Opposition Leader Jesma Paul-Victor has rubbished statements made by Finance Minister Dr. Irving McIntyre during her response to the 2023-2024 National Budget on Thursday, as it relates to healthcare in Dominica. While presenting the 2023-2024 National Budget on Tuesday, Dr. McIntyre said there is no one who can dispute the fact that Dominica’s health system is far better now than it has ever been.
He also stated that “One can now receive care at a hospital that is equivalent to that of developed countries.”
Dr. McIntyre said further that the Government of Dominica is on a journey to promote the health and wellness of its citizens and residents. However, Paul-Victor argued that as a former Minister of Health and a medical doctor, the Minister of Finance ought to be aware of the dreadful state of the country’s public healthcare system.
“Mr. Speaker, most Dominicans at some point or another have heard about the horror stories and experiences at the Dominica China Friendship Hospital,” she argued. “It is indeed absurd for the administration to assert that Dominica has an effective and enviable health system.”
She said further that while the 2023-2024 National Budget may boast about new facilities and staff, “what truly matters are health outcomes, not only the inputs.”
According to the opposition leader, despite claims that healthcare spending consumes a significant portion of the Budget, the actual outcomes are appalling. In fact, she stated that the critical state of Dominica’s healthcare system can be objectively demonstrated by looking at the infant mortality rate, “Infant mortality rate is widely regarded as the leading indicator of the effectiveness and accessibility of healthcare services in a country,” Paul-Victor noted.
She continued, “Unfortunately the infant mortality rate in Dominica has been increasing steadily in recent years.”
She added, “Despite this alarming state of affairs the Budget makes no mention of any program to address this issue.”
Meanwhile, Paul-Victor stressed that the cancer rate is increasing sharply, yet the Budget fails to include any program to tackle this escalating health crisis.
He also stated that “One can now receive care at a hospital that is equivalent to that of developed countries.”
I don’t believe Dr. McIntyre believes any of this garbage. He must be aware that when any minister of government stumps their toe, they immediately jump on a plane to seek medical care outside the country. The last i checked, I have yet to see anyone from a developed country fly to Dominica to seek medical care.

So here is a situation: I just received a video; where a woman sat in what looks like a her home dressed in red attire, she made it quite clear she is not signing for her supper, before she went on to complain about her grandfather, whom was sent from the Portsmouth Hospital to the ” Dominica China Hospital.
I noted where she said her grandfather went to the Chines Hospital; he walked in
with an abscess on his shoulder (clinical definition) of a abscess is an enclosed collection of pus in tissues, organs, or confined spaces in the body.
However, when she was called to take her grandfather home, she discover her grandfather could no longer walk: nor can he sit for any period of time. She said he complained about back pain, and upon her examination of his back, she discovered the man is covered with bed-sores.
His treating doctor was a woman Lee!

It is the qualification of the doctors, operating therein; their knowledge of medicine, their ability to properly diagnose the patient. Too often the quacks of your day to this day in Dominica continues to miss-diagnose our peoples medical diseases; hence once one is misdiagnosed the treatment thereafter is useless, noneffective, and that is why so many people enter your butcher shop and comes out dead!

Dr. McIntyre was just pontificating about bogus accomplishments and projects stuck in the pipeline for decades. I will pay ZERO attention to his words but FULL attention to his actions.
