UWP calls for immediate cancellation of Charles Jong contract

The United Workers Party (UWP) is calling for the immediate cancellation of a contract between the government of Dominica and Charles Jong who has been employed as a communication consultant.

As a matter of fact, the UWP is threatening legal action “to ensure that justice is done in the public interest.”

Recently Dominica News Online obtained documents which revealed that the government is dishing out close to $100,000 for a one-year contract with Jong, who has a St. Kitts address and who will be rendering ‘Public Relations and Information Management Services.’

“The Government agrees to pay the Consultant the total contract price of Eastern Caribbean dollars $96,000.00 payable in twelve (12) monthly payments in arrears at the rate of $8,000,” the document reads.

The contract began in November 2013.

But in a letter to cabinet secretary, Steve Ferrol, who signed the contract on the behalf of the government, opposition leader, Hector John, made it clear that the UWP is not pleased with the arrangement.

He has called for a $40,000 refund to the state’s purse, which he said has been paid to Jong so far.

“Failing this, the United Workers Party will exhaust every legal facility at its disposal to ensure that justice is done in the public interest,” the letter said.

In his letter John described Jong’s appointment as an “overtly political assignment” which should be paid by the Dominica Labor Party “and not be cleverly passed on to the State’s treasury under false pretenses.”

John gave the following reasons which, he said, made the arrangement “highly irregular”:

• We are not aware that there is any shortage of public servants assigned to provide the services outlined in the Agreement;
• We are not aware that there was any public advertisement inviting tenders for the provision of these services;
• Mr. Charles Jong has been conspicuously engaged in blatant political campaign work for the Dominica Labour Party since the commencement of the contract and for its duration to date;
• Mr. Charles Jong has openly violated the legal arrangements under which the proceedings of Parliament are broadcast live to the people of Dominica; and
• Under the authority of this Agreement, Mr. Charles Jong threatened to be the worst nightmare of the Leader of the Opposition in the Parliament of Dominica.

“Clearly, Mr. Jong is serving the Dominica Labour Party and not the Government of the State,” John wrote.

The letter was copied to prime minister, Roosevelt Skerrit, speaker of the house, Alix Boyd-Knights and president of the Dominica Labor Party.

A public profile on website, Linkedin.com, describes Jong as a Communications Consultant for Government of Dominica, a Marketing and Communications Consultant for the Barbados Labour Party, a Committee Member at St. Kitts Music Festival Marketing Committee and a Communications Consultant at Office of the Prime Minister of St. Kitts and Nevis.

The site also said he “has worked and continues to work in a significant number of election campaigns in the English speaking Caribbean (St. Kitts, Nevis, Dominica, Grenada, St. Vincent, Barbados, Cayman Islands).”

    How interesting in light of the subject matter. Is this a Dominican on the radio stations interviewing a newly elected Prime Minister of St. Kitts? No way. A Dominican working in St. Kitts?

    DNO the statements that I am about to make can be seen in the Dominica government Gazette – dated February 2014.
    It is evident that Roosevelt Skerrit is using tax payers money to facilitate his own agenda. In addition to this Charlie Jong there is an ouragous declaration in the Gazette where many operatives of the Dominica Labor Party are given tax exemption on their luxury vehicles and that include people like Daryl Titre, Crazy T, Mara St Rose etc . Now as shown in the Gazette Crazy T imported a Range Rover Autobiography and was awarded tax exemption. People who make all kind of excuses for this corrupt government must now explain to us why it is that Crazy T is awarded this gift on a high end luxurious vehicle. This vehicle in particular goes for US$ 185,000 so Dominica go do the maths on the value of the import duty and then add that to the $500,000 that the government admitted was granted to the same Crazy T.
    Now we understand why people like Daryl Titre who has a job and can pay his import Duty is on the list; Need I say anything about Mara St Rose the sister of Collin Mc Intyre and wife of the calypsonian the Hunter is also on the list. Now there are other mercenaries of the Dominica Labor Party on the list. Now granteed there are a few deserving people on the list of 73 however what I have concluded is the many of the operatives are desperately making a dash for the pot of soup knowing that the arty is about to come to an end.

      Daryl Titre name on the Gazette as one of the 73 people who received duty free on his imported Kia vehicle. Now I know people who have applied tax reprieve on their imported vehicles and these people are retired people who still continue to do voluntary community work andneed their vehicle to do so. these people have been denied simply because they are perceived as non supporters of the PIP. Now Daryl Titre has a salary and is given duty free benefits on his imported Kia vehicle.

    There are so many Dominicans out in the region who are consultants. They get short term contracts and higher than normal pay. Who knows when the next job will be.

    Locally in Dominica there are so many consultants that are there that do good for the country and make more.

    Ask your self Dominicans if you were a consultant who bid for jobs and will only have that job for an X period of time. Would take the pay of the average man.

    Reading here saddens me that we have a problem about his pay. It shows our level of education and understanding of the professional world. We should have an issue if he under performs and is bringing shame to our country but NOT about his pay which is reasonable for a CONSULTANT.

    We really need to take our minds outside little Dominica. We need to think outside the box.

