Betrayal and abandonment: The story of Curtley Joseph

One month after Curtley Joseph's plight was highlighted, his conditions have not changed

The powerful emotions evoked by images of Curtley Joseph forces one to conclude that he has endured tremendous abuse and suffered an appalling existence. The outpouring of outrage and concern reaffirms the fact that we are a good and decent people who do not support the inhumane treatment of our fellow men.

That a full month after this terrible situation which consumes one of the most vulnerable among us has been brought to the attention of the public and to our elected representatives, his unfortunate circumstance still persists, is nothing less than shameful.

For all the shock and outrage expressed, this situation is really an indictment on a society which does not care enough to demand an immediate change in Curtley’s circumstances. Some of us continue to look the other way, going about our daily affairs in our self-indulgent ignorance, incapable of standing for what is right and demanding that our tax dollars be prioritized to such situations.

It is an indictment on the administrators of the Social agencies of Health and Welfare which seem to lack the nous to resolving problems of this nature. That this shame is perpetuated with full knowledge of our political representatives is inexcusable. One of their primary functions of elected representatives must be to protect the most vulnerable, yet in this case it appears that they lack the will power to even represent the least fortunate amongst us.

From a purely layman’s perspective it would seem to me that an amount of $25,000 per year could easily provide housing, food and some elevated level of comfort for Curtley and his caretaker for one year. It riles my stomach that our government is yet to find such resources to alleviate such a dire situation, at least for the next year or so whilst more long term measures are put in place to resolve this situation.

Mr. Ian Douglas we need you as the Parliamentary Representative to raise your voice in the cause for Curtley’s relief. Lead the public appeal, call your compatriot and Prime Minister Skerrit and demand an immediate resolution.  We need you to empathize with Curtley to the extent that you make it a personal crusade to ensure that expedient action is taken towards resolving this situation.  Funding should not be an issue in this case as I am certain that the compassionate people of Dominica will not object to supplementary estimates in this regard.

For this reason, explanations and accounts of a Permanent Secretary at a loss to maneuver within the ministry enough funds to bring immediate relief by renting a dwelling space for Curtley and his caretaker even on a temporary basis until a more permanent solution can be realized are nauseating.

That pressure is being applied on the Grange Home for the Aged to house Curtley, when it is obvious to the powers that be that they do not have the capacity to handle his case is tragic in itself. It is clear that housing Curtley at the Grange under current circumstances would pose a serious burden to the cash strapped institution and prove disruptive to the other persons housed there.  Whereas the suggestion to house Curtley at the Grange is being touted as a temporary solution we are all very aware of how easy it is for such solutions managed by a painfully lethargic bureaucracy that is our government quickly turns permanent.

Some might say that other far less needy friends of the inner circle have had their requests for assistance reach the highest echelons of power within this government and been resolved with attendant swiftness.

At first glance it would seem that the immediate family is at fault for having the young man in these conditions. That one month after utter embarrassment to our country that we have allowed one of our own to continue to suffer like this is even more shameful.  For the remediation of the matter to be tied up in bureaucratic wrangling and failure of the Welfare Division and the relevant Minister to act expeditiously to remedy this situation is an unconscionable act and a reflects continued failure.

That personnel from the medical and social services have been aware of Curtley’s circumstances and have themselves sought to improve his situation is testament to the fact that his family has not kept it secret but that they were overwhelmed with providing him the needed care. Curtley’s betrayal rests squarely on a society which no longer operates on the principle that it takes a village to raise a child.

That Curtley has lived for 26 years without any improvement in his situation due to the lack of facilities is even worse and speaks of a society failing to provide physical and emotional care for the least fortunate among us and a failure on the part of our planners and those who have been chosen to govern to do so diligently in a society where we are no longer our brother’s keeper and where designated institutions do not provide adequate support to combat the social ills which plague us.
For those of us who continue to look the other way, there is comfort in our selective amnesia and in the cover of ignorance. We find comfort in pointing the finger at them who tried as there is no evidence to our knowing and never trying. It will only remain a figment of our imagination the struggle that Curtley’s family and others like them are faced with daily.

We must ask ourselves the questions;  “Who are we to judge when we as a community, a government and a society have failed not only Curtley, but his entire family? Are we going to allow Curtley, even though he has survived years in ‘the shed in the yard’ to spend another Christmas in this condition?  Can the conscience of our nation bear this?

    Sadly, this is not the only case in Dominica. There is a child living in a similar situation in Mahaut. He lives with his mom, stepfather, grandmother, and other siblings, however he is confined to a locked room in the house, where he eats his mattress/bedclothes/feces. The authorities no doubt know about this case, but nothing has ever been done.

