Roseau Enhancement Project advances with supervision contract award

The Government of Dominica has announced a major step forward in the Roseau Enhancement Project (Phase 2), with the award of a consultancy contract for the design review and supervision of rehabilitation works on seven major streets in the capital.

According to a release from the Office of the Prime Minister, the contract—valued at USD $2,246,264—has been awarded to Saudi Arabia Consulting Engineering Office (PACE) in association with Corisav Inc. of Dominica. The selection process was conducted under the guidelines of the Saudi Fund for Development (SFD), utilizing a Quality and Cost-Based Selection method restricted to Saudi firms or joint ventures with local partners. Two firms submitted proposals, with PACE emerging as the successful bidder.

The consultancy engagement will span 42 months and will be executed in three phases:

  • Phase 1 (6 months): Design review and support for procurement of civil works
  • Phase 2 (24 months): Supervision of construction and road rehabilitation
  • Phase 3 (12 months): Oversight during the defects liability period

The OPM release adds that the consultancy will provide technical oversight to ensure that rehabilitation works meet the highest standards, aligning with the Government’s vision of transforming Roseau into a modern, resilient, and pedestrian-friendly capital.

The rehabilitation will cover seven key streets in Roseau: Independence Street, Bath Road, Cork Street, Great George Street, Virgin Lane, River Street, and King George V Street.

    It’s still the IMFr world bank, they found Saudi to provide the funds. That’s how they roll, predatory loans. $40+ million U.S to pave a few short streets, not building anything, Saudis work their loan money; then get it back again – that’s no enhancement.

    Just look out for austerity measures while some make out big, even with the billion$ you already have in CBI, since as the saying goes – it takes a fool to make money … you know the rest.
    It’s no good what they doing to you. They know you have engineers to make drain and pave roads, well, don’t they? All you can now do is hire a few locals at minimum wage. Stinks of corruption from the start.

      Lol, There is something called “UDERSTANDING” The simple fact you asked those questions is because you do not understand how foreign financing for capital projects from institutions and Governments work, go educate yourself, at the end of the day the Government of Dominica got the financing for a project for which they did not have the money financing such a vital Capital project, a lasting benefit for generations to come, so long for you not UNDERSTANDING,

      Fair question!

      Saudi Arabia for improving the look and efficiency of the capital.
      Why Saudi Arabia?

      I’d choose them for the contract (given that they accept coconuts and bananas as payment!) because I’m confident they will join architectural class (!) with Dominica’s cultural heritage (!) in mind, leaving ideas of tall and cold buildings aside.

      Pretty, cosy, warm, welcoming, colourful, vibrant, alive, flowery, happy Roseau.

      And the local specialists can ask for access to observe how the job is being done, so they have the chance to expand their own knowledge and skills thus, in the future, they can be the contracted ones.

      Roosevelt has an affinity for foreigners. There is anecdotal evidence of this. MMCE and contractors from China, Barbados and other distant lands get the big money no bid contracts.

      Anyway, this Roseau Enhancement Project seems nothing more than a ghost project. After many moons of shelving, it is now being headline news again because of a pending election.

      Roseau Enhancement actually started years ago with the new bridges, the Roseau Link Road, and the Promenade. I clearly recall this fact being articulated when the Roseau Promenade was being “opened.”

Look at some of the Capital projects that have been built, example the Geothermal Plant
      do you know how hard and long this Government worked and the hurdles it faced to bring such accomplishment.

    Before this administration there were no free houses,no NEP,no yes we care,no school bus service,no free school uniforms and books.There were no state house,no geothermal,no international airport,and no senior citizens getting $300 monthly,There was no Clear harbor,no All saints university,no cable car and no marina.There was no sporte stadium,no Goodwill-Windsor Park like road.No Georgetown,Platt Ma Pierre,Jimmit,Castle Bruce,LaPlaine,Grandbay,Grandf.There was no and Vielle case housing.There was no free medical for 65 and over 18 and under.We ask ourselves what UWP did with the hundreds of millions of dollars they collected selling Dominica passports under the Reengineered citizenship Programme.Even Bwa- Banday is benefitting financially from the Cable car CBI programme.

      before this administration we had ross university , people could build there own houses and didnt need free house from the gov . argriculture was booming and u could make an awesome living from it . senior citizens dint have to depend on 300 dollars from gov to feed themselves . clear habour could have been great but skerro tell them they paying to much. we had wisor park that was beautiful and carnival city for our jump up. gardens was actually well looked after . we had a cable car but labour NEVER mentain it and it there rotting all now
      we were prosperous we didnt need marina . we had free medical for the elderly in PMH hospital . we didnt have to sell millions in passports just to run the country.
      before labour we were not begging the chinese for anything
      we could travel to the UK visa free, we would EASILY get visas to go states or to the sechen countries
      our graduates would be able to come back to dominica and get jobs
      we had a public works department and less CRIME

    A true Roseau enhancement project starts with rezoning and replatting the city to get rid of bulidings with less than desired minimum square footage, condem some streets to have bigger city blocks, build mixed use buildings, parking, sidewalks, height restrictions, underground utility lines, a well developed waterfront, drainage, etc. In short, a buy, break, and build so Roseau can be a vibrant city with vibrant nightlife over the next 15-20 years. In this plan, I cannot help noticing the glaring omission of Old, Great Malborough, & Hannover Streets, and Kennedy Ave, the city’s main streets.

    Please remember that some parts of Roseau’s main shopping area are at or below sea level. From Astaphans to the sea, ministry to the sea etc. This shouldn’t be treated as a vacation by any engineer to sit on the job. Think outside box, work. We have to repay the little IMF/WBnk monster.
