EDITOR’S NOTE: Earlier this year a video of a man molesting a woman in broad daylight in Grandbay was posted on the internet. The action took place in the plain view of many people including small children. The video prompted the writer to write his commentary. Dominica News Online is in possession of the video but has decided not to publish it because some parts are sexually graphic in nature. However we did include some snapshots (below) from it. The video has since been taken down from the internet.
Earlier this year I was checking my Facebook when I clicked on a video. I thought I was going to see something about carnival or something funny. It took only a few seconds for me to realize I need to stop watching and I did. I also commented on the link that this video does not need to be online. It needs to be at the Police Station. It’s a pity the Police Stations in Dominica do not have email addresses. I would have sent the video to them.
I was born in the US to Dominican parents and I grew up in Grandbay. The Grandbay I grew up in is no more and I am ashamed of what Grandbay has become.
I am tired of Grandbay people sweeping things under the rug and not coming forward to report crimes. A young woman who is very well liked by the community was reportedly used as a punching bag by police and the people stood by and did nothing. Now she’s going back and fourth between the US and Dominica and every time they postpone the case.
A young man was murdered with lots of alleged eyewitnesses but still the murderer walks the village free. Another young man reportedly took naked photos of his girlfriend and put them online for all to see and the parents think it’s boys being boys.
The woman in this video, I grew up knowing her and yes she’s drunk most of the times but there is no way she was asking for that man (from what I heard he’s a married man…I could be wrong but I’m still investigating) to assault her like this.
When is enough enough? When I was a little girl going to school in Grandbay I would put a pair of push-in in my bag and change from my school shoes but before I un-tie my shoe lace my mom already knows I’m doing something I’m not suppose to be doing.
The villagers really did help raise me so the phrase ‘it takes a village to raise a kid’ is very true.
Today, the people of Grandbay thinks it’s funny for a young woman to be assaulted, it’s OK to post naked pics of a young woman online, it’s OK to murder.
It is not OK to hurt others and I am sick of watching these law breakers get away. Grandbay has a problem and it’s time EVERYONE realize that and work on fixing it.
I saw a clip on youtube where Mrs. Justina Charles say that people don’t come forward but is that really true? I live in the US and I did what I thought a good citizen should do about this video yet nothing has been done about it.
I cried because that woman could have been my mother, sister, aunt, cousin or Grand-Mother and all I kept saying to myself is if that was a member of my family I would find a way to come back to Dominica and kill that man….that’s how outraged I was.
Grandbay people need to wake up and help the Police bring these people to justice. The parents need to stop lying and hiding their law breaking kids. If this doesn’t happen fast and now then folks like me will be forced to take the law into our own hands and that won’t be good for the Community or the Country.
Please, Please, Please powers that be help put an end to crimes in Grandbay. If I can help in anyway to make Grandbay clean up its act I will.

I love my village and don’t like what i am hearing
I am a 15 year old boy. i lived in grandbay all my life. Fine few things happen people die get arrested for drugs and they get shot. But what i’ve noticed is thaat the man who wrote this article is talking about Grandbay like it is the only Village or community in the entire of Dominica which has Domestic Violence.
Oh yes grand- bay is the only village still carry that dirt other villages had their fault and clean up a little but Grand- Bay don’t still carry their dirt and they have no shame at all thinks it’s such a bully idea to live their lives like that for so many years

