Charred remains found in vehicle believed to be missing resort owners; three in police custody

As the investigation progresses into the discovery of charred remains found in a vehicle in Gallion on December 1, 2023, police sources have disclosed that the remains are believed to be those of Daniel Langlois and his partner, Dominique Marchand, French Canadians residing in Dominica.

Dominica News Online (DNO) has been reliably informed that Langlois and Marchand, the proprietors of the esteemed Coulibri Ridge Eco Resort, have been reported missing, and the burnt vehicle discovered, matches the description of the one they drove.

The grim situation began to unfold when authorities were alerted of the burnt vehicle and later confirmed the presence of two charred bodies within. regrettably, the police say, the intensity of the fire rendered the bodies unidentifiable, leaving investigators to rely on circumstantial evidence to connect them to the missing couple.

During the November 3, 2023, Independence celebration, the government of Dominica honored Langlois with a Meritorious Service Award for his contributions to sustainable development and research projects, particularly within the hospitality and business sectors.

The circumstances surrounding the disappearance and suspected tragic fate of Langlois and Marchand remain unclear.  However, as the investigation continues, the police have taken three individuals into custody for questioning, sources further revealed.

DNO will continue to follow this story and report any new information which becomes available.

    x pats fighting over a traditional access road that was built since Emperor
    Napoleon Bonaparte gave the southern 1/2 of Dominica to his martiniqian wife Josephine’s son, (Bello, ancestor of the Bellot family.).
    The road passes next to the Plantation House and into the plantation.
    While being praised as ‘environmentally sustainable hotel’ they created an environmental disaster because to build the hotel they dismantled most of the critical rock terraces built by our slave ancestors on the southern slopes facing Martinique, causing massive soil erosion and landslides which in turn silts the reefs and destroys the dive sites, fishery….

    Mark in some most modern countries one could not bring a case of any kind to court based on circumstantial evidence! In criminal court one have to prove their case beyond a shadow of any doubt!
    Ours is a country where government talk crap, to impress their supporters, nevertheless, ours is the most behind and backward place to exists: prior to deoxyribonucleic acid, they depended on finger print to catch criminals; in the process many innocent got hung though they did not commit a crime.
    Criminologist has long arrived and depended on DNA for a resolve, as such!
    DNA was first used in a criminal case in England in 1986. DNA samples collected from the men living and working within the neighborhood of two rape and murder scenes resulted in two positive outcomes. The one man original convicted was proved to be innocent and the guilty criminal was caught.

      Francisco, people are tried all the time in the US based on circumstancial evidence. Individuals are even charged for crimes like murder without a body being found so you tell me what the courts are using in these instances as evidence. CIRCUMSTANCIAl, brother.

      In this case, the police did not say they would be relying on circumstancial evidence to prove their case. The evidence referenced is the burnt vehicle which was registered to the two individuals found inside who were reported missing. The investigation continues.

    Mark maybe you should take some time to read and understand. People knock down themselves which is pretty evident in your response. You can choose to accept mediocrity and poor quality because that is your capacity or you can choose to ask for better because you believe you are as intelligent, thorough, and ethical as the FBI. Men died in police custody no one punished. Corbett ………………………………. he still a senior officer. How is he setting example and discipline. Go check how many murderers and drug dealers walk for lack of evidence and sub par presentations in court. if you think we are doing our best then what can I say? the clouds your limit. I am suggesting that outside help to investigate be a must because based on the history the perpetrators will walk free. You need concrete evidence to tie circumstance. Burnt body means forensics which we do not have.

    I am saddened by this unfolding story as I am with all senseless murders in our country. But if you read the article dated December 2nd right here on DNO, and statements made by High Court Judge, Justice Williams, coupled with the lack of expertise within the CDPF, lack of funding, and Government’s refusal to ask for investigative/forensic help from superior law enforcement agencies around the world, this case like MANY others 7-10 years from now will be discontinued by the DPP. Mark my words.

      Witnesses are intimidated and afraid to come forward. Let us not pretend that we do not know what is going on. Just listen to the reasons put forward by the DPP when they fail to prosecute it is always about witnesses not available. Judges and magistrates granting bail to people charged with murder.

    The police have some suspects of this ghastly crime in custody. This incident has sent shockwaves throughout the country. I earnestly hope that the relevant authorities have irrefutable evidence on the persons arrested.

    Rumours are abound surrounding this unspeakable crime. This might need assistance from outside experts to ensure that no stone goes unturned in bringing the killers to justice.

    I want justice to be swift and it does not languish for years as obtains in similar cases.

    Dominica’s name has once again been badly sullied internationally. How much longer will Dominicans stand by nonchalantly and watch their country being ruined by the gross inadequacy of one self-admiring man (Roosevelt) and his cabinet of inane subjects.

    Just in the last two months we have had the revocation of visas by the UK, the cancellation of international cricket, this double murder, suicide of a young man. How much more before you shut down the country, Dominicans? Come on!

    Condolences to the family of the deceased!

    If foul play is proven, I will say that this dastardly display and depravity of man’s wickedness against his fellow man should not be conflated with the caustic state of partisan politics in this country.

    Be mindful that this suspected diabolical crime against renowned proprietors in the Dominica’s hospitality sector could serve to undermine the future growth of a very essential part of our country’s economy.

    It is absolutely imperative that we allow the country’s law enforcement agencies (as well as any commissioned foreign investigation entity) to do the diligent and thorough work to identify the perpetrators (if deemed to be foul play) and to punish them to the full extent of the law.

    If their bodies are sent to Montreal, the Laboratoire de sciences judiciaires et de médecine légale is more than qualified to identify them. Langlois is famous here in the province of Quebec. He is well connected.

