Guyanese Ambassador to CARICOM passes

Elisabeth Ann Harper, a prominent figure in Guyana’s diplomatic landscape, passed away on Saturday, September 13, at the age of 67 after a prolonged illness, reportedly battling cancer.

Harper, who previously held the position of Director General at the Ministry of Foreign Affairs, also served as Guyana’s Ambassador to the Caribbean Community (CARICOM).

According to Guyana’s Kaietuer News, at the height of her influence, she was appointed as the Permanent Secretary of the Ministry of Foreign Affairs, and in 2015, Harper’s leadership and political acumen were acknowledged when she was nominated by the People’s Progressive Party Civic (PPP/C) as their prime ministerial candidate.

“Harper’s distinguished service to Guyana was recognised by the Government in 2011 when she was awarded one of Guyana’s most prestigious National Awards, the Golden Arrow of Achievement, for long, dedicated and distinguished service in the Guyana Foreign Service,” stated the article.

President Irfaan Ali expressed his condolences on her passing, remarking on her distinguished service, “Guyana has truly lost an outstanding citizen.”

Meanwhile, a CARICOM  press statement expressed condolences on Harper’s passing.

“Ambassador Harper was a consummate diplomat who embodied the highest standards of professionalism, grace, and efficiency. Her trademark quiet but firm approach, as she contributed invaluable insights from her extensive foreign service experience, will be missed.”

Adding, “We extend deepest sympathies to her family, loved ones, and the Government and people of the Cooperative Republic of Guyana during this difficult time.”

The Secretary-General and Staff of the CARICOM Secretariat are deeply saddened on the passing of Ambassador Elisabeth Harper, Permanent Secretary of the Ministry of Foreign Affairs and International Cooperation of Guyana, on Saturday, 13 September 2025. Her passing is a profound loss to Guyana and the entire CARICOM family.
 
Ambassador Harper was a consummate diplomat who embodied the highest standards of professionalism, grace, and efficiency. Her trademark quiet but firm approach, as she contributed invaluable insights from her extensive foreign service experience, will be missed. 
 
Her deep knowledge and unwavering commitment made her a central figure in advancing the goals of our Community.  The Secretariat relied on her guidance, particularly in navigating complex regional and international affairs. 
 
Her legacy is an enduring one, and a blueprint for all on service with dignity, dedication and professionalism. Guyana and the Region have lost a stalwart, and we are poorer for her absence.
 
We extend deepest sympathies to her family, loved ones, and the Government and people of the Cooperative Republic of Guyana during this difficult time.
