UPDATE: Election date is 6th December 2019

Skerrit announces the election date at a Labour Party Got Talent event on Sunday

In keeping with his October 12th announcement that the next general election would be held within 100 days, Prime Minister Roosevelt Skerrit has called the election for the 6th of December 2019.

Parliament will be dissolved on the 6th of November. Nomination day will be Tuesday, 19th November 2019.

The announcement in itself could not have come as a shock to Dominicans given the prime minister’s previous announcement. However, the timing – at a Labour Party Got Talent event at Goodwill this evening – may have taken some by surprise.

He came on stage wearing the pair of pink shoes which he had earlier said would signal the announcement.

Skerrit’s announcement of an election date which is just over a month away, suggests that he does not intend to implement the electoral reforms which the United workers Party (UWP), the Concerned Citizens Movement (CCM) and other civic groups have been demanding.

At the centre of that campaign for electoral reform, which has been waging for several years, are the verification of the electors list and the introduction of a voter ID card.

The campaign has taken the form of public rallies, consultations, protests and more recently, the presentation of petitions to Gerald Burton, demanding his resignation as Chairman of the Electoral Commission for failing to implement electoral reform, and to the President of Dominica, Charles Savarin requesting that he remove Burton from office.

If this Prime Ministerial election contest was to be compared to a chess match, one might conclude that Mr. Skerrit has placed Mr. Linton in check with his stunning and unexpected December 6th election day announcement.

Most folks, including me, took the Prime Minister’s previous “in three months” pronouncement to mean a possible January election date. Boy were we wrong!!!

Now we only have a month to to see how the electoral process shakes out and to find out who will be exclaiming “check mate” on night of December 6th.

When will the international election poll observers be arriving to make sure there is nothing illegal going on and no voter intimidation? As a minimum there should be observers from other islands. The day of and prior to the day of the election no planes loaded down with so-called voters should be allowed to land.

WELL!!!,now is the time to see what Dominicans are really made of. Is it “cool out”, or is it “best future for my children”? Elections now without reforms will allow the same machinations of this government to continue. People refusing to participate in this election, and standing up for the right thing will let any government know that the people are in charge. How are you going to accomplish this without violence? The interested parties must get the International community involved, not to run Dominica, but to insure that the rule of law, and God-granted human rights are upheld. My people we have a tough road ahead of us. Those who want “one man, one rule” will condone this travesty, while those who want fairness for all will be moved to protest. Good luck to Dominica, and let us maintain our dignity thru these trying days.

Only the blind, the gluttonous, the ignorant, the corrupt, the lazy could let themselves be led by this shortsighted moron. It’s all downhill for the last twenty (20) years for Dominicans. It’s one scandal after another. It’s continuous empty promises. It’s stubborn, sky high unemployment. How can anyone with a normally functioning brain vote for such a do-nothing government led by a severely corrupt numbskull?

    • November 6, 2019

The short sighted Moron is the leader that you blindly serve, empty promises? How many past governments promised hotels to improve our tourist industry and how many have delivered as Skerrit has done. New state college, new hospital been constructed, road network much better than when your Smart leaders were in governance. You and your party wants to take us back to the dark days of porverty, when only the rich could afford to give their children a proper education and decent housing was only for the select few. More attention is given to those who are destitute, your great leader would rather ignore them referring to them as greedy and the young people who seek assistance from government as prostitutes. The party you speak for is just a bunch of losers who are only concerned about power.

Anon, no matter how many times you repeat a lie it is still a lie. Your infantile tantrum that you have thrown is completely futile. Why is Dominica the least developed independent country in the Eastern Caribbean? These are the irrefutable facts. After twenty straight years of the corrupt DLP and clueless Skerrit: no intl. airport; no modern port facilities; pothole diseased roads; severely decaying bridges; astronomically high unemployment; ubiquitous corruption; lowest minimum wage & standard of living; worst healthcare; too many mold infested public buildings; escalating murders and crimes; disunity; dysfunctional public service; opaqueness in government; gross dereliction of duty by the leader and his pliable Ministers and I can continue ad nauseam. Anon,, your unwavering support for a Category 5 regime that has devastated Dominica, corrupted all public institutions, caused irreparable division among brothers and sisters is simply mind boggling. Go search your conscience.

