VACANCY ANNOUNCEMENT: Chief Personnel Officer Public Service of the Commonwealth of Dominica

THE GOVERNMENT OF THE COMMONWEALTH OF DOMINICA PUBLIC SERVICE

Applications are invited from suitably qualified persons,for employment, in the position of Chief Personnel Officer.

 

DESCRIPTION

 

Under the general direction of the Minister for the Public Service and supervision of the Secretary to the Cabinet, the Chief Personnel Officer administers the Human Resource Management (HRM) and Human Resource Development (HRD) functions of the Public Service of the Commonwealth of Dominica(PSCoD).

 

DUTIES AND RESPONSIBILITIES

 

  1. Provides evidence-based advice and support to the Minister for the Public Service to enable HRM policy planning, formulation, and execution in accordance with established protocols, procedures, and legislative guidelines.

 

  1. Manages central statutory and oversight responsibilities with respect to the collective bargaining, compensation, and benefits management function, to maintain a stable Industrial Relations climate and ensure alignment with the Government’s agenda in accordance with established policy, regulatory and procedural guidelines, and protocols.

 

  1. Works closely with Line Ministries and Departments to develop the HR Strategic Plan for the PSCoD; leads and guides the implementation of policies and programmes relating to HRM and HRD and overarching HR strategy in alignment with the national agenda for reform and transformation and in furtherance of the Government’s mandate and strategic priorities.

 

  1. Enables and supports the effective administration of the Human Resources Management function in the Ministry and the PSCoD.

 

  1. Manages the approved HRM and HRD budget as Accounting Officer to account for the proper utilization of allocated funds.

 

  1. Performs duties related to emergency management such as natural disaster preparedness, response and recovery and pandemic management, as the Secretary to the Cabinet may direct.

 

  1. Performs a variety of other administrative duties to include:

 

  1. Management of select Government facilities.
  2. Management of contracts for security and janitorial services.
  3. Representing the Government in appropriate forums.
  4. Meeting with various individuals and groups to discuss and inform on relevant issues.
  5. Serving as a member of the Public Service Board of Management.

 

SKILLS/COMPETENCIES/KNOWLEDGE REQUIRED

 

  • Comprehensive knowledge and thorough understanding of effective HRM and HRD.
  • Comprehensive knowledge and thorough understanding of Industrial Relations and Employee Relations
  • Excellent negotiating, problem-solving, conflict management and interpersonal skills to facilitate mediation, interpretation, agreement, and mutually productive working relationships drafting.
  • Excellent presentation and communication skills, with ability to network, influence diverse publics, converse, write, and draft using tactical/diplomatic language for agreements, speeches, public relations, reports, etc.
  • Strong results orientation and time management skills.
  • Ability to direct and execute HRM strategy to realise major goals and objectives.

 

MINIMUM QUALIFICATIONS AND EXPERIENCE

 

  • Master’s Degree in Human Resource Management, Public Sector Management, Development Administration or other relevant Social Science from a recognized institution.

 

  • Minimum of eight (8) years’ experience in Human Resource Management at Senior Management level.