Point well taken. As we all know the attitude of (some) GrandBay people is one half of this crime equation. The police is the other half. Trust me, I know what I’m telling you.
The lady from (I think Soufrier, not sure) with the high voice who for years have opened her p*ss# on sidewalks of My beloved Roseau with kids and all looking on, was ignored by most including the police. Not until recently when emphasis was put on, not people, but tourism that authorities removed her. It is my sincerest hope that they referred her for medical/psychological treatment.
Police are currently and have for years been calling on ‘all Dominicans’ to come forward with info to put killers away. Snitchers’ lives are in danger all over with no witness protection component for witnesses; so it’s not just a Grandbay thing, but I can certainly inderstand the writer’s frustration.
I have a question for stupes. What is the writer exaggerating about? The writer expressed anger and hurt after watching the video and from what I’m reading and from what the editor said about it being too graphic to show it’s understandable. The writer mention Mouse being killed and the killer walks among us like king…TRUE THAT. The writer mention a young man taking pic of his naked girlfriend and putting in on msn and in ciber space…TRUE THAT. I live in Grand-Bay and I am happy the writer is bringing awareness to some of the things going on in Grand-Bay. The writer should have added more like the young lady people call salop after she was rapped. I don’t care if she gives it out to Tom, Dick and Harry if she didn’t give it up to you then yes, it’s rape. The writer did not shed light on the young ladies shamaeing men they cannot have…TRUE THAT TOO. It’s hard to see the good in Grand-Bay especially among hard working young men such as myself because it’s over shadowed by the deliquents who think they are above the law and the parents aways willing to lie to cover up for them. Besides the writer needs to stop throwing a pity party for themselves, who cares if you cried. You claim you reside in America, I am sure that you have seen worst. I agree ACTIONS SPEAK LOUDER THAN WORDS!! There were other ways in which this person should have addressed the issues that they are so-called concerned about!! They mention God in their comments but I honestly would like to know if you prayed for the people before you wrote this, I bet a million dollars not!! The writer of this article claims that they wrote the article when they say the video and it was very upsetting to them. Don’t you find it a bit strange that it is only now that the article was reviewed and approved? This video is almost a year old, like the writer I have seen this video and although it was not the most pleasing thing, I would just like to say that GRANDBAY is not the only place in Dominica that these things occur. It happens all over Dominica but yet the moment something negative happens in GRANDBAY it is publicized and spread like a raging fire. To the writer, I would like to ask you what good have this article that you have written done? In my opinion, none at all but to bring even more negative light to a city that has always been excluded. Check your history, people are basically stigmatized when it comes to GrandBay. If you want to know why check your history books, GrandBay was the first city in Dominica to be liberated from slavery. GrandBay paved the road for the other cities to be free today, but people are so ignorant and still under mental slavery they can never give this city their praises without presenting some bad light on them. Why couldn’t this article be about the decrease in violence in GrandBay over the years, the winners of Madam Wob and Miss Wob, or the positive things that have been happening. I am from GrandBay and have lived in other places in Dominica as well and have seen the same things happen, even worst, but do you see them on DNO or Dominica News . There have been murders in GrandBay recently with false news as to what really took place, the news took several days to reach the public. The writer of the article should have done what everyone who view the video do and look the other way because instead of taking what happen into considering and asking what must we do to prevent that and other bad things from happening in our community I’m hearing about bunch of “all I’m seeing is him helping her? I have read each and every comment in here and some of them are positive, some of them negative and some wants more proof before they can make up their minds. I wrote the article to DNO. I have been trying to send this article ever since I saw the video earlier this year and my emails kept coming back. I attempted to send this to DNO for an entire week then I gave up and said “Lord I tried to do my part so now it’s in your hands; let your will be done.” I stopped clicking videos on fb or you tube and I stopped coming to DNO. A few days ago my friend called me an told me Grand-Bay represented big time during the creole fest check it out on DNO. I did and happen to click on the “Contact Us” tab and something told me to copy and past the email address and send that video one more time. I did and this time it worked. This story was not written to give the rest of Dominica an excuse to hate or say negative things about Grand-Bay people. It did not come out now becase we won big during the creole festival. I’ve been trying to shed light on this the moment I viewed the video. I cried when I saw this was happening in broad day light with poeple passing by and laughing. Some even encouraged him. I should not have said I’d kill the person if it was a member of my family but the rage I had in me when I saw the video I probably would have done something to that young man. We have to stop turning a blind eyes. I knew Mouse he was regular at my home because he was friends with my brothers. He was gun down during carnival yet his killer is walking among us like he’s king. The young lady I talked about, I know her and when she came forward with the news that police attacked her we did not rally around her like the old Grand-Bay I grew up in. Instead we (dominica) attacked her and the things we didn’t say were the things we forgot. Our young girls are in abusive relationships and we don’t provide support for them. Our young men are living the life of crimes and we say and do nothing about it. Everyone who watched this video and did nothing is some how encouraging that sort of behavior and I’m sorry but that is not acceptable. I know bad things happens everywhere not just Grand-Bay but as they say charity begins at home and I consider Grand-Bay my home so if I see or hear bad things happening I will voice my concerns. It’s time we take a stand against and say enough is enough. I was really hoping DNO would post the video for all to see maybe then maybe you will start asking yourselves questions.

