Roseau, Dominica-July 20, 2023: Minister of Finance, Economic Development, Climate Resilience and Social Security, Hon. Dr. Irving McIntyre will present the 2023/2024 national budget at the Third Meeting of the First Session of the Eleventh Parliament on Tuesday, July 25, 2023.
The Minister of Finance will seek parliamentary approval of Estimates of Expenditure for the financial year ending June 30, 2024, amounting to one billion, two hundred and thirty-four million, five hundred and twenty-four thousand, and thirty-six dollars (ECD$1, 234, 524, 036.00).
The Draft Estimates of Expenditure for the fiscal year 2023/2024 includes total recurrent expenditure of five hundred and thirty-two million, nine hundred and fifty-four thousand, one hundred and sixty-four dollars (ECD$532, 954, 164) and capital expenditure of seven hundred and one million, five hundred and sixty-nine thousand, eight hundred and seventy-two dollars (ECD$701, 569, 872).
The proceedings of the House commence at 10:00 a.m. and will be broadcast live via the Government Information Service (GIS) and the Dominica Broadcasting Service (DBS).
I feel sorry for Dr. Irving, still, he could have refused to become Skerrit’s scapegoat. Didn’t know the good man was a masochist.

One thing I am happy about.Those three UWP Jacka will not be in parliament.Lennox Linton cannot boast about,leader of the parliamentary opposition,at least for the next 5 years.
Can the citizens of Dominica expect a detailed breakdown of the Capital Expenditure figure and the Recurrent Expenditure figure or are we going to be subjected to another stuttering session with plenty of propaganda and political spin but no substance at all.
Accountant, that is exactly what the country will be subjected to. Misinformation, disinformation, miscalculations, ghost accomplishments, manna falling from the sky and air castles.
After each budget presentation under StarBoy’s stewardship, instead the living standard gets better, it becomes progressively worse.
This budget like all others under this tyrannical regime will be an exercise in full-bown worthlessness.
High inflation, joblessness, poverty, political victimization, corruption will remain intact.
Low wages, salaries, productivity, human development, quality of life will continue to plague the masses.
For Dominica to progress we need an astute leader with a plan and a vision. StarBoy is no visionary.
We should be given a copy of the budget address the same time so we can follow along, but of course weeks after they like to release the copy of the budget address….
This $1.2B budget is just like all the others passed under StarBoy of stupidity and dishonesty. He makes a big song and dance every budget presentation promising the world to the citizens. The only ones that benefit are himself, his ‘not too bright’ ornamental wife, their children and his slavish worshippers.
Where are the good paying jobs these annual budgets should create? Conversely, after each of these exercise in futility, the living standard of the average citizen worsens. The homeless population grows. Hunger becomes a constant companion. The tough times have wiped the smiles from the faces of masses and turn them into permanent frowns.
Dominica is a rudderless ship stuck on a rocky reef and being battered by huge swells of corruption and thievery.
