Police Chief Daniel Carbon will proceed on pre-retirement leave at the end of this year. This was according to Prime Minister Roosevelt Skerrit during a press conference held recently.
“Daniel Carbon will proceed on pre-retirement leave at the end of December based on the extension that was given to him,” he said.
The prime minister made it clear that he is not in a position to say to the public who will act as Chief of Police at this time.
“I have to consult with the leader of the opposition,” he stated.
Furthermore, Skerrit said the President also has to be informed as well, “before making any statement on this.”
Carbon took over as Chief of Police in 2012 after the retirement of Cyril Carrette.
During an interview with Dominica News Online (DNO) in 2012 Carbon described himself as “a well-rounded police officer” who has worked in various departments of the police force.
He has worked in the Criminal Investigations Department (CID); in the out-district police stations of Marigot, Portsmouth, Grand Bay, as a prosecutor in Roseau courts, in the traffic department, the special branch, and acted as deputy chief. Carbon told DNO that he wants to ensure that the police force goes in the right direction.
He said even as a young constable his fellow officers and superiors had a lot of confidence in him, advising him to “stay focused” and so he did just that.
“I was nurtured and when I joined the force it was a sharp unit then … I served under various commissioners. Simon Darroux was very instrumental in my career development and also Antoine Defoe who guided me and ensured that I did my work in a very professional manner,” he recalled.
Carbon is married and considers both St Joseph and Vieille Case his home. He explained that he was born in St. Joseph but at six months old his mother moved to Vieille Case. Carbon attended the Portsmouth Secondary School (PSS) and joined the Dominica Police Force in 1985 after graduating.

Hello and good morning my people. I think the biggest problem with law enforcement in Dominica is the way a citizen is chosen to join the Police Department. It’s my understanding that one has to be recommended by the local elected official of their respected district but I believe that process is wrong. One she have a minimum of a high school diploma and they should have to take and pass a civil service test then their name should be entered on a list. Once their number comes up then they should go through a background examination before they are accepted to the police academy. In that way you would remove politicians from the process. Now I think the Police Commissioner should be someone with a college degree but it should be an elected position so who ever win would not have to depend on the Prime Minister to appoint them. In that way the Police Commissioner would have better control of the department.
He has been on early retirement for years. Skerrit is the Commander of the CDPF and he has been since taking over as PM. Dominicans are fooled to easily!

In practice we have always allowed for harsh criticism of public figures as part of a mechanism for public accountability.
To be consistent with your interpretation of the policy we would need to censor Bwa-Banday’s comment as well as any comments deemed to be personally insulting.
This would mean censoring a majority of comments.
Admittedly, your comments tend to speak to a point and avoid ad hominem attacks but even some of your comments would fail to adhere to such a strict interpretation.

The key word is purely, we will allow for some personal criticism if it is relevant to the point being made but we may also delete the entire comment if it goes into defamation (accusing someone of committing a crime with no evidence for example).

The “reasonable” person standard is a legal concept and definition that typically disregards emotion (including biases). This includes only favouring one side.
We allow everyone the same opportunity for freedom of expression (including some harsh comments) regardless of their affiliation. (You can equally criticize PM Skerrit or Jesma Paul for example.)

Today, the world is in a tumultuous state. The leadership of law enforcement is becoming progressively challenging. The military style of leadership exhibited by Daniel Carbon, in the Dominica police service, is ineffective in these turbulent times.
We need an apolitical police service which is led by a honest and impartial commissioner. A police chief that would inspire and bring out the best in his fellow law enforcement officers. Daniel Carbon has been no such leader.
The CoP must be independent while executing his duties to protect and serve the community. Truth be told, Mr. Carbon performs like a zealot of the corrupt, incumbent government.
Getting rid of Daniel Carbon as Chief of the Police Service is tantamount to being cured of a cancerous ailment. Mr. Carbon performs at the behest of Lying Roosevelt not for the people.

What he he is saying is that there were commissioners or others who did their work then to ensure that the force was sharp BUT UNDER Him, what he is saying is that he recognizes that there is a problem it is no longer what it used to be BUT he did not or could not maintain or even apply anything or the standards that were there then that he knew or knows about.
