Electoral Reform Group insists that voter ID cards possible before next election

The Electoral Reform Effort Group believes that it is possible to have voter Identification Cards before the next general elections.

The group comprising Church, Business, Trade Unions and Civil Society leaders said with about 200 people, a verification exercise and collection of data for Identification Cards for voting could actually work.

They are concerned that if the general election is held with the public perception that its outcome did not reflect the desire of the majority of the eligible voters, civil unrest and disturbances may ensue.

“Thus, our ultimate goal is to attain some reasonable compromise that will facilitate the holding of a general election which will usher in a government in a peaceful environment in which citizens accept the outcome as fair, and will then direct their attention on working to build the country”.

But in order to accomplish this, the group said its primary focus is to sanitize the list of eligible voters and to have each eligible voter identified with a valid ID.

The Electoral Commission had said that it had obtained the required resources for its verification exercise that was supposed to have commenced in July 2018 and only an increase in manpower may be necessary.

And now, member of the Electoral Reform Effort Group, Stewart Paris reading a statement on behalf of the Electoral Reform Group said the group has previously calculated that a 200-person team can conduct the verification exercise and collection of data for ID’s in less than 8 weeks.

According to him the Group has previously recommended that the Electoral Commission can amend legislation by regulations to enable it to issue ID Cards with the bio-metric data it considers necessary.

The Group also called on the Electoral Commission and the Executive Branch of Government led by Attorney General Levi Peter, to draft with much dispatch the necessary legislation.

“Failing urgent action by the Political leaders and Parliament, and even out of an abundance of caution, the Groups recommends that the Electoral Commission immediately proceeds with the required amendment of legislation by regulation,” Paris indicated.

The group also believes that all other efforts should be made to ensure that this coming election is not held without the reform and therefore to do all to prevent “civil disturbances” or unrest.

“Our country cannot afford civil unrest in the wake of general election,” he remarked.

The Group further called on the government to provide all and any additional financial and other resources necessary, in order to enable the Electoral Commission to complete the necessary reform activities before the next general elections.

    This is a distraction. Can anyone point to one dead person who appeared to have voted in the last election? The only reason for the voter ID card is to disenfranchise thousands of overseas DLP voters. Isn’t it interesting that the joint commission’s recommendations keeps all unverified persons on the list? What’s the point of spending so much money with no clear results.

    Mouth price of the UWP. Repeating the same threats of violence that the UWP is promoting. If elections are held without electoral reform and the UWP wins are they still going to call for civil unrest? The legislation that would allow for reform is held up in court because of an injunction filed by a concerned citizen. The position of the UWP and its supporters continue to be very confusing. It seems that by threatening civil unrest they hope intimidate voters and suppress voter turnout.

    It is truly frightening that in this present day and age of enlightenment that so many Dominicans are still so unenlightened. These people live constantly in darkness. The proposed sensible and fair electoral reforms should bring confidence in our most critical system of government also stability to our country. One has to be a COLOSSAL IDIOT to cast aspersions on the patriotic people who are endeavoring to rectify the loopholes in our electoral system that have led to corrupt practices. Corruption is the primary reason for the underdevelopment of Dominica. No decent, law abiding and right thinking person would oppose the positive electoral reforms that have been suggested. If we can stamp out corruption, Dominica will rise to unprecedented heights. All, not just a chosen few, are bound to benefit.

    2. No increase for civil servants.

    God has planned our movement for every minute that we exist in the body, we cannot push Him to do what we want, or else. We have to humbly wait for our time, according to His plan; and all will have their desire fulfilled as He planned it.

    I agree 100% with the electoral Reform group. The next election should not be stolen like those of 2005, 2009 and 2014. The people should be given the opportunity to choose a government of their conscience. Even the election experts called in by false God Skerrit to chart a way forward on the matter said without reform, “”there will be serious consequences””..! Even the blind can see that!!
    Election is constitutionally due in March or April 2020, so there is more than enough time to cleanse the list and issue Voter ID card!

Here are the undisputable facts. Presently, the economy is barely spluttering as good paying, sustainable jobs are non-existent. Joblessness is a huge headache. Agriculture is in the doldrums for many years now. The tourism sector is badly underperforming. National SECURITY is in its worst state. The civil service is for the most part dysfunctional, in fact, civil servants get the lowest salaries in the sub Caribbean. Sporting, recreational and entertainment facilities are shamefully lacking. I can go on ad nauseam. Dominicans have the lowest quality of life in the Eastern Caribbean and the shortest life expectancy span. Lin Clown, you have been wearing your rose colored glasses for far too long, they need changing.

When one sees wrong and remains silent, you become an accomplice in that wrongdoing. Too many times, silence gives consent. When Skerrit first became prime minister, I was extremely elated to see a young man at the helm of political power. It has now become very conspicuous that the man is a MAMMOTH FAILURE. Just look around and compare Dominica with her neighboring siblings. Time has revealed that Skerrit is just a self-serving, avaricious, corrupt, cognitively disabled imposter.

    The most difficult part of producing a voters card is taking the photograph. As long as all the data is saved and available in their system, a card can be printed out in a matter of seconds.

      There is nothing wrong with submitting ideas to a government, but when you make DEMANDS with threats to the representative of the massive majority that is an unacceptable offer.
