Cochrane man pleads guilty to bestiality at High Court arraignment

 

When the High Court arraignment for the May Criminal Session convened this morning, of the four individuals who appeared in court, there was only one guilty.

Randolph Piper, a male adult of Cochrane is now remanded into custody at the Dominica State Prison pending sentencing by the court, succeeding his guilty plea to bestiality.

According to the indictment, on March 25, 2020, at Cochrane, Piper had sexual intercourse with a heifer (a female cow that has not borne a calf). Following his plea, Director of the Legal Aid Clinic, Peter Alleyne, who represents Piper requested that the court order a Social Inquiry Report and psychiatric report for his client before passing sentence.

However, the presiding judge, His Lordship, the Hon. Justice Thomas W. R. Astaphan stated the court cannot grant a request for a psychiatric evaluation against any individual without just reason.

“I cannot order and subject a person to psychiatric analysis unless there is reason to believe that they have a psychiatric problem. There must be an evidentiary basis for the court to grant this request,” His Lordship declared.

In response, the defense attorney argued that based on the infrequency of such criminal acts, evaluation is needed. Following consultation with Piper, Alleyne informed the court of his past mental health issues.

His request was subsequently granted, and the matter was adjourned to May 26, 2023, for the Social Inquiry Report and psychiatric report.

Of the four matters which came for hearing at arraignment, three were sex-related offenses.

The court has granted bail in the sum of $50,000.00 to a northern man who pleaded not guilty to Buggery, Unlawful Sexual Connection, and Indecent Assault against a 13-year-old boy, while another man from the north was further remanded into custody following his not guilty plea of indecently assaulting a woman by allegedly pinching the nipple of her breast.

Meanwhile, a Portsmouth man, Andre Marvin Paul has been granted bail in his own recognizance for $10,000.00 following his indictment for Grievous Bodily Harm (GBH) and Unlawful Wounding.

It is alleged that on May 1, 2021, at the Indian River Complex in Portsmouth, Paul unlawfully and maliciously wounded Renick Elizee with intent to cause him GBH.

He pleaded not guilty to both charges.

When the issue of the continuation of his bail arose, the court was not satisfied that his surety had the financial mean and assets to stand for the continuation of his bail.

Succeeding passionate pleas by his attorney Wayne Norde and Gina Abraham-Thomas and numerous failed attempts to secure another surety, Paul’s bail was reduced from $15,000.00 to $10,000.00 without a surety and reporting conditions attached.

Paul is expected to return to court on May 26, 2023, for case management.

The matters were led by the Director of Public Prosecution (DPP), Sherma Dalrymple assisted by State attorney Marie Louise Pierre-Louis.

    How can you blame women in Dominica for the habits of a dam willful disgusting behavior of a paraphilia?

    Dominica has some of the most cooperating women in the Caribbean, when I was growing up the few short years I spent at home, I saw where a man could have three and five girlfriends!
    One time I went home for brief period, and worked for J Astaphan, I found myself in a situation where each time I ask a girl to take her to the movies, not one ever refused.

    Peter, I do not consider you a lawyer; because to ask the court to order a social inquire, and psychiatrist report is total nonsense; it appears you do not know the nature of the crime this horrible person has committed!

    You are hoping that some stupid so called psychiatrists would accommodate you by suggesting that the Zoophilia you represent, is crazy so you can use that as a defense!

    You should be ashamed to even defend someone like that whom is simply a paraphilia who preference having sexual intercourse with animals rather than human women.

    Mind you it is not the first time in Dominica’s history such has taken place; it might be the first time that got unto a court docket: it happens in Dominica, don’t defend the indefensible, because that guy is not mentally ill its a willful act!

    Not crazy – just pure nasty. This one got caught. But there are many out there still doing the same thing; they all crazy? Heard of a dude in Mahaut (same village of St. Paul) who does the same darn thing. They need to get a public beating with their clothes off. Does this present system really wants to reduce criminality in our country? No way. All these are public distractions to reduce the pressure from where it should be applied.

Their salaries are not enough for them so they are substituting their meager salary with under the table….you know. The thing which is the root of all evil.

    This is a serious matter!!
    I hope and pray that this individual gets all the help that he requires to live and lead a new life, leaving this sinful baggage behind him. Additionally, he must be willing to accept the changed life which he is crying for, that will help him to reintegrate into society.
    After all, despite his shortcomings, he is still human…My only question is whether our prison system can do this reform!! Hope so!!

      I was thinking on that line. how many others that go un noticed and we eat that meat. Wow can you imagine. That’s the reason so many people born with default. Then this man gets well and then find a wife. The woman is having intercourse with a cow rapist. Eating meat is very unsure. I heard of people with farms. Some of the cows have cancer when they are opened they cut off the cancer and sell the meat. We need to go back to thinking of what we consumed. Lets go back to roots. Poor Cow that’s animal abused.

      This is incompetent practice by the judge who should be dismissed from office. The animal has been contaminated with human semen which itself could be carrying HIV as well as a host of other communicable diseases. The High Court is a court of record and has unlimited jurisdiction to make orders at its own discretion as such, the judge should have for the least: 1) ordered the animal to be examined by a veterinarian for contamination; 2) in any event, direct that the animal should be slaughtered and disposed of outside the human consumption chain. That is the very least that could be expected from a professional judge. Totally despicable! I hope he gets to eat the meat himself!!

      However; in the Old Testament, I believe when such a thing occurred, both human and beast were put to death!

      I don’t want to be his judge, because I am not God, but what do the law do with such criminals, except remove them from society by incarcerating them for the rest of the life. The homosexual who also pleaded not guilty should also be permanently be removed from society.

      These people are not crazy, they are simply sexuality perverted. Zoophilia is a paraphilia in which some people experience a sexual fixation on animals rather than humans; and that is not considered a mental disorder.

      It is simply a disgusting habit the same as homosexuality. I never approach a woman who entertain dogs, especially male dogs as pets, for behind close doors one never knows that goes on.

      Nasty as this is it is a reality!

      It is not a sickness, it just what they wish, and want to indulged into!

    Is it the average Dominican male suffers from a an overactive libido? So much so, that not even our domesticated animals escape their sexual exploits.

    I strongly suspect that the culprit has serious psychiatric difficulties. No sane human being can climb the rear of a heifer to engage in such an unthinkable act.

      Ibo, I agree with your sentiment and have wondered about the widespread prevalence of sexual deviant behaviour in Dominica relative to more populated countries.

      This abhorrent mindset is not a respecter of family. It seems like Dominican have to be ever vigilant while having to remember to hide the children, wife, sheep, goat and cows!!!

      Medical science can only treat issues that are natural phenomenon; viruses, and bacteria ect, ect!

      If a grown man in Dominica goes after a cow for sexual gratification, that by itself is an indictment on the quality of the female community in the country which should take this as a warning sign to get its act together. As it seems that the man kissed the animal before having his way with it, this shows him to be a person of some compassion and integrity which negates psychiatric instability.
