Dominica: A country sliding towards dictatorship – Former Government Press Secretary breaks silence

Saturday, August 13th 2011 will mark one year since the sacking of Sean Douglas as Government Press Secretary in the Roosevelt Skerrit administration. One year on, Sean Douglas, a nephew of the late  Rosie Douglas, former Prime Minister of Dominica, breaks his silence.

For months I agonized as to whether I should remain silent following my departure as Press Secretary exactly one year ago.  The long period I spent in Martinique recently was a time of deep personal reflection. I now feel a moral obligation to set the record straight for this and future generations. It would be a gross dereliction of duty to my country and a betrayal of the memory of my mentor, Rosie Douglas, for me to maintain my silence while our country, Dominica, slides further towards dictatorship and the legacy of my uncle is desecrated with impunity.

I must now free my conscience and explain to the world for the first time the set of circumstances which culminated in my ‘dismissal’ as Government Press Secretary after nine years of dedicated service. The public also needs to understand that our institutions have become ineffective under this regime and how Roosevelt Skerrit has created a personality cult as the supreme leader and Prime Minister. He has also cultivated in Dominica a culture of nepotism and has demonstrated a flagrant disregard for the values of honesty and integrity in the governance of our country.

My refusal to be an apologist for the actions of unscrupulous politicians was the underlying reason for my ‘sacking’. Even as I tried to focus the public mind on the good work of the government in many areas, I just could not, in conscience, defend the many blatant contradictions and lies.  The government wanted a party political propagandist to defend corruption rather than a press secretary to disseminate information on government policies.

But how could I defend corruption in government!  In the 2000 general election campaign, the Dominica Labour party accused the United Workers party government of being corrupt. And with the support of Eugenia Charles, Labour and Freedom, joined forces and succeeded in throwing out the ‘corrupt’ UWP from power.

In his inaugural address as Prime Minister, on February 7th 2000, Rosie Douglas said: “We must evolve a political culture that is intolerant to corruption….. Poor governance and corruption are major constraints in the pursuit of economic development…. It interferes with the revenue collection capacity of the state and, illegally and immorally, it diverts resources from the general welfare of the people into private hands- into the hands of friends, relations and colleagues.” In 2003, under the leadership of Pierre Charles, the Integrity in Public Office Act was passed. In 2004, the government ratified the Inter-American Convention against corruption. While it has signalled its commitment to international norms regarding corruption, the Roosevelt Skerrit government in practice has violated the very principles of the convention.

A major contradiction in the actions of the Skerrit administration was the decision to bring Julius Timothy into the government.  Julius Timothy was the man held responsible for the economic crisis that forced the Pierre Charles government to embark on a stabilisation programme in 2002.  Timothy was the architect of the RBTT and Citibank bond issues that added an extra $11 million dollars annually to our country’s debt service obligations. Under the arrangement millions of dollars in taxes and dividends from Cable and Wireless and DOMLEC went straight to Trinidad to service the bonds, depriving the state of much needed revenue.

As Finance minister, Timothy was responsible for Dominica being blacklisted by the OECD Financial Action Task Force and it was the United Workers party’s conduct in government that forced the Canadians to impose visa restrictions on Dominicans in 2000.

Labourites will well remember when Timothy and the UWP reneged on an electoral accommodation with the Labour party in the 1990 elections. That betrayal by Timothy hurt so bad that the Labour party decided then the enemy was not Freedom but the UWP. Today Julius Timothy sits comfortably in cabinet with Roosevelt Skerrit, Ambrose George and Reginald Austrie.

It is farcical that a Labour party that was swept into power in 2000 on a moral crusade to slay corruption in government is today itself mired in sleaze. It is an irony that the attorney Rosie gave the responsibility to conduct an inquiry into allegations of corruption by the UWP government is today defending corruption on behalf of this administration.

This regime must stop the grotesque pretence that it is the standard bearer of the ideals of Rosie Douglas.  On February 7th 2000, Rosie had this to say on campaign financing: “ It appears that we need robust control over election spending to ensure that political parties are properly accountable to the people of Dominica, to prevent conflict of interest and the exercise of improper influence. We need to ensure that politics in this country does not become a matter of who can spend the most. This is wrong. This is very wrong!”  It is clear that eleven years after Rosie made that profound statement the present regime has discarded yet another tenet of Rosie’s beliefs.

