Carbon takes pre-retirement leave

Police Chief Daniel Carbon

Police Chief Daniel Carbon will proceed on pre-retirement leave at the end of this year. This was according to Prime Minister Roosevelt Skerrit during a press conference held recently.

“Daniel Carbon will proceed on pre-retirement leave at the end of December based on the extension that was given to him,” he said.

The prime minister made it clear that he is not in a position to say to the public who will act as Chief of Police at this time.

“I have to consult with the leader of the opposition,” he stated.

Furthermore, Skerrit said the President also has to be informed as well, “before making any statement on this.”

Carbon took over as Chief of Police in 2012 after the retirement of Cyril Carrette.

 During an interview with Dominica News Online (DNO) in 2012 Carbon described himself as “a well-rounded police officer” who has worked in various departments of the police force.

He has worked in the Criminal Investigations Department (CID); in the out-district police stations of Marigot, Portsmouth, Grand Bay, as a prosecutor in Roseau courts, in the traffic department, the special branch, and acted as deputy chief. Carbon told DNO that he wants to ensure that the police force goes in the right direction.

He said even as a young constable his fellow officers and superiors had a lot of confidence in him, advising him to “stay focused” and so he did just that.

“I was nurtured and when I joined the force it was a sharp unit then … I served under various commissioners. Simon Darroux was very instrumental in my career development and also Antoine Defoe who guided me and ensured that I did my work in a very professional manner,” he recalled.

Carbon is married and considers both St Joseph and Vieille Case his home. He explained that he was born in St. Joseph but at six months old his mother moved to Vieille Case. Carbon attended the Portsmouth Secondary School (PSS) and joined the Dominica Police Force in 1985 after graduating.

    Hello and good morning my people. I think the biggest problem with law enforcement in Dominica is the way a citizen is chosen to join the Police Department. It’s my understanding that one has to be recommended by the local elected official of their respected district but I believe that process is wrong. One she have a minimum of a high school diploma and they should have to take and pass a civil service test then their name should be entered on a list. Once their number comes up then they should go through a background examination before they are accepted to the police academy. In that way you would remove politicians from the process. Now I think the Police Commissioner should be someone with a college degree but it should be an elected position so who ever win would not have to depend on the Prime Minister to appoint them. In that way the Police Commissioner would have better control of the department.

    He has been on early retirement for years. Skerrit is the Commander of the CDPF and he has been since taking over as PM. Dominicans are fooled to easily!

Bias and political favoritism have now destroyed our once beloved nation thanks to civil servants like this Commissioner who do not understand their position of public trust!

    When did politics become an open discussion in the police force?It started when UWP started an investigation into the operation of the police force.The former commissioner and his deputy were accused of drug trafficking a former police Sgt turned lawyer and by members of the UWP cabal,and fired.Since then discipline in the police force went to the dogs.The problem is,a police officer,who is state security should never openly criticize the party in power.Today even special constables openly make disrespectful comments about ranking officers.Rayburn Blackmore and Daniel Carbon sit back and say nothing.It is a FACT that the police force started going downhill when UWP formed the government in 1995.The Skerrit led administration never found it fit to clamp down on that BS.Now maybe it is to late.Every police officer who openly speak against any political party in power should be dismissed.We are talking state security.In 1981 we had operation RED DOG coming from New Orleans to Dominica.

    Skerrit karma is a B, they will leave one by one because you use them as pawns, after retirement they have to go back to civilian life, and that’s the problem skerrit you turn them against the people, and you have a fool they call blackmore doing what he want and no dog back .
    When these guys retire they run away from dominica because they know they did skerrit dirty work , then run to New York and hide in the Bronx, walking with hats deep down in their heads so people can not make them out but what they must never forget New York City have 8,468 million counted for but there is over 9million people nuff said . The population in the Bronx is 1,427 million they still can not hide because there a people that know the bronx very well.

