It is very sad that someone decided to post this photograph. I recently visited Dominica (I am Dominican) and when I first saw this lady; my initial thoughts were that she is not well i.e. mental illness. I enjoy taking photographs of everything that moves in DA as well as photographing street life and our amazing landscape but with regards to this lady I did not think it was appropriate to take her photograph. I saw her at the same spot whenever I visited my friend and wondered what was being done to help her. She always appeared to be very happy and would be singing and dancing without a care in the world. I wanted to reach out to her but realised that she would not have responded as she was in a world of her own. Whenever I visited my friend (house with the red post box at the front) and sat on her balcony taking in everyday street life including the traffic jam in this particular spot – I felt guilty that I could not reach out to her and always wondered if the authorities in Dominica would try to assist her. God forbid that one day she falls off this perch of hers into the path of an on-coming vehicle. I can just imagine what the reaction will be – We should not wait for an accident to happen – action should be taken now. It is clear she needs help but the nature of her illness means that she is unable to get this help herself. So DNO do your bit and see what you can do to assist her to get her off that perch of hers then post some positive news about her.
Due to the fragile nature of her mental state there is an accident waiting to happen…………

I did not realise that some readers are so passionate about protecting one’s privacy. Are those the same people who call for photographs of crime scenes and criminals and people charged for various offences? We need to stand on one side of the fence. It is either wrong or right. We cannot flip sides when it is convenient. So I say, if we want photos we will have it. If we do not want photos, then admin should post every item without a photo. Pick your poison!!

@reality check…celebrities and public figures are different….in case you did not know…that is why the paparizi can follow them around …but the paparazi cant do the same to a private individual like you and i..we would have a better cahance at winning a law suit for for such issues than celebrities and public figures
Paparazi or not you are talking utter tush. RC claimed that you cannot take pictures of anyone without their permission in the UK. You can take pictures of whatever you want in a public place as long as you are not trespassing, or taking pics of military or police without permission.
People can object and it’s up to you to appraise the situation and continue or not. Taking pictures of children in a public place you need to be more circumspect and ask permission or you could find yourself being questioned or suspected as a paedophile. I am a photographer and therefore know the bounds of the law.
Some countries in Africa and the Middle East you find people that have cultural objections to being photographed full frontal but you find no law stating it is an offense.
Please get out of your cave and see the light!

I am normally in agreement with you guys but in this case I’m in agreement with the people who feel that it’s inappropriate to put this lady’s pic on here. I’m not familiar with the legal system in Dominica and therefore don’t know the rights that DNO has or the rights of the photographer.
I do however see alot of random, inappropriate pics sent on the internet of people in extremely embarrassing situations by Dominicans. Is this the norm in Dominica because ethically it’s emphatically degrading!
Like someone stated she may have a son…daughter….sister… brother who may not be comfortable with that pic. The lady may also have a mental illness and there you guys go exploiting her. Show some empathy, some compassion because all I see on your end is apathy. Certain things are just downright inappropriate and this I believe is one of them. Show the world that we Dominicans do have class!

You may know the woman as a psychiatric patient but this has nothing to do with the picture. This is a typical urban shot. How do any of us here know whether or not the woman was posing specifically for the person taking the photograph.

as much as the photographer could be protected by law…. there is something called discretion… if it was his/her mom… aunt or relative.. would the photographer send it to d.n.o??? if this photo was of admin’s relative… would it be posted on d.n.o??? this is d.a where everybody knows every body and this isn’t funny…. she may have children… and relatives etc who may even feel emberrassed to some extent…. people must use there discretion… cause as much as this is a public pic… if d.n.o recieved a photo of SKERRO kissing an underaged girl in soufriere hot springs… i’m pretty sure they wouldn’t have posted it up… and claim “oh once is in public it can be posted.. so becareful what u do”

This picture is typical street photography at it’s best. It has captured an urban situation brilliantly. It shows the photographer has a keen creative eye. Well done Mr. Letang, you should continue to develop your knack for capturing such candid shots.