Its not a matter of “Skerrit running things and its his party that in power!” We are ALL Dominicans who get affected by these nonsensical decisions which are really not in the best interest of the people. Don’t get me wrong providing people with toilets in the year 2014 means we’re on a “good road.” However we the people have no say as an independent country. In fact we just hear about changes whether good or bad. And this is what some people fail to realize that everything is not really to develop D/ca but because election is coming or because UWP finally stepping up #MADNESS :-x

The corruption and this and that talk generally comes from the people not in power. Our EC dollar is stable, our governments are stable and our region is stable.       Why is he as a Labor Party operative being paid from the public purse? There are many people and organization already doing the government’s PR job: GIS, DBS, Kairi FM, Daryl Titre, DA Vibes.

      Why do we need to pay this man that amount of money? That is the crux of the matter. Open you eyes and stop being blinded.

      Any foreigner is welcomed to work in Dominica as long as the job is properly advertised and everything is done by the books.

People out there and those who come to our shores are fully aware, thank God, you are not representing most Dominicans and that is not how the majority of us feel of our neighbouring citizens where many of us live and work.

      Charles Jong, according to this posting, holds several positions in many of the Caribbean Islands. I agree with you to an extent; however, Charles Jong DO NOT need another job, Dominica DO NOT need a Communication Consultant. I do agree that if the Labor Party hired this man as aforementioned, the Labor Party SHOULD pay him from its CAMPAIGN FUNDS and NOT from the STATE FUNDS. Charles Jong is clearly working for the LABOR PARTY and NOT for the Island of Dominica. I also agree that he is paid TOO MUCH, at our EXPENSE. WAKE UP.

    Poverty is on the rise, unemployment on the rise. Standard of living down, down, But jobs for their ilk.

    Where about all the talk about ICT and training of Dominicans in communication, public relations et al? No advertisement for the job. No opportunity for any Dominican to get the job. Even though many could.

    And what is the reason for that job? Dominicans, you paying that man all that money for what? and you out of job? You have bills to pay, send your children to school, eat, drink too, oui? In your own country that happening to you and you doh care?

    Now is this man working for the government of Dominica, or is he working for the labour party, that must be established, if so he should not be paid out of the public purse, it seems he is doing personal erans for the labour party, so why he was not paid by the labour party, this is really not good, why wasn’t this job advertised locally, are there no locals qualified to do this work? nothing wrong with employing someone from abroad but if this money could stay locally wouldn’t that be good for the economy.

    First thing that I would do as Prime Minister of Dominica is to shut down GIS, add a television service to DBS and make it an independent national broadcasting corporation open to all Dominicans including the Government and opposition, whereby all services are paid for by everyone including the government and opposition.     I am appalled at some of the comments here. The government of Dominica cannot take tax payers money to pay a campaign manager. He was hired under false pretenses, so PM lied to the people of Dominica and stole from them. I wonder if there are any doctors in DA making 100 grand a year. The entire country should be upset. DNO featured a young lady with an amputated leg who lives in deplorable conditions. That money could have done wonders for her. If Obama pulled a stunt like that during his campaign, he would have been sent packing. People who are defending this man’s moves probably do not pay taxes or they did not read the article. There is absolutely no way that a hard working, honest individual can defend Labour right now.

    Barbados, St. Kitts and Nevis employed him. Do those nationals object to his employment? The PM thought he is the best man for the position, who possesses suitable credentials, experience and expertise. Therefore he hired him.
    Why object? Is there anyone in D/ca who is qualified for this position? Those who state that D/cans abroad could have been given the opportunity, do you think if they were aware of this job opportunity, they would pack up and return to D/ca?

    Some of our UWP supporters have already disagree with my last two blogs. I will say it again. I am very concern the directions my party going. This is not the way who win elections. Stopping labeling our party as a desperate, angry, hateful party. This will turn some of our supporters against us. We need to stick with the ideas on how we are going to make our country better.     Dominicans continue to permit the Govt.. of Roosevelt Skerritt to belittle them and take jobs from their mouths. In this age of more Dominicans being trained in ICT, Public relations, no one could get that post if it is necessary? But the agenda is not just PRO or communications it seems.

    Is Charlie Jong more suited than any other Dominican?

    Dominicans all, hope what you all are looking for, you will be able to stand them.

    Diplomatic passports in known criminals hands. Sellers amassing money, money, plenty money. Farmers, Fisherfolks, civil servants, construction workers bawling.

    Public Works slowing being forced out of business. Workers there have problems getting paid and/or on time. PWC compound sold to Chinese. Hotel to build. Nobody knows the deal.

    Ossie Lewis, a patriot, family man, commentator par excellence, has sacrificed most of his life in the promotion and development of cricket and calypso, Contract not renewed. Public astonished, but said nothing in his defence.

    So many instances of Dominicans being victimized. No jobs. Pressured. Made to grovel. Foreigner given job.

    The Calypsonian charged $100,000.00 plus for singng . No wrong. Just signing his song. Charlie Jong receives $96,000.00 for doing what? In our Parliament with video camera? videoing proceedings? Working with GIS, Madame Speaker? No regard for the Law, not even in our highest institution, Parliament?

    Dominicans playing with fire, not realizing that they are getting burnt. But who cares? Who really cares?

    The reason why I have a problem with it is not because you are wrong but rather, because of the lack of justice in the present day Dominica as just seen in the calypsonian case. Dominica is gone and justice was the first thing that left us.
