I am observing your attempted insult……your demeanour and your absolute fear of Skerrit debating Linton with pseudo stories and assumed tendencies to distract the merit of a good debate by Lennox and Skerrit.
      The issue is NOT Lennox, the issue is Skerrit ably available to talk to the nation eloquently to debate and talk about what he stands for or lack of.
      Your attempt here is rude and begs really what your intentions are about, but it will not work. You wrote a long and winding story, repetitious in all its nature and ignoring the fact that DOMINICANS deserve better and need quality debate to echo their plans to us Dominicans.

      For your information, debating is not only about eloquence of speech. It is more about knowing your subject and presenting evidence factually and there my friend is where your god’s failings lie.

      He is minister of finance but know little of the subject and would be found out standing alone without a prepared response and that goes for any subject which is being debated.

      He has banged on about Linton’s so called lack of education but he is crapping his pants to stand on the same podium as an uneducated man, so go on and put your red tick against my comment but facts are stubborn things, they don’t go away.

    Debate is to score point on verbal capacity. In that sense I would prefer Mr. Reginald Austrie against Mr. Linton. But reality of life is not about engaging in a debate or who wins the debate as many often truth or real issues are bypassed or forgotten during the debate. If debate was the only way to prove whether you are worthy of PM/President, then Mr. Obama would not be President of USA today. It is about people of Dominica. At the end of the day, it is about well being of Dominican. Hence, question for all of us – “Are we better off today than 10-12 years ago when Labour came to helm?” If answer is ‘Yes’, then obvious choice is Labour. Today in Dominica, civil servants are paid, businesses are thriving, there are signs of development i.e. new infrastructures are visible and many short term and long term plans reflecting vision of leadership. These development took place in the midst of worst world economic crisis. Hence, I urge fellow Dominican, think before you vote; make sure we are not back paddling. As I see around the world, change in political power brought about lame-duck situation of administration or worse. A promise for change that does not give guarantee of improvement of our livelihood, on contrary provide confusion and shady promise will not bring about any good for this country. Dominica’s economy thus far is on good footing. It is good to see so many Dominicans are benefiting from foreign scholarship unlike before. These are some testament of good governance. Before you decide, lets be objective in our judgement than subjective. We will have better Dominica. I am Dominica, are you?

      You surely are not talking about the same civil servants who constantly have to wait for their pay and are rejected a pay rise for the past how many years.

      Please name all these businesses who are doing so well that they cannot afford to employ much needed staff. You do not have a clue what you are talking about and pray tell for a country that produces nada where has all this cash from and who is going to pay it back. This election is much more than development.

        I agree with you that there is no substantial pay rise for the civil servants in the past years. However, I take the pay as it is over job loss in any day.

        Name a single business that is been closed due to Gov. failure despite introduction of VAT. Many businesses have expanded, and many more have opened their businesses in recent past. Competition is good keeping the commodities within the reach of consumers.

        Well, I pray that whoever comes next continue to improve the economy of this country from where we stand today .

    Foreign what? Who traveled to China, and as he himself said, signed a loan for $300,000,000.00, not from the Govt, of Mainland China, but from private Chinese businessmen? Didn’t a Chinese Gov’t. official here sound some alarm, by saying they not in that deal?

    That huge loan Skerriitt signed to get money for private Chinese business people to build their hotel in the PWC area, but me and you have to pay the money back for the Chinese business men. Plus our construction men will be unemployed watching the Chinese working on their hotel. Somebody, explain that one to me. What is our benefit? Is not our piece of land! Is not our hotel, nuh!

    But whose hotel is it? The Chinese hotel? But how comes then Finance Minister, Skerritt, could sign loan in China to get money for the Chinese. The private Chinese businessmen are incapable of getting money from their own Chinese Gov’t for such a venture?
    By the way was the PWC area sold, leased. or given free to those private Chinese
    business men? Dominicans have never been informed.

    Foreign policy what? Skerro? David Hsui, is still Dominica’s Ambassador to China? remember BVI case? Remember Chen’s US$20,000,000.00 and proposed investment for Layou River hotel? where is that money, nuh?

    All kinds of crooks and criminals have ended up with possession of our passports, diplomatic ones at that. Those are the ones investing, or buying our sacred diplomatic immunity?

    China. Cuba and Venezuela are bewildered by Skerritt’s recently establishing foreign relations with Morocco. Morocco occupies the land of the people of Western Sahara. Exploitation, inequality, injustices
    have been and still are being carried out on the Black struggling Saharawi people.

    The Polisario Front, representing the Saharawis, has offices both in Cuba and Venezuela for decades. Those countries and hundreds more all over the world, support the Saharawis fight against the Moroccon monarchy. Foreign policy, Skerro? Shame!!!1 Shame!!!1The people are begging to be decolonised for decades. Many have died in the struggles.

    Who now owns most of the business, small at that in Roseau. The locals are being displaced and closing up shop. they will never be able to compete. What about the employment of locals on the road project, State palace, State college and so on?

    Foreign Policy what? relying on Aid. Boasting about getting other people’s money. We need to create our own wealth from the abundance of natural resources in this Nature Isle. Skerritt and his DLP Govt. has crippled the economy, misunderstood foreign Relations, lowered the standards of living of Dominicans.

