Parliament will convene on Friday, 29th December, 2023 at 10: 00 a.m. at the House of Assembly. Minister for Finance, Economic Development, Climate Resilience and Social Security, Hon. Dr. Irving McIntyre will table a motion for the authorization of a bank guarantee to secure the commitment made in the project financing agreement between the Government of Dominica and Geothermal Power Company of Dominica (2023) Limited, owned by Ormat Technologies, Inc.

Ormat Technologies Inc., of Nevada, United States entered into an agreement on December 5th, 2023 with the Government of Dominica to finance, build and operate a 10 megawatt Geothermal Power Plant in Laudat at no cost to the Government. Under the agreement, the fully operational plant will be transferred to the Government of Dominica
after 25 years.

The Government of Dominica will seek parliamentary approval to obtain a bank guarantee from the National Bank of Dominica in the amount of EC$ 13.5 million to secure the commitment for the construction of the Geothermal Power Plant.

The Government of Dominica is taking final steps towards commercial operations after drilling seven geothermal wells in Laudat, Wotten Waven and Trafalgar and sourcing a geothermal resource capable of supporting 10 megawatts of electricity generation in Laudat. The Government has also approved the design for the construction of a new efficient and resilient electricity transmission network from the Roseau Valley to Fond Cole connecting the geothermal power plant to the hydroelectric power plant and to the national grid.

The proceedings of parliament will be broadcast live via the Government Information Service (GIS) and the Dominica Broadcasting Station (DBS).

    I insist that geothermal energy and the international airport are pipe dreams under Roosevelt’s stewardship. I am usually nonplussed when people believe Roosevelt fully well knowing his checkered past with the truth.

    He travelled to Pakistan of all places, gathered journalists from all over the said country, pontificated about having a state of the art modern university in Dominica in short order. Where is it?

    This man is just a congenital, compulsive, notorious LIAR who fabricates consistently for publicity. Starboy of Stupidity has an airtight alignment with LIES.

    Who is in charge of running the country’s business?

    Since last time we have McIntyre being at the forefront in parliament when th Prime Minister should be heading the government. Budget. and lots of other things in parliament he is absent.

    Today who is tabling proposal? President is doing business in Guadeloupe – first official engagement is with a foreign business man.
    Where is government of the country? Who is running the country? Is our bank and finances in trouble?

    what is going on? I can see a call for the dissolution of parliament with a vote of no confidence in the government of Dominica as well as the president engaging so we have a country with a government ihw institutions and the head of state just not engaging or just. hijacked the country and just carrying on. Taking on all the elected officials jobs and doing it themselves. What is this?

    I just love my DLP, my DrDrPM and my Cabinet for finally bringing geothermal electricity to Dominica at no cost to the Government and People of Dominica even though we have to take millions from NBD to guarantee and wait 25 years before we can say it’s ours.

    If this is not strategic I do not know what it is. So let the concerned question the legitimacy of the move, and the fools in the can applause it.

    Just be quiet and suck the salt. The plant may not be any good after 25 years. However, you bloggers will still be complaining after 25 years. Your opinion and your facts are simply demonstrated online. What else are you thoughts? What’s plan in helping to change this cycle? None. Sucking your salt and complaining is double jeopardy. So my advice to you “Hot Bloggers” is to simply keep on sucking on salt. Lazy bunch of bloggers. Had I been Roosevelt I’d do some crazy sh-i.. every day to keep you bloggers wondering. My simple advice to you bloggers is to keep on hammering daily on ELECTORAL REFORM. You won’t join a street match to demonstrate because you all are too coward or too proud. For over 20 years you have been doing the same thing with absolutely no results. But you keep at it and blame Roosevelt. What a disgraceful waste of time.

    Them guys just sign an MOU
    on thursday a message goes out that there is an ’emergency meeting of parliament on Friday’……no time to properly engage de public about what government is really responsible for to guarantee a loan for a company owned by foreign interests
    this has to happen lightning fast before de year end?

    Geothermal energy takes hundreds of millions to come to fruition. For the benefit of the people, I hope that it would materialise. However, with this deceptive, despotic, inept regime, I’m very skeptical that they could accomplish this feat.

    The Roosevelt-led totalitarian government has a propensity for over promising and under achieving. The members make fantastic promises to headlines regionally and internationally, and to bamboozle the unsuspecting at home. Their much touted promises usually fall on barren grounds (parliament, press conferences), they don’t germinate.

      @ derp, this needs a whole lot of explaining. First of all what are we guaranteeing when we have to wait 25 years before we can gain control of the plant? After twenty-five years what will be the condition of this plant????????