It would be interesting to see whether UWP would implement any reform if they were to win the elections. I can guarantee you they won`t because no political party wants to give an advantage to the other. Now let`s see if UWP will boycott the elections as they said they would…. hahahaha big laugh!

    • Observer
      November 6, 2019

Electoral reform is not giving one an advantage over the other, it is giving an opportunity to see who is the strongest in the race. Each party will be on the same level playing field to contest the election.

    • November 6, 2019

The UWP is not calling for reform, they are lying. What they are asking for is the implementation of existing election laws to suit the opinion of the UWP.

      • Ibo France
        November 7, 2019

Electoral reform is not a UWP fight alone, it’s for the overall good of the country. The Commonwealth, OAS and CARCOM saw the need to get involved for they are far sighted not myopic like you and the ruling autocrats. Would these three well renowned and respected organizations spend many thousands of dollars to send a team here to try to bring clarity and resolution to an untenable situation if it was just a frivolous matter? Stop sitting on your head. Try and activate more of your brain cells. Take note, only one group in Dominica that is adamantly against Electoral Reforms, the corrupt Skerrit led Administration. The reasons are obvious. They can only win elections by corrupt practices:, flawed electors’ list; the illegal padding of constituencies perceived to be weak; allowing ineligible overseas voters to vote; impersonation and other illegalities. Corruption impoverishes a country. Dominica is a perfect example.

At Man, The uwp gang members cannot comprehend what is going on. In all ther roro for reform they forgot that reform cannot take place without an act of Parliament and an amendment to the constitution.
The PM has been observing the letter of the law for three elections now to ensure that nothing illegal is done. He is following these same laws that have ruled election since 1950 which have remained on the statute books.
The only time that these laws were called into question is by Lennox and co. These same laws help the uwp opposition to sit in Parliament for almost 5 years. They took their seats, made themselves comfortable then made some noises saying that Dominica does not have free and fair elections. For almost 70 years elections were free and fair but this 5th grader suddenly decided our elections are not free and fair. Does know what free and fair is. I think not. Look at his fake salute and his home security insedent that was reported 5 months later……

Should that have been the case, It would make no sense trying to lobby the president and would suggest that he too is in cahoots with Dr. Skerritt. Sad day for Dominica and Dominicans. The question we must ask is, where do we go from here? The four options as I see them are (a) Continue with the noise on electoral reform, (I have called it noise because there have been no results, all requests and petitions have been ignored), (b) Lobby regional and international bodies on what is happening in Dominica, hoping that they give us a voice and help to remedy the situation (their response will doubtlessly be, they will not interfere with the internal affairs of a sovereign country), (c) fight the election in the current climate; if the opposition fails to win, they would never be taken seriously again and (d) The final option, trying to maintain a peaceful affair, is to shut down the country. In doing so the people must be made aware of the victimization that they will suffer and be prepared to accept their punishment which will include jail time and beatings, and may even include death similar to Grenada’s Maurice Bishop.

Now is the time to come out in force, win, then fix the electoral issue?
Mind you, I’ve not once heard Linton said he will do so in his first 100 days, 2 years of 5 years. Not sure who quickly he will deal with it.

I also note, that he’s not made any comment regarding blocking reforms that the PM claimed?

Lastly, if people think reform and implementation of ID cards can be done within 6 months, they still seeing two cans a long string as technology.

  34. Herbert Volney
    November 6, 2019

I am happy that the Prime Minister has called the poll for December 6! The opportunity for electoral reform presented itself in the House of Assembly earlier in the year and rather than embrace it and make known its case in the debate, the Opposition threatened violence. The bill was pulled and a later attempt to bring back an updated version was taken to court by an Opposition supported group. The government again did not pursue debate on the bill. Clearly, the Opposition is not serious about electoral reform and must shoulder responsibility for the position that Dominica is now in of going into a General Election without electoral reform.
I am confident that the system and process will again deliver an internationally certified free and fair election . The only identifiable reason for the likelihood of an Opposition loss is that it is poorly led, has lacked vision, has engaged in gutter politics, is unprepared, and has offered a poor array of candidates.

