Specifically, citizens of Dominica applying for a Canadian visitor visa, for the purpose of education, employment, or temporary or permanent residency are required to submit biometric information. This encompasses fingerprints and a photograph. Applicants in Dominica can fulfill this requirement locally during the specified dates, thereby circumventing the need to travel to alternative locations. The usual procedure for Dominicans to provide biometrics involves travel to collection centers in Barbados, Saint Lucia, St. Vincent and the Grenadines, or Trinidad and Tobago outside of this temporary service.
Individuals considering a visit to Canada for study, business, tourism, or family visits are encouraged to submit their visa applications promptly. This opportunity is particularly applicable to the following:
* Dominican citizens planning to travel to Canada.
* Individuals who have previously applied, either electronically or via mail, for a visa, work or study permit, or permanent residency and have received a Biometric Instruction Letter.
* Citizens of countries other than Dominica that require biometric information, currently residing in Dominica, and intending to travel to Canada.

Anyway the fact is, Dominicans cannot go to the UK without a going through a very expensive and complicated visa process and now we can’t go to Canada without going through this expensive and complicated visa process requirements.

Well pm wife is Canadian, he has diplomatic passport and their children are Americans, so that’s not for them.
