City facelift to begin later this year, says Parl Rep

Computer-generated preview of Great George Street, following completion of Roseau Enhancement Project

Parliamentary Representative for the Roseau Central Constituency, Melissa Poponne-Skerrit has announced that the Roseau Enhancement Project will begin later this year.

She said on its completion, Roseau will become, “a brand-new city, the most modern city in the Caribbean.”

In November, 2023 the government received approval from Parliament for a US$41 Million loan from the Kingdom of Saudi Arabia to fund the Roseau Enhancement Project.

The Roseau Enhancement Project has been conceived with the aim of metamorphosing the city of Roseau into a contemporary and aesthetically appealing urban center. This comprehensive endeavor encompasses the revitalization of roadways and bridges, the construction of pedestrian walkways, and the augmentation of urban lighting infrastructure.

“The Roseau Enhancement Project is well on its way,” she said. “As you know we sought assistance from Saudi Arabia in the form of a loan and of course there are quite a few studies that have to be done before, although we had the preliminary designs.”

Poponne-Skerrit pointed out that the project has been faced with some roadblocks.

“We have faced some road blocks along the way in particular, in terms of modernizing the wires and utility companies and transitioning them to underground cables,” she stated. “This has been somewhat of a challenge for us, because they are not quite ready, but we find ways to go around it. I would say this is one of our holdups.”

She added, “But now that we are fast-tracking the progress on this…you should see something happening very soon this year.”

Furthermore, Poponne-Skerrit indicated that the project will start up with Great George Street.

“We are going to be enhancing the sidewalks, the drains are going to be fully covered, you will have a clear skyline because all the wires are going to be placed underground, the roads are going to be widened as well, everything will wheelchair accessible and there will be additional parking,” she revealed. “We can look forward to it beginning later this year.”

Additionally, she said there will be the beautification aspect of the project, “the paint the town project.”

“We will be giving an instant facelift in terms of the commercial buildings as well as the residential,” Poponne-Skerrit revealed.  “A paint job does wonders; it automatically uplifts an area so this is one of the things we will be working on as well.”

She mentioned, also, that new signage and new street signs will be installed.

Dumb people do and talk foolishness, and when I say dumb, I am not talking about a mute person, dumb in this case dumb defiñes someone such as Melissa who brays without any concept of the English language or English vocabulary!
How do we in reality define a “modern” city?
One definition is an urban area with contemporary technologies, amenities, and infrastructures that supports a divers and large population.
It is beyond comprehension: that both Roosevelt, and Melissa, continue to embarrass themselves without realizing they’re so doing, in the process embarrassing the nation people!
We heard this same nonsense in the past where Roosevelt said he was going to transform Roseau, take it to the nex level, where it would become a model to the rest of the Caribbean to use to develop their islands.
In the transformation we went backwards; the next level caused the nation to spiral down rather than up to another level.
Meanwhile, his bank account saw billions deposits into it.

If we don’t understand the signs as yet I don’t know when we will.
Based on the signs I have absolutely no doubt that Skerrit is going to call a snap election in December 2023. So when Melissa Skerrit say roseau project will start later this year and we have soil moving tricks for airport and schools all over the island , without any sign of buildings anywhere, we should know by now that it’s the same old election gimmicks to impress those from the diaspora who will be coming down for World music festival.

you meant 2024. thats fine, the thought has crossed my mind. But he would be dumb …and smart to do that again. Dumb because it would be the second time he throwing a surprise party long before the expected election time frame. So what happen election is every two years now instead of 5? But smart because the other parties have not done anything yet to solidify their candidates for the constituencies or made much impact since the last election. Remember opposition is no longer UWP. Freedom party is a not so distant memory. Is Jesma Paul and the Charles feller that is opposition, and we know they working with Skerrit. I bet is he that make Jesma dismiss Sean Douglas without any explanation to the public. Anyway, the Barnum and Bailey & Ringling Brothers production continues. Ring master Skerrit laughing at all of you clowns while his mansion in Morne Daniel continues to be built, next to the previous one. meanwhile many of us begging for one of these free houses. But is only for them.

    Quick Question.
Will this urban lighting infrastructure include traffic lights?
Right now most drivers are so selfish and wreckless even inside of the city.

Nice CGI of a Roseau street with no traffic congestion, no kids riding uninsured scooters, no vehicles parked on sidewalks, no lines of buses waiting for passengers, no vendors selling tat across the whole sidewalk. Yeah, good luck with that.

Mofo you wouldnt even know what a modern city looks even if you lived in one. You idiot. Laborites didnt build Dominica, Laborites tried to sell Dominica wholesale with Patrick John. That didnt work, so, so-called laborites are trying to sell it in pieces now. This country had its best years of “independence” under freedom party. thats when the country was built up. Not the nonsense patchwork we see your chinese friends doing for us with our money. See the hole in the road by Salisbury. But is dlp that building. See the falling piece of road when you entering Mahaut. See the undermining road going into Roseau Valley with red barrels by it for YEARS that not being fixed. It take them 7 years to finally fix layou bridge after Erica. Maria pass it was still down. but you life a fool beating your chest. Government is faling on their basic duties. And failing more on their attempts to do other things they have no place doing. Like NEP for example. a complete strain on the treasury.