Herbert, I am saddened by your efforts at logic. On the one hand, you seem to support the government as reflected in your statement: “I am happy that the Prime Minister has called the poll for December 6! The opportunity for electoral reform presented itself in the House of Assembly earlier in the year and rather than embrace it and make known its case in the debate, the Opposition threatened violence. The bill was pulled and a later attempt to bring back an updated version was taken to court by an Opposition supported group. The government again did not pursue debate on the bill.”

Next you seem to be saying that the government is performing poorly and should not win the election: See it here now: “THE ONLY IDENTIFIABLE REASON for the likelihood of an Opposition loss is that it is poorly led, has lacked vision, has engaged in gutter politics, is unprepared, and has offered a poor array of candidates.” Volney, what are you saying? Were you really a judge? I am lost!!

      • November 7, 2019

@Ras B, okay, Mr. Volney erred by using the word “Only” with the conditions that he pointed out, pertaining to the UWP, not winning the elections.

Personally Dominica is the most wonderful in the world. I learn to love this country dearly after travelling to the USA twice , summer & tho cold time.
Lets all take care of it.
On the political side, we need Reform. A set date for election, a set period for official campaign .
    And campaign finance regulation.
I say we all should be happy and united after an election result thereby congratulating the winner
Because it was fair and the best man win

Set-term parliament is not the best of ideas. There are always extenuating circumstances that negate against that, just ask the people of the UK How Brexit made this idea look so stupid. When Boris Johnson lost his majority in parliament he wanted to call a snap election but would have required two third of parliament to vote in his favour, obviously the opposition parties at that time couldn’t see a snap election working in their favour so they obviously voted against it. In The Caribbean you need that flexibility in place especially with regard to unpredictable weather patterns and natural disasters or for that matter if the ruling party loses it’s majority either by resignations or defections to other parties. I would hate to see a minority government kept in place simply by a rule ensuring that they cannot be removed until a date set by law.

    • Joseph John
      November 6, 2019

So because the minority uwp say something we must all jump then ask how high.
There is no consensus on reform. Those who want reform should first establish consensus, then dialogue then negotiation. Not make demands and threats with demonstrations and accusations.
There are no legal or constitutional framework for any kind of reform.
In all the uwp agitation for reform not once did they mention Constitution amendments.
They do not want reform. If they did they would withdraw their injunction, and would have supported the debate in the House of Assembly that they demonstrated against.
In this one moth time frame for election on the 6 of December there will be no time for such a debate to take place.
The massive majority that support the DR DR do not care one way or the other.
Just look at the turnout at the Labour Has Talent show last night.

Tell those Haitians that are not eligible to vote here that we know where they reside and they better stay away from our election because we will not allow anyone to come here to steal or help anyone steal our election from us! So those that live in Portsmouth, paix Bouche, Thibaud, Vieille case, penville, Bense and are registered to vote in Roseau Central, please tell them we have our eyes focus on them and WE SHALL NOT! Lennox a Roseau man living in an upscale area. As far as I can see Dominica has no class, no plantation upper class. He is not interested in Marigot. He does not even want people to know that he is from Marigot.
Lennox has done no representation for Marigot. He was making a fuss about the improved road to Marigot . He was also faulting the night landing at the Charles Douglas airport. An airport that is basically in Marigot. That to me that is improvement for Marigot.
Now he is writing the Chinese Representative in an effort to stop the construction of the new international airport which will be close to Marigot.
It will bring improvement and development to Marigot and the East.
With the new international airport will be new Marigot hospital. The correlation is obvious as far as medical emergencies to travelers’ concerns. Skerrit the visionary ? Wow! While Uwp obstructionists are yapping the Dr DR is planning ahead. He is ready to start 2020

Dissolving PARLIAMENT does not dissolve the government. The government continues to exist until a new PM is sworn in. As a matter of fact the constitution goes as far as allowing for appointment of ministers during the period the house is dissolved. Stipulation is that it mist be an individual who was a member of the house at the time of dissolution. We as citizens need to educate ourselves about our country’s constitution.

But if you do not know your history uneducated 5th graders will make fools of you.
It is almost 5 years now since the opposition took office . They are yet to learn or understand the procedures and practice of government. Amen. Thanks for that prayer. I hope it will be 21 to 0 in favour of the Red Nation. The others will be singing the blues.