    This story has exposed another serious flaw in our society. We fail the mentally and physically challenged like Curtley. We need a home that will provide full time supervision, limited restraint, social interaction, nutrition, health care and recreation; including physical therapy. That has to be a long term and sustainable venture which our government needs to invest in. Such a venture should make it mandatory that families pay a small fee if they can afford or volunteer a few hours each week to care for their loved ones.

    In the mean time, Curtley needs to be taken out of the filth. Even his current “sty” can be upgraded to a beautiful shack with a concrete floor suited for frequent washing. He can be given a built-in toilet seat in a side room with a “poop pail” beneath that seat. His care taker will access that pail from the outside. He can be trained to use the toilet seat by watching someone use it every day before he starts to copy or a video can be shown repeatedly to demonstrate usage of that very same toilet.

    His electricity and TV can be built into the wall with metal bars for protection. His positive actions need to be reinforced with love, praise and reward. He also needs a waterproof mattress to sleep on.

    Finally, I would like to commend Mr Riviere for keeping that story alive, as embarrassing as it may be or whether he has ulterior motives as others alleged. The fact is, he highlights an embarrassing truth. I would also like to ask for God’s blessing for Mary, his caretaker. My dear Mary, your task is not an easy one. Please do not give up on Curtley. I know that you are doing it out of love and not the $300 many shamefully alluded to. $300 a month means $10 per day and he has to be given meals, a bath, clean the filth and risk your health. It has to be love, Mary. May God bless you. You are Curtley’s Mother Teresa (Theresa). Betsy, I’m sure, wants to do more. She can allow an upgrade of the shack. Remember he is a danger to himself and to others. Allowing him to roam freely in Betsy’s house or the house for the aged at Grange is out of the question. Do not blame these folks. Curtley needs a hero to initiate an extreme makeover of his house while the country struggles with a home for the mentally and physically challenged. Let’s beg for lumber and cement to build him a safely designed shack fit for human habitation. The authorities can waive building permits with the assumption that the shack will not last more than 5 years (DA years). Will a hero please stand up? (I can’t. My circumstances will not permit but I can contribute to a fund). Merry Christmas everybody!!

    I sit here in totally astonishment by fellow posters or blogging really you have no clue as to the true picture. Firstly let me say mothers when you give birth to children you don’t just abandon them or leave them to “granny”. Although a lot of persons have pointed fingers to bessie she need to make a living. She raised pastsy and now Patsy should be looking after her son or ensure that he is in a stable home. Sending some money down is not taking care of your child. Same can be said for the dad who is all over the place and driving on the same road where his son is living.

    Everything is not about politics its sad but who fail him is the one who gave birth to him. The ones who’s blood is running through his veins.

    why is it that everytime something happens its all about the government. i certainly agree that the government can help in the maintenance but about his family????
    htey were the ones who out him in this condition. he is a human being just like all of us. he should be treated the same. his family as a whole should all be responsible for his well being. ian douglas my ***… go to his mother and father and ask for maintence. dammit!

    Dear Fellomen, women & Family,
    I read this article in reference to Curtley Joseph plight and was really and truly saddened by al this.

    I telephoned home to speak to relations and my understanding was that a home was already sorted out for my cousin Mary and Curtley due to the fact that Mary is going to be his sole carer.

    I have called other relations to this sad story and it seems that I am not getting the full picture.

    On another note we as extended family can help, but the sole responsibiliy lies with the Mother and Father. Whatever reasons the mother is not available, however the father I bellieve is available and should do more for Curtley as he is a vulnerable adult due to his disabilities.

    This is really and truly a very sad, sad situation for this young man.

    I pray that a solution will be found to this problem as soon as possible.

    Instead of the President fighting for his French wine and Carib beer at his punch party, he can trade it in by Astaphans for some milk, sugar, rice, beans, bread, etc to help Curtly get out of his misery.
    Skerrit should take care of Curtly’s accomodations, because Ian is $30,000 less rich.

      Stop hitting on the Parl rep. Look instead at Curtley’s grandmother who has a very big cofortable home, yet she chooses to let her own grandchild leave in this condition, in the same yard where her house is situated; while she and the rest of her grandchildren, curtley’s brother included, sleeps in comfort everynight while he has to sleep in the cold, especially during this Xmas time, and rain (hurricane season). Why can’t he live in the same house with them, and then you can think of giving her help to take care of him. Don’t they have a heart for their own blood? It is a shame that they should treat one of theirs like that. His father is married and also lives in a big comfortable wallhouse, driving his car all over Portsmouth. Even if he gives money to take care of his son, Does he ever visit him to see in what condition he is living in? I guess not. So don’t put no pressure on Ian Douglas, he needs to look into the matter and see what he can do, we better start asking the PARENTS, grandparents, sisters, brothers, aunts and uncles of whom he has many, to get off their high horses and take care of their responsibility.