To point to wrongdoing by this administration is not to deny its achievements. I am proud to have been part of the Pierre Charles administration that restored sanity to the public finances in 2002-2004.  It was a watershed when Swinburne Lestrade declared in 2005: “The economic decline has been reversed, the fiscal legacy has been defeated and the economy is now on an upward growth trajectory.”

There have been significant gains in education and infrastructural development. Roosevelt Skerrit will always be associated with the Windsor Park stadium. His idea to have one university graduate in every household by 2015 is a noble one. But in the midst of all these positive developments, unscrupulously, clandestinely and corruptly, this administration has
been enriching itself at the expense of Dominica’s overwhelmingly poor majority.

There have been reports of   immense meddling by this administration in the bidding processes for public sector contracts. The garbage bin scandal, the fertiliser transaction and Roosevelt Skerrit’s alleged ownership of the villas have left an indelible stain on the reputation of this regime.

This administration’s association with Rudolph King, Roman Lakschin and David Hsui, the mystery regarding the billion dollar raffle and the involvement of government spokespersons in the continuing soap opera surrounding the firebombing of Glenworth Emanuel’s home –  all point to a regime in moral decay.

Citizens for a better Dominica should never have been established by labour party activists in 2005 to serve as clandestine mechanism for the receipt of campaign finance. Non- profit organisations are established to serve the public good and not be partisan entities. The Labour party has never satisfactorily responded to claims that the sum of US$400,000 that was channelled through that organisation was payment for a diplomatic passport issued to Susan Oldie.

Mystery still surrounds discussions with Chinese investors to bring close to 10,000 Chinese to Dominica using land at Cotton Hill and Cabrits. Many have doubts about the authenticity of the MOU between Dominica and China, made public by Dominica government in 2005.

The economic citizenship programme continues to blemish our country’s international image. Do we know how many economic citizenship and diplomatic passports have been issued in the last few years and how many government supporters are agents?

Over the years Roosevelt Skerrit has very skilfully built a personality cult, playing on the themes, ‘Skerrit cares’ and ‘Thank God for Skerrit’. Instead of cabinet government, we have prime ministerial government.

This personality cult has been built on Roosevelt Skerrit’s wide discretionary powers as Minister for Finance and his influence through the Housing Revolution Programme, Public Support Programme and the Small Business Unit. Ministers of Government, advisors, ambassadors and cronies are all pawns in the maintenance of this personality cult. Many party supporters are beneficiaries of government’s outsourcing, having been granted contracts to supply security and janitorial services to government.

His personality cult status is further entrenched by his appointment of ‘certain people’ to the top brass of the Police Force, the upper echelons of the Public Service and on statutory boards and public corporations.  DBS news is now effectively the radio version of the Government Information Service. Even some of our religious leaders are now captive to the Skerrit personality cult.

The criticism on radio by a Senior Counsel and a minister of government of then magistrate, Tiyani Behanzin while the intimidation case of Renneth Alexis was still in progress, is another manifestation of a country sliding towards dictatorship. The belief that the Police are taking instructions from a government attorney is worrying. One wonders therefore whether this government has the moral authority to reverse the rising tide in violent crime in Dominica.

In the last 18 months we have seen our country slide further towards dictatorship and the emergence of the Skerrit personality cult.  And to think that days before nomination day for the 2000 general elections, Rosie Douglas was not sure whether Roosevelt Skerrit would be a candidate for the D.L.P!  This administration is so tainted it is difficult to imagine how they can govern effectively until 2014. Today rapacious greed, nepotism and political victimization have taken hold.  Rosie’s vision of forging closer ties with the French and developing a special affinity with African/Americans has been forgotten. Political observers say I got out just in time.  This administration’s unconscionable conduct in government is a despicable defilement of Rosie’s memory.

    What Dominican’s who have not had the opportunity to venture outside of Domininca or even outside of the Caribbean region for that matter need to realize is that Rosie Douglas, to a large extent put Dominica on the map as far as the broader would is concerned.

    When Rosie Douglas was elected in January 2000 for the first time in (post independnace) history an election in Dominica was a significant event internationally.

    It was a signnificant event not only inside the Caribbean but (front page news) in Canada, the US, England, Ireland, the middle east, througout Africa, certainly Libya, and Southern Africa.

