Leader of the main opposition United Workers Party (UWP) Lennox Linton refused to return to parliament after the first session on Monday because of what he described as unfair treatment meted out to him by the speaker of the House of Assembly, Joseph Isaac.
Linton said he was attempting to raise a point on the government’s refusal to obey the constitutional rule of law regarding provisions for legitimate expenses for the consolidated fund.
“I said in that regard we have the current case of the COVID-19 compensation to bus drivers, a legal entitlement since April 2020. They disagree that it is a legal entitlement and they didn’t want me to say so and to explain why it is a legal entitlement,” he stated while speaking on Q95 moments after leaving the house.
“Quoting the section of the law, which referred to the President, they do not want me to call the President’s name. They said that calling his name in quoting a law of the Commonwealth of Dominica is bringing the President’s office into disrepute,” he added.
Linton citing what he described as the ongoing “brutality” against members of the opposition and efforts to prevent them from speaking the truth and stating the facts, and alleged that the Speaker is in collusion with the members of the government side.
“What then is the use of the parliament?” Linton asked.
“So, therefore, I walked out because I had enough and will not go back to the sitting of the parliament. I want the people who sent me to the parliament to advise me what is up with that because I cannot be asked to go to the parliament and represent the people and face what I have to face in parliament every time I go there. It’s almost like I have no right to speak,” the Marigot MP said. “Like I’m not a human being. My presentation has to be interrupted with all sorts of nonsensical submissions from the speaker’s chair.”
According to the UWP leader, during this week, he will present the full version of his debate contribution to the supplementary estimates for 2019/2020 which was presented to the house on Monday, 300 days after the close of the financial year.
“If the people agree with Skerrit that parliament is for him and Joseph Isaac and the other people on the government side, to say as they please to disrespect and dehumanize and demonize and criticize and intimidate members of the opposition, then they can proceed,” he remarked.
When the house resumed at three, the speaker used the opportunity to point out that his rulings were based solely on the rules of parliament and acts as the peacemaker.
“It is not Joseph Issac; it is about the standing orders which are the rules of debate and that is why I said this honourable house is not a political platform. It is not a platform where you meet a guy on the block and you can talk how you want….we have parliamentary language. We have respect and we have rules,” Isaac argued.
The former UWP parliamentary representative for the Roseau Central constituency stated emphatically that he will not be tolerating things that are out of the guidelines and that are “ill-disciplined and irrelevant.”
Adding his voice to the discourse, Minister of State in the Ministry of Finance, Economic Affairs and Planning Gregory Senator Gregory ‘Karessah’ Riviere noted that walking out of parliament is no excuse for any parliamentarian.
“We ought to be diplomatic; we ought to be respectful and honourable in our actions. This is no place for thinned skin people. We have to face the music, accept when we are wrong and move on….walking out is not an option, the people of Marigot deserve better than that,” he said.
All the other members of the opposition party did return to the house when it resumed at three, some of whom went on to make their contribution to the debate.

Parliament in its current format is indeed a pointless exercise. Many great points were raised but completely ignored, and the PM it seemed could speak uninterrupted about anything and everything for as long as he liked. Having said that, Linton needs to man up. A leader does not run away from a fight, he stands his ground, whatever the odds. He is therfore no good as leader of the opposition and should stand down.

Be informed I am an Electronic/Electrical Engineer by profession; I graduate in both dispelling; I was employed as an Electronic Engineer in some of the the largest electronic engineering companies, however; I’ve never found myself having to recall anything I learn in college to help me resolve a practical issue on the job.

I don’t think that the Honorable Lennox Linton, Leader of the Parliamentary Opposition, should have walked out of Parliament at this time.
I can understand he will be under pressure from the Government side, including the House Speaker, all of whom are collaborators with the ruling DLP government. But that is no excuse to walk out of Parliament.

I am disappointed in three things:
1. The biased actions of the House Speaker, the Honorable Joseph Isaac
2. The irresponsible actions of the Leader of the Parliamentary Opposition, the Honorable Lennox Linton, and
3. The irresponsible actions of the Government Senator, the Honorable Gregory Riviere.
Clearly the Parliamentary Opposition must take a close look at the actions of the Leader of the Parliamentary Opposition because the future is not promising.
Hon.Linton did the best thing to excuse himself from this failed incompetent Immature Speaker 🔊 of the House 🏘️. I:m convinced from what I saw and listened to Hon. Linton was well versed, he was extremely accommodating, engaging, focus and what amazed me was the dumfounded tone and lack of Political decorum and respect from this Immature Incompetent Speaker of the House of Assembly. I was saddened to hear and listen to the unnecessary tone of Isaac. Hon. LINTON as Leader of the Opposition was and has been exceptional in his thoughts, presentation and engagement. This Temporary Speaker of the House I’m convinced was exceptionally poor in his decorum, thoughts and intellectual. It appears that he forgot where he was. The question is was Joseph Issac well prepared to hold this prestigious position in Parliament. He seems lost to me and wondered what next. On the other hand Hon.LINTON is well versed, well read, well prepared and Professionally acute in his deliveries. He’s PM material.
@UWP Supporter, what Lennox is expecting from Parliament meetings, is for everyone to simply accept his idea, suggestions, complaints, and whatever he presents at those meetings, to be endorsed without questions or objections. In my opinion, Lennox Linton maintains an extremely, childish attitude, which will never put him in the seat of the Prime Minister of Dominica, unless he grows up. But that will take him ages to achieve–good heavens!
I’m not surprised, if you watch the broadcast of the House of Assembly you can see Skerrit and speaker of the House, Joseph Isaac, exchanging “knowing looks”, Skerrit smiles, looks at him and Isaac does the same, its like a love affair.
This is not an opportunity simply to agree or disagree with the actions of Mr. Linton. That is inconsequential given that even after Mr. Linton ceases to be MP the business in parliament remains the business of the people and therefore must be conducted in a manner congruent to the interests of the people. Therefore, more importantly the question is what really is happening in our Parliament?
It’s easy for Karessa and JI to talk because they are not on the receiving end of the brutality from the Government side.
There is much much impropriety going on in Government regarding the management of the country’s resources and every Dominican would do well to be concerned about it, rather than simply getting into the debate of whether or not Linton should have walked out of Parliament. When will we mature as a people and begin to see that Government owes us Zero favors. We must all pay more attention to what’s important for nation building, not simply choosing party sides. #wakeup!!

The leader of the opposition is free to express his views in a public forum if his attempts are thwarted and ridiculed by a house of assembly that has no respect for common decency and is a charade of democracy.
I watched the live proceedings of the Parliament and was embarrassed for the country.. The entire episode was just a colossal national disgrace. The deliberate, nonsensical and frequent interruption of the Opposition leader by the eminently unqualified Speaker and his undisciplined colleagues has made the parliament a dysfunctional, uncivil place of polluted politics.
No country can perform optimally when a juvenile, incoherent and poorly educated leader along with his malleable colleagues and a morally inept Speaker deliberately frustrate free debate from happening.
Mr. Linton did the right thing by refusing to return to a House where the suppression of sensible and civil debate is tolerated..
The CRUDIT and DYSFUNCTION on full display in parliament is a perfect reflection as to how Dominica is being presently governed. SHAMEFUL INDEED!
Doctor, i fully agree. It is indeed a circus here. We dont know whether we are coming or going. It has to get worse, before it can get better. dominicans like plenty blows.