DNO informed me they would not be releasing the tape due to the graphic content. From what I’ve been reading lately the Police are not very reliable so that’s why I decided to send it to DNO among other places but as I stated earlier my emails keep coming back. I’m not if it was becasue the address were wrong or just the devil hard at work.

i hav read the editors story..she has express her opinion on the video which was released on the internet and also further shared more grave concerns about what is happening in the lovely community of Grand bay. I share the same views as the said person above. I hav read if not all but most of the comments or remarks made towards the article which was written and most of them are very un sympathetic towards the individual who was alleged to be the victim. Grandbayrians please do not condone any wrong doings and learn about the laws of the land read alot and be aware of your rights so you will know the correct procedure to take when your rights have been violated and take a rally against violence which is destroying our beautiful community Grand bay and Dominca on a whole

Sister Charlotte dared the vatican and government to open the door of the covenant to prove that young girls, are not being killed, raped and starved. Whoever you are,Ialso share your concern. One rape in our community is too many. Rape charges are very difficult to convict if the victim does not come forward. Even when they do, they needto ensure that the evidence is intact and certified by medical and law enforcement personnel. So the sperms, cuts and bruises must beexamined by medical personnel and a police report made ASAP.(I deliberately left out DNA test).
Rape and assault are the most under reported crimes. Even in the USA it is said that 60% of rapes are not reported for fear of reprisals.The USA reported 194 000 rapes in 2005 and 89 000 in 2009. Grand Bay happens to have this one on tape but rape is a national and international disgrace.

You know that US citizens do not interfere in police arrests. the most you can do is a secrete video tape. We all need to fight crime but law enforcement agencies and the criminal justice system need to reassure the populace by making the criminals do hard time.

Anonymous I have to agree with you on some extent but if you saw the video you’d probably be ready to hurt someone if they were doing that to a member of your family. I don’t think two wrongs make a right but I understand. The video was really graphic and as much as I love Grand-Bay because as someone posted earlier I’m at my happiest when I’m in Grand-Bay Dominica we do have a serious problem. The idiot who posted that Grand-Bay people have been hiding things under the rug from the beginning is so wrong. There was a time when Grand-Bay people would have beat the heck out of the person. Well I would not even be talking about that if I were most people who commented. This might not be what you think. Do not get me wrong, i am not saying anyone should be molested but what happend. These were two drug users/abusers. I would not dig much into it because these things do happen almost everday do these kind of people all over dominica and the world by large. It’s sad when some people let drugs take over their lives. The lady in the photo actually spent most of her life overseas and came back a PARO. sad but that’s how they choose to live their lives. Do not make that more than it is, even if the police were to go their, I doubt they would come out with anything more than two drugs addicts doing what drug addicts do.

I don’t understand what this person is trying to interpret in this article, but what I get from it is that grand bay was the best village before. what I have seen and heard in Grand Bay from when i was a lil girl to now is not much of a difference, it’s just that things are a little worst now. but people were being killed and abused the same way before and grand barians use to sweep it under the carpet. sweetie grand bay ppl like livin like tht, they won’t change. Grand Bay has a problem, and I think everyone is aware, but no one dare attempt to fix it. Ask around and find out who everyone seems to adore in the village, knowing what they know, is like satan has engulfed this place.

