Prime Minister Roosevelt Skerrit has made it clear that there is no Regional Security System (RSS) presence in Dominica.
In fact, he said while addressing a press briefing recently that members of the Barbados Defense Force are in Dominica to conduct training.
“There is no RSS presence in Dominica as I am hearing, none at all,” Skerrit said. “This is a Barbados Defense Force training that is being conducted by the Barbados Defense Force.”
He continued, “It is not even in collaboration with the Dominica Police Force. So they are doing their own independent training, they are not here on invitation of the Government of Dominica.”
The Prime Minister explained that the Minister for National Security, Rayburn Blackmoore received a request from the authorities from Barbados seeking his government’s approval to allow them to come into Dominica to conduct training of the Barbados Defense Force.
“Recognizing the objectives of their training of the terrain we have which compliments the objective of their terrain, recognizing that Barbados is a very flat country they want to subject their members of the defense force to more rigorous terrain, the hills, and the valleys,” Skerrit explained. “I am very confident, recognizing that they were here after the hurricane, that they will survive the physical fitness that’s required to traverse the hills and valleys and mountains of Dominica.”
The Regional Security System aims to ensure the stability and well-being of Member States through mutual cooperation, in order to maximize regional security in preserving the social and economic development of our people.
The RSS Member States are Antigua & Barbuda; Barbados; Dominica; Grenada; St. Lucia; St. Vincent and the Grenadines; and St. Kitts and Nevis.

If the impression is that Dominica is unique to military training, the jungles of Guyana or places such as Venezuela are much more unique than Dominica!
The presence of these people in Dominica is nothing more than a show of force, orchestrated by Roosevelt and the dyke which rule over Barbados: Roosevelt is simply telling Dominicans be quiet because in the event of a riot; or an insurrection against me; Barbados force will crush you!

Can’t you something is wrong, I thought I was the only one to recognized that there are other places in the Caribbean, that would better suite that purpose. Dominica is only 289.9 to 305 square miles + plus or – minus a few square miles.
Guyana is: 83,000 square miles.
Venezuela is 353,841 square miles.
Jamaica is: 4,244 square miles.
Trinidad is 1,980 square miles.
My point is that, the places mentioned above are all much more rugged than little Dominica, and a much more suitable to train people in warfare, there are lions and gorillas in jungles of Guyana, which they can fight and learn to kill; so again my question is simply this: why Dominica?

Normally when one member state is hosting the security services of another state the citizens of the hosting state would be informed before hand to avoid suspicions. Is there a reason why we were kept in the dark until the PM explained why they are here?

I’m very skeptical of armed defense personnel from Barbados coming to Dominica to train. Why are they training to operate in hilly and difficult terrain considering that Barbados isn’t hilly and doesn’t have the type of terrain that we have here. They did it once when they came and helped facilitate turning might and force on the unarmed and sleeping village of Salisbury. Dominica belongs to the citizens of Dominica therefore we are owed advance indication of any armed force entering our shores. Remember when Dominica was a colony of Britain and we were always told in advance of the coming of British forces to our country. These days these hoodlums in government feel as if the country is their private estate to do as they please and to hell with the rest of us.