    Yes the president of America is responsible for the crime wave in his country. So does the prime minister of Dominica has some responsibility for crime in his country. There should be more outrage from politicians, pastors and the public as a whole. The possibility of Dominica being put on the do not travel list is a possibility if crime is not brought under control. This will surely affect Dominica as a safe tourist destination which in turn will have a negative effect on the economy, therefore Skerritt should have a role to play.

    Crime doesn’t happen in a vacuum. Poor leadership, high unemployment, widespread poverty, dispossession are all catalysts for the pathetic and dastardly state of affairs in the country.

    When things go right, Roosevelt hogs the praise. When things go wrong, he equally has to take the blame. Those of you who want to absolve Roosevelt of culpability for the decrepit conditions in the country, think again.

    The primary duty of a government is the safety and protection of the citizens. Nothing else is more important. Blaming other countries with an atrocious record on crime does not make Dominicans any safer. By the way, instead of comparing ourselves with the worst, let us compare ourselves to Iceland, Singapore, Japan and Finland, countries with the lowest crime rate in the world.

    That’s derision!
    Here is why a dog like me will forever criticize Dominica government, the judiciary, and the useless people thy call police in Dominica!
    Why in the 21st/22nd century, the police or any law enforcement agency should be relying on circumstantial evidence to solve such simple case?
    What happen to the scientific methods of solving crime in this modern day using methods such as forensics, and the the use of DNA (deoxyribonucleic acid) to identify chard bodies?
    If they have an idea that the dead bodies belongs to the owners of the resort, these people must have relatives alive, all they have to do is get even one tooth from the dead, and extract their DNA from the tooth, and compare it to that of a living relative, for confirmation of identification.

      Francisco, calm down for a moment because I believe you’re being a little too hard on the police. Do you realize that this is an ongoing investigation about two/three days old? The article said “circumstancial evidence” (rightly so) because of the burnt vehicle which has been linked to the two missing persons. The circumstancial evidence referenced is the burnt vehicle and not the bodies found in the vehicle. What did you expect the police to say? Nothing until the forensics return? Do you really believe that the Dominica police are that backward and will not perform a thorough investigation?

      Come on now. Give our police a little more credit than that. Even in America you hear the news media use terms like “preliminary report suggests” because at the time they do not have sufficient information to confirm what actually occurred. Also, sometimes it takes months before the police can make a positive ID of the deceased so you just relax and let the police do their work.

      A simple crime you say? So why did the perpetrator burn the bodies? Because they know (premeditated) that it would take a very long time to collect DNA forensic evidence. The same with cutting off someone’s head. In Dominica, as in any other part of the world, this is going to be a hard crime to solve. Y’all believe the government is clairvoyant and knows what happened (without a doubt) in this and any crime that occurs. So they should spend tons of money to stockpile an inventory of goods and services just to satisfy the whims and fancies of very unreasonable people. Solve and fix it in one day, right? RIDICULOUS PEOPLE! To solve a crime and convict a person, EVIDENCE has to be gathered and forensics has to be performed on-island, or through overseas facilities. These are foreigners. They will have their foreign law enforcement/attorneys/experts to defend whoever is arrested, and Dominica must have iron-clad evidence if y’all want to see justice prevail

      So, what here is a question I would like to asks: How come we are the first resilient country in the world, Roosevelt seems to have some sort of technology; some sort of scientific methods he used to build houses roads, and bridiges that can bend in huricane force wind, and burn in fire.

      Even when they are washed away by floods they simply bend and return to their original shape.
      We are so scientifically advanced that we have the first and only Whale sanctuary on the planet; we however does not have any street traffic lights in the country.

      We reject DNA evidence in court stating that is not acceptably, we say where a police son or relative years ago stabbed a victim with a knife, caught on camera, the magistrate and Levi sad that kind of evidence is not acceptably.

      However with first in everything, and richest nation on the planet; I asks why are police depending on “circumstantial evidence” to solve a case.

They are boldfaced and do not care of the consequences. Today in America, kids below 13 are carjacking people at gun point and demanding the keys to their car. Robberies, murders, kidnapping are all up in big America. Are you blaming Biden for this rash of crimes taking place in American cities and counties?     Here is the problem we do not have capability of doing forensics. If more sophisticated investigation is not conducted by outside agencies these folks will walk with a good lawyer. we have proven incompetence on less complicated murder cases so not sure circumstantial evidence is going to cut it.

Major law enforcement agencies in the US rely on the expertise of the FBI from time to time so there’s no shame in the Dominica police force requesting assistance from outside.     How has a once so tranquil and peace-loving country become so incredibly murderous? Homicides happen so often that the citizenry is now desensitized to murders.

    Citizens see the belligerent and bellicose behavior of their PM; experience the brute and sometimes deadly force of the police; observe the hostility of political rivals; eye young men in the prime of their life loitering on the streets dead broke as there is hardy any hope of gainful employment. Many of these young men turn career criminals (engaging in the selling of illegal drugs and committing daring robberies).

    All the aforementioned significantly contributes to the heightened crime wave in the country. The heartless nature of the lethal crimes being presently committed in Dominica are indicative of a desperate people who have lost their souls.

    Most profound condolences to the immediate family and the loved ones of the dearly departed.

Most Dominicans’ can’t and do not want to detach themselves from this government because they have had him on a pedestal for so long that they have become comfortable with hardship, unemployment, crime and violence. It’s a shame that one man has so much power over the people. Dominica was a safe haven when I was growing up but now it is despicable how every wrong thing has become the norm. Twenty three years is way too long for one man to have so much power over the masses. We have lost almost everything that once created employment and have left many to wallow in poverty.
      My people, IT IS TIME TO WAKE UP!!!!