You are correct! The guy in the picture was helping her after the fact. The video was on YouTube since May and I don’t know why they are just bringing this up. I born and bred in London but am a regular visitor to DA Grandbay is my Home Town I’m at my happiest when I’m there. For those of you run it and the people down look around you this is the society we live in. Grandbay is not unique in anyway when it comes to crime. I have my family extended relatives and friends in Grandbay and they are welcoming and their hospitality is beyond any other part of Dominica I’ve visited. I know Joan well she has problems but I always have time for her when I’m visiting I’m so sorry that someone felt the need to have some fun at her expense but this is not the general character of men in Grandbay. I have a brother, nephews and male friends in Grandbay and they are all perfect Gentlemen. People in glass houses shouldn’t throw stones. Grandbay haters leave Grandbay alone. The person who wrote this story spoke of lawlessness and stop murder yet in the later end she also spoke of killin , dam what are u really tryin to say yow. I get the whole point and it is a real concern to society. I really wish we would do something to curve the problem.
If you read the article you’ll see the person trying to say stop the killing or else good citizens will be forced to turn the table. I have to agree with him/her. Not to marginalize your concern but this is not just a Grand Bay thing this is a national problem. Our people are very disrespectful – I really wish that our people learn to respect people for who they are – be it a drunk, Paro, or homeless. It is no surprise that the police are very unresponsive because the policemen themselves are very rude and unprofessional- it is an overall culture that needs to change. It starts with basic courtesy – from the homes , at chool , government offices, private enterprises.
I really wish that something is done with your concern and maybe we can make an example of the perpetrators

This is a new trend with men in Dominica to make clips of the pain they are causing to women to them it is fun, they use their cell phone to record this things and think it is funny, and that is so sad, it hurts me as a Dominican to see how sick our men and young men have become, sad real sad.

Forreal the man was helping her out because she was close to the gutter and that happened towards the end of the video. The pics DNO posted are the only G rated parts of the video the rest is just not something that should have been out there for people to make fun off.

I agree with many things you present in your comment, but I have yet to see a solution to the problems…it is obvious that certain things are beyond human control! I feel that the writer wrote this article not out of concern but out of anger….the amount of time that it took the writer to write this article he/she could’ve spent that time fasting and praying for the place they call their home!! This article have attraced more negative attention thant good, but Im betting that if the writer prayed at least one hour with sincere concernt, God would’ve moved in GrandBay!! People wisen up!!!
These things are happening because we let it happen. We think becuase it doesn’t affect us or a member of our family it’s o.k. The aids one is news to me but if the health official and law enforcements are not trying to do something about it then that’s a problem. Some people are upset because they think Grand-Bay is being targeted but it’s not. I’ve never lived anywhere else in Dominica besides Grand-Bay so I can’t complain about other villages…I don’t know what’s going on in other villages. I grew up in Grand-Bay and I have lots of family and friends in Grand-Bay. They don’t know how this video have affected me. I’ve bragged to all my American friends that Dominica is the best and Grand-Bay is the best village but some of the things that are going on right now is making me question that. I know some are angry I wrote that article and I will write one everyday to DNO if that’s what it’s going to take to shed light on some of the things that are going on. The article is a first…the elected official we elected are not doing enough and the only reason I’ve not written an article yet is because I’m still investigating…I’m not going to write about hear-say. Someone said If I claim to love Grand-Bay why haven’t I contacted Village Council but what they don’t know is that it’s on my to do list.I’ve sent one email because I don’t like the way the grandbay website is setup. I was told to stop by at anytime so when I go to dominica I will be going by the village council and see what I can do to give the site a lift and help shed light on the Positive vibes in Grand-Bay.

I know both parties but it seems that he was trying to help her up off the ground. That is what it seems to me. I do not see any molesting (not that they would show it anyway). There have been several other pictures circulated of Joan and people think it is joke but we really need to help her, not because she is a drunk etc. that we should just sit around.
One prominent man from Grandbay once told me that Grandbay is like Ninevah.For those of u who do not know about Ninevah,it is the country GOD once sent Jonah to preach and he did not want to go.It was so much an evil place that Jonah refused to obey GOD to go preach to these people there.The last time i went to Grandbay,which is more than a year now,when i saw the condition the people live,i said to some people around me that Grandbay needs a spiritual cleansing.The people are so heartless and ungodly that they could watch one kill the other without any intervention far more to be a witness to the state.I am sorry for what will become of that community for their wicked deeds of drug,prostitution,murder and all the other criminal activities they’re involved in,woe unto them.

I will not go as far as saying Grand-Bay is Ninevah but I agree that we need a spiritual cleansing and as hurtful as it is to admit you are right about people being so heartless that they will sit and watch someone killed because it has happened before. There are still Good people in Grand-Bay, friendly, warm and caring people but it’s hard to even notice those people when the ones that think they are above the law do their nonsence. I still love Grand-Bay and I am at my happiest when I’m with my family and friends in Grandbay but we have a serious problem and it’s time we face it.
