Minister for National Security and Legal Affairs, Rayburn Blackmoore has announced that plans are in place to address some of the issues faced at the Dominica State Prison. Blackmoore’s statement came while addressing a press conference on Wednesday, following the recent escape of three prisoners who were serving time at the state prison.
According to Blackmoore, regular meetings have been held with the Chief of Police, Prime Minister Roosevelt Skerrit as well as management and staff of the state prison to further address the issue.
“Because if we have to have the confidence that when people are sentenced to prison that they are kept and properly secured and the issue of safety of a society is also measured by the state’s ability to ensure that prisoners are properly secured,” he said.
He mentioned also that the prison has been mandated to grow its food.
“We have mandated the prison to grow its own food, starting with provision,” Blackmoore revealed. “So what we have started at the prison is what we call a farm program.”
Furthermore, he said the program is being managed and supervised by the Acting Assistant Superintendent of the prison.
“We want to ensure that when prisoners are on the farm working that they are properly supervised too, because the previous escapes that we have had involved people who were actually working on the farm,” Blackmoore noted.
Meanwhile, he pointed out that one of the challenges faced over the years is the issue of the secondary fence.
“We have started construction of it and we will be recommencing construction of it, so after the completion of the secondary fence it will be highly impossible for anyone to call me and tell me an inmate has escaped,” he remarked.

Anyway, let me respond to foolish Blackmore statement by saying: these group of persons are reactive on all matters.
They are a bunch of idiots and shameless, unfortunately the people have decided that they will not demand change.
So these guy have understood the mindset of the people so they are playing with them.
Doesn’t matter wot they say or do, the people are happy to accept.
Now if the stats show that 15000 person support the opposition then why can we get 5000-10000 demonstrating on any given day?
minister for national security please ,give me a break free him up lol .3 prisoners escaping the police station robbed , what next .how can anyone independent of everything take these people seriously. I am not even mentioning a number of sensitive crimes that have not been solved. if you not going to change his position promote him .loyalty wow
Dominica needs a newer, larger, more advanced prison system. point blank period. Too much crime and not enough space for those guys anyway
somebody please tell me how after 3 prisoners escaping ,the police station in St Joe getting robbed and is the biggest joke in the Caribbean, and a number of sensitive major crimes on the island of Dominica .how does this minister for national security continue to flourish in this role.If he continues like this it’s got to be a promotion lol.He must be a real good friend lol because he is a very likable person.

So basically the reason why prisoners are escaping easily is because no one cared to complete the job. and just like everything else is Dominica, we just say “so it is” and what we call life continues.

I’m a Blackmore fan I like this guy. But don’t tell me he is still national minister of security. the girl at Warner that went missing and the popo shot the kidnapper ,the popo station at St Joe being robbed and 3 escaped prison and still in charge of the nation security. he must be someone’s best friend or he got something 🤔 on someone lol only joking. all jokes aside has he improved security
You should know. Since you are such a fan. However it is obvious that you may not even live here since you are asking whether security has improved. to answer your question, no it has not. it has gotten worse.
Handel need to tell the PM and Blackmore the truth. The prison is understaffed, ill equipped and overcrowded. The only people that have it real nice in there are the two white guys on remand for the two murders in Soufriere because of their connection. Them man living like they at a hotel. But tanto-tanto because shak- cosho -nee Samdi yoe.
A fence was built around the house in Villecase and Morne Daniel. these two prison locations can be used to house maximum security inmates. Blackmore I also suggest we start painting the prison Red in preparation for when the law catches up with you Roosevelt. Let’s also set a spot for babawoule and wawa so two of you can plant and dig make tonton to eat. All you guys do is react to self inflicted wonds on the country.