If I was in Dominica I would be at that house to help my Dominican brother and I have not given up on helping from where I am. blessed are the meek and humble for the kingdom shall be theirs.     I have been reading the comments and some think that it has a political slant to it. Guess what, there was an outcry for Curtley situation which broke the hearts of every True Dominican. The fact of the matter is, Curtley is still in the same condition.

    Question: WHo truly has the power to change Curtley situation?

    Many have responded that the Welfare should do something, But exactly who or what is the welfare? IS it a individual entity? or is it a govt division? Can the welfare division change Curtley’s situation on its own or does it need to get approval? and from whom?

    People need to understand the situation before judging on it.

    The question again is: Who is truly able to change Curtley’s situation if they wanted to?

    I would like to see Curtley new story highlighted on GIS program with a new house from the housing revolution with his caretaker announcing that she is a proud recipient of the housing revolution. So many people have benefited, why not Curtley?

For now i want to say….is it so hard for the government to place Curtley at the home for the aged in Portmouth and pay someone to stay there and take care of him? Even a job created in the process??       From what I understand the Grange has refused to temporarily house Curtley despite numerous requests. These people do not care about Curtley, The town council and welfare offered to pay them to hold him for a couple of months. Are we serious here? If they have space and the child is in need they should close their eyes and help out. Curtly is a member of the community too.

        Curtley isn’t suffering from lack of food or money .

        Curtley is suffering from lack of specialized care because of his extreme mental condition.

        Only trained personnel would be able to effectively undertake this role.

        Most times we respond to situations like this with a knee-jerk reaction not thinking it out thoroughly.

        I’m pretty sure that right now, as we speak, the parl rep is actively sourcing EFFECTIVE and permanent care and shelter for Curtley and is just as disappointed as all of us with the hurdles he has to jump over to get this issue rectified.

    This story continues to make me shiver, I feel sad and torn for this child.

    The situation however is not as clear cut as it appears, and though persons keep talking about people trying to be political and all that, just so that you understand the situation that is going on. From what I understand, this child is autistic. Now anyone who knows or have been around someone suffering from this conition might be better able to understand the predicament that the family themselves are faced with. This is a medical condition to date that has baffled scientist, a very very difficult condition to deal with, and in almost every situation, even if the family has the financial means, the emotional stress is so severe that it is impossible to have them in regular homes, families are therefore forced to place their loved ones suffering from this condition in special homes especially when they turn older.

    This is where the government and the entire system comes in. We do not have these specialized care in Dominica, we never cared to have them, we are too busy doing all other things with our scarce resources, that the most vulnerable among us get overlooked, and they are just not being catered to.

    So this is the problem that poor Curtley is faced with. Curtley has found himself in a system that do not care one hoot about people like him.

    Now it will take some time to get Curtley in a structured home, but for now, i think something should be worked out temporarily. He needs proper clothes, shelter, food and love, these are all basic needs that must be provided to every human being. Therefore we are in some serious violation already.

    Very critical for this child at this time would be an occupational therapist…do we have any home? I doubt that, maybe someone from Ross should be able to help with trying to get that boy trained to behave like a human being. He needs to learn to eat of a table, to use the toilet, to behave like a human being, since he has been treated very much like an animal in the past, he has basically just continue on this trend.

    We see him needing someone to help with communication, most times they’re not big on talking, but he he must be able to communicate…..at least he can start with the basics….

    This child needs alot of care. It’s not just about taking him and putting him in a home, because most likely, the persons are going to run out of patience just the same, but he must receive the necessary therapy and help to make his life more fulfilling and to also make it easier for persons caring for him.

    Curtley has been disregarded for a long time and we must find a way to rehabilitate and to introduce Curtley to the human aspect of life.

    His family can start with cleaning and bathing this child. The government needs to step in, find a place to proper place to house this young boy and get him the help he needs.

    I am waiting patiently…..

    I do not understand those who seem to have a problem with calling on those in charge by name to handle this black eye to the nation. This writer has seen injustice and has blown the whistle. Why not just echo the call for the immidiate remedy to the matter? and support the call not only to those in powers but to those who seek this very power. this young man was brought into the world by no fault of his own and if he must continues to exist in such putrid,horrific and less than human conditions.