    IBO,the Jacka,there is no police service in Dominica.Former commissioner of police tried the POLICE SERVICE it did not work,so stop making yourself more stupid than you really are.After the DDF was disbanded by the DFP,some of the police were trained as soldiers.They were not only trained as police,but also soldiers.Remember the final push to get the DREADS back to sociaty was done by the police.In 1981 during operation RED DOG,there was no DDF,it was the police who took care of business.In December 1981 and attempted coup by a few members of the DDF was crushed by the police.In 1983 the Dominica police went to Grenada is members as the CPF,and in 1984,34 police officers were trained as soldiers by the 7th Special Forces 82nd Airborne division(Rangers) from Fort Bragg N Carolina.Some of those include Evans John,Nicholas George,Cyprien Defoe,Green CR,Gabriel St.Jean.Patrickson Albert,Liston(gas)Dyer,Kelvin Albert,Edincort St.Valle,Melvin St.Jean.Both Carbon and Blackmore are aholes.

    It’s a time of new beginnings for the land of my birth. Let this new coming year start right for us with the placement of a competent professional who is not afraid to act in a prudent and just manner in the seat of police chief. Mr. Prime Minister we have lost too much time with your political games, please do the right thing. I am often pleased when listening to news back home and my family is out when the chief of police and some of his senior staff are speaking. Frankly, they sound awful, for lack of a better word, and it hurts my pride since I always boast how intelligent we are. While you are at it demote some of the ministers and reduce the size of your cabinet. We can’t continue on this road because doom is imminent if we do not change course now.

    Good riddance…the dumbest police chief ever to serve. You were trained well by Mr. Alfred (Alpee), David Andrew (Sharphead) and Albert William (Kinkay/ Federico) but you deviated from that great, upstanding training to become a stooge, posterior sucker, ballsless manicou.

    You became vindictive, arrogant, self serving and constantly throwing those serving under the bus. Many left the service early not because they wanted to but rather to maintain their pride and dignity especially young women. Politicians walked all over you because you allowed them to. The police force is a mere figment of what it used to be. No one respects the police sir because you castrated both men and women under your watch leaving them with no law enforcement genitals :twisted: .

      ADMIN: Thank you for bringing attention to this, truly.

      Not counting generalized insults received over not having a comment approved no one has specifically asked this question before concerning enforcement and interpretation of the comment policy.

      In practice we have always allowed for harsh criticism of public figures as part of a mechanism for public accountability.

      To be consistent with your interpretation of the policy we would need to censor Bwa-Banday’s comment as well as any comments deemed to be personally insulting.

      This would mean censoring a majority of comments.

      Admittedly, your comments tend to speak to a point and avoid ad hominem attacks but even some of your comments would fail to adhere to such a strict interpretation.

      Below is our interpretation and meaning specific to the lines you quoted from the comment policy:

      “We will delete those comments that: […] are purely ad hominem attacks…”

      The key word is purely, we will allow for some personal criticism if it is relevant to the point being made but we may also delete the entire comment if it goes into defamation (accusing someone of committing a crime with no evidence for example).

      “a reasonable person would consider abusive or profane …”

      The “reasonable” person standard is a legal concept and definition that typically disregards emotion (including biases). This includes only favouring one side.

      We allow everyone the same opportunity for freedom of expression (including some harsh comments) regardless of their affiliation. (You can equally criticize PM Skerrit or Jesma Paul for example.)

    Today, the world is in a tumultuous state. The leadership of law enforcement is becoming progressively challenging. The military style of leadership exhibited by Daniel Carbon, in the Dominica police service, is ineffective in these turbulent times.

    We need an apolitical police service which is led by a honest and impartial commissioner. A police chief that would inspire and bring out the best in his fellow law enforcement officers. Daniel Carbon has been no such leader.

    The CoP must be independent while executing his duties to protect and serve the community. Truth be told, Mr. Carbon performs like a zealot of the corrupt, incumbent government.

    Getting rid of Daniel Carbon as Chief of the Police Service is tantamount to being cured of a cancerous ailment. Mr. Carbon performs at the behest of Lying Roosevelt not for the people.

    Pre-retired Commissioner Carbon the quote above his words. can you imagine the man? He has guts. “Was” and “then” the operative words. What he he is saying is that there were commissioners or others who did their work then to ensure that the force was sharp BUT UNDER Him, what he is saying is that he recognizes that there is a problem it is no longer what it used to be BUT he did not or could not maintain or even apply anything or the standards that were there then that he knew or knows about.

    Not everyone is a leader – or a head leader what he is implying is that he is not or was not cut out for commissioner – he could work under others but leading everyone.

    “Peter Principle” unfortunately this commissioner fell prey to this. elevated to his level of incompetency – cannot do the job but you take it.

    Carbon just admitted that he was not up to doing this job.