Parliamentry representative, it’s always good that improvements of an aesthetic and comfort characteristic are undertaken. However, with all due respect, I have been hearing this same song sung at least for the past 15 years. I will fully applaud the initiative on completion and I wish you success in the endeavour.
Also, you said you had some road blockS. ( plural), yet only mentioned the wires and their placement underground. Could you inform the population of the OTHER set backs ?

Dominica deserves better government leadership. Continuing to be in bed with countries that have some of the worst human rights violations in the world demonstrates a lack of care for not just the humanity of Dominicans but also humanity at large. The Skerrit administration continues to sell out this beautiful country to the darkest of the darkest.

“…on its completion, Roseau will become, a brand-new city, the most modern city in the Caribbean.”

The fitness of a Roseau’s townscape will not come about by way a US$41 Million loan from the Kingdom of Saudi Arabia. Money will not solve the fundamental problem of identity. Furthermore, we should not be relying on funding from a foreign entity to tidy up our own front yard.

I repeat for the umpteenth time: “The Identity of Places Reflects the Identity of Ourselves”. Or to put it another way: “The Defence of the Originality of Places is the Defence of the Originality of Ourselves”.

Roseau is a small town on a small island. It is not a second Dubai.

Put that in your cultural pipe and smoke it.

so you have a design and all this plans to facelift Great George Street, yet there has not been any meeting with the property owns along this street. so how are you going to get this done without the involvement of stakeholders? the same stakeholders, you all are always saying are important. before the design was realized there should have been meetings with the property owners and tenants, along with the utility companies and every other infrastructure service provider, so their input would have some influence on the design. who are these architects and or urbanist conceptualizing those projects, Dominica has fully capable architects who could conceptualize this.

There are many abandoned buildings in town! Track down the owners and buy those buildings and sell them to people who can maintain those buildings. Also, covering those drains should be a priority. Additionally, designate one of the streets as a cobble stone street for shopping, restaurants and bars, entertainment, there should be no cars allowed on that particular street.

The damage that this unscrupulous tag team of Melissa and Roosevelt has done to Dominica is near irreparable. This couple has been an insurmountable stumbling block to progress for all Dominicans but themselves and their cronies.

Promises alone will not suffice They cannot put money in one’s pocket nor food on the table. For twenty consecutive years, unfulfilled promises, empty rhetoric and false hope have been the devices used to placate the irate people.

What the country needs most urgently is a robust economy to create much needed employment. Too many citizens are languishing in perpetual poverty because of the lack of job opportunities and decent wages and salaries.

Buildings, streets, proper drains, houses are all important. What trumps all of these is a good paying job. Create a strategic, economic development plan so that most citizens at working age can be employed.

What happened to the Quwaiti Fund which was to improve Roseau? Was it stolen?
Skerrit’s wife reminds me of when liar Skerrit unveiled at Lagon, Roseau, the computer generated image (the artist impression), of a new Roseau in 2009. He told his fools that work would begin soon; 15 years later, Roseau is the worst capital city in Caricom, (in appearance). The Bayfront is extremely unwelcoming, sidewalks are broken and dangerous, stagnant water in drains stinks, stray dogs ‘sh..’ anywhere/everywhere, men expose their penis, and pee anywhere and everywhere and not ticketed, etc, etc,.it’s a total mess.
After 24 years in government, it’s shameful to see what Roseau has become in terms of appearance under this regime. A huge eye sore under the incompetent rule of passport sellers, liars, corrupt politicians, greedies and lazy men and women.

This generated computer drawing is just political expedience. It was posted to mislead unsuspecting members of the Labour Party’s choir that Rose an will become the egg of the world.

Of course, Dominica’s Bonnie and Clyde, these two congenital bandits, are just trying to capture the attention of the people and the press to gain favourable publicity.

No intelligent person takes them serious. They both are clowns without their clown and their fat, red noses.

In these lean economic times, where thousands of households are living below the poverty line, begging and prostituting themselves to eat a bread, we need a caring, empathetic, honest, discerning leader. Dominicans are living in a dystopia.

The money stolen from Dominica treasury and the people to build more than four hundred apartments in Barbados to accommodate Ross University students in Barbados should have been used to start a new residential city somewhere on the island rather than the bull they talk about Roseau each time they wish to be heard.
One cant widen the streets of Roseau, the painting the old dilapidated buildings will not help!
The structures are so old and outdated, everything needs to be bulldoze; they alternative id the development of a new city!
Plymouth Montserrat was destroyed by a volcano, it did not take tween years to build a new city called Brades!
Melissa and Roosevelt Skerrit, and children, will leave this planet, and Roseau as it is this very day.