    This goodwill was reflected by the international contingency which arrived in Dominica for his inauguration never before seen in any Dominica election…

    Why is this important today?

    This is important because it was a period when Dominica had an opportunity to galvanize this goodwill and transslate it into investment/development opportunities by taking advatage of all of the goodwill developed by brother Rosie during all of these years in the struggle.

    The struggle to end aparthied in South Africa, the struggle against racism in Canada, the struggle for self determination in Northern Ireland, the struggle to end the lockerbie dispute which was presided over by none other the the late honourable Rosie Douglas.

    The struggle for the upliftment of humanity in general, and black people in particular.

    So, as a result of his contributions, a tiny micro-state like Dominica, by by virtue of producing the likes of a Rosie Douglas, an international symbol much like Nelson Mandela, has by inference made Dominica for that moment in time appear to be a major contributor, pucnhing above its weight in world political affairs.

    So, for those who have taken the mantle of leadership after his passing to totally discredit him, and his offspring, send a very clear signal to the world, and more importantly it represents a lost opportunity of enormous magnitude for the country and effectively relegates the country back to the position of abscurity and irrelevance it held prior to 2000.

    That is simply, a micro banana republic with endemic corruption going nowhere anytime soon…

      I agree totally that my beautiful Dominica has lost if not all her credibility then most prior to the 2000 elections.
      It is so sad to have to face my country in its present condition knowing her former glory. So, so sad.

    Sean are you kidding me? Why are you so disingenuous? Will you tell the nation and by extension DNO readers which Nation in the World has its head of State be it Prime Minister or President ever appoints his Police Chief or Military Leader who does not support his policies?

    We all know that Miss Charles appointed Ensley Pierre and Desmond Blanchard as her Police Chief, Edison James appointed Simon Darroux and Philsbert Alfred as his Police Chief, The DLP appointed Mathias Lestrade and Cyril Carrete as their Police Chief, so what’s so wrong? Was Dominica sliding into a dictatorship before the DLP came to power?

    Prime Minister James as leader asked all Board members to resign when he became Prime Minister, even members of the Transport Board and members of the Police and Public Service Commission Boards, even though he had no authority to interfere with those Boards, since the Constitution gave the President the authority to do so. It was only after he was questioned about it that he backed off. Was Dominica sliding into a dictatorship then?

    The appointment of a certain Mr. Williams of La Plaine to the DBS Board, even though his only qualification then was that he used a chainsaw to saw boards in the height of La Plaine, was Dominica sliding into a dictatorship then? The Appointment of a certain Angela Allen as DBS Manager when his only qualification for the job was a (8) yes eight training done at the PSTC in Roseau, was Dominica sliding into a dictatorship then?

Do you know that there is so far this year a 79% reduction in murders? The number of murders is three, three too many, but the last time we had such a low rate was in 1999.     With Senior Counsel discussing a matter is wrong, but its right for it to be done on Q95 and for that was Dominica is sliding into a dictatorship?

    Don’t blame Skerrit for other Prime Ministers in the Caribbean copying some of the very policies that you are trying to criticize, had there been an examination every government would fail on the account of plagiarism. Is Dominica sliding to a dictatorship since other Caribbean leaders are copying him?

      I dont remember Philsbert Alfred being appointed as Chief of Police. I know he acted in the position of Deputy and Chief on a temporary basis. I also know because of these acting positions under UWP he was wrongly victimized and bypassed for the appointment even if he had done an excellent job. Please check your facts before posting.

I would really like to know what is going on with this plan because as an individual from Portsmouth, I don’t think we will allow that to happen. No Chinese is coming to use land in Cotton Hill and Cabrits.

    Sean, while I am happy you spoke out and your sonfession is there for all to see, I am left with many questions from your statement. 1. As bad and currupt Skerrit is, if he had renewed your contract would you have continued to defend him like you did for many years? 2. Why did you stay so long before you spoke against something you blatantly defended for many years? 3.What really motivatad you to write this article? Is it: (a) love for country (b) Your way of getting back at Skerrit (c)Guilt because of how you defended lies when you knew better? (d)Because you are really convinced that Dominica is now in trouble and you as a person with information feel obligated to speak out? Please give us answers brother. Also, you applauded Skeritt’s vision to give University Education to at least one person in every household; Is this just talk or you really see that happening? I believee Skerrit is doing his best to give his supporters an education but if you don’t support him crapo suck you pipe and you are placed on his victimization list.You tried your best to be balance Sean, but you fell very short of telling us what is really hurting you as a concerned Dominica.     There is a vast difference when someone is on the outside looking in, and when that same person is on the inside looking out!

