Minister for National Security and Legal Affairs, Rayburn Blackmoore–who is also the incoming chair of the Organization of Eastern Caribbean States (OECS) Council of Ministers–has said that, notwithstanding the tremendous work done over the years, there are still a number of issues that need to be addressed collectively as a council and as a sub-region.
Blackmoore made the statement at the Second Ordinary Meeting of the Council of Ministers for Immigration held at the State House Conference Centre recently.
“The OECS from inception has been a symbol of regional integration and has built over the years a reputation for doing things together as a sub-region,” he said. “And this second meeting of the Council of Ministers of Immigration is a further testament and commitment to advancing and furthering OECS integration on immigration matters.”
Furthermore, Blackmoore mentioned that these issues are not limited to building the infrastructure to make interregional travel easier.
“There are some very critical issues that we must deal with frontally as councils and as a sub-region,” he remarked.
Fundamentally, he believes that the whole issue of contingent rights should not only be for OECS nationals, “but to third parties.”
“Those are issues therefore that we must deal with frontally as a region,” Blackmoore reiterated.
In his explanation, Blackmoore said, “A number of us migrated for the purpose of study and we met our significant others, we got married and some of them are not from the OECS. Some of them are not nationals from the OECS, but we believe going forward that they too should be able to have some of the same rights that OECS nationals have.”
He pointed out that this includes the ability to buy property and own property within the OECS.
“We will benefit from that as a nation as we seek to grow Dominica,” Blackmoore stated.
He added, “I think this will add value to the respective economies within the OECS catchment.”
In Roosevelt’s Administration excellence is never expected but assured and given. It is sad that you disgorge all that crap and nobody takes you seriously except your UWP square pegs in a round hole.

This appointment of Minister Blackmoore as chairperson of the OECS Council of Ministers it’s no wonder that the sub-region is in disarray socially, economically, judicially, and terminally.
Blackmoore has not distinguished himself being a minister in the local Cabinet. In fact, he is a colossal misfit and embarrassment to Dominica. He is ineloquent, obtuse, thoughtless, inhumane and soulless.
We can’t put a square peg in a round hole, as in this case with Blackmoore , and expect positive outcomes. With any member of Roosevelt’s administration, EXCELLENCE is not expected