    While I do sympathize with Curley and his predicament (indeed all other such individuals who may find themselves in this sorry state)and do wish that something is done soon to help the poor chap, I must say that I am a bit concerned with the political slant of this particular writer, who seems more on a mission to profile himself and his political agenda by using the csae of Curtley more than any other thing.

    One must ask themselves why the writer of this article, who it is said, was a member of the Portsmouth Town Council himself for several years (and KNEW about this situation A LONG TIME before most people in the town) DID NOT do anything about it. I am told that this individual also currently mangages a prominent hotel in the town. Couldn’t he use that influence to begin to mobilze support for Curtley’s plight? Does everything in society have to be taken care by a Parl Rep and Government??????

    I wish finally to ask the writer to search his own conscience first. How much money has he contributed so far to assist the young man???? Let’s all stop the talk and BLAME GAME and do something positive to help Curtley NOW!!!!!!!!!!

    it is a sad situation.. this young man has missed out alot.. and to be treated in this condition for so long is heart breaking… our politicians don’t care about us… they simply just want our votes then forget about us tomorrow… since mr riviere called on the parl rep to voice his concern… i wouldn’t be surprised if some one try to make a political spin on this scenario

    I am totally unaware of the story preceeding this one but I am under the assumption that it was not a good one. The picture of a young man caged in a 2 by 4 box relayed the story in a way that gripped my heart and tore it to pieces. Can such a thing happen on my own island. Does it really take the entire village to raise mine and the neighbors kids in Dominica anymore or has Dominica morphed into a creature beyond recognition since I boarded liat a couple years ago with the hope of returning some day, better equipped to make a difference in someones life, in a way that I never would have been able to if I had never left? I guess I will have to wait to see how the authorities and “WE THE PEOPLE” respond on this one. Hope that it is with love and compassionfor this young man and his family.

    Just a suggestion. Why not open an account and appeal to the nation to contribute anything as low as $1 can go a long way. Set up a committe of RESPONSIBLE, HONEST, COMMITTED individuals to manage that account. Use that money to buy food and other basic necessities for Curtley, in the meantime. That is plan A. I know somebody out there might have a better plan or maybe plan B. I think the nation needs to address this, put politics aside, enough of that. If everybody contribute at least $1 it can make a difference.

    all those very “intelligent” Dominicans who kept saying the grandma could have given him up…………..what do you say now………welfare don’t want him…..there is no facility for people such as curtly in Dominica……….the few that exist has no space………..he will require too much care……….now do you believe me…….I’ve know people who have been truing for decades to get their kids and other family members in such facilities

    I am read this article and felt nothing but sadness towards this young man. I pray that God will deliver him from this suffering.

    The attitude of the Government agencies and society at large does not startle me. Dominica and Dominicans have really become cold hearted and regard to helping a fellow man has diminished drastically.

    This is but the tip of the iceberg. The social fabric of Dominica is so defunct it beg the question – can it ever be restored.

    The Government seems uninterested to help cases unless it provides some level fo PR of kickbacks. The churches seem too busy making money or supporting political parties that they themselves have lost focus.

    The wider society prefers to concentrate on social issues overseas at the blind expense of what is happening in their own back yards.

    How hypocritical can we be as a people?
    This is the season of good tiding. I pray that someone will bring a positive end to this young mans plight.

    The real question of the day is – why should we be building a $27 million dollar state house when basic needs of the masses continue to go unaddressed?

    Not suprising at all, so many times we cry out as a nation. we cry blood and all out cry and plea fall on deaf ears…..hats off to you Mr. Riviere…. If curtley dies, god forbid, we will hear all kinds of sympathy being poured out, and any criticism will be quickly thwarted and deemed inappropriate…but isnt it inappropritate that even NOW he continues to suffer???? CHRISTIANS INACTION at times is just as much a SIN as some of our ACTIONS, even WORSE at times… so sad, but gone are the days when enlightenment was more revered than silver and gold. and reasoning was to be cherished… we have truly EMBRACED THE BEAST!!!!     As an individual who was born and raised in Portsmouth I am ashamed, when this story first broke out it was news to my ears, it pained me knowing that there was a young man my age to be precise living in such condition. And as shocking as this story was I am ashamed that no one has come around to help…What kind of people are we including me but there is so little that some us can do without the help of other powerful influences that can help change this situation.

      You are right. Everyone now wants to be heard. Who has come around to help including the writer of this article. He should have the first to go assist this young man since he was aware. A lot of other persons were unaware but you sir was aware.