    While Douglas, was on the inside getting his pay cheque, at the end of each month, Skerrit could do no wrong, nonetheless, since he got fired, by Skerrit, he sees every fault in him now that he has lost his seat at the gravy table.

    Oh, what a difference a day make; in this case what a difference one year make!

    Be a man Douglas, and take it with a smile, you are fired for whatever the reason, if you are a politician, by now you should know the bitter and the sweet go’s together!

    In the event you were still on the inside looking out, your sentiments reviled here would be buried in your heart and mind, I have no sympathy for you.

    Why is that whenever someone comes out with an attacking piece on the government that we Dominicans say that it is sour grapes or that they are jealous of someone. This is one aspect of our culture that I dislike. Sean’s article was superbly written. He highlighted not only the negative aspects of the government but also the positives.
    If anyone is in disagreement with Sean’s article, the best thing to do would be to oppose it with a masterpiece and I will respect that. But as long as opponents continue to speak of Sean being “jealous of our pm”or “sour grapes”, they will lose credibility. If you are in disagreement, do not attack the writer but attack the article.

    sean may be about self in his aim of this revelation and even so, we Dominicans need to look at the allegations of corruption that he is speaking about very seriously.     Very interesting topic.I must say that Dominicans are very kind and loving people. Desides,almost every Dominican is most probably related to someone anywhere on the island.
    Having said this,we Dominicans must kick all forms of dishonesty out the window and do the right things to and for ourselves and others for the good of us all. To Government ministers and their associates who are corrupt at the expense of the nation stop it now.     Wow! We are indeed in a crisis. If I were the Prime Minister and these allegations were being made again and by no less than a former Press Secretary, I would launch long overdue and immediate public inquiries into ALL these damaging allegations. And if, for whatever reason, I could not commission an inquiry? I would step down as a leader out of respect for the people and Country.

    This is way too much distraction and allegations to brush away any of it or to explain away as sour grapes/”what he did not get”.

    There are many grievances in the Dominican society and it is just a matter of time before it explodes. When a country suffers economic depression, alleged corrupt governance, a failed justice system this causes a series of domino effects such as: frustration among the youth as they see no future here, we see an increase in the degree of criminal activities. We see a pattern that people whom it is assumed they have money are being killed, kidnapped etc.

    Sean you are now complaining about the very establishment you were part of for a number of years. It is good to come forward in matters of urgent need and the people of Dominica welcome that, however, as seen in many comments, your motives will naturally be questioned. We hope that your intentions are pure, if not, with time the truth will be revealed.

    It was really entertaining to read this piece. My question to you Mr. Douglas, What took you so long to stand up for what you believe and say is the vision of Rosie? While you were enjoying the fruits of the same Government that you are now calling corrupt, there seemed to have been no problem. You still have not stated factually the circumstances of your dismissal from your post as Press Sect. Was it because of a contract dispute, or was it because you realised that the Government was corrupt?

    I guess that because “Skerrit does not carry “Douglas”, you think that he should not carry on the legacy of his father, I mean your uncle? Your uncle obviously felt a little closer to him and felt that he was much brighter and bolder than you which is on of the reasons that he groomed Skerrit and not you to carry on his vision and legacy. The legacy of relationships with China, the continued relationship with Cuba, and Libya, and the development of relationships with Russia. The political culture in Dominica has changed, and if we are all interested in the continued development of Dominica, nothing is wring with finding the right combination of minds and ideas to formulate a dynamic team.         Well, since I am not getting paid to be perfect, here, I see no need to put the extra effort out.

        In any event I am not a linguist major, and in order for me to obtain the degrees I have under my belt, I did not have to go beyond English 28, in an American University.

        I am an Electronic/Electrical Eng., I had to know more upper level math, than English to get there, and even when I deviated into Health Science, all I needed was English 102, which is actually creative writing.

        By the way I once made my living as a technical write, in the field of electronics, and they comprehend my language, followed my instructions to the letter, and got results.

