VACANCY – HUMAN RESOURCE MANAGER
1 JOB OPPORTUNITY
The National Co-operative Credit Union Ltd. (NCCU Ltd.) invites applications from suitably qualified and experienced individuals to fill the position of Human Resource Manager.
The Human Resource Manager will report directly to the Chief Executive Officer (CEO) and will be responsible for leading and coordinating the delivery of strategic and operational human resource management and development services across the organization.
2 KEY RESPONSIBILITIES
The successful candidate will be responsible for:
Strategic Human Resource Leadership
- Develop and implement NCCU Ltd.’s Human Resource Strategy in alignment with the institution’s strategic objectives.
- Lead workforce planning initiatives to ensure the organization attracts, develops, and retains a competent and motivated workforce.
- Support organizational transformation and change management initiatives to promote operational effectiveness and strategic execution.
Human Resource Management & Administration
- Oversee recruitment, selection, onboarding, and retention processes.
- Administer compensation, benefits, leave, and employee welfare programmes.
- Develop, review, and implement HR policies, procedures, and best practices.
- Ensure compliance with the labour laws and employment legislation of the Commonwealth of Dominica.
- Maintain effective personnel records and HR information systems.
Performance Management & Staff Development
- Lead and administer an effective Performance Management System that promotes accountability, productivity, and a results-oriented culture.
- Develop and implement training and professional development programmes.
- Promote employee engagement, morale, and workplace wellness initiatives.
Employee & Industrial Relations
- Provide guidance and support to Management and staff on employee relations matters, including discipline, grievance handling, conflict resolution, and performance concerns.
- Support the maintenance of harmonious industrial relations across the organization.
Departmental Leadership
- Manage and supervise the Human Resource Department, including:
i Overseeing daily Departmental operations;
ii Conducting staff performance appraisals;
iii Ensuring adequate staffing and operational efficiency within the Department.
3 QUALIFICATIONS & EXPERIENCE
Applicants should possess:
- A Master’s Degree in Human Resource Management, Business Administration, or a related field;
- A minimum of eight (8) years’ experience in a Senior Management position;
- Knowledge of and/or experience within the Credit Union Movement would be an asset;
- Proficiency in the use of computer systems and HR-related software applications;
- Certification from a recognized professional Human Resource organization such as:
- Society for Human Resource Management (SHRM),
ii Chartered Institute of Personnel and Development (CIPD), or
iii Caribbean Society of Human Resource Professionals (CSHRP).
4 SKILLS AND OTHER ATTRIBUTES
The ideal candidate should demonstrate:
- Excellent oral and written communication skills;
- Strong leadership and interpersonal skills;
- Sound knowledge of Human Resource Management principles and practices, including:
i recruitment and selection,
ii training and development,
iii compensation and benefits,
iv labour relations and negotiations,
v performance management, and
vi personnel information systems;
- Knowledge of current trends and best practices in Human Resource Management;
- Strong analytical, problem-solving, and decision-making abilities;
- Knowledge of business and management principles relating to strategic planning, leadership, resource allocation, and organizational development;
- Ability to foster a culture of accountability, innovation, teamwork, and service excellence;
- Proficiency in Microsoft Office Suite and People Management software systems.