    Skeritt wants people to believe that diplomatic relationship is with him. Any diplomatic relationship set up is undehalf of the people and should continue after election unless parliament decides the relationship isn’t benificial to DA. Furthermore, if th PRC decides to stop dealings with Dominica because skeritt loose then they will be disrespectful of the people of dominica and be seen as trying to interfere in our sovereignty.
    Shouting i believe in one china policy should not be a position for getting aid. That is for the people of China, hong Kong, and Taiwan to decide. It goes against skeritt own philosophy “friends of all satellites of none”. I am not sure he understands what that means. Diplomatic relationships should involve trade agreements, and must be able to establish long-term sustainable two way transfer of goods, services and ideas. It should not be on welfare. China should by now realize that skeritt is in the relationship only to see what he can get from them. I dont see increase in cruise and stayover tourists from china, Morocco , Venezuela, and the likes in Dominica. I have not seen increased trade. Linton’s idea is far more pragmatic and honest. Skeritt mindset is all warped and does not inspire dominicans to think better of themselves and their ability. He has repeatedly told us we cannot do anything for ourselves. I have begged for you so you should beg from me. His foreign and domestic policy is simply dependency and walfare. No deference.

Unfortunately neither one of them is saying what true patriotic Dominicans want to hear, that is abolish the treasonous, craven and short-sighted Citizenship By Investment program.     BY BRING BACK AGRICULTURE and Banana..do you Dominicans even read..you think we can compete with Belize and Dominican Republic two of our main competition.. these two countries alone was exporting more tons than DOMINICA, ST.LUCIA, ST.VINCENT., GRENADA ,JAMAICAN and Suriname etc COMBINED..

    But Lennox can make Dominica survive, we dying under Black sigatoka.. How can we depend on an export product where we have to combined efforts for the EU to take us serious. We still have to deal with Money a thing Lennox yet to say.How? Cost of production is much higher for us to grow bananas than our Latin American competition. Transportation cost from production is almost 3 times as higher..But lennox have a superior intelligence…who knows maybe he does..But I am not going to believe him..

    Also, educating the farmers is another area because the old school guys are dying and so are there old school farming practice..We need new fresh minds in farming to make use of technology and systems..instead of always talking about Feeder Roads like that is where all our problems lie.

    To compete with these guys we need farmers to be creative and educated they need to focus on using OPEN SYSTEMS to get alot of the job done since we are a small population.I can go ON..

      It appears that you have not listen to the UWP programme for the development of the agricultural sector and secondly, it’s obvious you don’t understand leadership.

      Leadership does not reside in a position or a title. Therefore, being a General Manager does not mean one is a leader; being a Pastor does automatically bestow the title of leadership on someone. Leadership is about vision and the ability to inspire and Linton has certainly done that. So while you may be right that from journalism to a Prime Minister is certainly an unusual path; so is from Teaching to Prime Minister. While Skerrit may be a more charismatic individual that Linton, Linton possesses much more leadership qualities than Skerrit and that’s what make Linton a much better leader.

      It would be unfortunate if we allow the horns and halo effect to cloud our judgment into deciding who is best suited to lead our country. I only hope we allow “every idea to stand on its own merit regardless of who proposes it.”

    This exchange between Mr. Skerrit and Mr. Linton is what voters were looking for in the form of debates, but unfortunately, Mr. Skerrit chickened out and instead he settled into his comfort zone of hiding behind a rock and occasionally firing salvos.
    We all know that Mr. Skerrit has a communication problem which is compounded by a speech defect, so we are somewhat sympathetic to his phobia about confronting, arguably the foremost communicator in the country in the person of Mr. Linton.
    So I am somewhat constrained in my ability to make an informed judgement about their foreign policy positions with only a narrow glimpse from what we can discern so far.
    Yet an objective observer cannot help but be impressed with what Mr. Linton has voiced so far. Foreign policy should not be a platform for a government to expose the vulnerability and the weakness of its people. It should be a platform to leverage the resources available from foreign governments to enhance the creative energies and resources of Dominica. The emphasis should not be on foreign aid, but on foreign partnership to advance the cause of national development. This is the point I hear coming from Mr. Linton and I hear a position of permanent dependency coming from Mr. Skerrit.

    Skeritt is indeed playing games. He must stop hiding behind a microphone and meet Mr. Linton face to face and ask as many questions as he wants. A few weeks ago, he sat in the studios of DBS Radio with Kamala Aaron and Curtis Mathews, if he think he bad as Sparrow would say, he has access to DBS Radio, why not call Kamala, Curtis and Matt and let the games begin. Skeritt can go hide on the moon, as long as he remains a politician , whether as Prime Minister or Leader of the Opposition, he must face Linton in the parliament. Brace yourself, partner, de hurricane is coming and politically, he is very dangerous.

    Mr Skerrit must not hide on his political platform and ask Mr Linton questions. His questions are either redundant or mischievous in spirit. Mr Skerrit is coward. He needs to face Mr Linton in a debate to flesh out these issues. If Skerrit is man then come out and debate Mr Linton. Mr Linton remains crystal clear on foreign policies issues. Our foreign engagement must be geared towards trade and capacity building and not eternal dependence. This is clear as clear could be.

    Linton, Skerrit has ran out of ideas to do anything, to improve or to take any form of development to the next level. He just want to hear your ideas so he can say they are his.
    I am just fed up with Skerrit always challenging someone for this or for that. Yet when he is challenged for anything, he ‘rubbishes’ the idea. Why don’t you Skerrit agree to a public debate between you and Linton and right there and then you all can dish out all these ideas so the public can listen and decide?