    He has criticized the UWP in the very same article, do you see any UWPites calling him names or attacking him? This is the fundemental difference between supporters of the UWP and the DLP. Wrong is wrong, no matter who does it. This is why when Mr. Williams got into his drama, he was asked to resign. Unlike the DLP, who kept Ambrose as minister after his several scandals. This is just one example.

So it appears that they have not believed what they have been hearing. They do not even have the capacity in their brain to realize that since you are now repeating the claims, it is a form of confirmation from a person WITHIN.

    I notice some who are not able to challenge anything you said, are asking you if this is all. I honestly believe that you have much more to say and it is just a matter of time.

    The article is very diplomatically styled, but I would have liked Sean to elaborate some more on the dismantling of the institutions of Democracy, and give specifics as they relate to the Electoral Office, the Judiciary, and the Police Service since these three fundamental institutions are the foundation upon which any free democratic society is built upon.
    Incriticizingg Sean we need to look at the bigger picture, because as I see it the small things that we are aware of are just cover for what is really taking place in Dominica.
    Sean Talks a lot about dictatorship and personality cult. Those are the result of the dismantling of all our institutions, as we have seen happen over the past 7 years or so as a result of which we are witnessing the crime wave which in my view is an indication that law and order has broken down ananarchicic is setting in.     Mr.Sean Douglas, Please think again as to who caused the Canadian Government to impose visa restrictions on Dominica. I think you have this one ALL WRONG. Did you forget your Uncle was warned about the sale of passports when Ambrose George was the minister responsible for sale of passports? Despite the warning they still continued selling the passports and the criminals were caught on the Canadian border with Dominican passports. That was the last we heard and we had visa restrictions right on our door steps. So Mr. Douglas please do your homework.

    While we lambase Sean Sean for so many things, I have a question; how comes a government employee, who is a contractual worker, was allowed to work for over a year without a signed contract? When we look for things to talk about, here is one. If you are a contractual worker, the first thing which should happen when your contract is about to expire is to renew it. Sean had every right not to sign any contract retroactive and to demand back pay. This is incompetence!!!

    I would not like anyone to misinterpret my strong resentment, of the manner in which the Dominican people have been manipulated, for my alignment to any political party. Though I bear this feelings toward this present administration I am also dissatisfied with the lack of any viable opposition. We have allowed this to happen to US through greed, selfishness, jealousy and most of all, appthy. It is this moreso which has lead us to the precipice we are now at. We often talk of peaceful resolution and prayer. Rather honorable sentiments I must respect. But it is this inaction, which is often the root cause of temptation. Before you disagree, I must explain myself. When good men fail to act. and not only act, but act decisively. There leaves no room for temptation of other men to even consider a course of inappropriate behaviour in your direction. In other words, u earn the respect of other men. And your example keeps them in line. When we don’t act we tempt the perpetrator of such actions with the assumption that we are weak and so can be overridden at their will. This is why our leaders must be STRONG not only physically, but in morality and humility as well. But it takes a strong nation to bring forth strong leaders. A people who can come together and stand as one people. No bribery, professionalism and not favoriteism. Educated and knowledgeable in the fact that you cannot act our of accordance of the law no matter who u are and what position you have. And that to do so is an infringement on the peoples civil rights. We need men of steel who posses a sound moral compass to lead us, but look around…………..

    Within the political landscape whether there are defactors,or those who switch parties, or those who get fired, you never expect them to make comments or statements that would support the ex rgime, it is like a divorce, how would you expect a party to a divorce to say nice things about the other party? However educated Dominicans who read blogs like me was just curious to know what information that a stunt supporter of Mr Douglas legacy would have to say about a party he inherited. Clearly Mr Shean has gotten alot of publicity with his narration, which is what I hope he wanted. Dominica still has a democratic process within the election cycle, and it will be tested when voters go back to the polls. Maybe Mr Shean will represent some party and he will get his post back in goverment.

      This guy is full of hot air and bravado. Two days ago, in response to the ICCPR report, he said that he was an “advocate for peoples freedom of speech and proper representation.” He asked that our blue and red shades be taken out.

      Now he has written 14 comments on this story. He is inciting violence without taking the lead. He thinks that people are irrational and stupid. Phillip Timothy died in 1979 and nobody mentions his name today. This guy, 1979, writes, “allu still there talking”……..”Dominicans are weak and coward”….”in time??? what time?? now we have to act”….”you still watching!!!” …..

We protested for the freedom of Desmond Trotter and Nelson Mandela while being called stupid and brain washed by the rest of Dominica. We had a contingent of cadres at the airport to welcome Comrade Rosie Douglas back to Dominica. We demonstrated for political independence while the DFP and Young Freedom Movement opposed it. We’ve been shot at by police for wearing sensay costume. Now, it is being worn in Roseau, St.Thomas and even mainland USA.

    but wait….i will admit these revelations are not anyting new to us…thanks to Q95!!!!! I dont think it sour grapes….u know..sometimes a man has to clean his closet (conscience) to move on purposefully and confidently in life’s endeavors. It takes a MAN especially a person in public life to stand up and come clean….man’s spirit is not forgiving! admission of guilt or knowledge of wrong doing can enlighten ones heart…i propose that Mr. Douglas needs to do this. As a man he is graduating to a new level. It sends a message to us Dominicans…..not many of us have mirrors in our house. There are even spiritual leaders here in DA who wish they could be so brave…and face the music.

    I cannot understand what the thank yous are for. When I read the title, I was excitingly looking forward to reading something really new like the corrupt actions he stood against, the wrongs he wrote about that did not make it to the GIS news desk, the lies he refused to make news, or his threats of making the corrupt actions public hence the reason for his termination but instead I read about mysteries which will remain mysteries because he did not give us the answers. I read about what I have already read about in the Director of Audit report and everything else that has already been made public.

    Sean if that’s all you know then that should not be weighing on you conscience for a whole year. If you really want to tell us something then just tell us with details. Tell us exactly what us the deal with the Chinese and how it is going to affect us in Dominica. Tell us what you did with the intention of benefiting Dominicans and Dominica which lead to the predicament that you are now in

      This article by shawn is pure garbage. the revelations by Shawn are nothing new, where is the beef. Where are the happenings which would lead one to dictatorship. Where are the arbitrary abuse of power. Where are the blatant instances of denial of human right etc.

    If according to the Cab Sec last year, Sean had recieved a “well deserved” increase in salary, he would still be languishing in a small office at the GIS. Sean never refuted the Cabinet Secretary’s statement that a salary issue remianed the real reason why a new contract remianed unsigned for 17 months whilst negotions with Sean continued. When the parties could not make progress, and Sean went to the Press with his matter, he was asked to leave. He sought legal advice. We do not know what he was told. Remember Sean was offered a position at the GIS whioh he refused on the grounds that working at the GIS was really a demotion. As Press secretary he rubbed shoulders with many high profile officials – Sean himself said that. In any event how busy or productive was Sean in the nine years he served as Press Secretary?

    Sean this is sour grapes. If you were granted a hefty salary raise you would have remianed amidst the “corruption”. You have sunken really low my boy.

    For those who do not know. sean’s step-father is a trusted advisor of the Prime Minister who work out of the PM’s office. Sean’s first cousin Ian is a sitting minister of government. So Sean’s case would have certainly recieved some consideration at the highest level. I am also sure that it was not an easy decision to simply fire Sean given his family’s long association with the ruling party. So what is your stress Sean? So please allow Lennox, Eddy, Athie and Angelo to embrace you because that is all they do – embrace losers, shirkers and jerkers.

    I am not political but this is all too little too late. If you are going to speak out now because you want to put the record straight, give examples, bring the evidence. What exactly happened that got you fired or made you resign? The article is much about nothing and nothing we have not heard before.     Times are hard, the true spirit of entrepreneuship in Dominica may be going to the chinese, no real political connections like before, my unemployment check may be running out. It is chaotic to say the least. My response is late but about 1% of the reading public will read that and most cannot effect change. So Dominicans here you have it. Clearly no goverment is perfect, however at the end of the day people are looking for the Hugo Chavez’s who can be accomodating to the average citizen, maybe we should ask Skerrit who is his mentor, and then we will know where our country is going.
    Now that is my take.

    By International Standards, Julie Timothy was not a qualified Accountant to begin with. He is not a qualified Chartered Public Accountant. It was a mistake to have brought him on in the Labour Administration, to say the least. The same applies to Ambrose George – A personna non-grata. The two should be discarded by the Skerrit Government immediately.

      Caribbean Change I don’t get your point. I really don’t think that having a CPA certificate is a prerequisite for the post of minister of finance. If such is the case then we have strictly donkeys in a horse race. The PM does not have a Business management degree nor any qualifications in the area of finance or accounting. I do believe however that ministers of government should have some type of managerial training. These ministers are so caught up in their pocket enlargement that I doubt they take time to read and develop their intellect and shape a professional skill for themselves. I wonder how many of these ministers spend time reading valuable material other than nabes and I or some article written by Josh Shaw. It is no surprise that most of the government ministers are so easily fooled by Tony and other self serving characters.

    Shawn though vague, uninteresting and precautious I applaud your effort. Maybe others will follow your lead and truly speak out for Dominica. I am however doubtful that Shawn really intended to tell it all. I am prepared to tolerate a less than sincere confession as it MAY BE that Shawn is writing a tell it all book and reserve the spicy details for the book(lol) – considering that Dominicans don’t read I’m pushing the envelope here!!!!!!!.. Essentially Shawn did not reveal anything new and worthy of awe or even attention. Everyone including Laborites know that Skerrit ,his administration and lawyers are a corrupt bunch.
    I really Shawn had told us things that we don’t know off- Like why it is that Skerrit hated him so much!!!!! !- was it personal or was it professional. Shan could have at least taken a little time to highlight the vindictiveness that existed and why. Sean could have touched a bit on why Tony was so often playing the role of press secretary- tell us how you felt and how you were ostracized.
    I would also understand that due to professional courtesy Shawn chose not to spill the entire bean container. After all which other government/cabinet would trust a press secretary who would turn over the table while crooked politicians are playing black jack and the poor and ignorant people are waiting for crumbs from the table.

    This was a very well written article.

    But here’s the truth:
    – Mr. Douglas is definitely upset about losing his job
    – The reason for his ousting may or not be true; we can’t take his word for it
    – He benefited from the same nepotism and favoritism that he now decries
    – He would never have written that type of article had he been given the job he was after

    Here’s some more truth:
    – The Labor Party is no longer following the vision of Rosie
    – Prime Minister Skerrit enjoys a celebrity status much like the ‘personality cult’ described in Mr. Douglas’ article
    – The numerous alleged underhanded dealings, transactions, and ownerships have eroded the credibility and integrity once known by the Labor Party
    – Lack of transparency of key initiatives has marred the development of the country while lining the pockets of friends of the Labor party

    A final dose of the truth:
    – The Labor party has accomplished much during their time in office
    – Dominica still has a long way to go in terms of the development of its people, infrastructure and economy
    – The current government is not doing the right things to encourage economic development (the most important catalyst for sustainable national development)
    – Other political entities have not presented themselves as competent alternatives to the current administration
    – We need less talk and more action supported by capable individuals

Sean, all these things of which u speak were not factors in the government’s decision to not retain your services. U did not get up and freely walk out on the corrupt government nor speak out against it because u were genuinely concerned. U tried your best to retain your post and had your efforts been successful, u would today continue to be at the helm of government’s press office and not a word about these allegations would be uttered by u.

    Sean u must be of the belief that u are automatically entitled to a piece of the labour party and it’s government just by the virtue of your last name regardless of your performance but Sean, the labour party’s debt is to Mike and Rosie (and any other Douglas who has earned it through genuine hard work and dedicated service) they served and they sweated and they earned their respect while u just trying to catch a free ride on their achievements.

    U are disgruntled, disappointed like your cousin because the labour party did not automatically place u on a pedestal but instead imposed upon u that u contribute and by the sweat of your own brow earn your place among party hierarchy.

    U have now joined your cousin the former magistrate in the opposition’s campaign to bring down Skerrit and the Skerrit led government but caution, because by joining forces with the opposition u will insult the very memory of your late uncle which u hold so dear because the current opposition certainly does not represent the ideals for which he stood.

    I am very disappointed in the content of Sean’s presentation. The bottom line is that I was expecting Sean to tell us things that we aren’t aware off. I guess I am a victim of the old cliché – “ hold expectations and prepare to be disappointed.” The public is fully aware of the mass misconduct of this present government administration. I believe that Sean has held back a lot of information however my suspicions maybe wrong as Skerrit had isolated Sean years before he was dismissed and may not have been privy to too much information.
    It would have been prudent to state the manner in which Sean denounced corruption while sitting among the corrupt ones. Did Sean report on government corruption while sitting as press secretary? Did sean write news paper columns revealing the insincerities of the Skerrit administration? Did sean speak out at cabinet meetings whenever he had the chance to be at those sessions?
    If Sean really wanted some credibility he should have highlighted the fact that the primary reason for his dismissal is because of personal affairs between Sean and Skerrit.

    I will first express my disappointment because you enabled this behaviour for so long and now you get the boot you want to cry foul. We have always known the truth but it is not right to encourage bad behaviour until you are no longer part of it.

    On the flip side, I do hope you feel much relieved by getting this burden off your chest. Hitler had his day and so will every other leader who believes in destroying others for their personal gain. There is a communist syndrome whereby people who are affected actually justify it. Take Cuba for example; even if the populace cannot buy a microwave or even change their fridge without Castro, they will defend him till death.

    Until Dominicans decide to stand for their rights, people will continue to take advantage of them. All politicians are cut from the same cloth so is six of one and half a dozen of the other.     That’s a scathing attack. What’s the way forward, Sean. You didn’t make a single suggestion how to get out of this quagmire. Should the country return to UWP since Timothy is now with DLP?

    It always baffles me thinking of all the cadres like McKensie Severin, Lloyd Pascal, Bernard Wilshire, among others, who left the leadership of the DLP to the DFP faction. They were certainly outplayed; psyched out!! Where are guys like Francisco Esprit and Gregory Rabess. When Gabriel Christian turned against the regime, I had a bad feeling that things would become uglier.

    The way forward is not the destruction of the DLP but the restoration and empowerment of party constituency branches.The PM must understand that if he loses 8 Parl. Reps., he is out of a job. We must first restore democracy within the party and the Cabinet must govern by majority concensus otherwise we will resurrect the Democratic Labour Party. We can’t afford to be tainted with corruption and forgetting to pay our property taxes while threatening to embarrass students for not servicing their student loans.

    Honourables Justina, Ambrose, Walters, Austrie, Kenneth, Ian, kalinago Rep, Castle Bruce Rep and Hon toulon, bring back sanity to the party of E.O.     Sean u are no doubt of the belief that u are automatically entitled to a piece of the labour party and it’s government just by the virtue of your last name regardless of your performance but Sean, the labour party’s debt is to Mike and Rosie (and any other Douglas who has earned it through genuine hard work and dedicated service) they served and they sweat and they earned their respect while u just trying to catch a free ride on their achievements.

    U are disgruntled, disappointed like your cousin because the labour party did not automatically place u on a pedestal but instead imposed upon u that u contribute and by the sweat of your brow earn your place among party hierarchy.

    U no doubt have now joined your cousin the former magistrate, in the opposition’s campaign to bring down Skerrit and the Skerrit led government but caution, because by joining forces with the opposition u will insult the very memory of your late uncle which u hold so dear because the current opposition certainly does not represent the ideals for which he stood.

    This is the first of several confessions I expect to see over the coming months as those who have sand in their eyes seek to regain their vision. I am flabagasted that someone with such close (former) ties to the regime would write such a confession which appears to me to very honest and revealing. I take comfort from his boldness because his action may indeed open the door for the apologists (we know who they are) to reassess their position relative to Skerrit and ask themselves if a fistful of dollars is worth betraying their country and its democratic future to someone who is clearly intent on creating a cult of personality, as the author posits.

    Sean, you have gripes because you always lamented the fact that the head of GIS earned more than you did; after your trip to Washington you started comparing your circumstance to that of your equivalent in the State Department.

        My Friend, I never said that I agreed or disagreed with Sean, all I am saying is that he could’ve relayed his message in two or less paragraphs. Then I questioned whether he would have written the same article if he was still employeed by the government. I am not a politician and I don’t trust politicians—remember Sean is a politician and he is playing politics now. Why didn’t he blow the whistle while he was employed, he was then in a better position to affect change as opposed to now. His motives are in question. I am very open-minded, but in politics I take everything with a grain of salt. If Sean was aware of all the unscrupulousactions of the government and did nothing then HE TOO is part of the problem.

      I don’t see where what you say, has any sticking point. For years Dominicans have been refused US visas, under all the different parties? Is there any statistical data or evidence that correlates the decline in D/ cans getting visas to Skerrit administration?
      Do you have any data from the embassy that specifically tells you the reason for the decline?

      We should not jump to conclusions without basis. The article Mr Douglas wrote is informative, your response however, holds no water!
